Description of Revisions/Reasons

This minor draws on courses from many departments to offer an interdisciplinary
approach to the study of leadership. Students would be required to take one
foundational course: LEAD 202 (Introduction to Leadership Studies), which has a
sophomore standing, and provides an overview of relevant theories in leadership.
Students then select one course from the following categories: Presentational Skills;
Interpersonal/Group Skills; Organizational Change Skills; Community Engagement
Skills; and Critical Thinking Skills. The minor totals 18 credits.
When the Bachelor of Arts-Art History program was placed on moratorium, 60
semester hours of Art History coursework, including related cognates were required.
During the time the program has been in moratorium, PASSHE Policy 1990-06-A:
Academic Degrees has mandated that BA degree programs have no more than 42
semester hours of required major coursework, including required cognates. Upon
review, the Art Department determined that the degree program may be effectively
delivered in a way that meets the PASSHE mandate by selectively deleting some Art
History required courses and by recommending, rather than requiring, specific related
cognates. The deleted coursework may, if desired, be taken as Free Electives, and the
deleted cognates may, if desired be taken as Free Electives, or to meet appropriate
General Education requirements. The program is recommended for reactivation since
the new program requirements align with ARHI course requirements in existing BFA
programs, resulting in no additional cost in the offering of this program, while
providing a fall back major to Art students.

Accreditations and Recognitions
• The Business and Economics Department received notification in April from the Accreditation
Council for Business Schools and Programs (ACBSP) that their Quality Assurance report was
reviewed and accepted during the April 14-15, 2016 Baccalaureate/Graduate Degree Board of
Commissioner meeting.
• In June 2016, Edinboro University’s Master of Arts in Counseling – School Counseling
program was ranked #4 by Great College Deals in its 10 Best Deals on Online Master’s in School
Counseling Degree Programs.
• Best Counseling Degrees ranked Edinboro’s Master of Arts in Counseling – College
Counseling #6 in its list of Best Master’s Degrees in Student Affairs and College Counseling. This
ranking of the top 30 campus-based programs in the country is based on a methodology that includes
affordability and accreditation by the Council for Accreditation of Counseling and Related
Educational Programs (CACREP), which demonstrates that a program meets critical educational
components considered important by the profession.
• Edinboro University was named a top 10 school in the nation for disabled students seeking an
online education by OnlineSchools.com, a virtual publication that evaluates online learning.
Edinboro was ranked 6th by higher education researcher, Kenneth Williams, in his editorial titled
“Navigating an Online Education for Students with Disabilities.”

• Edinboro University’s Minor in Personal Financial Planning has been registered with the
Certified Financial Planner Board of Standards Inc. (CFP Board), allowing students who
complete the requirements of the minor to sit for the CFP® Certification Examination administered
by the CFP Board.
University Outreach and Campus Programs
• Edinboro University honored more than 100 of its highest-achieving students on April 15 during the
University’s annual Academic Honors Convocation ceremony at Louis C. Cole Auditorium Memorial Hall. Graduating seniors who earned Summa Cum Laude, Magna Cum Laude and Cum
Laude honors were announced and received their stoles and Outstanding Departmental Seniors were
recognized and received red cords to wear at Spring Commencement. Honors Diploma Candidates
received honors medallions. Emma Sullivan and Micah Cattell received the Scholar-Athlete of the
Year Awards; Candidates for Commissioning received camouflaged stoles; Shaquan Walker, student
representative, Council of Trustees, and William Galt, President of the Student Government Association,
received Leadership Awards; and Julia Jagielo-Miller, the University’s nominee for the 2016 Syed R.
Ali-Zaidi Award for Academic Excellence, received special recognition. Dr. Donald Sheehy served
as the faculty speaker during the ceremony. Dr. Sheehy was named Scholar of the Year in 2015.
Three extraordinary employees were also recognized at the event:
Dr. David Hurd (Geosciences) was named Faculty Member of the Year.
Dr. Shaun Pfeiffer (Business and Economics) was named Scholar of the Year.
Dr. Susan Norton (Counseling, School Psychology and Special Education) was named Advisor of
the Year.


On April 19, the Nursing Department hosted Agent Alan McGill from the Attorney General’s office
who presented an update on Drug Division in Healthcare and the Opiate Prescribing/Overdose issue
facing healthcare workers.

Porreco College spring lecture series concluded in April with lectures by Professor Nancy Frambes,
Psychology Department who presented “An Old Drug with a New Day?” where she discussed risks
and benefits of Marijuana and how society views this drug today, and Dr. Michael Morrison, Business
and Economics Department, who presented “Price Convergence After Cataclysm” where he
discussed his research, which uses the online virtual world, World of Warcraft, to study the economics
of price convergence.
Students from Edinboro University’s STEM Ambassador Program visited Corry Area Intermediate
School and Corry Area School District’s Career & Technical Center on May 6 to promote active
science, technology, engineering and math (STEM) learning activities. The STEM Ambassadors are
undergraduate students enrolled in the Early Childhood and Special Education program at Edinboro
University. Dr. Linda Best, professor in the Early Childhood and Reading Department, is the
director of the STEM Ambassador Program.
On May 7, 2016, Edinboro University celebrated the academic success of 779 members of the Class of
2016 in undergraduate and graduate Commencement ceremonies. Dr. Daniel Meyer, music
director of the Erie Philharmonic Orchestra and the Asheville Symphony Orchestra provided the
commencement address and was presented an honorary Doctor of Humane Letters at the
undergraduate ceremony.
Several study abroad programs took place after the Spring 2016 semester:
Dr. Janusz Czejdo traveled to Poland on May 11-22, 2016 with 9 students as part of Edinboro
University’s cooperative exchange agreement with Marie Curie Sklodowska University. The students
studied Polish art, history and culture in Lublin, Cracow and Warsaw.
Dr. Charlene Molrine led a group of 20 students to Peru on May 17-26, 2016. The group explored
ancient Inca sites in Cuzco, Machu Picchu and Ollantaytambo, and completed coursework for
Communication Disorders Across Cultures.
Dr. Cynthia Rebar traveled with 8 students to South Africa and Botswana on May 18-June 9, 2016.
The students completed coursework for Special Topics in Biology: African Conservation Experience.
They camped out each night, closely observed the local animals and learned about environmental issues
from native guides.





