CONSTITUTION OF THE FRENCH CLUB

Article I: Name
This organization shall be known as The French Club.

Article II: Purpose of the Organization
The purpose of the organization is to join together students who are current
members, prospective members, and past members of the French Club, and any other
student of Clarion University of Pennsylvania in good standing, to support the academic
standing of this university and to provide exposure to cultural activities related to the
French language, and to the art, history, and civilization of francophone countries.
Activities include traveling to educational areas, sponsoring public lectures, and other
events.

Article III: Membership
The French Club will be open to all Clarion University of Pennsylvania students
in good standing. Prospective students being those who are currently being considered
for future membership. All members must be in good standing with the university and
the community.

Article IV: Officers
Section 1: Executive Board shall consist of the President, Vice-President, Treasurer,
Community Service Chair, CU Connect Contact, and Advisor(s).
Section 2: Duties
A. The President shall preside at all meetings and will take charge of installation
and will assign committee chairmen of lead committees.
B. The Vice-President will preside at meetings in the absence of the President
and will report from committee chairpersons to the President on progress.
C. The Treasurer will be in charge of the budget, and will keep an accurate
account of all French Club funds. He/she will also be in charge of fundraisers,.and will be responsible for filing the French Club budget request with
Student Senate by the appropriate deadline.

D. The Community Service Chair will lead and manage the involvement of
French Club members in community service activities.
E. The CU Connect Contact will ensure that all French Club activities are cleared
through CU Connect (eg. Booking of space for special events, fund-raising
activities, etc.) and that they are also properly advertised through CU Connect.
F. The Advisor will be present for business meetings and other functions, and
acting in the advisory capacity. The Advisor shall be a non-voting member of
the Executive Board.

Article VI: Meetings
Section 1: Regular Meetings
There will be a meeting every other week. Dates and times will be decided upon
by a majority vote of members present and meetings will become regularly scheduled.
Section 2: Special Meetings
Any unscheduled meeting that shall be called by the Executive Board shall be a
special meeting. Notification of special meetings must be given at least 24 hours in
advance of the meeting.
Section 3: Quorum
One-half of the membership must be present to have a quorum and to hold
meetings.
Section 4: Majority
A majority vote shall be one-half plus one, unless otherwise stated.
Section 5: Parliamentary Procedure
The meetings shall be conducted with informal parliamentary procedure.

Article VII: Finances and Funding
Section 1: Request from Student Senate
Funding will be requested of Student Senate.

Section 2: Fund raising
There will be fund raising projects to aid educational trips and other projects of
the French Club.
Section 3: Qualifications
The officers must be students at Clarion University, in good standing and present
in the Clarion area for their term.
Section 4: Nomination
To be nominated, the candidate must be nominated by a member, and the
nomination must be seconded by another member.
Section 5: Election of Officers
The election of officers will be held by ballot during the month of October. A
simple majority of the members present at the meeting is required for election.
Section 6: Term
An officer’s term will last from October of the present academic year to October
of the same academic year.
Section 7: Filling vacancies
If an office is vacated during the officer’s term, a new election will be held
immediately thereafter. Procedures will be the same as outlined above.
Section 8: Attendance
An officer shall be allowed to have three absences of which one may be
unexcused. Violation of this rule will result in the termination of his/her office.

Article V: Faculty Advisor
Section 1: Commission
The Advisor(s) shall be the French professor at Clarion University.

Article VIII: Amending, Suspending, and Accepting
This Constitution shall be amended, suspended, and/or ratified by a 2/3 vote of
the members present, pending approval of Student Senate and the President of Clarion
University.
Article IX: Ratification
Approval of this Constitution by a vote (2/3 or simple majority) of the
membership shall be required for ratification. This Constitution will become effective
upon recommendation of the Student Senate of Clarion University and approval by the
Vice-President for Student Affairs and the President of the University.
