The President’s Message…
Dear APSCUF Sisters and Brothers,
I hope you and your families are all safe and healthy. As I sit here at my desk in my makeshift
home office and try to write this month’s letter to faculty, I feel like a student trying to write a
paper on a topic they were assigned and don’t really understand. I can share what I know about
retrenchment and integration, and my personal thoughts about them, but I’m at a loss to find the overarching
thread or theme that pulls it all together.
I’ll begin with retrenchment. Clarion’s retrenchment letter is still on the table, just as it is at 6 other PASSHE
universities. Clarion’s administration recently informed APSCUF that, through non-renewals of temporary faculty,
one current phased retirement, and two upcoming retirements that have already been submitted, the number of
FTE (full-time equivalent) faculty members will be reduced by approximately 46, just short of the 50 FTE reduction
that they say is needed to balance the budget.
At this point, management has been unable (unwilling?) to explain how they will identify the temporary faculty
members who will not be renewed for 2021-22. The APSCUF contract gives management until May 31 to notify fulltime temporary faculty members whether they will be reappointed in the following academic year. At a minimum, I
hope that management has enough respect for these colleagues to inform them of non-renewals as early as
possible. To make them wait anxiously until the end of May would be unconscionable.
The remaining 4 FTE faculty reduction, it seems, is to come from tenure track or tenured faculty members. Given
that Clarion has been averaging about 12 faculty retirements every year, it seems virtually certain that there will be
at least 4 in the upcoming year. Yet management is keeping the retrenchment letter on the table for now. In Meetand-Discuss meetings, our university leadership loves to tout the number of management positions they have
eliminated by not filling vacant positions. I struggle to see how this is equivalent to faculty members (and valued
staff members as well!) being told they’re being let go. It is especially infuriating in light of the fact that, by the end
of this academic year, our faculty contingent will have been reduced by almost 40% since 2010-11, yet the reduction
in management will be only 9%! (This is based on the 2020-21 Comprehensive Planning Process projections. You can

Moving on to the triple integration of Clarion with California and Edinboro, it is expected that the Board of
Governors will approve it at their October 14-15 meeting, and direct the three institutions to plan the integration

process. The meeting will be livestreamed and we’ll share a link to the livestream when it’s announced. I strongly
encourage everyone to watch it
Act 50, which authorized the integrations, requires 60 days of public comment before moving forward with the
integration process. The comment period is slated to start in April 2021, with integration to follow in July 2021. The
integration is to be fully in place by the beginning of the 2022-23 academic year.
I think it is a good sign for Clarion that Dr. Dale has been selected to lead the process. I believe she will ensure that
Clarion’s interests are represented while also respecting the concerns of Cal and Edinboro. I have emphasized to her
that substantial faculty input is essential for the integration to be successful in reaching the goal of creating a
strong, unified entity, and she agrees. I encourage all faculty members to be willing to contribute to the process
when opportunities arise. Integration is going to happen, and we need to make sure our collective professional
expertise informs the process.

Clarion APSCUF Sick Leave Bank Policy
Any faculty or coach member may request days from the Sick Leave Bank using the “ASPCUF Sick
Leave Bank application form”. Such days will be awarded with appropriate medical
documentation showing the needs for days. All faculty or coaches must use all of their own
accumulated leave before days are provided from the Bank. There will be a limit to each single request according to
the following:
If the request for days to be provided by the Sick Leave Bank occurs in the fall semester, the maximum number of days
given from the Bank will be limited to 12 weeks of leave in that academic year, including fall and spring semester.
If the request for days to be provided by the Sick Leave Bank occurs in the spring semester, the maximum number of
days given from the Bank will be limited to 12 weeks of leave in that calendar year.

APSCUF staff and leadership have developed a retrenchment toolkit, available to APSCUF members only on a
secure page of the website (login required). The page contains resources for members to fight for high-quality
education and to stand in solidarity with colleagues in danger of retrenchment. The resource is packed with
statistics, videos, and talking points, suggestions for action, links to news coverage and Q&A documents for
members in danger of retrenchment. The toolkit is intended to supplement action — to provide information and
data to incorporate into your own letters to the editor, op-eds, events, interviews and other activities as we fight
retrenchment together. Toolkit content is for APSCUF members only and should not be copied and pasted or
shared verbatim. As always, your State APSCUF communications director, Kathryn Morton, is available to assist

RETRENCHMENT TOOLKIT (LOGIN REQUIRED)
APSCUF staff and leadership have developed a retrenchment toolkit, available to APSCUF members only on a
secure page of the website (login required). The page contains resources for members to fight for high-quality
education and to stand in solidarity with colleagues in danger of retrenchment. The resource is packed with
statistics, videos, and talking points, suggestions for action, links to news coverage and Q&A documents for
members in danger of retrenchment. The toolkit is intended to supplement action — to provide information and
data to incorporate into your own letters to the editor, op-eds, events, interviews and other activities as we fight
retrenchment together. Toolkit content is for APSCUF members only and should not be copied and pasted or
shared verbatim. As always, your State APSCUF communications director, Kathryn Morton, is available to assist
you with letter-writing and placement and other communication needs. Email her at kmorton@apscuf.org with

To register for Members Only site:
Log onto the APSCUF website at www.apscuf.org
At the center of the home page find the ‘Members Only’ section
Then click onto ‘REGISTER NOW’
Complete the username fields
Read guidelines and chose ‘I accept’
Fill in form as described
Hit ‘submit’
You will see an email that reads “Welcome to Members Only” site. It will include your username and state
that your account is currently inactive and will need to be approved by an administrator at State APSCUF
before you can log in. Another email will be sent when this has occurred. Your password will be securely
stored in APSCUF’s database and cannot be retrieved. In the event that it is forgotten, you will be able to
reset it using the email address associated with your account.
Second email will be sent to the State APSCUF administrator so that that person can activate the
account. This may take a day or so.
Once this occurs a second email will be sent to you saying that you can now log in.
Once you enter the “Members Only” site, you can find information on Special Services for full-dues paying
members such as discounts from Verizon Wireless, AT&T and T-Mobile, rent-a-car discounts with National and
