BYLAWS
Preamble
Pennsylvania Western University re-imagines higher education from a student-centric perspective
and is the result of California, Clarion and Edinboro University joining together with a priority on
students, affordability, with an expanded capacity to enroll, retain and graduate more students;
support student success; and serve an increasingly diverse student population, and assist with
career and workforce development.
Whereas, the Council of Trustees of Pennsylvania Western University is a body of the State System
of Higher Education of the Commonwealth of Pennsylvania (hereinafter “Council of Trustees”); and
Whereas, Act 188 of 1982, 24 P.S. Section 20-2009-A, authorizes the Council of Trustees to take
such action as may be necessary to perform its expressly delegated power; and
Now, therefore, the Council of Trustees of Pennsylvania Western University, this 12th day of
October 2022, does hereby enact and establish the following bylaws.

DEFINITIONS
Definitions, as used in these Bylaws include:
1.

“Board” means Board of Governors of the Pennsylvania State System of Higher
Education.

2. “Chairperson” means Chair of the Pennsylvania Western University Council of Trustees.
3. “Chancellor” means the chief executive officer of the Pennsylvania State System of
Higher Education.
4. “Council of Trustees” or “Council” means the Pennsylvania Western University Council
of Trustees.
5. “Fiscal Year” means the same as the University’s fiscal year.
6. “Initial Member” means individuals nominated and appointed to serve on the
Pennsylvania Western Council of Trustees.
7. “President” means president of Pennsylvania Western University.
8. “University” or “Institution” means Pennsylvania Western University.

Section I. Powers and Duties

ARTICLE I - POWERS AND DUTIES

As delineated in Act 188, Section 2009-A, the responsibilities of the Council of Trustees include
the following:
1.

To make recommendations to the chancellor for the appointment and retention of the
president following input by students, faculty, staff and alumni.

2. To make recommendations to the chancellor for the dismissal of the president.
3. To assist the president in developing proper relations and understanding between the
institution and its programs and the public, in order to serve the interests and needs of
both.
4. To review and provide input to the president pertaining to policies and procedures
governing the use of institutional facilities and property.
5. To approve schools and academic programs.
6. To review and approve the recommendations of the president pertaining to annual
operating and capital budget requirements for forwarding to the board.
7. To review and approve recommendations for charges for tuition, and to approve room and
board and other fees except student activity fees and any fees related to the provision of
contracted health services.
8. To review contracts and purchases negotiated or awarded by the president, including any
contract or purchase reports, with or without competitive bidding and all contracts for
consultative services entered by the president.
9. To represent the institution at official functions of the Commonwealth.
10. To take such other action as may be necessary to effectuate the powers and duties herein
delegated.
11. In accordance with the evaluation procedure established by the board each council shall
conduct an evaluation of the president and forward the results of that evaluation with
recommendation to the chancellor for submission to the board.
12. By resolution adopted by the council to authorize campus police who have completed
firearms training in accordance with 53 Pa.C.S. § 2167(a) (relating to police training) to carry
firearms in the course of duty for any institution whose campus police are authorized to
carry firearms on the effective date of this paragraph, the authority to carry firearms shall
remain in effect unless the council by resolution dissolves such authority.
13. To follow all directives issued by the Board in fulfillment of its statutory obligations under
Act 188 of 1982, as amended.
ARTICLE II - MEMBERSHIP
As delineated in Act 188, Section 2008-A, the membership of the Council of Trustees shall be as
follows:

The Council of Trustees shall consist of fifteen members who, except for three student members,
shall be nominated and appointed by the Governor with the advice and consent of the Senate. At
least three (3) members of the fifteen-member Council shall be alumni, one from each institution
consolidated. Three (3) members of the Council, one from each institution consolidated, shall be
full-time undergraduate students in good academic and disciplinary standing, other than a
freshman, enrolled for at least 12 credit hours. The Chancellor is an ex-officio member of the
Council.
Section I. Terms
The fifteen members of Council shall serve terms as follows:
1.

Non-Student Members
Terms of non-student members begin upon confirmation by the Senate. Terms are
staggered as follows:
a. Two (2) initial members from each consolidated institution will serve a term of six
(6) years
b. One (1) initial member from each consolidated institution will serve a term of four
(4) years
c. One (1) initial member from each consolidated institution will serve a term of two
(2) years
Each member appointed or reappointed to serve on the council after the expiration of the
term of an initial member shall serve a term of six (6) years. Each member shall serve until
their respective successor is duly appointed and qualified.

2. Student Members
Three student trustees, one from each PennWest campus, shall attend a consolidated
institution and shall serve a term of four (4) years or for as long as the student is a full-time
student, whichever period is shorter. Student members of the Council of Trustees shall be
appointed by the Board of Governors in accordance with Board Policy 1983-26 and shall
not be subject to Senate confirmation.
Section II. Vacancies
Vacancies occurring before the expiration of the term of any member shall be filled in like
manner for the unexpired term.
Section III. Member Responsibility
Council members are expected to attend regularly and fulfill the fiduciary responsibilities of a
trustee Should a trustee fail to attend three meetings in succession without presenting a
reasonable excuse such as illness or conflict with business matters to the chairperson of the
Council of Trustees, the chairperson may communicate in writing to the trustee and ask them to
reconsider the commitment made to serve on the Council of Trustees and to give thought to
resignation if circumstances are such that active involvement in the work of the Council of Trustees
will not be possible. Copies of any such correspondence should be forwarded to the Office of the
Chancellor at the Pennsylvania State System of Higher Education and to the Office of the Governor.

The Council shall meet at least quarterly and additionally at the call of the President, Chairperson,
or at the request of four (4) Council members. The schedule of meetings shall be formulated at the
beginning of each calendar year and advertised in accordance with the Sunshine Act. The
President shall have the right to attend all meetings of the Council and speak on all matters before
the Council.
Section II. Election of Officers
The Election of Officers meeting of the Council of Trustees shall be held every two years at the
October quarterly meeting. At this meeting the officers of the Council of Trustees for the next two
years shall be elected. The nominating committee shall present the nominees for the elective
offices at least one meeting prior to the meeting at which the election will occur. Those elected
shall take office beginning of the meeting they are elected.
Section III. Special Meetings
Special meetings may be called at any time by the President, Chairperson or at the request of four
(4) Council members. Public notice of all special meetings shall be in accordance with the Sunshine
Act.
Section IV. Executive Sessions
Executive sessions, as defined by law, shall be conducted in accordance with the Sunshine Act.
Section V. Public Notice
Public notice will be provided of all regular and special meetings of the Council of Trustees and its
standing and special committees in accordance with the Sunshine Act.
Section VI. Parliamentary Authority
Robert’s Revised Rules of Order shall be the guide for the Council in determining questions of
parliamentary procedure not herein specifically provided.
Section VII. Minutes of Meetings
Minutes of each meeting shall be recorded and sent to each member of the Council of Trustees
following each meeting of the Council for review and input. Draft minutes shall be approved as
revised or approved as presented to members, at a subsequent meeting of the Council
after which the minutes will be the official record of the actions taken at each regular and special
meeting of the Council. Meeting minutes shall be maintained in an electronic copy.
Section VIII. Order of Business
The suggested order of business at the regular meetings of the Council of Trustees shall be as
follows. This order of business, however, may be changed during the meetings as deemed

