The President’s Message…
Dear Colleagues,
Holiday Greetings! Finals week is here! Joy to the world!
About the only thing on the APSCUF radar this month is the LA and membership votes on the SSHE-proposed
retirement incentive side letter proposal. In a nutshell, this would permit bonus payment for a designated
amount of sick days, above and beyond the norm, for qualified faculty who choose to retire and send a letter
to the president by March 2nd. This bonus payment would trigger only if 200 or more faculty retire systemwide. If 200 do not choose to retire, then the incentive falls apart and the faculty who submitted letters could
choose to rescind them.
Why would SSHE offer such an incentive? Because they need to reduce costs throughout the system, and
reducing personnel costs represent a quick way to do that. And because a simple cash bonus payment for
early retirement was described by the SSHE in recent negotiations as “illegal” (although it was done a few
years ago as “The Mellow Bill”), but paying faculty a bonus based upon unused earned sick leave balance is OK.
On December 10th the APSCUF Legislative Assembly overwhelmingly approved sending the retirement
incentive side letter to a vote by the faculty membership which will take place electronically from Dec 17-20. If
approved, then all eligible faculty will be sent a customized letter noting their estimated payout based upon
provisions of the side letter.
The side letter proposal comes with a neutral recommendation by the APSCUF negotiation committee. There
are pros and cons. Let’s see what the bargaining unit wants to do with this one. APSCUF members can review
the side letter by going to the members-only site. Please vote!
Finally, please join us at the EOS holiday social at the Clarion River Brewing
Company on Thursday December 12 from 4-6 pm. It will be a great
opportunity to catch up with colleagues!

CLARION APSCUF 2020 FALL SCHOLARSHIPS: Applications are now being
accepted for the Fall 2020 Clarion APSCUF Scholarship to be awarded to six (6)
Clarion University students. Any student wishing to apply must be currently enrolled at Clarion University
with a minimum of 3.2 QPA following completion of the Fall 2019 semester. Eligibility, instructions and

Friday, March 20, 2020 @ 12:00 pm.

2020 STATE APSCUF SCHOLARSHIP: For Family Members of
APSCUF/APSCURF Members Only:
State APSCUF is now accepting applications for their annual scholarship program. The
scholarship award of $3,000 will only be presented to one (1) eligible applicant in
his/her higher education career in August 2019. An eligible applicant must be a
“family member” of an APSCUF/APSCURF member in good standing or an APSCUF staff
member and must be enrolled at one of the fourteen (14) state-owned universities. Deadline for

A HEALTHY U REMINDER: Deadline for participation is May 31, 2020
As many of you may know, the next faculty collective bargaining agreement
includes changes to the Healthy U program. These changes do not go into effect
until the next wellness year begins.
For the current wellness year, which runs Sept. 1, 2019, through May 31, 2020, faculty and coaches who
have the State System Highmark PPO — and their enrolled spouse/domestic partner — must still
complete 70 points prior to May 31, 2020. Failure to complete this requirement will result in a 10%
penalty added to your health-insurance premium beginning July 1, 2020. This penalty could cost your
family as much as $2,000 extra in premium payments.
To see what activities count toward your 70-point total, please see the Healthy U Activity Guide. Activities
completed after May 31, 2019, are acceptable for the current wellness year.

UPDATES ON APSCUF COLLECTIVE BARGAINING AGREEMENTS/FACULTY SIDE-LETTER:
FACULTY CONTRACT:
A few weeks ago, APSCUF faculties voted in favor of the tentative agreement
(login required), moving the document to Pennsylvania's State System of Higher
Education's Board of Governors for final approval.
Pennsylvania’s State System of Higher Education’s Board of Governors yesterday,
Wednesday, December 11, ratified the APSCUF faculty collective bargaining agreement via conference
call. Click here to view the joint press release. The contract in its entirety will be posted in the coming
days.
FACULTY RETIREMENT SIDE LETTER:
APSCUF's legislative assembly voted on Tuesday, Dec. 10, on a proposed retirement-incentive side letter
and has approved it to move forward for a vote next week (Dec. 17-20) by the Faculty
membership. Between now and then, members who are faculty may view the side letter in a secure area
(login required*) of the APSCUF website. Click here (login required) to read President Dr. Kenneth M.
Mash's message about side letter, and click here (login required) to view the side letter. DO NOT SHARE
THE CONTENTS OF THIS DOCUMENT with any parties, including the media. Do not post about it on social

Faculty electronic voting on the side letter is slated for Tuesday through Friday Dec. 17–20. Due to the
time-sensitivity of this program and upcoming break, State APSCUF plans to conduct the vote
electronically, via SurveyMonkey, as they did with last summer’s phased-retirement vote. Your electronic
ballot will arrive via campus email (if the assembly approves the side letter), and you should also receive
notifications and reminders from your chapter office manager. Only APSCUF faculty members can vote. If
you know of colleagues who are not APSCUF members, encourage them to join.
COACHES CONTRACT:
The APSCUF coaches' negotiations team signed a tentative
agreement with Pennsylvania's State System of Higher Education on
Monday, December 9. The document requires coach leadership
council and executive council approval before moving to a member
vote. State APSCUF expects the coach membership vote to occur
early in the spring semester. Know that only APSCUF coaches members can vote on contract ratification.
If you know of colleagues who are not APSCUF members, encourage them to join.
Between now and then, all member coaches may view the tentative agreement in a secure area (login
required) of the APSCUF website. CLICK HERE (login required) to view the tentative agreement. DO NOT
SHARE THE CONTENTS OF THESE DOCUMENTS with any parties, including the media. Do not post about
them on social media or other online platforms. State APSCUF plans to post a summary document on the
website soon. By law, we continue to operate under the expired contract until a new agreement is fully
