The President’s Message…
Dear Brothers and Sisters,
Welcome to 2020 and a new spring semester! Hope your winter holiday went well and
you are off to a nice start.
In the first 2020 Chapter Newsletter, we are well-served to take a steely-eyed look at what we are facing in the
new calendar year. Let’s start with some positives:
1. The new 4-year CBA was approved by our membership and management and is in press. All APSCUF
members will receive a hard copy soon.
2. Clarion’s APSCUF union membership has grown, meriting an added delegate to the legislative
assembly effective AY 2020-21. Membership Chair Paul Klenowski and Office Manager Jan Walters
deserve much credit. We welcome our new members and pledge to be helpful and supportive.
3. Cheney University passed its Middle States accreditation and APSCUF, Chancellor Greenstein and
Governor Wolf are all committed to its survival.
4. The Chancellor is committed to the continued existence of the 14 university SSHE institutions.
5. Dr. Dale is seen as a collaborative leader who has a positive vision for Clarion’s future. Faculty like her,
respect her and appreciate her positive direction.
Issues and Challenges:
1. At last count, the number of adjunct faculty has grown to 28%, 3% beyond contractual limit.
2. We are in an ultra-competitive market for enrolling college students. Enrollment = revenue. Many
faculty have noticed the three CAL U billboards in Clarion advising potential students to “Don’t Settle –
Build You.” Dr. Dale has spoken to the CAL U president about this seeming poaching situation.
3. The SSHE needs to reduce costs and one way is through the early retirement of senior faculty. Thus
the retirement incentive that was overwhelmingly approved in the late fall member ballot. Note that
across the system, 200 members need to serve notice of intent to retire by March 2 for the incentive
to be triggered. Members can choose to rescind their notice if the 200 figure is not reached by March
2. Currently the number of retiree notifications stands at 111 of the 200 goal. Assuming that the 200

is not met, what would be other ways the SSHE can cut costs and save money? No one knows, or if
they do, they are not telling us.
4. Clarion University is in the bottom third of SSHE universities in terms of financial sustainability
spectrum measures. Dr. Dale, like other presidents, is preparing a sustainability plan.
5. Chancellor Greenstein is committed to driving system redesign in the face of headwinds.
This should be an interesting semester.

ATTENTION CLARION APSCUF COACHES: There will be an APSCUF COACHES MEMBERSHIP
LUNCHEON MEETING held on Tuesday, March 24, 2020 from 11:30 pm till 12:30 pm in room
209/210, Tippin Gymnasium with Sara Miller of State APSCUF’s Labor Relations Department.
Sara will review all the changes in the new Coaches’ Collective Bargaining Agreement along
with a Question and Answer Session. Please make plans to attend this very important
meeting and bring your questions along too!
TO ALL APSCUF MEMBERS: Sara Miller, Clarion APSCUF’s Labor Relations Department Representative, will be
in the Rhea Conference Room on Tuesday, March 24, 2020 between 1:00 - 3:00 pm. Pease feel free to stop in and
meet Sara. She will be available to answer any general contract questions. NOTE: If you need to speak to Sara
privately, please contact Jan Walters in the APSCUF Office to set up a 15 minute appointment for you.
ATTENTION ALL APSCUF COACHES & FACULTY: There will be a GENERAL APSCUF & BARGAINING
UNIT MEETING held on Tuesday, March 31, 2020, @ 3:30 pm in 250/252 Gemmell Student Center.
This will also include the “Meet the Candidates” forum for the 2020 Spring General Elections. Ms.
Bim Arthun, Director of Membership Services at State APSCUF, is making a campus visit that day
and will be our guest speaker at this meeting. She will have a short Healthcare Presentation with
an emphasis on retirement-related issues, updates with PA Faculty Health & Welfare Fund and
APSCUF’s Special Services along with a Question & Answer Session. Light refreshments will be
served. Please “pencil in” this meeting on your meeting calendar and welcome Bim to our campus!

A FARWELL TO PRESIDENT KEN MASH: State APSCUF President Ken Mash will making a
campus visit to Clarion on Tuesday, February 24, 2020 at 3:30 pm in the Rhea
Conference Room. This will be Ken’s last visit to Clarion as State APSCUF President for
his term ends in May 31, 2020. As Ken updates our chapter with current APSCUF issues,
we will be giving a BIG THANK YOU and farewell wish to Ken. All APSCUF members are
welcome. Please make plans to attend. Light refreshments will be served.

FACULTY/COACH INTERNSHIP OFFERS OPPORUNITIES: State APSCUF's
faculty and coaches orientation internship is for APSCUF members who have some local
APSCUF responsibility and are interested in expanding a working knowledge of the
union. Interns spend a week in the summer in the Harrisburg office to observe the entire
spectrum of union administration. They interact with staff members who serve in various capacities. The
program aims to prepare APSCUF members for increased local and/or state responsibilities.