Section I. Quorum

ARTICLE IV - QUORUM

Eight (8) members of the Council shall constitute a quorum. Attendance by a trustee virtually will
be considered an acceptable mode of participation; any trustee participating virtually shall be
counted as in attendance for establishing a quorum, will have full voting rights and meeting
privileges. No more than one student shall be counted toward establishing a quorum.
Section I. Roll Call Vote

ARTICLE V - MANNER OF VOTING

The voting on all motions at Council meetings shall be conducted by roll-call vote by the Secretary
or the Secretary’s designee. A motion shall pass by a majority vote of those Trustees present.
Section I. Officers

ARTICLE VI - OFFICERS

The officers of the Council shall be a chairperson, vice chairperson, and a secretary. The
chairperson will preside at all meetings of the Council and perform such other functions pertaining
to the office; the vice chairperson shall perform all functions in the absence of the chairperson and
shall be designated chairperson if the chairperson ceases to perform that function; the secretary
be the custodian of all records.
Section II. Election
The officers of the Council shall be elected every two years at the Reorganization/Election of
Officers meeting of the Council and shall hold office until successors are legally elected. They shall
be nominated by a nominating committee appointed by the chairperson of the Council at least two
meetings prior to the reorganization meeting. The nominating committee shall present the names
of the nominees to the Council at least one meeting prior to officer elections.
Section III. Term of Office
The elected officers of the Council shall not serve more than two consecutive two-year terms in
that particular office within any eight-year period.

The Chairperson will preside at all meetings of the Council and shall perform such other functions
pertaining to the office. The Chairperson of the Council of Trustees shall appoint the standing
committees and such other committees as may be necessary. The Chairperson shall be an exofficio member of all committees.
Section V. Vice Chairperson
The Vice Chairperson, at the request of, or in the absence of the Chairperson, shall perform all
duties of the Chairperson, and shall be designated Chairperson if the Chairperson ceases to
perform that function.
Section VI. Secretary of the Council of Trustees
The Secretary shall ensure the meetings of the Council are recorded in minutes and submitted for
approval at each subsequent regular meeting. The Secretary shall have access to the official
records of the Council. The Office of the President shall serve as the custodian for these items.
Section VII. Trustee Liaison
The Liaison to the Council shall be designated by the President and shall attend the meetings of
the Council and record the proceedings in minutes. The Trustee Liaison shall be responsible for
assuring that all Council meetings are properly scheduled and that all necessary notices are made
for such meetings. The Trustee Liaison shall work with the Secretary of the Council to assure that
official records are properly maintained.
ARTICLE VII - COMMITTEES
Section I. President’s Evaluation Committee
This committee shall consist of three (3) members who shall be appointed by the Chairperson at
the October quarterly meeting. The purpose of this committee is to conduct the annual presidential
evaluation in accordance with Board Policy 2002-03-A.
Section II. Executive Committee
This committee shall consist of the Chairperson, Vice Chairperson and the Secretary of the Council
and the chairperson of each standing committee. The President shall serve as ex-officio, non-voting
member of the Executive Committee. Upon the request of Council Chairperson or University
President, a meeting may be convened.
Section III. Nominating Committee
This committee shall consist of three (3) members who shall be appointed no later than two regular
meetings prior to the election meeting. The purpose of this committee is to select and present the
names of the officer nominees to the Council at least one meeting prior to the meeting at which
the election will occur.
Section IV. Standing Committees
The Council of Trustees may establish standing or special committees whose function,
membership and manner of appointment shall be as follows or as the Council shall determine. The
Chairperson and University President shall serve as ex-officio members of all standing committees.
All standing committees will meet prior to the regular quarterly meetings.

The purpose of this committee is to keep trustees informed about academic programs
and supporting polices; program evaluation and accreditation, and new program
recommendations. The committee will meet quarterly with the Vice President for
Academic Affairs/Provost.
2. Finance and Facilities Committee
The purpose of this committee is to keep trustees informed about annual operating and
capital budgets, all contracts and purchases, all contracts for consultative services
entered by the University, and the facilities master plan. The committee will meet
quarterly with the Vice President for Finance.
3. Student Affairs Committee
The purpose of this committee is to keep trustees informed about non-academic
matters of student life including the student code of conduct, student-related programs,
and student organizations. The committee will meet quarterly with the Vice President
for Institutional Effectiveness and Student Affairs.
4. Advancement Committee
The purpose of this committee is to keep trustees informed on alumni affairs, marketing
and communication, and annual and planned giving. The committee will meet quarterly
with the Vice President for University Advancement.
5. Diversity, Equity, and Inclusion Committee
The purpose of this committee is to keep trustees informed about DEI priorities and
processes, as well as the University’s implementation of programs and initiatives. The
committee will meet quarterly with the Chief Diversity Officer.
6. Strategic Enrollment and Global Online Committee
The purpose of this committee is to keep trustees informed on matters related to
enrollment, online student support and success, online faculty support and training,
online education system and technologies, and online growth and development. The
committee will meet quarterly with the Vice President for Strategic Enrollment and
Global Online Advancement.
Section I. The President

ARTICLE VIII - HEAD OF THE INSTITUTION

The University President is the institution’s chief executive officer. The President shall advise the
Council and the Council Committees on all matters where Council must take official action. The
President is charged with supplying the Council with sufficient information for its decision-making.
The President shall call upon the Trustees for counseling and advice.
ARTICLE IX - RULES AND REGULATIONS
Section I. Amendment of Bylaws
These bylaws may be amended by a majority vote of the Council provided each member of the
Council has received a copy of the proposed changes prior to the next regular meeting at which
the vote on the amended bylaws shall be taken.