Dr. Karen Lindeman of the Early Childhood and Reading Department, traveled to Italy with 22
students June 11-17, 2016 as part of a summer travel-study opportunity to investigate early childhood
education in Europe through visits to several elementary schools. The group also explored Florence,
Reggio Emilia and Tuscany.
The second annual Tech Savvy workshop was held at Edinboro University on June 4, 2016. The
workshop, designed to show how science, technology, engineering and math (STEM) fields can lead to
exciting careers, was sponsored by the American Association of University Women (AAUW) in
partnership with Edinboro University, and hosted 6th – 9th grade girls and their families.
Edinboro University launched a summer academy for high school students with autism as part of its
new Boro Autism Support Initiative for Success (BASIS). The academy is designed to meet the
needs of college exploration and transition for teens ages 14-17. Participants learned relevant skills
while gaining insight into college life inside and outside the classroom. The program was held June 20
– July 1 and was led by Edinboro University’s staff of professionals in education, nursing, counseling,
speech pathology and occupational therapy.

On June 26 the Edinboro University School of Business hosted 19 high school students entering grades
9-11 as part of the annual Xavier and Tina Williams Summer Youth Business Academy. The fiveday camp immersed students in seminars focused on team building, business strategy, management,
finance, marketing, problem-solving, and financial planning.
The Leader Speech and Hearing Center will provide a new clinical therapy program for preschool
children with hearing loss. The Kids Intensive Language Training (KLT) program is classroombased and involves the use of auditory-verbal (A-V) therapy principles. Certified and licensed EU
faculty with expertise in the A-V approach will deliver the program with assistance from a team of
graduate student clinicians and undergraduate student volunteers. The 12-week program will follow the
fall and spring semester calendars and will be held in the morning on Mondays and Thursdays.
A Robotics, Environmental Science and Data Processing camp will be held at Presque Isle State Park
and the Tom Ridge Environmental Center from August 8-12. High school students interested in robotics
and environmental science will get a chance to learn from the experts. The camp, a collaboration
between Carnegie Mellon University, Edinboro University and Platypus, LLC, will introduce 20
students entering grades 9-12 to core robotic, data science and environmental science topics and will
also provide hands-on experience with autonomous robotic boats. Edinboro University chemistry
professor, Dr. Nathan Armatas, will join other instructors to guide the camp participants.

Faculty Recognition
• On April 13 the Take a Stand Against Sexual Violence Campaign hosted a “Recovery in Action”
panel discussion. Panelists included Dr. Molly Wolf, Social Work Department, Dr. William Pithers
Psychology Department, and Executive Director of the Women’s Services of Crawford County, Bruce
Harlan. Students learned about the stages of recovery for victims.
• Dr. Donald Sheehy, professor in the English and Philosophy Department at Edinboro University,
was a guest speaker on April 13th at the Third Victor E. Reichert Robert Frost Event, in Buffalo, NY.
During his lecture, “Novel Inflections: North of Boston Revisited,” Dr. Sheehy discussed some of the
unanswered questions that continue to persist more than a hundred years after the publication of Frost’s
second book of poetry.
• Dr. Heather Snyder, a professor in Edinboro’s Psychology Department, received a Fulbright
Scholar Award to research at University of Surrey. Dr. Snyder was selected to work with Dr. Paul
Sowden at University of Surrey on a research project to study the influence of feedback given for a
creative product on university students’ self-perceptions of creativity.
Student Recognition
• In March 2016, nine students attended and presented research pertaining to one of their food safety
projects at the Annual Meeting for the Society of Toxicology in New Orleans, LA. Dr. William
Mackay, professor in the Biology and Health Services Department, accompanied the students to the
national meeting. Students who attended included: Brittany Benjamin, Adrian Babel, Riley
Hardval, Laura Mummert, Ivy Kuberry, Lindsey Schwanke, Khyati Patel, Richa Patel and
Oladapo Afolabi.
• Edinboro Unversity’s annual Celebration of Scholarship was held on April 6, 2016. Students
presented and discussed their research, scholarship and works of creativity. Awards presented to this
year’s winners:

Provost's Choice Award
Artificial Neural Networks as Game Opponents - Ryan Javens (College of Science and Health
Professions)
Nicole Wagner, a biochemistry major at Edinboro University, was accepted into the National Science
Foundation’s Research Experience for Undergraduates. Ms. Wagner will spend 10 weeks during
the summer at the University of Minnesota-Twin Cities where she will study small molecule
interactions. Her research will focus on a type of protein domain called Bromodomains, which have
proven to be significant in cancer therapy.
Graduate student, Caitlin Chasar, was selected to participate in the 2016 American Association for
People with Disabilities Internship Program in Washington D.C. Caitlin is a student in Edinboro
University’s Counseling Master’s Program and will graduate in December of 2016.
Several Honors scholars had an opportunity to contract a non-Honors course.

Alexa Alpern completed an independent study under the direction of Professors Jeremy
Galante and Hanjin Park, in which she created the first episode of a new animated television
series using design concepts from the production pipeline.
Mackenzie Bracken worked with Professor Mark Deka to analyze and produce art inspired by
the study of non-western art history, specifically the traditional art of Japan.
Ashley Coyle worked with Professor Jeremy Galante to conduct self-studies of experimental
animations and reflective journals that evaluate the success and failure of experimental twodimensional animation.
Natalie Gilley worked with Professor Amanda Frantz-Mamani to evaluate the importance of
sports in Latin America, with specific attention on history, cultural norms, sport as profession,
and region-specific activities, such as cliff diving in Mexico and surfing in El Salvador.
Emily Kling worked with Professor Amy Barrall to evaluate stress management programs with
a focus on college students and athletes.

