Indoor Majorettes and Color Guard at Clarion University
BYLAWS
ARTICLE 1- NAME
The name of this organization shall be the Indoor Majorettes and Color Guard at Clarion University.
ARTICLE 2- PURPOSE
The primary purpose of this organization is to further continue twirling and spinning skills at the
collegiate level as an extension of the marching band. The benefits of this organization is the ability to
improve skills and compete with other universities and groups. People will be interested in joining for
the purposes of making friends and the love of the sport. Along with being an extension, this
organization is going to help recruit more majorettes and color guard into the Golden Eagle Marching
Band for the fall semester.
ARTICLE 3- MEMBERSHIP
Section 1. The organization is open to all interested members, students or non-students of Clarion
University. There will be two meetings a week during the academic semester; one formal general
meeting and at least one other meeting for practice. Interested members should talk to any one of the
active members or officers about membership.
Section 2. There are no membership fees.
Section 3. Members may be dismissed if they fail to attend the weekly meetings or practices. Members
may only have five excused absences and two unexcused absences during the semester. Excused
absences are: school work, family emergency, illness, religious, military service, or a work obligation.
Also, members who disrespect the group to non-members will be put under consideration from the
officers to be dismissed.
ARTICLE 4- DUTIES AND ELECTIONS OF THE OFFICERS
Section 1. The following is a list of the officers of the organization and their role.
a) President
o Oversees the group and the decisions made;
o Organizes and holds meetings;
o Schedules practices by submitting a space request;
o Communicates with the advisor;
o Determines what competitions the group attends, based on recommendations from the
Vice Presidents;
o Keeps the honor and integrity of majorettes and color guard as separate sports, but
keeps the groups together as one organization;
o Represents the group
b) Vice President of Majorettes
o Choreographs the majorette routines;
o Recommends the time, location, duration, and frequency of practices;
o Recommends what competitions the group attends;
o Recommends equipment, costumes, and music;
o Completes registration forms for competitions
c) Vice President of Color Guard
o Choreographs the color guard routines;

o Recommends the time, location, duration, and frequency of practices;
o Recommends what competitions the group attends;
o Recommends equipment, costumes, and music;
o Completes registration forms for competitions
d) Parliamentarian
o Uses Robert’s Rules to keep order in the meetings;
o Enforces the Bylaws;
o Collects and counts the votes of any formal decision;
o Makes amendments to the bylaws upon majority vote from the members
e) Secretary
o Keeps weekly meeting minutes and shares with the group as quickly as possible;
o Maintains a calendar of events for the semester;
o Keeps attendance of mandatory meetings and events;
o Keeps a list of contact for the members;
o Responsible for communication with anyone trying to contact the organization through
social media, written or verbal methods;
o Promote the group through university media
f) Treasurer
o Manages the finances of the group;
o Pays the competition fees and travel expenses;
o Orders any required equipment, costumes or music for the group;
o Determines fundraising events;
o Equally divides funds between majorettes and color guard
Section 2. Elections will be held at the end of the spring semester for the following academic year.
Officers will be nominated during the second to last general meeting of the semester; at the final
meeting, nominees will present to the organization why they feel qualified for the position. The
members of the organization will then vote for each position based upon majority vote. The president
oversees the election process with assistance from the parliamentarian.
Section 3. A majority vote is at least fifty-one percent of the active members present at the general
meeting. Members not at the general meeting may send in an absentee ballot prior to the meeting.
ARTICLE 5- ROLE OF CAMPUS ADVISOR
Section 1. The advisor shall be the director of marching band, upon approval from the current director. If
they choose to not be the advisor, another member of the College of Performing Arts or an individual
affiliated with the university who is knowledgeable in twirling and spinning will be asked to fill the
position. The advisor will make sure the organization is abiding by the university guidelines provided.
Section 2. The advisor does not get a vote in the general meeting. However, the advisor does have the
power to approve the request for equipment, costumes, or any other expensive material the
organization may need.
ARTICLE 6- MEETINGS
Section 1. A maximum of fifteen general meetings will be held a semester, essentially once a week.
There will be no more than thirty practices a semester, the equivalent of two practices a week.

Section 2. The minimum number of members needed to attend a general meeting for it to be valid will
be at least fifty percent of majorette designated members and fifty percent of color guard designated
members.
Section 3. A majority vote is at least fifty-one percent of the active members present at the general
meeting. Members not at the general meeting may send in an absentee ballot prior to the meeting.
Section 4. Robert’s Rules will be the designated procedure used to conduct a meeting.
Section 5. The president can call special meetings as needed. At least a twenty-four hour notice needs to
be given prior to the meeting. Members will not vote upon the requirement of a special meeting, unless
given a week’s notice. Members will be notified from the president based upon the information they
gave to the secretary for the contact list.
ARTICLE 7- FINANCES AND FUNDING
Section 1. There will be no dues of any kind. However, if there is a lack of funding, members will be
required to pay for their share of registration and travel fees.
Section 2. The organization is not going to be requesting funds from the CSA. We will be opening a bank
account at the Clarion Federal Credit Union.
Section 3. The club is going to be self-supporting by fund-raising activities. For activities away from the
university, we will fundraise and put the money towards registration fees, gas expenses, and any other
supplies needed.
ARTICLE 8- AMENDING, SUSPENDING, AND ACCEPTING
The Bylaws will be changed upon issues or concerns that arise as decided by members of the
organization. A proposal to change the Bylaws shall be brought up during one general meeting’s new
business and will then be discussed and voted on at the next meeting. At least fifty-one percent of
designated majorette members and fifty-one percent of designated color guard members will need to
approve the changes of the Bylaws. All changes to the Bylaws must be approved by the Student Senate,
the Vice President of Student and University Affairs, and the President of Clarion University.
ARTICLE 9- RATIFICATION
These Bylaws, and its amendments, shall become effective upon ratification by the members of the
Indoor Majorettes and Color Guard of Clarion University and following the approval of the Student
Senate of Clarion University of Pennsylvania, the Vice President for Student and University Affairs, and
the President of Clarion University.