A. Intent
To establish the conditions under which an honorary degree may be awarded.
B. Definition(s)
None.
C. Policy
Consistent with the Board of Governors policy, Pennsylvania Western University reserves the right
to award honorary degrees to deserving individuals.
Nominees for an honorary degree are expected to have a record of distinguished service, creativity,
scholarship, or other individual accomplishment in the service of humanity. This may be in the
scientific, social, academic, creative, business, public or other appropriate sphere. Other criteria
include possessing a record of work and accomplishments that reflects the values of PennWest, and
the potential to deliver a meaningful message that will inspire University graduates and the broader
University community.
Normally two such degrees will be conferred during the calendar year, one each at the December
and May undergraduate commencement ceremonies. The honorees may be asked to deliver an
address to the graduates and the University community.
Honorary degrees may not be awarded to currently serving trustee members, administrators or
faculty members except in extraordinary cases meriting special consideration. Honorary degrees
may not be awarded to former trustees, administrators, or faculty members until they have been
separated from the University for at least six months.
Individuals approved for award in existing pools from California University, Clarion University, and
Edinboro University shall carry forward to and become the initial pool of approved candidates for

Pennsylvania Western University.
Honorary degrees from PennWest may be withdrawn or revoked by the President following
consultation with the Council of Trustees and Chancellor of the State System, in cases where
behaviors or actions by the recipient are in conflict with the values and ideals of the University or
which may bring the University into disrepute.
D. Procedure(s)
1. A Committee on Honorary Degrees will be established, to be chaired by the Senior Vice
President for Academic Affairs and Provost, or designee. Membership will include the Senior
Vice President for Advancement, or designee; an academic dean; a department chairperson; and
two additional faculty members. The dean, department chairperson and faculty members will
be recommended by the Provost and approved by the President.
2. The Provost will issue a call for nominations to the University community in May of each year,
prior to the end of the spring semester, with a nomination receipt deadline of July 1. Alternative
timing and frequency may be established as warranted by the Provost.
3. The Committee will meet in September of each year to review and approve nominations based
on the criteria and guidelines stated in this policy.
4. The Committee recommendations will be forwarded by the Provost to the President for
approval. The names of nominees approved by the President will be presented to the Council of
Trustees for approval and, following such approval, be included in the pool of possible awardees
for forthcoming years.
5. The President will select the recipients for each commencement ceremony from among the list
of approved nominees, but is not required to make an award each year.
6. The President will notify the Chancellor at least 30 days before an honorary degree is to be
awarded of the identity, qualifications, and citation to be provided with the degree.

A. Intent

To provide guidelines for the naming of facilities (buildings and significant public spaces) and
programs at Pennsylvania Western University
B. Definition(s)
Facilities include buildings, stadiums, fields, campus structures, and other significant spaces.
Programs include academic departments and programs, and non-academic, university
sponsored programs.
C. Policy

PennWest is proud and privileged to recognize those who have significantly influenced its
university community through their distinguished service and/or contributions by naming
facilities and/or program centers in their honor.
It is the general policy to name facilities for benefactors (or individuals in which
benefactors are seeking to honor) with a required minimum gift commitment towards the
cost of the funding needed for new construction or major renovations.
In accordance with the Board of Governors policy (1997-03) on the naming of State System
of Higher Education facilities, the University establishes the following criteria for
determining the appropriateness of commemorating an individual or recognizing a
corporate entity or foundation through the naming of a facility or program:


The contribution(s) of the individual(s), corporate entity, or foundation being
recognized by the naming shall exemplify the ideals valued by the University
community and enhance the overall quality of the University through one or more

of the following:
o

Demonstration of outstanding service and/or generosity

o

Substantial contribution to the development and destiny of the University.



Gift commitments should be payable over no more than a five-year pledge term,
with fifty percent or more of the gift completed before the naming becomes
official.



Deferred gift intentions may be considered if they are irrevocable and
contractually agreed upon by both the College and the donor.



It is the general University policy to name facilities for benefactors (or parties
benefactors are seeking to honor) with a minimum gift commitment of 25 percent
of the cost of the funding needed for new construction or major renovations.



It is the general University policy to name programs for benefactors (or parties
benefactors are seeking to honor) with a minimum gift commitment of 25 percent
of the annual, ongoing budget needed to operate the program.



The naming does not require the surrendering of any administrative or academic
power by the University.



Major academic facilities and major academic programs should be permanently
named for individuals and not for corporate entities



In determining the appropriateness of naming as benefactor recognition, the
following factors may be considered, in addition to the personal qualities described
above: the net present value of any and all gifts to PennWest (or an affiliated
campus foundation) from the donor to be honored, and, in particular, of the gift (if
any) that motivates the naming; the appropriateness of associating the donor's
name with PennWest University; and the donor's other contributions to the
university, including volunteer activities, awards, and assistance with other
projects.



In no case will a benefactor naming be approved by the Trustees before the
execution of a legally enforceable gift agreement.



The duration of a benefactor's name association with any facility, or part of a
facility, be that benefactor an individual or an organization, shall remain in place
for the useful life of that facility, or part thereof so designated, unless otherwise
agreed upon. In the event that a facility, or any part thereof, named for a
benefactor is removed or replaced at the expiration of its useful life, the University
shall not be obligated to continue the name, nor shall it be obligated to name any
new construction intended to replace the facility, or any part thereof, after the
benefactor. The University may seek other means to recognize the benefactor
after the useful life of the facility. The same shall be true for the naming of a
program.

The Council of Trustees shall have the authority to revoke the name of a University facility
in the event that the benefactor for whom the facility or academic unit was named:


is later convicted of a felony; or



engages in conduct which, in the sole discretion of the Council of Trustees, is

significantly detrimental to the reputation of the benefactor, such that continued
name association between such individual and a University facility or academic
unit would be contrary to the best interests of the University. All policies of the
University will be in conformity with all applicable Federal and Pennsylvania
statutes and regulations. All policies need to be consistent with Board of Governors
policies and Pennsylvania State System of Higher Education collective bargaining
agreements.
D. Procedure(s)
Naming guidelines for specific projects will come as a recommendation from University
Advancement, for approval by the University President. Proposals for the naming of a facility or
program center will be forwarded for review to the Advancement standing committee of the Council
of Trustees. Proposals should include the rationale for the proposed naming and background
information on the individual(s), corporate entity, or foundation to be recognized. The Naming
Committee will make a recommendation to the full Council which shall approve the naming of each
facility or center.

CERTIFYING RESOLUTION

publish an Order of Succession identifying, in rank order, members of its university’s
executive management team, who will act on behalf of the president in his/her

Academic Affairs
As of July 1, 2022, Academic Affairs had drafted and approved approximately 60 academic policies. All
were posted on the PennWest website to provide guidance to students, faculty, and staff on how
Academic Affairs will operate as a new, integrated division.
The National Science Foundation has awarded PennWest California $1,228,857 for a learning
community among its science faculty. The three-year project, “Research-based Professional
Development for Science Faculty and Its Impact on Student Learning,” is under the direction of faculty
members Dr. Peter Cormas, of the Department of Education; Dr. Louise Nicholson, Department of
Biology; Dr. Kyle Fredrick, Department of Geosciences; and Dr. Min Li, Department of Chemistry.

