Constitution
People Encouraging Awareness in Community Economics Club
Article I: Name
The name of this organization shall be the People Encouraging Awareness in Community
Economics Club, hereafter referred to as the PEACE club.
Article II: Purpose
The purpose of PEACE shall be to promote inquiry into the field of economics among the
students, faculty, and other members of the Clarion University community.
Article III: Membership
1. All students and faculty desiring to be members of PEACE and expressing support for the
purpose and programs of PEACE shall be members.
2. Eligibility for membership shall not, in any way, be affected or determined by race, color,
religion, age, physical handicap, sexual orientation, ethnic background, creed, marital status,
or national origin.
Article IV: Elections
1. The Executive Council (President, Vice President, Treasurer, and Secretary) shall be elected
in the latter half of the spring semester proceeding the term in which they are to serve.
2. The term of office for the Executive Council shall be held form the end of the spring
semester until the end of the following spring semester.
3. No member of the Executive Council shall hold more than one position at one time.
4. The date of the election and all open executive positions shall be announced at the general
meeting no fewer than 2 weeks preceding the election.
5. Election Meeting Procedures
a. The order of election positions shall be President, Vice President, Treasurer, and
Secretary.
b. Each candidate after nominations shall be given the opportunity to make a
statement prior to the election for that position after which the floor shall be
opened for questions from other voting members. The floor will remain open for
discussion of candidates once all the candidates have made their statements until
someone moves to vote.
c. Official ballots, consisting of the position and the candidates running for the position
will be provided to each voting member.
d. The Secretary shall collect the ballots and shall count them, unless the Secretary is a
candidate for that position, then the President of advisor shall confirm the count.
e. A candidate is elected to office when he receives the greatest number of votes. If a
tie occurs there will be a run-off election between the two candidates who
previously received the largest number of votes. If a tie vote continues it is the
President’s duty to cast the deciding vote.
Article V: Removal, Resignation, and Succession
1. An officer may be removed by a two thirds vote of all voting members during a general
meeting of PEACE. In the event of a removal, a special election to fill the vacancy will be held
at the next general meeting.
2. An officer may resign by writing a letter of recognition to the membership. In the event of a
resignation, the President will appoint a replacement, subject to the approval of the
Executive Council.
3. Upon the resignation of the President, the Vice President assumes the office of the
President, subject to the approval of the Executive Council.
Article VI: Duties of the Executive Council Officers
Section 1: Executive Council and General Duties
1. The Executive Council shall consist of the President, Vice President, Treasurer, and
Secretary.
2. The Executive Council Officers shall attend all general meetings unless excused by
the President or advisor prior to any meeting that they cannot attend.
3. The Executive Council Officers shall meet with other Executive Council Officers
and/or advisor prior to each general meeting to prepare an agenda.

The President shall provide leadership and direction for PEACE.
The President shall call and to preside over all meetings of PEACE.
The President shall arrange for the planning of all PEACE events.
The President shall cast the deciding vote in the event of a tie vote.
The President shall contract on behalf of PEACE for goods and services deemed
necessary for the purpose of PEACE, with the consent of the Executive Council.
6. The President shall appoint all committees deemed necessary, with the consent of
the Executive Council.
Section 3: Vice President
1. The Vice President shall perform the duties of the President if the President is
unable to do so.
2. The Vice President shall serve as advisor to the President.
Section 4: Treasurer
1. The Treasurer shall maintain all financial records in accordance with the booking
policies of the Clarion Student Association (CSA).
2. The Treasurer shall complete the necessary process in requesting checks drawn on
the PEACE account at the CSA, upon request of the President.
3. The Treasurer shall develop and submit a yearly appropriations request in
cooperation with the President and according to the rules and policies set forth by
the Student Senate.
Section 5: Secretary
1. The Secretary shall maintain records of all PEACE business.
2. The Secretary shall maintain records of attendance and membership.
3. The Secretary shall aide the President in carrying out correspondence for the
administration of PEACE.
Article VII: Advisor
The Advisor shall serve under the following guidelines:
1. The Advisor shall be a member of the faculty of Clarion University of Pennsylvania.
2. The Advisor shall serve in solely an advisory capacity.
3. The Advisor shall not have voting or administrative decision making power.
Article VIII: Meetings
Section 1: Schedule
1. The Executive Council shall meet at least once every (2) weeks during the fall and
spring semesters.
2. General meetings and Executive Council meetings shall be called by the President as
often as deemed desirable.
3. General meetings may be called by a member of PEACE upon presentation to the
President of a petition signed by one half of the voting members of PEACE.
4. All general meetings must be publicly announced one week prior to the meeting.
Section 2: Quorum, Majority, and Procedure
1. A quorum in order to conduct a vote at a general meeting shall be one half of the
voting membership of PEACE.
2. A simple majority of the voting members present at a general meeting shall be
required for passage of a motion.
3. The procedure for conducting meetings shall be determined by the President.
4. Each good standing member of PEACE shall have (1) vote.
Article IX: Funding
Funding shall conform to the following guidelines:
1. PEACE will request funding for its activities from the CSA using the appropriations
procedures set forth by the Student Senate.
2. No dues will be levied on the membership of PEACE.
3. PEACE may pursue additional funding from special projects through fund raising
activities or support from other elements of the Clarion University community.
Article X: Amendment, Suspension and Acceptance
Amendment, Suspension and Acceptance of this Constitution shall require a two thirds vote of
the voting membership present at a general meeting of PEACE and recommendation by the Student
Senate to and approval by the President of Clarion University of Pennsylvania.
Article XI: Ratification
Ratification of this Constitution shall require a two thirds vote of the membership present at a
general meeting of PEACE and recommendation by the Student Senate to and approval by the President
of Clarion University of Pennsylvania.