SaLa Lee worked with Professor Mathew Foradori to delineate the history of CRISPR and
CRISPR-Case 9, a new molecular gene-editing tool that has sparked a patent battle between the
University of California, Berkley, the Broad Institute of Harvard, and MIT.
Andrew Lehman worked with Professor Karen Ross to explore multiple perspectives in storybased animation through self-reflection on the production of animated content.
Kathlyn Longtine analyzed major modern essayists under the direction of Professor Roger
Solberg. Kathlyn’s examination of rhetorical techniques, messaging, and communicative style
will inform her personal technique for the writing of effective essays.
Kyle Turk worked with Professor Jerra Jenrette to research and produce a documentary film
on the role of women as volunteer medics and military officers during the Vietnam War.
Cassandra Whitmoyer worked with Professor Ruth Stauffer to produce a single-season
workout plan for a high school girls cross country team. The plan includes simulations, running
logs and workout goals for the team.

Starting with the fall 2016 semester, the Honors Program will be rebranded as the Edinboro University
Honors Program.

Micah Cattell, a member of the Edinboro University Men’s Swimming Team, was named a CoSIDA
(College Sports Information Directors of America) Academic All-American, First Team. This is
the national gold standard for academic awards by collegiate student-athletes.
Edinboro University Women’s Swimming Team was named College Swimming and Diving
Coaches Association of America (CSCAA) Scholar All-America Team. This is the fourth straight
year the women’s swimming team has earned the honor. To be selected as a CSCAA Scholar AllAmerica Team, programs must have achieved a GPA of 3.00 or higher over the spring semester.
Edinboro’s women’s swimming team had a 3.56 GPA and were one of 61 NCAA Division II teams
recognized.

Miscellaneous
• Governor Tom Wolf spoke at Edinboro University on April 14th during a campus visit. The governor’s
address was presented in conjunction with the Department of Communication Studies’ Annual
Spring Banquet. Governor Wolf discussed matters concerning key policy initiatives and the state
budget.
• The Al Stone Lecture Series concluded the Spring 2016 season with a lecture by Dr. David Fulford, a
professor in the Biology and Health Services Department, entitled “Emerging Viral Diseases: The
Zika Virus, the Ebola Crisis and HIV-AIDS” presented on May 5th; and Dr. David Wagner, emeritus
professor of Edinboro University, who presented a lecture on “The Intersection of Science and Law:
Traffic Accident Reconstruction” on May 19th.
• Free summer Math tutoring was offered by representatives from the Northwest Tri-County
Intermediate Unit at Porreco College on Tuesdays and Thursdays from May 10th through July 7th. The
tutoring was available to all Edinboro University students whether or not they were enrolled in summer
classes.
• The Edinboro Brass Quintet presented a free concert on Monday, May 23, 2016 in Blasco Library.
The performance entitled “The Thorn Birds” concludes the Great Books with Great Music 2015-16
season. Edinboro Music and Theatre Department faculty members, Dr. Daniel Burdick and Dr.
Sarah Schouten, were among the performers.
• WFSE added two specialized community-focused broadcasts to its programming at 88.9 FM this
summer. The station is airing the student-produced community affairs show “Women Who #Werk,”
which features a variety of guests discussing issues that impact women in Erie County. The segments
will be followed by special musical re-broadcasts of the EU Music and Theatre Department’s First
Friday Concert Series and “Songs and Stories of Scotland.” The “Women Who #Werk” show was
produced and directed by Edinboro students in Dr. Jim Wertz’s Television Production class and
originally aired by ETV. Dr. Wertz worked with WFSE advisor, Dr. Ron Raymond, to broadcast the
audio on WFSE as a way of making the programming more assessable to an off-campus audience.
• Dr. Michael Hannan, Provost and Vice President of Academic Affairs, Ms. Linda Kightlinger,
Director of International Student Services, Dr. Baher Ghosheh, Professor in the Geosciences
Department and Dr. Jingze Jiang, Assistant Professor in the Business and Economics Department
traveled to Zibo, China May 22nd -30th to participate in ceremonies marking the 60th anniversary of
Shandong University of Technology (SDUT) and the 30th anniversary of its sister-university
relationship with EU. Edinboro has hosted approximately 150 SDUT visitors and sent many EU
administrators, faculty, staff, students and community members to China. The party also visited four
other universities while in China.

Description of Revisions/Reasons

This revision adds MATH 106 Trigonometry (or MATH 107 Pre-Calculus) as a
prerequisite to MFGT 225 (Statistics and Strengths of Materials). MFGT 100
(Manufacturing Processes) replaces MFGT 101 (Manufacturing Process I) and MFGT
102 (Manufacturing Process II) which are no longer taught. ENGR 201 (Engineering
Graphics) replaces MFGT 110 (Technical Drawing I) and MFGT 111 (Technical
Drawing II) which are no longer taught. MFGT 320 (Cost Estimating) and MFGT 370
(Motion and Time Study) are no longer required, and are replaced by 6 semester hours
of MFGT 300+level electives. The accumulation of these changes require 19 semester
hours, whereas the original minor required 20 semester hours.
This revision fulfills the changing expectations of the Advance Practice Nurse and
professional nursing accrediting associations, specifically the Commission on
Collegiate Nursing Education (CCNE).
This revision to the Health Studies Minor adds course HPE 241 (Stress Management)
and removes course HPE 265 (Health Emergencies) to the list of course options
required for the minor.
This minor now allows two tracks which differ in their introductory physics sequence
and their math prerequisites. Track I requires MATH 211 (Analytical
Geometry/Calculus I) and MATH 212 (Analytical Geometry/Calculus II); Track II
requires MATH 106 (Trigonometry) or MATH 107 (Pre-Calculus). The revision
requires 12 credits of Astronomy courses from a menu of 18 credits of Astronomy,
including an advanced optics course in physics. This brings the minor into compliance
with PASSHE Policy 1985-01-A, specifically the 18 credit minimum, and simplifies
the course requirements for the minor.
This revision removes MATH 211 (Analytical Geometry/Calculus I) and MATH 212
(Analytical Geometry/Calculus II) from the prerequisites. PHYS 150 (Physics
Orientation) was retained as a prerequisite, but permission of instructor was allowed to
substitute. This brings the minor into compliance with PASSHE Policy 1985-01-A,
specifically the 18 credit minimum.