STUDENT AND ALUMNI RECOGNITIONS
Jameson Auten, a California graduate, has been chosen to be the new general manager and CEO of
the Lane Transit District.
Forbes has named Edinboro alumnus Jon Williams, a financial advisor in Clarion, one of the top
financial advisors in Pennsylvania.
Andrew Passinger, a graduate of Edinboro, was appointed principal of the Corry Area Middle-High
School for the 2022-2023 school year.
A PennWest California senior, Justina Arena, has earned a $10,000 scholarship from the American
Meteorological Society for her work in the campus’s meteorology department.
New Castle native Matthew P. Bruno, an Edinboro graduate, was promoted from lieutenant colonel to
colonel in the U.S. Space Force during a June 1, 2022, ceremony at the Pentagon.
Edinboro alumnus Alex Ho, a 2019 Applied Media Arts graduate with a concentration in Film and
Video, was accepted to Walt Disney Television’s Executive Incubator program.

Advanced Art student Ethan Urquhart had his work selected for the "Design Emphasis" student
furniture design competition, held at this year's International Woodworking Fair in Atlanta, Ga.
Wanda Gonzalez-Crespo and JuliAnne Kline, who both earned their Superintendent Letter of
Eligibility at California, have been named assistant superintendents for the Reading School District.
Gonzalez-Crespo’s role focuses on school improvement, and Kline’s on teaching and learning.
PennWest psychology students Jessalyn Ellis and Chance Dow won the People’s Choice Award for the
research poster they presented in August at the American Psychological Association Conference. They
attended with faculty members Dr. Gregory Morrow and Dr. Wayne Hawley.
Luke Edmonds, a criminal justice major at PennWest Edinboro, was an intern in the Activities Office
of SCI Greene, the state Department of Corrections facility in Waynesburg, Pa.
Cadet Hunter Cashmer, a criminal justice major at PennWest Clarion, participated in an internship
with the FBI in New York City.
Alexus Feroz, a political science major at PennWest Clarion, served as a summer intern in the office
of Magisterial Judge Duane Quinn in Clarion, Pa.
Cadet Mikayla Fletcher, a nursing student at PennWest Edinbioro, attended the U.S. Army Cadet
Command Nurse Summer Training Program at Fort Hood, Texas.
Ashleigh Glogau, a political science student at PennWest Edinboro, was a summer intern with the
Consistent Life Network, a nonprofit organization dedicated to promoting a life-affirming culture.
Cadet Robert Goodman, a geology student at PennWest Edinboro, attended the U.S. Army Air Assault
School at the United States Military Academy in West Point, N.Y.
Nia Latham, who studies political science at PennWest Clarion, completed a summer internship with
the Allegheny County Council.
Cadet Christopher Pozgay, a computer science student at PennWest Clarion, participated in an
internship at the Air Force Institute of Technology.
Political science students James Ross, Wyatt Baker, and Cassie Schwalm completed PennWest
Clarion's experiential political science course PS 350: Inside Washington with a week-long seminar in
the nation's capital. Schwalm, who graduated in May, has accepted a position as regional director of
operations for John Mannion for State Senate (New York).
Through the efforts of political science majors De Andra D. Thompson, of PennWest California, and
Emily Muniz, of PennWest Edinboro, the university has established a chapter of Phi Alpha Delta, the
International Pre-Law Society.

Cadet Logan Wadding, a criminal justice major at PennWest Clarion, participated in an internship
with Bayou City Broadcasting.
Raheem Young, a criminal justice student at PennWest Edinboro, completed a paid internship in the
Security Department of Waldameer Park and Waterworld in Millcreek Township, Pa., this summer.
Pat Ritchey, who is earning a paralegal certificate at PennWest Clarion, was awarded a $1,500
scholarship as the first-place winner in a nationwide legal writing competition held by the National
Federation of Paralegal Associates.

During Welcome Week, Aug. 18-21, 2022, Academic Affairs held the university’s first New Student
Convocation at all three PennWest campuses. Administrators, faculty, and student representatives
welcomed PennWest’s first incoming class.

The general education program was reviewed by the faculty in the spring and approved by the
ICC and provost.
Academic programs are currently finalizing courses for the general education program and
for the majors. At the same time, they are developing new, synthesized undergraduate majors
with concentrations, certificates, and (eventually) minors.

College of Business, Communication, and Information Sciences
The Certified Financial Planner Board has approved the renewal of PennWest Edinboro’s registered
programs, the minor in Personal Financial Planning and the B.S. in Business Administration: Personal
Financial Planning.
College of Education
Dr. Peter Heh, of PennWest California, was awarded $43,925 from the Edith L. Trees Charitable Trust
for the college’s Technology, Assessment, and Teaching Practice Lab.
A $20,000 gift given by the Edwards family in memory of their parents, Clarion alumni, was used to
repurpose underutilized spaces in the Stevens Education Building to house three grant-funded
resources and material lending libraries for students. The gift also will support continued
programming at PennWest Clarion to provide educational opportunities for students and community
members. These efforts were led by Vanessa Borynace, Dr. Amy Shannonhouse, and Dr. Jesse Haight,
all of PennWest Clarion.
PennWest Edinboro and PennWest Clarion together were awarded more than $739,000 in grants for
scholarships to support students looking to complete the A.S. in Early Childhood Education. Robin
Howell, at PennWest Edinboro, and Dr. Amy Shannonhouse, at PennWest Clarion, are the faculty
coordinators.
College of Health Sciences
The M.S. in Athletic Training program received five years of accreditation from the Commission on
Accreditation of Athletic Training.
The speech-language pathology program at PennWest Edinboro received accreditation from the
Council on Academic Accreditation through the American Speech-Language-Hearing Association
without any citations.

The nursing program at PennWest Edinboro received a $70,000 grant from the Phillips Trust to
upgrade the simulator on campus.
College of Natural Sciences and Engineering Technology
The college is continuing with the Title III professional development grant initiatives awarded in the
last academic year. These initiatives including appreciative advising training, supplemental
instruction training, and instructional coaching.
The American Association of Colleges and Universities accepted two teams from PennWest into its
2022 summer institute programs.
College of Social Sciences and Human Services
The Commission on Accreditation of Allied Health Programs recently approved the transfer of
sponsorship of PennWest Edinboro’s graduate art therapy program to PennWest, with the PennWest
M.S. in Counseling: Art Therapy receiving “continuing accreditation” status.
During Summer 2022 sessions, the college welcomed the first students interested in earning the
Cannabis Science and Industry certificate. The nine-credit certificate was developed by Dr. Samuel
Claster, a sociology faculty member at PennWest Edinboro, with input from cannabis industry
professionals. It prepares certificate holders to work in a variety of positions in medical clinics,
dispensaries, and grower-processor companies.
Library
A merger of the library catalog brings together the holdings of all three campus libraries into a single
database, greatly expanding access to resources across PennWest.
Library personnel completed a thorough, evidence-based review of all resource and database
subscriptions held by the three legacy institutions to select those that best support the curriculum of
PennWest and the needs of today's students. Access to core resources has been expanded across the
three campuses.

