Clarion University of Pennsylvania
CONSTITUTION
Article I: Name
The name of this organization shall be Student-Pennsylvania School Librarians
Association; herein referred to as S-PSLA.
Article II: Objective
Section 1
The Purpose of this chapter is to focus on the following:
Gain insight and information relating to current practices in the school media profession. Assist
in securing job opportunities in school media centers. Receive information pertaining to
speakers, workshops, and events relating to the profession, and to work with current practicing
professionals and student organizations.
Article III: Membership
Section 1 Active Membership
A. Student
Any undergraduate student at Clarion University with an overall quality point average of
2.4 or better shall be eligible for membership. Should any student member of the Chapter fail to
maintain his/her quality point average or is not in good standing with the University will be
suspended until he/she has removed the deficiency a suspended member may not vote nor hold
office. Graduate students may join either by face to face or via online technologies.
B. Professional Associate
Any member of the Library Science faculty or staff shall be eligible to become and active
member of the organization. He/she may not vote nor hold office, except in the case of Advisor
to the organization, who may only hold that office.
C. Attendance for Members
Having a scheduled class or fixed work schedule is considered excused absences from
meetings. Members who are unable to attend few (if any) meetings due to these reasons will
be considered members in good standing. Members missing (2) two unexcused meetings
will be placed on probation with their voting privileges revoked. Members will stay on
probation until they attend three consecutive meetings.
Each member is granted two (2) unexcused absences per semester. Members who will be
student teaching during either fall or spring semester will be granted professional status.
Students on professional status must continue to pay dues to remain an active member
Article IV: Dues
The Semester membership dues for each student member shall be $5.0 per semester. A
student member who has been suspended for not maintaining a 2.4 average or fails to meet
financial obligations shall be required to pay dues during the period of the said suspension, and
all voting privileges shall be ceased. Any member that falls into this category will be notified in
writing by the Executive committee of their delinquency, and the steps needed to rectify the
situation.
Section 2
Funds may be requested of Clarion University’s Student Senate by S-PSLA.
Section 3
S-PSLA will take part in fundraising activities to be as self-supporting as possible.
Article V: Officers
Section 1 Title of Officers
The officers of S-PSLA shall be President, Vice-President, Secretary, Treasurer, and
Parliamentarian.
Section 2 Duties of the Officers
A. President
The duties of the President shall be but are not limited to
1. presides at all meetings of S-PSLA.
2. Serve as chairperson of the Executive Committee of S-PSLA.
3. Be the official spokesperson on behalf of S-PSLA.
4. Act as liaison to the State wide Pennsylvania School Librarians Association, herein
referred to as PSLA.
5. Cast any deciding ballot in case of a tie.
6. Call special meetings of the organization with at least two days prior to the meeting
date.
7. Carry on those privileges to the president under the most current edition of Robert’s
Rules of Order, Newly Revised
8. Be and ex officio member of all S-PSLA committees with the exception of the
Executive Committee.
9. Form any and all Ad Hoc Committees as deemed necessary to fulfill the needs of SPSLA or as requested by PSLA.
10. Must not student teach or have and internship that will interfere with the completion
of these said items.
B. Vice-President
The duties of the Vice-President shall be but are not limited to
1. Assume all duties of the president in the President in the President’s absence.
2. Be a member of the Executive Committee.
C. Treasurer
The duties of the Treasurer shall be but are not limited to
1. Collect all dues from each member and keep record of each dues payment.
2. Be a member of the Executive Committee.
3. Keep and accurate ledger of all funds incoming and outgoing of this organization.
4. Give reports at all regular meetings of the financial status of the organization.
5. Preside at any meeting in which neither the President nor Vice-President is in attendance.
D. Secretary
The duties of the Secretary shall be but are not limited to
1. Keep and accurate and permanent record of the roll of members of the organization and
its Executive Board.
2. Provide copies of the minutes of the previous meeting to be reviewed by the
organizations members.
3. Be responsible for writing, sending, and presenting all communication of S-PSLA.
4. Be a member of the Executive Committee.
E. Parliamentarian
The duties of the Parliamentarian include but are not limited to
1. Assist the President and general membership in conducting its business in accordance
with the current edition of Robert’s Rules of Order, Newly Revised.
2. Periodically review the Constitution of S-PSLA to ensure compliance with all Clarion
University and PSLA rules and regulations.
3. Be a member of the Executive Committee.
Section 3 Qualifications for Officers. Each officer will:
1. Be a full time student.
2. Have and maintain a quality point average of a 2.4 on a 4.0 scale.
3. Have attained at least 12 credits at Clarion University prior to the elections of officers.
Section 4 Eligibility:
No officer may hold more than one office at a time.
Section 5 Elections:
Elections shall be held at a meeting during the month of April. A majority vote of the
active members present shall elect.
Section 6 Installation:
Officers shall be instated at the last meeting of each spring semester, and they shall
assume their duties immediately upon installation.
Section 7 Term of Office:
The term of office shall be one year. No person shall hold the same elective office for
more than two consecutive years.
Section 8 Removal from Office:
Any officer may be removed from his/her office by a two thirds (2/3) majority vote of the
members present at a regular meting of the organization. Any officer who is absent from three
consecutive meetings of the organization automatically forfeits his/her office, but he/she may be
reinstated if he/she receives a two thirds (2/3) majority of the membership feel that his/her
absences were justified and vote for his/her reinstatement.
Section 9 Vacancies:
S-PSLA shall elect a new office to fill a vacancy whenever one occurs, except that of the
Vice-President shall succeed to the Presidency in case of a vacancy, and the membership shall
elect a new Vice-President.
Section 10 Executive Board:
The elective officers shall comprise the Executive Board. This Board shall be
empowered to carry on the business of S-PSLA, and to make expenditures in accordance with
the authorization of the membership. The Executive Board shall be empowered to act for the
Chapter in cases of emergency when consulting the entire membership is not feasible, but the
Executive Board shall not be authorized to make expenditures of S-PSLA funds in excess of
$25.00 on any one occasion.
Article VI: Committees
Section 1 Committees:
Committees shall be established if the membership warrants the need (i.e. Program,
Finance, Auditing, Fundraising, and Conference) at any time.
Article VII Quorum:
A quorum shall consist of a majority of the total active student members and at least one
professional member. A majority will be 30% plus 1 of the active membership for meetings.
Article VIII Parliamentary Authority:
The current edition of Robert’s Rules of Order, newly revised shall be accepted as the
authority in matters of parliamentary procedure.
Article IX External Affiliations:
S-PSLA’s external affiliation resides with PSLA. The requirements that PSLA sets forth
are
1. At least 25% of student chapter members must also be members of PSLA, at the
discounted student rate.
2. Student Chapter must have an approved constitution and bylaws.
3. Student Chapter must meet at least twice a year.
4. Student Chapter must maintain electronic communication between members and PSLA
organization
5. Student Chapter should have elected officials; especially President, Secretary, and
treasurer.
6. Student Chapter must have and official University contact (faculty or Staff member.)
Clarion University of Pennsylvania’s S-PSLA chapter will ensure that all of these
requirements set forth by PSLA will be met and strictly adhered to.
Article X Amendments:
This constitution may be amended by a two thirds (2/3) majority vote of the total active
membership. Bylaws will follow the same rule. Amendments will be given a two-week review
period.
Article XI By-Laws:
Article XII Ratification:
These Bylaws, and its amendments, shall become effective upon the ratification by the members
of S-PSLA and following the approval of the Student Senate of Clarion University of
Pennsylvania, the vice president of student & university affairs, and the president of Clarion
University of Pennsylvania.
