Black Lives Matter CU Chapter
BYLAWS
ARTICLE 1.-NAME.
The name of this organization shall be the Black Lives Matter Chapter of Clarion University
of Pennsylvania.
ARTICLE 2.- PURPOSE
This organization is being formed to educate the campus and community on the Black Lives
Matter movement. Through this organization, we aim to create a steady line of communication
between the campus and the community. Through this controversial organization, we aim to
build black power and raise awareness on systemic racism, racial profiling, and black history.
Being educated on these topics are key in building a healthier society and campus relationships
between students of different ethnicities and backgrounds. People will want to join this
organization as this gives them the opportunity to be a part of a powerful movement while
educating themselves and others.
Primary purpose – Educate the University and local communities on the Black Lives Matter
movement.
Secondary Purpose – Build black power in the community after adequate education is reached by
all.
ARTICLE 3.- MEMBERSHIP
Section 1.
Official members of this organization are officers and volunteers. All Clarion University students
can participate and attend any events held by this organization. There are no major requirements
for volunteers and officers. Officers and volunteers must have a class standing of at least a
second semester freshman. Officers must have a minimum GPA 3.0 and volunteers must have a
minimum GPA 2.75.
Interested students can speak with the Secretary for membership information including updates
about meetings, events, and how to become an officer or volunteer.
All officers must attend all meetings or if unable to attend a meeting notify the secretary at least
2 hours before meeting unless it is an emergency. Volunteers must also follow member
requirements and will shadow for officer positions, acting as “mock officers”. Volunteers can
record and receive community service hours for their assistance.

Section 2. Membership fees
There will be no membership fees for being an officer, volunteer, or member of this
organization.
Section 3.
If an official member’s GPA falls below the required GPA, they will be dismissed. However,
they are eligible for new membership the next semester if all requirements are again met. Official
members will also be dismissed if they do not attend 3 meetings or events without notifying the
secretary.
ARTICLE 4.- DUTIES AND ELECTIONS OF THE OFFICERS.
Section 1.
President – Introduces and closes meetings. Develop agendas and guide meetings. Coordinates
new events and meeting times with the other officers.
Vice President – Assists with developing agendas and guiding the meetings. Fills in for the
president when needed, manages communication between other officers and the President.
Shadows over other officers and assists when needed.
Treasurer – Responsible for upkeep of the budget, contracts, and all other expense related details.
Provides a weekly update on budget regarding how much money remains and how much money
can be spent on events.
Secretary – Responsible for organizations’ email account and meetings minutes. Will distribute
meeting minutes to each official member and also keep a copy of all meeting minutes in the
organization’s office. Also responsible for keeping track of all new and present members and
attendance at meetings and events.
Media Manager – Responsible for the upkeep of the organizations’ social media account(s). This
includes creating recruitment posts, flyers, and event promotions. Also responsible for the
organization’s CU connect.
Volunteers – Shadow officers for whichever position they are interested in fulfilling in the
future. Assists in event set up and tear down.
Section 2.
Elections will take place at the end of each semester. The current secretary will send an email
one month in advance asking who would like to run and which position they would like to run
for. Officer descriptions will be included. Those names will be sent out the week before winter
break in an online poll to be completed one week before the semester begins. Whoever is
selected with a majority vote in each position will be the new officer for that position.

Section 3.
Majority vote for this organization is simple majority which is 50% +1.
ARTICLE 5.-ROLE OF CAMPUS ADVISOR.
Section 1.
The advisor for this organization will be voted on and selected by the official officers, volunteers
and members.
Section 2.
The advisor will be able to attend any meetings they find necessary. President and Vice President
will meet with the advisor monthly to keep the advisor updated. The advisor serves as an
overseer of this organization. Advisors do not get a vote in the board members.
ARTICLE 6.-MEETINGS.
Section 1.
Meetings for this organization will be held on a weekly basis. If a member cannot attend a
meeting, they must notify the secretary at least 2 hours in advance.
Section 2.
The President and/or vice-president, secretary and treasurer must be present for a meeting to
occur. Membership attendance has no requirement. All officers must be present for a vote. At
least 50% of volunteers must be present for a vote.
Section 3.
Majority for this organization will be simple majority which is 50% +1.
Section 4.
Before the beginning of a meeting, the secretary will briefly recap the highlighted points of the
last meeting. The president will then introduce the meeting with its agenda. The official members
will then go through the agenda and plan future events and ways to improve the organization and
ensure we are executing our purpose. After all the topics on the agenda have been discussed,
there will be time for any of the members to bring up any suggestions or concerns they have. The
president will then adjourn the meeting.

Section 5.
The president, vice-president or the advisor of this organization can call a special meeting if
needed. Officers and volunteers must be notified at least 48 hours in advance through an email
from the secretary. The best time for this meeting will be voted on by all officers and the time
with the simple majority will be the time of the special meeting.
ARTICLE 7.-FINANCES AND FUNDING.
Section 1.
There will be no dues of any kind for members to be a part of this organization.
Section 2.
This organization will request funds in the amount of $x for each semester.
Section 3.
This organization will be partially self-supported by fund-raising activities. All profits from
fund-raising activities will be deposited into the organizations self-sufficient account.
ARTICLE 8.-AMENDING, SUSPENDING, AND ACCEPTING.
If a member of this organization believes there should be an amendment to the Bylaws they can
bring this suggestion to the next meeting where all official members are present and are able to
discuss it. After discussing this change, all official members will vote on implementing this
change and if approved this will be brought to the required parties to implement this amendment
to the Bylaws. All changes to the Bylaws must be approved by the Student Senate, the Vice
President of Student Affairs, and the President of Clarion University.
ARTICLE 9.-RATIFICATION.
These Bylaws, and its amendments, shall become effective upon ratification by the members of
Black Lives Matter Chapter and following the approval of the Student Senate of Clarion
University of Pennsylvania, the Vice President for student & university affairs, and the President
of Clarion University.