CENTER FOR FACULTY EXCELLENCE SUMMER HIGHLIGHTS
Center for Faculty Excellence (CFE) directors from the three PennWest campuses met in July and
developed the center’s goals and objectives.
This summer, CFE worked with PennWest Global Online to establish marketing strategies and take
part in a photo shoot. In May the center worked on a video project with the Starfish team to help
introduce faculty to the platform and encourage them to use it.

AUXILIARY SERVICES, BUDGETS, AND PROJECT MANAGEMENT
Summer/Fall 2022 Event Services
Dressed in newly branded PennWest attire, the Events Services team welcomed more than 16,000
attendees to our three campuses this summer. Our team of 24 students and nine professional staff
members worked diligently to host nearly 100 events over a busy three-month period. Guests ranged
from middle school and high school students attending band and athletic camps to international
participants attending an adventure racing event. In all cases, staff successfully showcased our
campuses’ offerings and garnered well-deserved publicity and praise for their hard work and
hospitality. It was the first full slate of summer events since before the pandemic (2019), and groups
were back to almost full capacity and excited to be at PennWest.
The auxiliary teams are focused on revitalizing our student centers this fall. Teams on each campus
are sharing best practices as they work to establish centralized and streamlined processes and
procedures. Professional staff members meet regularly with student leaders on each campus to
develop a strategic plan designed to increase student engagement and offer relevant services that will
promote student retention.
The PennWest student centers are:
The Natali Student Center, named after Elmo Natali, former vice president for student development
and services at California.
The Gemmell Student Complex, named after Clarion’s 11th president, Dr. James Gemmell.
The Frank G. Pogue Student Center, named after the 15th president of Edinboro.

Orientation
This summer PennWest offered 19 in-person orientation sessions across our three physical campuses,
as well as an online, self-paced, D2L Orientation course for those students who were not able to attend
an in-person session.
In all, 2,087 new students completed PennWest University’s Summer Orientation.

WELLNESS
Grants
PennWest University has been awarded three Pennsylvania Liquor Control Board (PLCB) grants,
totaling $102,022, for use in prevention efforts at our California, Clarion and Edinboro campuses. All
three are two-year grants. Per-campus allocations are: California, $32,762; Clarion, $33,200; and
Edinboro, $36,060. The funds will be used to:




Increase safety patrols during peak times to target underage and dangerous drinking.
Train campus law enforcement in understanding Pennsylvania liquor laws.
Train campus law enforcement and staff in motivational interviewing.

The PASSHE Alcohol and Other Drugs (AOD) Coalition, which is housed at PennWest, has been
awarded $149,911 in state Substance Abuse Education and Demand Reduction (SAEDR) funds from
the Pennsylvania Commission on Crime and Delinquency. The two-year grant, which began July 1, is
designed to serve students at three PASSHE pilot universities with the evidence-based approach of
motivational, interview-based wellness coaching. The coalition is hopeful that the three pilot
implementations will pave the way for expansion of wellness coaching to other PASSHE universities,
including PennWest.
Pandemic Updates
COVID – PennWest University continues to follow CDC guidelines on all three campuses. The
university has received 10,000 free rapid COVID tests from the Department of Health for student use.
The Wellness staff continues to work with Residence Life and Housing when COVID-positive students
need to be quarantined.
Monkeypox – PennWest’s Communications Office has sent information about monkeypox to our
students, staff, and faculty, including answers to frequently asked questions (FAQs) and a link to
information from the Centers for Disease Control and Prevention. The joint PennWest Pandemic Task
Force will be meeting throughout the semester.

UNIVERSITY POLICE
Emergency Operations Plan (EOP) Update
The Emergency Operations Plan rollout and training are underway for PennWest University. A new
PennWest resource guide is posted and has been disseminated.
Other Police Updates
Work continues on the PLEAC accreditation integration for PennWest University Police. Police have
implemented new PennWest Police Policies that align with the accreditation currently held by Clarion
Police Department.
University Police have compiled the annual security report (also known as the Clery report) for all
PennWest campuses. This report is federally mandated to be released by October 1 each year.
California Police Department has successfully moved from the Pollock Building into Building B and is
now centrally located on campus. This move is an improvement that will be more welcoming to the
campus community and have a positive impact on officers’ morale. Chief McSheffery invites anyone
who would like a tour to stop by and familiarize themselves with the new location.

Institutional Effectiveness and Research (IE/IR) Update
The IE/IR team is developing processes for annual reporting. Assessment staff are working out how
to continue assessing our “teach out” programs while developing our path forward in the new
synthesized academic programs. All of this informs data governance, an undertaking we hope to get
off the ground this fall. Staff also are working with executive leaders to develop and define our basic
operational strategy. This will aid in developing our shared language, expedite decision making, and
provide real-time metrics.

• Attendance at daily campus visits and fall “Preview PennWest” Saturday programs increased.
Outreach for “Preview PennWest” visits has occurred with deans, faculty, and staff (financial
aid, housing, honors, etc.), and Admissions is lining up representatives to meet prospective
students and their families on each campus.
• Fall 2022 applications have closed. PennWest Clarion deposits are down; however, we
continue to offer foundation scholarships to students who are showing a gap and will offer
additional scholarships as needs arise throughout the fall and spring semesters.
• Visitation giveaways are coming in, and we are working with marketing to finalize brochures
for campus programming.
• The team worked with Echo Delta on revamping the daily and Saturday campus visit agendas,
presentations, and tour routes. This will be a continuing effort for all three campuses
throughout the upcoming year.
ADMISSIONS AT PENNWEST EDINBORO
PASSHE Western Integration Collaboration





The Slate customer relationship management (CRM) system went live on January 31, 2022.
All applications and admission decisions, as well as tuition deposits, now are processed
through Slate.
Summer events were created in Slate, along with a new communications flow to invite
inquiries and prospective students, and to communicate with those who register for events.
Slate training was provided several times throughout the summer for the admissions
recruitment team, which will use the system for territory management and application
reviews and decisions.

• Daily information sessions and guided tours showed an increase in attendance this
year, with 339 student visitors as of August 15 compared to 259 last year (increase of

attracted 114 students (304 in all, including parents/families) on Saturday, April 23.

Spring 2022 Recruitment Travel
Spring recruitment travel went well, but attendance at college fairs and other off-campus and virtual
events was lower than before the pandemic. We received a larger portion of inquiries from other
sources, such as Niche, YouVisit virtual tour, Cappex, Hobsons Active Match, admissions events, etc.
Other Recruitment Initiatives



The Edinboro Admissions Office participated in the PASSHE Counselor Information Day at
Slippery Rock University on April 22, with the other PASSHE admissions teams. High school
and transfer counselors attended the event.
The Edinboro admissions team delivered 650 giant chocolate chip cookies to admitted and
deposited students at feeder schools in the local area the week of April 25.