Office of the Vice President for Finance and Administration

During the final quarter of the fiscal year, the Office of Finance and Administration focused on
two major projects in addition to the business of preparing to close the fiscal year: (1) developing
a financial plan to bring the institution’s operating budget into equilibrium by Fiscal Year (FY)
2019, and (2) the acquisition of the Highlands through an advance refunding utilizing
Commonwealth of Pennsylvania general obligation bonds. Enrollment results as of May 1
suggested that budget revenue projections for FY 2017 were significantly overstated; the
University had already planned to reduce expenditures by $3 million and it became clear that
additional reductions would be required to minimize the use of fund balance to support
operations. Based on revised enrollment projections the University settled on a three year plan to
bring the budget into balance via $5 million gap closure measures in FY 2017, an additional $4.5
million in FY 2018 and an additional $3.6 million for FY 2019.
Refinancing of the Highlands is being coordinated by PASSHE Legal Counsel together with
bond counsel for the Foundation, Foundation legal counsel and in coordination with Wells
Fargo, the Trustee for the current bond indentures. The Office of Finance and Administration has
served as the primary University representative to this transaction. Approvals have been sought
and received by the PASSHE Board of Governors for issuance of new bonds providing for an
advance refunding of the current bonds with the closing scheduled for early September. The
University anticipates realizing significant savings in interest payments based on more favorable
interest rates. The new bonds are being structured to mirror the remaining term of the current
bonds (i.e., no years are being added to the repayment period).

Budget

Budget Office in conjunction with Accounting Office completed the April projection for the
fiscal year. Prepared, disseminated all operating budget packets for Fiscal Year 2017.
Reviewed, analyzed and entered budgets into the SAP financial system by the end June for the
start of the fiscal year. Attended several meetings with the ELT staff as monthly as “Closing the
Budget Gap” discussions ensued.
Worked closely with Provost and Deans to produce the FY 2017 Academic Personnel Plan that
contains the budgeted FTE for the upcoming fiscal year for faculty. Worked with Human
Resources office to review all open positions, pending retirement/resignations to ensure 2017
budget is correct.
In May, revised 2017 enrollment projection numbers, which in turn, caused all revenues to be
recalculated. Failed employment search for the much needed analyst position to be shared
between the Institutional Research and Budget offices.

Facilities Management and Planning




The Rose Hall Elevator addition is nearing completion. The new elevator and entry will
be open for Fall 2016.
The Library Learning Commons project has begun and will be completed and opened in
Spring 2017.
Minor renovations are underway to make short term improvements to the Van Houten
Dining Hall to improve the student experience. Painting of the dining hall is nearly
complete and a new outdoor patio seating area will be opened in Fall of 2016.

The space study and analysis being prepared by Paulien Associates is nearing completion
and is scheduled to be presented to the University in August. The analysis will attempt to
identify opportunities for space consolidation and efficiencies which will lower facilities
operating cost.
Several sidewalk replacement projects have been underway this summer to repair aging
and damaged sidewalks on campus. These include sidewalks near Reeder Hall, the
library, and at the Police Station.
The renovations to the second floor of Dearborn Hall are nearly complete and the
departments of English and Philosophy, and Sociology will be relocated after August 1,
2016. The rooms have been converted from vacant residence space by removing built-in
bedroom furniture, patching, painting, and the installation of new carpeting. A new
central department office and student lounge space was created just off of the elevator.
This project will complete the evacuation of Centennial Hall.
The Pennsylvania Department of General Services (DGS) and the Pennsylvania
Historical Commission have approved the disposal of Miller Education Center and
Centennial Hall which clears the way for the University to make plans and accept bids to
demolish these two aging facilities.
A multitude of deferred maintenance projects have been underway utilizing funds
provided by the Keystone Recreation, Park and Conservation Fund of 1993 (Key ’93).
The act is funded from a portion of real estate transfer taxes and help fund deferred
maintenance projects for a number of commonwealth agencies including the State
System of Higher Education. The facilities department is utilizing these funds to replace
aging equipment and systems, repair deteriorating infrastructure, address safety and
accessibility issues, and make improvements which are otherwise unable to be funded.
The sidewalk replacement project mentioned above is an example of a Key ’93 project.

participating merchants, both on and off campus.

Starting in May 2016, distributed the new HID security cards for all University IDs.
Work has started on a new sidewalk for Van Houten Dining Hall and a new entrance area
to the all-you-can-eat Marketplace Café.

