Clarion College Conservatives
Chapter Constitution
Article I.
Organization
Section 1. Name. The name of this organization shall be the Clarion College Conservatives,
hereby referred to as the CCs.
Section 2. Affiliations. The CCs operate as an official affiliate of Clarion University of
Pennsylvania and the Leadership Institute, a 501(c)(3) non-profit conservative organization based
in Arlington, VA.
Article II.
Purpose
Section 1. Mission. The mission of the Clarion College Conservatives is to advance a
conservative political ideology on campus and throughout the community through activism,
education, and political mobilization.
Section 2. Statement of Principles. As College Conservatives, we believe:
THAT God has bestowed upon all mankind the immutable rights of life, liberty, and the pursuit
of happiness;
THAT the Constitution of the United States of America is the greatest systemic protection of
these rights known to man;
THAT the purpose of government is to protect these rights through a common defense and the
administration of justice;
THAT human life is inherently sacred;
THAT limited government guarantees the individual’s right to act up on his or her own free will;
THAT the pursuit of happiness ensures equal opportunity, not equal outcomes;
THAT free enterprise and individual initiative are vital to economic stability and individual
liberty;
THAT good government exercises fiscal discipline by limiting taxes and spending;
THAT there exists great value in traditional American principles deriving from our JudeoChristian heritage;
THAT a strong national defense is essential for the protection of national sovereignty;

THAT military force is justified when used as a last resort to protect the lives and rights of
American citizens, and;
THAT the men and women of the United States Armed Forces are the greatest defenders of
American liberty.
Article III.
Membership
Section 1. Eligibility. General Membership is open to all full and part-time students at
Clarion University who support the CC Statement of Principles and agree to abide by the rules of
this chapter. Any such student desiring to become a member shall submit a signed statement of
membership provided by the chapter.
Section 2. Termination of Membership. For the benefit of the organization, with due cause, and
by three-fourths vote of all members in attendance, membership of a particular member may be
terminated.
Article IV.
Executive Board
Section 1. Officers. The Executive Board of this chapter shall consist of a Chairman, Vice
Chairman of Activism, Vice Chairman of Elections, Secretary, and Treasurer.
Section 2. Election. Officers shall be official members of the CCs and shall be elected at the
final meeting of every semester.
Section 3. Description. The responsibilities of the Executive Board are as follows:
A. Chairman. The Chairman shall oversee the general operations of the CCs and provide
oversight of the duties of all other officers. He or she shall conduct all meetings and
manage the organization’s relationship with the university and outside organizations. The
Chairman shall be a member in good standing for at least one semester before assuming
the position.
B. Vice Chairman of Activism. The Vice Chairman of Activism shall be charged with
planning, organizing, and executing all events and projects related to issues-based
activism. His or her responsibilities include, but are not limited to, on-campus activism
events, speakers, and protests. The Vice Chairman of Activism shall assume the role of
the Chairman in the event of his or her absence.
C. Vice Chairman of Elections. The Vice Chairman of Elections shall be charged with
planning, organizing, and executing all efforts related to CC-endorsed candidates. His or

her responsibilities include, but are not limited to, community canvassing, voter
registration, and get-out-the-vote initiatives.
D. Secretary. The Secretary shall take and report minutes at every meeting and maintain the
historical and operational records of the chapter. He or she shall also handle all public
relations efforts, including on-campus advertising, social media, and press.
E. Treasurer. The Treasurer shall maintain the financial books of the chapter and sign off
on all approved expenditures. He or she shall also organize at least one fundraising
initiative each semester.
Article VI.
Chapter Meetings
Section 1. General Meetings. General meetings of the chapter shall be at least once a month.
Section 3. Special Meetings. Special chapter meetings shall be at the call of the Chairman, at the
call of a majority of the Executive Board, or by written petition of 5 (five) members in good
standing.
Section 3. Due Notice. All meetings shall be held only after due notice of 3 days has been given
to the membership.
Section 4. Procedure. Procedure in all meetings shall be in accordance with the most recent
edition of Robert’s Rules of Order.
Article VII.
Endorsements.
Section 1. Eligible Offices for Endorsement. The CCs shall endorse candidates for federal, state,
and county-wide office in Clarion County, Pennsylvania. The chapter may also choose to
endorse candidates for other offices at the request of a member in good standing.
Section 2. Eligibility of Candidate. Any candidate in accordance with the CC Statement of
Principles, regardless of party, may be endorsed by the chapter.
Section 3. Voting. All endorsed candidates must be approved by a three-fourths vote of members
present. An endorsement may also be retracted, for due cause, by a three-fourths vote of
members present.
Section 4. Loyalty of Endorsement. Upon endorsing a candidate, the CCs shall commit to
assisting that candidate by all legal and prudent means possible in order to ensure victory in the
upcoming election.
Article VIII. Amendments
Section 1. Proposed amendments to this Constitution may be conditionally ratified, subject to by
a three-fourths vote of members present at a regularly scheduled or special meeting.

Section 2. Said amendments must be presented in writing at a regular or special meeting and
voted upon at the next meeting; and the substance of the proposed amendments must be included
in the notice of said meetings.