Transfer Recruitment





The PennWest transfer recruitment team has been meeting regularly to coordinate transfer

western New York, and select areas of Ohio, Maryland, West Virginia, Virginia, and New
Jersey.
The team continues to discuss and implement procedures and standards for the BOG transfer
policy and Act 76 reporting.
Edinboro campus readmits are now being processed by the Admissions Office.

Our admitted and deposit-paid freshman GPA profile for Fall 2022 continues to be high, at
above 3.5 for applicants and admits and 3.54 for deposit-paid freshmen, similar to last year.
Our enrolled freshman GPA has been the highest in the PASSHE system for the past four
years.
Honors College admitted 1,061 new freshmen as of Aug. 19, with over 220 who paid deposits.
This compares to 834 admits and 163 paid deposits at this time last year (increase of 227, or
27% in admits and +57, or 35% increase in deposits).

Scholarships





The model for awarding freshman PEA scholarships remains similar to that used in the past.
As of Aug. 19, 2022, a total of 2,598 PEA offers, ranging in amounts from $1,500 to $5,000,
have been made to freshman admits, compared to 2,186 PEA offers made at this time last
year (+412, or +18.8%).
PEA scholarships ($1,000-$2,000) have been offered to 136 eligible transfer students, as well.
In addition, 736 Highlander Housing Scholarships – renewable awards worth $3,000 per year
– have been offered to out-of-state resident freshmen, compared to 753 last year at the same
time (-17 or -2.3%). Also, 43 Highlander Housing Scholarships have been offered to qualified
out-of-state resident transfer students and all admitted international students.

We also offered these scholarships for Fall 2022 to admitted students to increase the
enrollment yield:
o

$500 one-time Alumni Legacy Award Scholarships for admitted dependents
(freshmen and transfers) of Edinboro alumni parent(s); 131 scholarships offered as of
Aug. 19, with 59 students enrolled.

o

Eleven full-tuition and five half-tuition Board of Governor Scholarship Awards were
offered and accepted by academically talented (4.02 GPA for the full-tuition awards,
3.75 GPA for the half-tuition awards) underrepresented freshmen enrolling this fall.

o

$1,000 one-time Honors College Scholarships were offered to 1,061 freshmen
admitted to the Honors College. More than 220 are enrolling this fall, compared to 164
last year.

Special Training Initiative


A two-day SMART recruitment training workshop was provided for all PennWest recruitment
staff at the Regional Learning Center in Cranberry Township. Dana Evans, from Paskill
Stapleton & Lord, covered marketing and academic sales, customer service, territory
management, goals, effective communication (email, phone, written/mail), etc.

Technology


Implementation of the Slate CRM continues with the integration of shared services such as
test scores and transcript electronic delivery from sources such as College Board, Encoura,
Parchment, and Common Application. Automation is expected to be complete by December.



New applications for undergraduates, graduate students, and Global Online applicants have
been launched through Slate. These replace the three campus applications and contain each
campus’s current program array. The new PennWest Common Applications for first-year and
transfer students also are available.



Banner integration for PennWest launched with the registration for Summer and Fall 2022
for new and current students. Each current student and new applicant received a PennWest
email address to enable use of the new Student Portal.



Mongoose/Cadence is in use as an integrated texting solution with Slate. Each recruitment
staff member has a PennWest Mongoose text number to use in their efforts to recruit
prospective students.



We are exploring the use of Sia transcript processing (Transcript Processing - Sia (heysia.ai)
to accelerate transcript processing, improve accuracy, and enhance timely delivery of
admissions decisions and transfer credit evaluations.

GRADUATE AND ONLINE ADMISSIONS
Our new PennWest graduate application launched August 1. Since then, all future PennWest
master’s and doctoral students (both online and on-campus) have been directed to the new
application, which aligns with our PennWest graduate program array. Individuals who started an
application through one of our three legacy campuses were given the opportunity to complete the
process for Fall 2022. However, all legacy campus applicants – whether admitted or with an
application still in-progress for Fall 2022 – will be instructed to complete a new PennWest
application for a future term if they did not enroll as a new graduate student this fall.
We have collapsed legacy campus email inboxes for Graduate Admissions into a single destination
for PennWest. All email communication to and from our office is now routed through
GradAdmissions@PennWest.edu.
As of the first day of the Fall 2022 semester, Graduate Admissions team members across our three
campuses and online programs have tracked over 3,000 applications and secured more than 1,400
deposits for the semester. We are working to merge both our reporting and recruitment
communication plans to align with the single PennWest graduate application from this point.

GLOBAL ONLINE
Pilot Programs
Three academic programs have agreed to partner with PennWest Global Online for a pilot program
that supports online course content with increased marketing dollars and enhanced instructional
design.




Exercise Science onboarding occurred May 11. Two courses (7200 and 7260) and Drs. West have
begun the instructional design process with the GO Center for Innovation.
The Library Science onboarding meeting was held July 21 at the PennWest Clarion campus, with
MBA onboarding slated for September 22.
Each GO pilot department will receive $2,000 to use for professional development and/or student
success.

GO Marketing Plans and Branding
Joanne Hunt was hired as executive director for online marketing effective Aug. 22. Another
marketing employee resigned in September, and we are reorganizing based on our team talent.
A comprehensive GO website launched in September to promote the PennWest brand and our three
pilot programs, with an estimated cost of $20,000 per month. Early results are encouraging.

Branding of the three campus GO spaces is underway. Clarion’s is complete and a ribbon-cutting will
be scheduled once additional equipment arrives. We then will move on to the RLA space in
Cranberry, then California and Edinboro, in that order.

Onboard the new executive director for online marketing hire. Reorganize the marketing

Each year, Pennsylvania Western University consciously expends funds for the betterment of
faculty, staff, students, and the university.
As called for by Act 188 of 1982, the Council of Trustees shall “review contracts and purchases
negotiated or awarded by the president, including any contract or purchase reports, with or without
competitive bidding, and all contracts for consultative services entered by the president.”
For the period of April 21 through July 20, 2022, a total of $5,544,227 was recorded. Purchases and
contracts with a value over $21,900 totaled $3,900,091; purchases and contracts valued at $21,900 and
under totaled $1,644,136. A summary of all purchases and contracts is provided.

Act 188 of 1982 calls for the Council of Trustees to review and approve the recommendations of the
president pertaining to annual operating and capital budget requirements for forwarding to the
Board of Governors.
Aligned with Act 188, Board of Governors’ Policy 1993-03: Budgetary Reporting and Review “provides
for a yearly review and approval mechanism for the operating budgets of each university” and
outlines the procedures to which each State System institution adheres.
The 2022-2023 Educational and General (E&G) budget will be provided for review and approval of the
Trustees at its quarterly meeting.