Purchasing and Contracts
Since April 2016, the Purchasing Office has reviewed multiple agreements and contracts,
processed multiple bids including janitorial supplies, football equipment, elevator maintenance
and repairs, and also processed many purchase orders and service purchase contracts.
• Facility related issues - Service contracts have been awarded for various services
including waste removal, elevator maintenance services, multiple Community Music
School instrument lesson contracts, speaker agreements and continuing education
agreements. Work orders against open-ended agreements for asbestos removal and
project design services were also issued. Construction contracts were awarded and
approved for the Library Learning Commons renovation.
• Other agreements - The Purchasing Office has fully executed multiple agreements
including agreements for weather camera installation, online database subscriptions,
various library subscriptions, Dropbox for Education subscription; and Affiliation
Agreements including University Hospitals, Lee Memorial and Our Lady of Lourdes
among many others. Several facility use agreements were executed as well.
• Staff development – The Purchasing office attended the Spring
Procurement/Construction Conference April 20-22, 2016 where various ideas and topics
were discussed.
Student Government Association (SGA)
• Associate Vice President for Financial Operations continued his role as University
Supervisor to the Student Government Association (SGA). Recent work includes the
oversight of annual budget process, review and balancing of the budget for presentation
to the President.
• Clarified understanding of SGA fund balance and short term financial planning needs
with SGA Director of Operations; worked to revise and publicize the amount of funds
available for fund balance expenditure proposals.
• Finalized employee contracts and new employee benefits for SGA staff; retained legal
services for the next fiscal year.
• The new Executive Board for SGA officially took office at the end of April; held initial
meeting with group to begin to set the tone for the upcoming fiscal year.
• Discussions with PASSHE legal and University administration on changing the structure
of the relationship between the SGA and EU have basically come to a halt. The structure
created by Act 188 basically results in a situation where the University would need to
dissolve the SGA completely and start over with a new organization in order to have any
direct involvement in the supervision of the staff and control of SGA funding. The
attorneys have advised us not to proceed with such a plan for various reasons.

Human Resources and Faculty Relations
ACT 153/Criminal Background Checks
• Faculty clearances for the Fall 2016 semester 100 level and equivalent courses are in
process – five (5) faculty members need to have one (1) or all three (3) clearances
completed.
• All staff members have completed background checks.
Employment & Classification
• Shari Gould attended the SHRM (Society for Human Resource Management) National
Conference in Washington, DC – June 19-22, 2016.
• Shari Gould obtained the SHRM (Society for Human Resource Management) Certified
Professional (SHRM-CP) certification on July 14, 2016.
• Classification reviews have been performed.
• Assisting directors and managers with re-organization and staffing plans.
• Processed all PBM (Position Budget Management) entries as requested by the Budget
Director.
• Org Management changes have been entered in SAP to correlate with all hiring,
promotions, transfers, and reorganizations (changes in reporting lines).

Institutional Research

The Office of Institutional Research has been spending much of its time on fiscal analysis,
enrollment projections, future plans, and leadership transition.
Accomplishments:
• Developed a new enrollment projection in May based upon the data we had gathered to
this point in time. As most enrollment numbers become stagnant on May 1, we realized
about 80% of our growth by the middle of the month. These projections allowed to
budget appropriately for FY17. These enrollment numbers have been presented to the
ELT, Budget and Planning Team, and SEM (Strategic Enrollment Management).
• Purchased and implemented Rapid Insights analysis software. The tool allows us to link
directly to our student information system (Banner) and extract information for analysis
and predictive analytics. This will allow us to identify at risk students, applicants likely
to enroll, and who our competitors are for perspective students.
• Working on submitting end of spring term files as well as first summer files (reports) to
the System.
• IR has continued its goal for improved data and assessment across campus.
o Working with CITO (Chief Information Technology Officer) Karen Murdzak, a
discussion has been started around the need for a knowledge management plan for

the institution. This is currently heavily dependent on the Systems plans with the
SIMS (Strategic Information Management System) project. Attending the SIMS
roadshow at IUP on July 26, 2016.
o Met with Tim Pilewski and Alyssa Baer on making sure our Approved Program
Inventory on campus matches what the System has on file.
Led the committee to hire an Associate Provost as well as an IR/Budget Analyst, both of
which led to failed searches.
Attended the Association for Institutional Research’s annual conference May 31-June 4
and hope to bring back some fresh ideas on improving our institutional research practices.

Collaborated with several departments on the universities new mass notification system
(EU Shield) that is now fully functional.
• Interviewed for and hired a new female patrol officer who will begin on July 25.
• Revamped and implemented a new procedure for the police department to utilize for
conducting background investigations and reference checks for new police officers. This
procedure helps to ensure that we have necessary information needed to hire the best
possible candidate for this department.
• Completed and ensured compliance with the yearly JNET audit. This mandatory audit is
required to make sure that officers are not violating any rules, regulation, or laws
regarding this investigatory tool.
• Submitted and approved for grant through SGA to purchase a new K-9 vehicle.
• K-9 officers participated in mandatory re-certification training.
• Received naloxone kits from the Erie County DA’s office that are carried and available
for officers to utilize in case of an opioid overdose.
• Requested and approved for free gas masks and canisters that can be utilized in riot
control situations.

Executive Summary
July 20, 2016

The following report is a supplement to the 2015 facilities report and serves as an update of the condition of the
facilities at Edinboro University. Contained in the report you will find information related to capital projects
and major deferred maintenance initiatives which were undertaken in the past fiscal year, some of which are
ongoing, and a description of improvements to the grounds and infrastructure. Additionally, an updated building
condition report is attached which lists all the buildings on the main campus and at Porreco College categorized
by their condition related to age and last major renovation, the overall size of the buildings, and identifies the
most urgent maintenance concerns for each.