You will see an email that reads “Welcome to Members Only” site. It will include your username and state that
your account is currently inactive and will need to be approved by an administrator at State APSCUF before you
can log in. Another email will be sent when this has occurred. Your password will be securely stored in APSCUF’s
database and cannot be retrieved. In the event that it is forgotten, you will be able to reset it using the email
address associated with your account.
Second email will be sent to the State APSCUF administrator so that that person can activate the account. This
may take a day or so.
Once this occurs a second email will be sent to you saying that you can now log in.

Once you enter the “Members Only” site, you can find information on Special Services for full-dues paying members such

REMINDERS – Note DEADLINES!
CLARION APSCUF 2020 FALL SCHOLARSHIPS: Applications are now being accepted for the Fall
2020 Clarion APSCUF Scholarship to be awarded to six (6) Clarion University students. Any student
wishing to apply must be currently enrolled at Clarion University with a minimum of 3.2 QPA following
completion of the Fall 2019 semester. Eligibility, instructions and application can now be downloaded at
www.apscuf.org/universities/clarion . Deadline for submission is Friday, March 20, 2020 @ 12:00 pm.

2020 STATE APSCUF SCHOLARSHIP: For Family Members of APSCUF/APSCURF Members:
State APSCUF is now accepting applications for their annual scholarship program. The scholarship award
of $3,000 will only be presented to one (1) eligible applicant in his/her higher education career in August
2019. An eligible applicant must be a “family member” of an APSCUF/APSCURF member in good standing
or an APSCUF staff member and must be enrolled at one of the fourteen (14) state-owned
universities. Deadline for application is March 2, 2020. For more information on eligibility and to

A HEALTHY U REMINDER: Deadline for participation is May 31, 2020
For the current wellness year, which runs Sept. 1, 2019, through May 31, 2020, faculty and coaches who
have the State System Highmark PPO — and their enrolled spouse/domestic partner — must still
complete 70 points prior to May 31, 2020. Failure to complete this requirement will result in a 10%
penalty added to your health-insurance premium beginning July 1, 2020. This penalty could cost your
family as much as $2,000 extra in premium payments. To see what activities count toward your 70-point
total, please see the Healthy U Activity Guide. Activities completed after May 31, 2019, are acceptable for
the current wellness year. This includes temporary faculty that will be retiring

A REMINDER to all the Part-time Temporary Faculty:
If you were a new part-time temporary faculty member for the fall 2019 semester and
have returned to Clarion University for the spring 2020 semester, please contact Jan Walters in the
APSCUF office for a PA Faculty Health & Welfare Fund enrollment card.
Also, if you are a returning part-time temporary faculty member that never enrolled with the PA Faculty Health
and Welfare Fund, please contact Jan Walters in the Clarion APSCUF office for an enrollment card.
YES, you all do qualify for partial vision and FULL dental coverage for you have fulfilled the obligation of
serving one semester of the previous three semesters.

Retirement incentive side-letter passes
Plan will go into effect only if 200 people submit retirement letters
The faculty retirement-incentive side-letter (login required) passed last month,
with 94% of electronic voters affirming the plan.
The incentive will ONLY go into effect if 200 people submit a retirement letter. The
incentive comes in the form of an enhanced sick-leave buyout. Consequently, the amount available will differ
depending on the amount of sick leave one has accumulated and one’s length of service. The System sent
individual letters to anyone who is retirement-eligible explaining what the benefit would mean for them. Further,
the System will regularly alert people to let them know how many people have submitted their letters.

Coaches 4-year contract ratified by its members
Coach union members at Pennsylvania’s state-owned universities voted this
past Monday and Tuesday, February 3 and 4, to ratify their four-year tentative
agreement. APSCUF tallied ballots yesterday, Thursday, February 6. Of
APSCUF coach members who voted, 98 percent were in favor of the deal.
The Association of Pennsylvania State College and University Faculties does
not tally results by campus.
With this step complete, the document now goes to Pennsylvania’s State System of Higher Education’s Board of
Governors for approval. APSCUF will post the full contract, which expires in 2023, on its website after
ratification process is complete.
SPECIAL ELECTIONS RESULTS: Congratulations to Marc Sanko (Social
Sciences) who was recently elected to serve on the CCPS Committee for the
spring 2020 semester only.

REGIONAL COLLECTIVE BARGAINING TRAINING: Below is the registration link for the
Regional Collective Bargaining Training that will be jointly presented by APSCUF and the State
System at the following locations. The training will address the new changes to the Collective
Bargaining Agreement (CBA). Please take the time to register to attend. Faculty who serves as
Department Chairs, Elected APSCUF Officers, and Faculty who serve on Grievance, Meet and Discuss,
Evaluation and Promotion Committees are encouraged to register for this training.