The Office of Finance oversaw and completed the new integrated SAP business structure and Banner
student billing rules for PennWest, finalized setup of the integrated bank accounts, and completed
various federal and state agency system registrations for the university.


Accounting
The team completed the fiscal year-end PASSHE financial reports for the final set of individual
financial statements for each of the three legacy universities, as well as three separate audit
reviews with CliftonLarsonAllen, LLP. Now that the audit is complete, the university can close
out the three individual business areas and bring balances into one PennWest business area.



Financial Planning and Analysis
July 1 saw the inaugural PennWest FY 22-23 budget loaded into the new SAP business area. The
team submitted the required Comprehensive Planning Process (CPP) report to the Office of the

Chancellor on September 22, 2022. This document functions as the official budget document for
the current fiscal year.


Student Accounts
After completing the new billing rule structure in Banner, our Student Accounts staff
successfully processed the first PennWest student bills for the Summer 2022 term. Fall 2022 bills
and summer and fall refunds also have been produced. The office also participated in many New
Student Orientation sessions held over the summer and welcomed our first class of PennWest
students during Welcome Weekend.



Information Technology
The team continues to roll out various Banner modules to create the unified registration,
financial aid, and billing functions for PennWest University. With students in mind, setup of our
new student emails, D2L access, and other technology needs has been at the forefront for this
team. Completion of the migration of staff and faculty email accounts, as well as ongoing
reporting and other needs, continue as we enter the fall semester.

 Installed cooling towers in Building E and Johnson Hall.
 Renovated Building B into office space.
 Moved Copy Center to renovated space in Manderino Library.
 Circuit 1201 medium voltage cables and termination replacements from EMH #22 to EMH #23
and associated buildings.
 Removed salvageable systems from Azorsky and Keystone Halls prior to demolition.
PennWest Clarion
 Completed trenching project in support of internet upgrade at Reinhard Villages.
 Replaced failed HVAC units on second floor of Suites on Main South and all failed HVAC units in
Suites on Main North.
 Developed a new staffing model to better respond to student needs.
PennWest Edinboro
 Working with the state Department of General Services (DGS) on the library renovation.
Demolition is 90% complete; rebuild and installation has started.
 Completed a new Computer Animation Lab in Doucette Hall; now working on changing the
previous location, Wiley 113, into an Intro Computer Science Lab and Math Lab.
 Completed resurfacing of the tennis courts.

Demolition project: NPDES permits are now closed, and the project is back on track.

Construction Planning
At PennWest California, DGS is on site for the demolition of Keystone and Azorsky halls. Faculty and
staff have been relocated to Building B. University Police and Housing Office also have been
relocated to Building B.
The design phase for the new Science Building at California is scheduled to begin in December 2022.
Work on the Campus Master Plan with Cannon Design was scheduled to start in September. Work
will take approximately two years to complete.

ADVANCEMENT PLANNING
Advancement division leaders met August 24 to plan for FY 22-23. Two key takeaways were the
establishment of mission and vision statements:
Mission
We advance the PennWest mission and brand by enthusiastically and authentically telling
the university story. We engage alumni, friends, and partners to grow resources and expand
opportunities for our students, Western Pennsylvania, and the commonwealth. We
approach our work with integrity, honesty, and the highest of ethics and respect for those
we serve. We champion diversity in our workplaces, in our communications, and in our
communities.
Vision
PennWest University Advancement will be a model of best practice in higher education in
the areas of alumni engagement, communications, marketing/branding, philanthropy, and
other resource development. Our work will be valued across the university, and we will be
sought after to provide strategic counsel in our respective areas. We will be a highperforming team made up of talented, creative, collaborative professionals who represent
diverse backgrounds and perspectives.

Grants in the News
o PennWest Edinboro and PennWest Clarion have been awarded funding to continue
supporting courses in early childhood development and the students who enroll in them.
o The U.S. Department of Education has awarded PennWest Clarion’s TRIO Upward
Bound program a five-year grant of $489,477 per year, through 2027, totaling nearly
$2.5 million.
o The National Science Foundation has awarded PennWest California a $1.2 million
grant to create a learning community among its science faculty.
FY 23 Goals:
o Increase total grant funding in support of PennWest’s mission and goals.

BRAND IDENTITY AND MARKETING




Brand Awareness
o Establishing awareness of the PennWest brand is foundational to the success of
student recruitment, fundraising, and friend raising.
o Awareness and positioning strategy is in place:
 VisionPoint, our agency of record, has completed its discovery work,
resulting in an awareness and positioning strategy. Deployment has begun.
o Messaging tied to Welcome Week events, including Convocation, was consistent,
well-choreographed, and aligned with our new positioning strategy. Below are links

Signage
o PennWest University and campus-specific banners are up on all three campuses, as
are PennWest flags. Plans for replacing interior and exterior signage are being

o Our intermediate website, found at pennwest.edu, has received positive reviews. It is
being fleshed out even as we move forward with our work on an integrated website
and a Global Online subdomain for PennWest.
o The new integrated website will launch in Fall 2023, at which time our three legacy
websites – calu.edu, clarion.edu, and edinboro.edu – will be discontinued.



Student Recruitment
o An admissions mail flow targeting prospective PennWest students has been
developed, new content and designs have been created, and the materials are due for
deployment at various points in the student-recruitment cycle. The mail flow
includes both digital and print materials. (See below for screen shots of our viewbook.)

PennWest Global Online
o An executive director for online marketing has been hired. Joanne Hunt comes to us
from WVU’s online marketing division and has hit the ground running.
o A Global Online ad strategy has been developed and deployment has begun. The plan
includes continued emphasis on our priority programs – exercise science, library
science, and MBA.
o We are working with the Communications Office to bolster our marketing efforts in
areas such as earned media and social media, including a podcast with Exercise

DEVELOPMENT / FUNDRAISING


Fundraising
o Fundraising for the three campuses was strong, particularly in a year of integration
work and alumni/donor concerns. Throughout the integration process, our donors
have continued to be generous, and we have not had any large donors discontinue
giving because of issues surrounding integration.
o VSE cash totals for fundraising from alumni and friends were about $1.4 million in
FY 21-22. This meets the PennWest five-year averages. Unaudited totals for each of
the three campuses for FY 21-22 are:
 California – $6,481,113
 Clarion – $2,292,781
 Edinboro - $1,598,209
o The total number of alumni donors did not decline and also met five-year
averages. Our alumni participation rate of 2.73% (approximately 5,000 donors out of
about 183,000 alumni) is consistent with historical averages.
o In the past quarter, the PennWest fundraising team has closed (representative listing
– not inclusive):
 A $500K commitment ($250K given already) to renovate a business building at
PennWest Clarion.