Capital Projects Update
The Rose Hall passenger elevator project was started last summer and is nearing completion. The contractors
are finishing the work on the entry to the lobby addition, which includes a new accessible ramp, and the project
will conclude in time for the fall semester. The new passenger elevator will allow better access to the four
floors of the building for all students, especially the large population of disabled students who reside in this
residence hall. The elevator addition will architecturally resemble the clock tower located at the corner of
Meadville and Normal streets which is reminiscent of Normal Hall which burned in the 1960s.
Planning and design was completed for the Library Learning Commons which will be located on the second
floor of the Baron-Forness Library. The Learning Commons will serve as a central location for students to
access the departments of Academic Success, Career Services, and International Student Services. A portion of
the second floor will be completely refurbished to provide offices, meeting spaces, tutoring rooms and a testing
center which will be located in a space which is efficient and inviting. The project is slated for completion in the
spring of 2017.
Planning and design continues on a project to replace 14 medium voltage switchgear across campus. This
infrastructure upgrade will replace the switches which have caused a number of campus wide power outages in
the past several years. The project will be scheduled in the summer of 2017 and will be completed during nights
and weekends to minimize the disruption to campus operations. This project will complement the recently
completed upgrades to the electrical substation which was outfitted with a state-of-the-art Real-Time
Automation Controller (RTAC) in the spring of 2016. The new RTAC will provide monitoring, automatic
switching, and alarming on the 8 medium voltage power feeds to campus which will greatly improve the
operation of the campus-wide medium voltage power distribution system by allowing facilities staff to remotely
access the substation controls across the campus data network. Switching of power feeds during utility
disruptions which previously necessitated power outages will now be accomplished remotely without
interrupting the flow of electricity.

The renovation of the second floor of Dearborn Hall is in the final stages and the offices of the departments of
English & Philosophy and Sociology will be relocated into their new home there in August. The renovation
included the removal of built-in residence hall furnishings, patching and painting of walls, ceiling and floor
repairs, and new carpeting throughout the space. The relocation of these departments from Centennial Hall will
finalize the evacuation of that facility.
Other small projects include the construction of a fenced patio seating area outside the main dining hall at Van
Houten. Along with patio, the concrete walkway and entrance to the dining hall have been replaced to provide
a primary entry to the dining hall which is accessible and convenient, eliminating the need for patrons to walk
down stairwells or take the small elevator from the first floor. Planned improvements to the dining hall also
include a face lift of the interior and reconfiguration of the serving areas to provide a more efficient and modern
facility which will help attract and retain students. Partnering with Chartwells, we hope to have these changes
complete for the spring 2017 semester.
We have taken the first step towards updating the campus master plan by retaining the services of Paulien
Associates to produce a campus space utilization study and analysis. This study will identify each assignable
space throughout the main campus and Porreco College and compile the information into a central database.
Paulien will analyze the use of each space and compare it with the PASSHE space guidelines to determine how
to optimize the use of the available space and also consolidate space in order to reduce the amount of excess
space on campus. This study will be used to help plan future renovations, construction, relocations, and closings
of buildings on both campuses.

Deferred Maintenance
The facilities department has been focusing utilizing funds provided under the Keystone, Park, and
Conservation Fund Act of 1993 (Key93) to reduce the backlog of deferred maintenance issues. Key ’93
provides the opportunity for us to replace aging and often failing systems, structures, and equipment which have
been neglected due to the lack of operating funds. Typical projects include the replacement of failing boilers, air
handling units, roofs, and plumbing systems, the repair of chillers and rooftop packaged heating and air
conditioning equipment, upgrading of lighting systems to LED, replacement of energy management controls,
and replacement of damaged and deteriorating sidewalks.
Future initiatives will include a building roof and envelope study to identify and prioritize the weatherproofing
needs of buildings. Once the priorities are identified we will launch a project to replace roofs, repair and
repoint exterior brick walls, caulk or replace windows, and improve the exterior facades of buildings. This
maintenance work will help preserve the integrity of the structures as well as reduce damage caused to the
interior of buildings and reduce the cost of maintenance in the long term.
Energy efficiency projects are also a priority and we will continue to make improvements which will reduce
energy consumption at the university long into the future. Several buildings have domestic hot water systems
which are heated with costly electricity and therefore will be converted to natural gas. These include Dearborn
Hall, Earp Hall, Hendricks Hall and McComb Fieldhouse.

Grounds Maintenance
We continue to invest resources into the improvement to the grounds at the university. Our goal is to make the
best first impression we can when visitors travel to our campus. Exterior projects include sidewalk
replacements, exterior lighting improvements, and planting bed improvements. Future initiatives include the
resurfacing and line painting of parking lots and roads which will enhance the appearance of the campus and
also help reduce the deterioration and extend the lifecycle of the asphalt surfaces.

I am looking forward to the year ahead and excited to see the improvements to the grounds and buildings on
both campuses. The facilities department’s goal remains to provide the most efficient, sustainable, well
maintained, and beautiful university in the region and in the state system. We endeavor to help attract new
students, retain our current students, and provide an enjoyable place to live, learn, and work.

Introduction
This report is prepared each year by the Facilities Department with a view to help the Council of Trustees
in its annual tour and inspection of the physical plant. The attached report categorizes each building
according to its physical condition, taking into cognizance the year it was built or last renovated. All
known major defects or deficiencies identified have been assigned an approximate dollar value.

General Condition
The physical plant continues to support the mission of the University adequately and presents a safe,
supportive, and aesthetically pleasing environment conducive to learning. The planning process is
inclusive and caters to both short- and long-range needs of the facilities. Deferred maintenance needs,
though high, are within an acceptable range considering funding levels. Ongoing construction activity
on campus is based on careful planning as documented in the Facilities Master Plan.

STUDENT DEVELOPMENT


The Office for Students with Disabilities (OSD) held its inaugural Summer College Academy which was
designed to introduce the college experience to students with Asperger's and Autism Spectrum
Disorders. The staff from OSD worked closely with personnel from the Northwest Tri-County
Intermediate Unit, the local area school districts, the Autism Society of NW Pennsylvania and the
Pennsylvania Department of Education to identify appropriate students. Seven students graduated.
Throughout the course of the Academy, students were introduced to a variety of activities which
included classroom experiences and those that would help them develop independent living skills. At the
end of the Academy, each student received an evaluation that they would share with their parents,
teachers and other school personnel. The evaluations highlighted strategies for students to incorporate
into their Individual Educational Plans (IEP) to help them to continue to develop skills that will
prioritize independence, self-advocacy, communication, and academic skills.



