Clarion Fly Tiers
BYLAWS
ARTICLE 1.-NAME.
The name of this organization shall be the Clarion Fly Tiers.
ARTICLE 2.- PURPOSE
Section 1.
The group will be sharing experiences, skills and knowledge in order to
learn how to tie flies in a hands-on fashion. As a club members will learn methods, tools
and materials used in order to create flies as well as how to use them in the streams
and lakes. The club will help teach the skills of fly fishing to interested students and nonstudents.
ARTICLE 3.- MEMBERSHIP
Section 1.
The membership of this organization will be composed students and nonstudents from the community. Members from the community will not have officer
positions, and will have voice but no vote during club business sessions.
Section 2.
Members will pay annual dues and an initiation fee to be determined by a
majority vote of the members present.
ARTICLE 4.- DUTIES AND ELECTIONS OF THE OFFICERS.
Section 1.
The officers of the club shall be a President, a Vice-President, a
Secretary, and a Treasure, who shall constitute the Executive Committee. The club
Faculty Advisor shall be an ex-officio member of the Executive Committee with voice
but no vote.
Section 2.
The officers shall be elected at the first meeting in March from nominees
chosen by nominations from the floor. They shall take office every April and shall hold
office for one year or until their successors are duly elected. The rights to nominate and
vote are reserved only for those members continuing their affiliation in the chapter for
the successive term of the electees. The electees who receives the majority of the votes
will win the vote for the office. In the event of a vacancy, the club may elect to fill the
vacancy for the remainder of the term.
Section 3.
President:
o Act as moderator of all organization meetings
o Act as intermediate between organization and all outside parties
o Assume responsibility of any executive office which is unrepresented until
existing electee resumes role or is replaced by election
o Coordinate/Oversee any and all organization events and meetings
previously approved by the majority of the organizations members and its
advisors
Vice-President:
o Assist in any and all of the duties of the President
o Assist in organizational events.
o Assume the responsibilities of the President in the event of his/her
dismissal from office
Treasurer:
o Execute any and all financial transactions allocating moneys from the
organization’s accounts
o Maintain accurate and current financial records of organization account
balance and transaction histories including the retention of any and all
documentation of said transactions
o Advise Executive Committee on the procuring and allocation of
organization funds
o Evaluate and predict budget needs and submit appropriate budget request
to the Senate for the upcoming year
Secretary:
o Record minutes of any and all organization meetings
o Assist the President with the completion of all documents and forms
related to the good standing of the organization under the Student Senate.
ARTICLE 5.-ROLE OF CAMPUS ADVISOR.
Section 1.
The Faculty Advisor will be selected at the club annual election, and must
be a member of the club. The advisor’s duty will be to advise and instruct the class on
methods and patterns. The advisor will be kept informed of all club meeting and
activities. Any changes to the club bylaws must be made in consultation with the
advisor.
ARTICLE 6.-MEETINGS.
Section 1.
Regular meetings shall be held every Wednesday starting within 4 weeks
of the first day of the semester or as determined by the Executive Committee..
Section 2.
In order for the club to conduct business there must be at least two
officers or one officer and the advisor.
ARTICLE 7.-FINANCES AND FUNDING.
Section 1.
Funding for the Club shall be from club dues and Student Government
appropriations.
ARTICLE 8.-AMENDING, SUSPENDING, AND ACCEPTING.
Section 1.
These Bylaws may be amended by a two-thirds vote of the members,
provided that the amendments shall have been proposed at least one meeting previous
to the time of voting. All changes to the Bylaws must be approved by the Student
Senate, the Vice President of Student Affairs, and the President of Clarion University.
ARTICLE 9.-RATIFICATION.
These Bylaws, and its amendments, shall become effective upon ratification by the
members of the Clarion Fly Tiers and following the approval of the Student Senate of
Clarion University of Pennsylvania, the vice president for student & university affairs,
and the president of Clarion University.
