The President’s Message…
Dear Colleagues,
Hope you all had a chance to enjoy ALF last week! Driving to work this
morning on Route 322 I noticed for the first time some frost on lawns. A
sign of things to come!
Regarding the CBA, APSCUF and SSHE management Interest Based Bargaining negotiating teams have
come to an “agreement in principle” for a 4-year contract. The next step is to write down the specific
language for each article to the satisfaction of both teams. After that, the agreement will need
additional approvals up to and including ratification by the full APSCUF membership and the Board of
Governors. The goal is to get the approvals completed by the end of November. Until the new CBA is
ratified we will continue to operate under the expired agreement. If you had a chance on September
24th to attend our general membership meeting, you heard state APSCUF President Ken Mash and
Vice-president Jamie Martin detail some of the potential positive changes to important articles.
Chancellor Greenstein visited Clarion on October 8th. He has been here multiple times and this is a
good indicator of his efforts to listen to stakeholders and gain an appreciation for relevant local issues
and concerns.
Clarion APSCUF committees for the new AY are up and running. A special election was held recently
for Clarion’s State System Interim Faculty Council Representative, and Jamie Phillips was elected from
a slate of superb Clarion candidates. News flash: Congratulations to Jamie as
he was elected by the 14 state faculty council representatives to represent
them to the Board of Governors!

Clarion APSCUF Sick Leave Bank Policy
Any faculty or coach member may request days from the Sick Leave Bank using the “ASPCUF Sick
Leave Bank application form”. Such days will be awarded with appropriate medical
documentation showing the needs for days. All faculty or coaches must use all of their own
accumulated leave before days are provided from the Bank. There will be a limit to each single request according to
the following:
If the request for days to be provided by the Sick Leave Bank occurs in the fall semester, the maximum number of
days given from the Bank will be limited to 12 weeks of leave in that academic year, including fall and spring
semester.
If the request for days to be provided by the Sick Leave Bank occurs in the spring semester, the maximum number of
days given from the Bank will be limited to 12 weeks of leave in that calendar year.

NEGOTIATIONS UPDATE:
For the Faculty’s contract, APSCUF has come to an Agreement of Principle with the State System. They are still
working on a few issues and finalizing the languages. When the language is finalized, the tentative agreement
will be available to the membership only on APSCUF’s Members Only Site.
But first the Negotiations Committee will have to approve the tentative agreement and make a
recommendation to the APSCUF Legislative Assembly. Then APSCUF Delegates will decide whether to have a
ratification vote on campus and may make a recommendation. At that point, the Tentative Agreement via a
secure area of the APSCUF website for your review when and if the Negotiations Committee moves it along to
the Legislative Assembly. Then a Ratification Vote will take place during dates to be determined on your
campus. If APSCUF members ratify the contract, it will go to the Board of Governors for Final Approval.
For the Coaches’ contract, negotiations sessions are still continuing through October. Discussion have made
some progress but there are quite a lot of work to be done. Talks continue in the coming weeks. Next
Coaches’ Negotiations meeting will be held October 28th.
Meanwhile, both contracts continue to operate under the expired contract.