ROTC commissioned 1 cadet on July 17, 2016.



The National Association of College and University Residence Hall (NACURH) was held during the
week of June 27 at the University of Delaware. The administrative and graduate advisor as well as five
undergraduate students attended this conference. Their goal was to continue their own development in
the areas of inclusion, student leadership, community and engagement.



The new Edinboro University Student Government Association (EUSGA) Executive Board officially
took office at the end of April. They are:
o President - Antoinette Jackson
o Vice President of Student Interests - Nicole Nissley
o Vice President of Finance - Alex Moseley
o Vice President of Procedure - Lauren Pierson
o Director of Public Relations - Caleb Richardson
o Secretary - Leslie Colonello



The Residence Life and Housing staff is working on fall training for graduate and undergraduate live-in
staff members. This training is accomplished over two weeks in August, prior to the start of the
academic year. A variety of topical, developmental and skills-based sessions are included. Training
will also include a community service project. Plans are being made to collect non-perishable food
items that will be given to the campus food pantry.



Peer Educators conducted sex double dare, condom bingo, sex pictionary, and other sex education
classes for 189 students in the spring semester.



The OSD scholarship committee reviewed over 100 applications from new and returning students.
$157,000 were awarded through the Dr. Hugo and Alicia Keim Chair Scholar Fund and the Charlotte
Newcombe Foundation gift.

COMMUNITY OUTREACH/SERVICE
• Student Health Services (SHS) conducted the annual health fair which had 67 vendors and 585 student,
employee, and community participants.
• Nearly 120 constituents participated in Ropes Courses this summer. Staff from the Campus Life and
Leadership Development area of the Division of Student Affairs helped Edinboro University host 7
groups.
STAFF ACCOLADES AND INITIATIVES


The Campus Life and Leadership Development professional staff and student building managers
completed the “Heart of a Leader” training. They participated in 21 hours of training in 2 days with
amazing leadership and skill-building results.



In the Spring 2016 semester, 177 students participated in Puppy Love sponsored by the Counseling and
Psychological Services (CAPS) department.



ROTC staff members have trained over 3,000 cadets this summer at Ft. Knox in map and compass use.



EUSGA purchased card readers to be used to track student involvement through BoroSync software.



Student Health Services worked with the University of Pittsburgh to complete the recruitment process
for alcohol and sexual violence intervention data collection.



Data continues to show that students who live in Edinboro University residence halls are retained at
higher rates through graduation and with higher GPAs.

Marketing Initiatives for Recruitment/Admissions and General Awareness:
• Continued solid year-round behavior retargeting digital Undergraduate
campaign. Combined in-state and out-of-state impressions produced nearly 36,000 clickthroughs to EU website, at a solid click-through rate of .14%. (Industry standard is in the
range of .10 to .20)
o Currently finalizing expanded digital marketing contract for the upcoming
recruiting season that will establish new efforts:
• Keyword contextual retargeting
• Site and search retargeting (including competitors)
• Geo-fencing retargeting



















Developed test online/mobile campaign for EU that highlighted various academic
programs and activities. New ad naming system allowed us to track results of content and
size. Average click-through rates across all ads were high at .23%, with certain ads
producing as high as .65%.
Developed new online/mobile campaign for Porreco College, including strong push on
Aeronautics program. Also used ad naming system to track results of content and size.
Average click-through rates so far have been as high at .82%, with certain ads producing
a stellar 1.70%.
Continued solid year-round behavior retargeting digital Graduate School campaign.
School of Graduate Studies had not done a retargeting campaign like this in the past. The
effort produced an industry standard click-through rate of .10% and yielded positive
traffic to the Graduate School landing page.
Completed email campaign for School of Graduate Studies. We handled this internally
which saved money and yielded strong results. Example email blast produced an 11%
open rate (industry standard is 8-10%), and a stellar email click-through rate of 3.6%
(industry standard .4 - .6%). We are in the planning stages for the next campaign to
launch in August.
Assisted Undergraduate Admissions with various event and recruitment emails. Example
blast for spring Open House yielded a 13.1% open rate and a .7% click-through rate, both
solid results.
Began overall marketing plan for new fiscal year. Within current avenues we are
exploring options of additional online/mobile, bookend :15 second TV ads, alternative
outdoor billboard locations, and campaigns dedicated to adult and transfer students.
Worked with Admissions to establish solid communication plan for yearly recruitment
cycle.
Scheduled meetings with local high school guidance counselors to gather information and
feedback for our new view book. This insight has already been incorporated in the
development of the view book and other recruitment materials. These meetings also
produced interesting overall feedback about EU which was shared with EU leadership.
Produced mini footballs to be sent to many local high schools. These will be thrown into
the crowd at all home football games for fun and EU brand awareness. Admissions will
coordinate delivery with their usual fall visits.
Summer Session advertising and mailings to increase enrollment. (No solid stats
available at the time of this report, but understand numbers were up from last year.)
Working with Admissions and the individual schools to develop the remaining school
brochures in a similar layout to the School of Education publication.
Established EU SkyCam Weather Camera in partnership with WJET-TV. The camera is
mounted on top of McComb Fieldhouse with 360 degree capability to show various