A six-figure planned gift that will create both an endowed and an annual
scholarship benefiting students with financial need who are pursuing a
secondary/middle-level mathematics degree.
A $100,000 scholarship for students from a school district local to PennWest

 Increased or developed athletics fundraising programs on each campus.
 Streamlined donor relations processes to maximize stewardship and

specific to our online division.
Social Media
o PennWest’s Facebook page earned 212 visits on its first day, while the Instagram
account, our primary social media channel for both prospective and current
students, had 542 views.
 Over the slow summer months, PennWest has seen steady growth turn to
expansive growth, reaching new record highs for reach on both Facebook
(9,601) and Instagram (863) by the end of August.
o The introduction of PennWest combined with the shift in COVID protocols led to an
increase in August page visits compared to August 2021.
 California: 35.9% increase on Facebook, 23.6% on Instagram.
 Clarion: 25.8% increase on Facebook, 58.6% on Instagram.
 Edinboro: 37.7% increase on Facebook, 20.3% on Instagram.
o Returning students also contributed to the August bump. Welcome Week saw three
distinct campuses highlight their unique legacies while also celebrating the

SUMMARY
This semester has seen the Office of Diversity, Equity, and Inclusion busy with the implementation
of pilot initiatives reported last quarter and continuing to work in collaboration with faculty, staff,
and students across our three campuses. Included in this report are projects that PennWest DEI staff
are working on with the State System’s DEI Office. We continue to learn about the unique cultures,
traditions, and lived experiences of our new PennWest community.

UPDATE ON INITIATIVES PREVIOUSLY REPORTED
Presidential Leadership Fellow program
Founded by President Dale-Elizabeth Pehrsson, the Presidential Leadership Fellow program was
launched this fall. As a reminder, the Office of the President, in partnership with the DEI, Student
Affairs, Academic Affairs, and Athletics divisions offered selected undergraduate and graduate
students the opportunity to intern as Presidential Leadership Fellows. They will demonstrate the
university’s core values through their work with DEI and will be joined by faculty and administrators
who also have been appointed as Presidential Leadership Fellows. Both groups will work to scale the
PennWest Academy for College and Career Prep summer experience for middle school students to
all three PennWest campuses. This year’s fellows are:

A New Semester
The DEI staff worked across our three campuses to provide a foundation for the 2022-2023 academic
year by training employees and providing welcoming and inclusive events. After the success of the
summer Safe Zone training, we planned and then hosted welcome receptions for new and returning
students and employees.

We also hosted the first PennWest DEI Student Leadership Conference, with keynote speaker Venus
Ricks, from the Commonwealth of Pennsylvania’s DEI Office. We look to make this conference an
annual event.

STATE LEVEL DEI WORK










A proposal has been received from the Higher Education Recruitment Consortium (HERC).
PASSHE was an institutional member in 2014-2015, and currently West Chester, Kutztown,
and Millersville universities are institutional members. A deep discount could be available to
PASSHE should the System choose to become an institutional member. HERC’s resources
include search committee training, dual career resources, presentations at job fairs,
retention and networking workshops for faculty of color, and more.
Planning continues for the virtual 2022 PASSHE DEI Summit, set for November 2-4. The
conference theme is “What Does it Mean to Belong? Cultivating Relationships and Centering
Equity in Our Communities.” Registration is free and open to all PASSHE students, faculty,
and staff. For more information, visit the 2022 DEI Summit website.
The report of the System-wide Campus Climate Survey has been received by all presidents,
with chief diversity officers and other cabinet members scheduled to receive the report in
September. The data will be reported at the October Board of Governor’s meeting. The
interactive dashboard will also be available to campuses so they can explore the data.
Mandatory trainings, including diversity training, will be delivered through a new contract
with Get Inclusive. The online training is being supplied by PASSHE, through administrators
at PennWest and other State System universities. The full Get Inclusive catalog of online
trainings (e.g., NCAA Title IX Training, Alcohol Edu, Mental Health Resources for Students,
etc.) is available at no cost to the campuses. Visit the Get Inclusive website to access their
catalog.
An internal audit is being conducted by Baker Tilly, the same firm that handled project
management for the Western and Northeastern integration projects. The audit is a review of
student inclusion processes and controls to assess institutional practices (Community
Response Teams and Title IX) around incidents involving hateful or prejudicial expression by
a student. The review began in March and will culminate this fall. PennWest is not involved
in the audit directly but may need to adapt to new guidelines that result. The eight
participating universities are Cheyney, East Stroudsburg, IUP, Kutztown, Millersville,
Shippensburg, Slippery Rock, and West Chester.

UNIVERSITY ASSEMBLY
The semester is off and running, and we are excited for the inaugural PennWest University
Assembly to convene.
The University Assembly is at the heart of PennWest’s shared governance model. Its role is to foster
open communication among all stakeholders – students, faculty, and administrators – and promote
their active participation in policy development and decision making.
With the exception of areas limited by collective bargaining agreement(s), the assembly will
consider and make recommendations regarding all university policies pertaining to academic
affairs; student affairs; residence life; facilities; institutional resources; enrollment management;
finances and budgets; libraries; athletics; and diversity, equity and inclusion.

LEADERSHIP COUNCIL
We have launched the University Leadership Council (ULC), a forum where university leaders meet
regularly as an information sharing body to discuss cross-divisional issues and concerns with
respect to community building, work process improvement, and other issues related to the future
direction and activities of PennWest. The ULC represents all academic and administrative units at
the university; it is composed of all administrative leaders with direct reports, as well as deans.
The University Leadership Council will:





Serve as an information sharing body, ensuring that information is flowing to a central
location from each corner of the university.
Explore issues, identify problems and concerns, make recommendations, and propose
initiatives that affect the campus community.
Promote accountability and improve cross-divisional collaboration in ways that support the
university’s strategic goals.
Support the education, training, and development of its members.

PEOPLE AND CULTURE TASKFORCE
People and culture are embedded in PennWest’s guiding principles and operating model. The
university is committed to empowering and investing in our people and culture by providing a

supportive environment where individuals can learn, work, and thrive. In order to achieve a healthy
and transparent culture centered around employee engagement, learning and development, and
collaboration, the university has launched a People and Culture Taskforce.
The People and Culture Taskforce is composed of faculty, staff, and administrators encompassing
various constituencies on PennWest’s three campuses. The taskforce is charged with assessing
activities, events, and programs related to PennWest’s culture and making recommendations to the
Executive Leadership Cabinet. Specifically:
1. Conduct an analysis of employees’ perceptions of the university’s work culture, wellness
programming, and leadership development.
2. Identify and recommend best practices to attract, develop, motivate, and retain highperforming employees; promote a positive and healthy work environment; and invest in the
learning and development of our employees.