angles of campus. The program also gives us a landing page on YourErie.com for various
promotions.
• Currently finalizing plans for upcoming campaigns:
o Continued movie theater advertising, including in-lobby, in-theater, and a new
retargeting digital component
o Tabletop advertising in local restaurant venues
o Renewed SportsFever TV contract to advertise during fall football games
Event Promotion:
• Porreco Gala in the Orchard - Promotional materials to drive registration for the event;
includes invitation, email, sponsorship form, signage, etc.
• Highland Games – Incorporated new festival logo (designed by EU graphic design
students) into marketing materials.
• Homecoming - Brand updated with new theme in order to garner more student and
community involvement. Current EU students were surveyed on proposed themes in
order to gain feedback on which would interest them the most.
• Speech-Language Pathology annual conference “Save the Date" sent to potential
attendees.
Web Initiatives:
• Continued to drive strong web traffic to EU site. Within the last recruiting cycle,
measured from September 1 2015, we have seen solid web traffic (nearly 500,000
individual users, and an extremely good bounce rate). Our bounce rate has been overall
great at 26.47% since the launch of the redesigned site in February 2015, compared to
bounce rates on the previous site upwards of 62.36%.
• Tracked behavior to the “Apply Now” page and presented the results to EU leadership.
Since September 1, 2015, we have seen well over 19,000 individual user page views,
with an exit rate of 58.29%. This is good, since our application is not housed on the EU
site, we want viewers to exit the “Apply Now” page in hopes they are continuing through
to the application.
• Tracked results to the …/admissions/thank-you page, which is the page viewers land on
after completing an inquiry for more information. Since September 1, 2015 there have
been 2,518 individual page views, which means a strong number of completed inquiries.
• Working with Admissions to enhance the EU virtual tour in order to increase future
student engagement prior to coming to campus, or in the absence of having an actual
campus tour by Admissions
o Photographing and adding interactive 360° images of interiors and exteriors of
campus buildings and hot spots
o Developing a way for the virtual tour to interact with visitors as they hit certain
areas of campus
• Worked with Continuing Education to simplify their web presence and add new
enrichment course offerings; created marketing materials for new enrichment courses and
promoted via social media.
• Updated the website to reflect the changes to the departments under the College of Arts,
Humanities, and Social Sciences. Collaborated with Information Technology and Human
Resources offices to update the directory listing and the majors and programs listings on
the web.

Working with Residence Life and Housing to transfer content from the old Highlands
website into our system, since the procurement of the Highlands will allow us to house
the content on our servers. The Foundation will no longer have to contract with an
outside agency to maintain those pages.
Created first EU SnapChat filter focused around Open House.

Additional Initiatives:
• Summer camps promotion through online/mobile, print and digital outdoor.
• Remodel of interior of Admissions office to take place soon. This effort will create a
more exciting and welcoming environment while showcasing the EU brand to
prospective students.
• Coordinated several photo sessions of current students to build our stock image library.
• Athletic Annual Fund Drive brochure – complete redesign; more streamlined to attract
larger audience attention.
• New Student Orientation (NSO) materials to encourage early registration to pre-selected
NSO dates. Also created schedule for new students and guests to follow.
• Student mentor postcard to promote involvement for School of Business.
• Football scholarship brochure including introduction of Justin Lustig and encourage
donations for football scholarships.
• Directional signage in Alumni House for guests to find offices easier.
• Unregistered students postcard to ensure students registered for necessary classes.
• Printed descriptions/scroll for gifts that were delivered to sister school in China.
• Green Initiatives poster developed to highlight EU’s green footprint and sustainability
efforts.
• Working with the Alumni Relations team to launch an automated email message to all
EU alumni during their birthday month.
Communications:
During this period, March 22-July 14, the Communications staff:
• Produced 49 wide-distribution press releases and additional single-target hometown news
releases to announce individual student achievements from March 22 through July 14.
The releases promoted campus events; shared news of university accolades, including
national rankings for best online programs for students with disabilities, two rankings for
best online master’s degree in counseling, and national rankings for game design and
animation; and documented the accomplishments of faculty, students and alumni. In
addition, emails were sent to more than 175 newspapers from coast to coast to alert them
that EU students in their area graduated or made the Dean’s Kist in May.
• Made 3-5 targeted weekly story pitches directly to individual media outlets and
reporters in the region in addition to those pitches that are shared with mass
notification via news release. Successful individual pitches included prominent
positive print and TV stories about the BASIS Summer Academy program for
students with autism and the Teacher Shortage Summit held on campus in June;
newspaper stories about the anniversary of the Penelec program at Porreco College
and the new therapy program for preschool students with hearing loss; TV coverage
of the Boro Autism Support Initiative for Success (BASIS) Summer Academy; and
prominent local magazine features about faculty and student artists.

During this period the University received, as a direct result of the department’s efforts,
49 positive mentions in print media in northwestern Pennsylvania/northeastern Ohio
newspapers, 16 positive stories in regional digital media, and additional mentions in
Pittsburgh and national online media. These are in addition to numerous positive regional
and national stories resulting from unsolicited coverage of the good work of EU faculty,
students and alumni. Also not included are local, regional and national coverage of the
presidential search and announcement of President Walker.
Supported the presidential search process with news releases, email messages to campus
constituencies and planning for the May 23 announcement event.
Planned and executed a successful announcement event for the new Porreco College
Aeronautics program and scholarship in collaboration with the Erie Regional Airport
Authority staff. The event April 20 at the Erie airport attracted a large crowd, including
several prospective students, and resulted in favorable media coverage.
Supported State System initiatives, including the “Infinite Opportunities” TV show air
date July 10 -- an episode made up of EU segments filmed in the last year; the
#InvestInMe campaign that solicited student participation; and the PASSHE Unplugged
competition which was publicized to the campus community to encourage participation
and resulted in a 2nd place finish for EU – this too was publicized to the broader
community.
Collaborated closely with the athletic director and sports information director in the
messaging surrounding the announcement of new cross country head coach Ryan Foster,
including an email announcing the hiring to athletic alumni and supporters.
Contributed writing and provided other input for the production of marketing and
recruitment materials, including a new view book for admissions.
Continued expansion and success of our social media efforts, as follows:
