The President’s Message…
Dear Sisters and Brothers,
We have all learned in the past 3 weeks that truth can be stranger than fiction. Who could
have guessed that Americans would be dying in increasing numbers due to an unseen foe,
or that the governor would issue a stay at home order for the entire state, or schools and colleges would be
finishing spring coursework using alternative methods, and the US economy would be seriously compromised?
Such is life in early April 2020.
From an APSCUF point of view, contractual dates for committee deadlines have been extended (see pp. 10-11),
some other workarounds have been agreed to at state and local levels (but not precedent-setting), Legislative
Assembly will be on Zoom on April 17, and Healthy U has been changed to simply require the Real Age Survey be
done to meet the 2020 requirement for best rate (see p. 2). Like all of us, Jan Walters has effectively relocated her
office to home. Finally, spring elections are upon us. See candidate statements on pp. 6-9 and watch your e-mail
for your Survey Monkey ballot.
Existing threats and challenges to Clarion have been intensified, i.e., although we are already in tough financial
straits, now we need to refund students portions of their room, board and fees. This is even worse than it seems
due to a potential recession-related negative effect on fall admissions. There will be no face-to-face classes this
summer either, per the Chancellor. And who knows how the landscape of higher education will change in the long
run as a result of this crisis and response?
Sorry to sound like Debbie Downer. We do remain blessed with hard-working and creative faculty who are carrying
out the main mission of the university despite the COVID-19 pandemic – finishing the education of our students –
and thus there will be no need to refund tuition! And our administration, led by Dr. Dale, has collaborated with all
stakeholders to make the best of a bad situation. An example is the alternative grading system to be used this
spring that was developed jointly by the Provost, the Faculty Senate and APSCUF leadership.
I cannot imagine what this message will contain in early May, given the cascade of traumatic events this past month.
My dear colleagues, take care, stay well and be safe. You are the heart and soul of the university. Thanks for all you
are doing to bring our academic plane to a safe landing this spring semester.

The APSCUF Scholarship Committee approved a two-week extension to
students to apply for the APSCUF Fall 2020 Scholarship. Completed

jwalters@clarion.edu by Friday, April 3rd by noon.

A HEALTHY U UPDATE: For the current wellness year, which runs Sept. 1, 2019, through May 31, 2020,
faculty and coaches who have the State System Highmark PPO — and their enrolled spouse/domestic
partner must participate prior to May 31, 2020 — NOTE: The Communication came from PASSHE this
past week that the Healthy U requirement has been changed to the RealAge Test only and must still be
complete prior to May 31, 2020. Failure to complete this requirement will result in a 10% penalty
added to your health-insurance premium beginning July 1, 2020. This penalty could cost your family as much as
$2,000 extra in premium payments. This includes temporary faculty that will be returning in the fall.

ALSO NOTE OTHER BENEFIT UPDATES: PASSHE has extended healthcare benefits for dependents turning age 26 in
March and April 2020 to May and June 2020 respectively. There is nothing the member needs to do. The Faculty
Health & Welfare Fund Trustees voted this past week to follow suit and continue dental and vision benefits for
these same dependents for the same time period. They are currently working with the Fund administrator to see
how best to implement this change.

20/26 ANNUAL PAY OPTION
WINDOW: Nine-month pay faculty

CAP VOLUNTARY PAYROLL DEDUCTION CAMPAIGN:
APSCUF’s Committee for Action through Politics (APSCUF/CAP) is the political voice for APSCUF
faculty and coaches. Since its inception in 1981, CAP has assisted faculty and coaches in making
informed political decisions. CAP is a nonpartisan organization that supports candidates who will
advocate for APSCUF’s goals and priorities. The money collected for CAP is used by APSCUF to

SPRING 2020 GENERAL ELECTIONS
In conjunction with the Faculty Senate Election, the Spring 2020 General Election for APSCUF
Offices & Committees and University-wide Contractual Committees will be processed through
Survey Monkey. The appropriate ballot will be sent to your campus e-mail address on Monday,
April 20 at 6:00 am. You must complete and submit your ballot by 4 pm on Tuesday, April
21. At that time, polls for both elections will be closed.
Note that the Faculty Senate ballot will be under a separate e-mail and will be sent to those who are eligible to vote.

Linda Lillard - Library Science
I've served as the APSCUF Treasurer for the past six years and am anxious to serve APSCUF again. I've worked
closely with Jan in the APSCUF office as well as using our accounting program, Quick Books, to keep our chapter’s
financials in order, and I welcome the chance to provide ongoing continuity in the office of APSCUF Treasurer. Thank

Jennifer May – Human Services, Rehab, Health & Sport Sciences
My name is Jennifer May, and I am an Assistant Professor in the Department of Human Services, Rehabilitation,
Health and Sport Sciences, specifically teaching in Rehabilitation and Human Services/Mental Health
Counseling. I have been with Clarion University as a faculty member since 1999. I have served the university in
different capacities such as Faculty Senate, APSCUF Meet and Discuss, APSCUF Legislative Assembly
Representative, Alternate Legislative Assembly Rep., Tenure Committee, Sabbatical Committee, department
representative, Nominations and Elections Committee for APSCUF of which I was chair for 2 consecutive 3-year
terms, the Presidential Commission on Disabilities, Presidential Commission on Affirmative Action, University
Diversity Strategic Planning Committee, and Facilities Management Committee. I would like to continue my
service to APSCUF by being elected to renew my position as Legislative Assembly Representative. I believe that
serving as a Delegate will continue to expand my service to the university community. I enjoy being involved at
this state level and wish to further my role to support the union both at the campus and PASSHE level. I would
greatly appreciate the opportunity to serve on this committee and ask kindly for your support.
Annette Rosati – English & Modern Languages
Barry Sweet – Social Sciences
I am seeking reelection as a Delegate to Legislative Assembly to continue my participation in shared
governance. To date I have been very active at the university and departmental levels. In addition to serving as
the local APSCUF vice president for four terms, I have chaired or co-chaired the following APSCUF and
university-wide bodies: Meet and Discuss, Faculty Senate, the Policy Committee, the Committee on Committees
and Rules (CCR), the Committee on Courses and Programs of Study (CCPS), the Academic Standards Committee,
the Budget Committee, the Subcommittee on Student Activities, the Sabbatical Leave Committee, the Planning
Resource Allocation and Advisory Council (PRAAC), the University-wide Strategic Planning Committee, and the
Presidential Commission on Affirmative Action. I have served on the following APSCUF and university-wide
bodies: the Council on General Education, the Committee on Nominations and Elections, the APSCUF Executive
Council (EC), and the Institutional Review Board (IRB). I also served on the Clarion University Presidential
Search Committee. My statewide APSCUF service includes being a Delegate to the Legislative Assembly and
chair of the Legislative Committee, both of which have representation from all fourteen PASSHE institutions. At
the departmental level, I have served as chair and chaired search committees. I have also served on the

departmental evaluation, tenure, and promotion committees. The aforementioned listing of service is
extensive, but not exhaustive. However, I believe it provides sufficient evidence of my experience and

Ellen Foster – English & Modern Languages
I've had the honor of serving as Alternate Delegate to the Legislative Assembly for one term now, and I'd like to
continue in that role, to see and hear first-hand what is happening at the state level. I also serve on State
APSCUF's Audit Committee, work I also hope to continue doing. I'd appreciate your support in this election.
Jonathan Touster – Chemistry, Mathematics & Physics
I am a vigorous supporter of APSCUF. I have served as Clarion’s APSCUF Legislative Officer since 2013, and
have previously served as a Delegate to Legislative Assembly. I am completing my second term as an Alternate
Delegate. I hope to continue serving as a strong and dedicated representative of our best interests. Please give

I am seeking a position on the University-Wide Sabbatical Leave Committee. I am a two-time graduate of
Clarion, and I am beyond blessed to have the opportunity to continue to be a part of the Clarion family as a
faculty member in Library Services. This past year, I have been involved in several committees on campus,
including the Clarion Online Committee, the OER Taskforce as co-chair, and I will be involved in one of the
working groups for Middle States. I believe supporting faculty in their scholarly work is crucial to moving
forward as a University, and I am eager to serve on this committee to help support and promote the work of
our faculty. I am looking forward to becoming more involved in APSCUF, and I thank you in advance for your
consideration.
Jane Walsh – Sociology
My name is Jane Schuchert Walsh and I am asking for your support for an appointment to the University-Wide
Sabbatical Committee. Since 2015, I have been an Assistant Professor of Sociology in the Department of Social
Sciences. I have served the university in various capacities but look forward to serving in new and different
ways. As a member of the sabbatical committee, I would enjoy learning more about the research, scholarly,
and creative endeavors of my colleagues. By choosing to run for this appointment, I commit to being a fully
engaged committee member who carefully and thoroughly reviews applications not only for their scholarly
and/or creative merit, but also for the ways in which they would benefit the students and the broader university

Hello. For those who do not know me, my name is Dr. Laurie Bladen and I am an assistant professor and past
RN- BSN Coordinator. I am seeking your endorsement for an appointment to the University Tenure Committee.
As a member of the College of Health Sciences and Human Services, I bring experience to the University Tenure
Committee in the pursuit of scholarly work, and effective teaching skills, that reflect benefits to both individual
faculty members and the University. My experience has enabled me to assist both students and peers in
professional growth; thus, I feel I am able to assist the University Tenure Committee to review applications
based on scholarly merit, effective teaching skills, value to the individual, and the value one brings to the
University and the community.

Adam Roberts – Mathematics
I was first elected to the University-Wide Tenure Committee in the fall of 2011 and have served as chair of the
committee since fall 2012. During that time it has been a privilege to be a part of the tenure process for a
number of faculty. I have strived to make the process as transparent and as fair as possible for tenure
candidates, and their departments. In addition to serving on the University-Wide Tenure Committee I have
served on Faculty Senate for a number of years, I have chaired the Department of Mathematics and now the
Department of Chemistry, Mathematics and Physics, and for one semester I served as chair of CCPS. I would be
honored to be elected to another term on the University-Wide Tenure Committee.

Robin Bilan – Nursing
I am a full-time assistant professor in the Bachelor of Science of Nursing Program and have taught a number of
different nursing courses over the past 5 years. Provided I am elected to be a member of the CCPS committee, I
will use my experience and knowledge to assist with review and approval of the changes and new additions
presented in providing quality programs to foster success for students at Clarion University of Pennsylvania.
YooJin Ha – Library Science
Hello Colleague, I have been at Clarion University as a faculty member in the department of Information and
Library Science for 11 years. I appreciate your consideration of support for my service to CCPS. I know this
committee holds a very important role for the faculty and will be even more important going forward. I have
been working at my department curriculum committee for a long time and I am interested in serving at the
broader and richer university level of curriculum development. I would value the opportunity to serve this

Existing threats and challenges to Clarion have been intensified, i.e., although we are already in tough financial
straits, now we need to refund students portions of their room, board and fees. This is even worse than it seems
due to a potential recession-related negative effect on fall admissions. There will be no face-to-face classes this
summer either, per the Chancellor. And who knows how the landscape of higher education will change in the long
run as a result of this crisis and response?
Sorry to sound like Debbie Downer. We do remain blessed with hard-working and creative faculty who are carrying
out the main mission of the university despite the COVID-19 pandemic – finishing the education of our students –
and thus there will be no need to refund tuition! And our administration, led by Dr. Dale, has collaborated with all
stakeholders to make the best of a bad situation. An example is the alternative grading system to be used this
spring that was developed jointly by the Provost, the Faculty Senate and APSCUF leadership.
I cannot imagine what this message will contain in early May, given the cascade of traumatic events this past month.
My dear colleagues, take care, stay well and be safe. You are the heart and soul of the university. Thanks for all you
are doing to bring our academic plane to a safe landing this spring semester.

A HEALTHY U UPDATE: For the current wellness year, which runs Sept. 1, 2019, through May 31, 2020,
faculty and coaches who have the State System Highmark PPO — and their enrolled spouse/domestic
partner must participate prior to May 31, 2020 — NOTE: The Communication came from PASSHE this
past week that the Healthy U requirement has been changed to the RealAge Test only and must still be
complete prior to May 31, 2020. Failure to complete this requirement will result in a 10% penalty
added to your health-insurance premium beginning July 1, 2020. This penalty could cost your family as much as
$2,000 extra in premium payments. This includes temporary faculty that will be returning in the fall.

ALSO NOTE OTHER BENEFIT UPDATES: PASSHE has extended healthcare benefits for dependents turning age 26 in
March and April 2020 to May and June 2020 respectively. There is nothing the member needs to do. The Faculty
Health & Welfare Fund Trustees voted this past week to follow suit and continue dental and vision benefits for
these same dependents for the same time period. They are currently working with the Fund administrator to see
how best to implement this change.

In conjunction with the Faculty Senate Election, the Spring 2020 General Election for APSCUF
Offices & Committees and University-wide Contractual Committees will be processed through
Survey Monkey. The appropriate ballot will be sent to your campus e-mail address on Monday,
April 20 at 6:00 am. You must complete and submit your ballot by 4 pm on Tuesday, April
21. At that time, polls for both elections will be closed.

I've served as the APSCUF Treasurer for the past six years and am anxious to serve APSCUF again. I've worked

Counseling. I have been with Clarion University as a faculty member since 1999. I have served the university in

I am seeking reelection as a Delegate to Legislative Assembly to continue my participation in shared
governance. To date I have been very active at the university and departmental levels. In addition to serving as
the local APSCUF vice president for four terms, I have chaired or co-chaired the following APSCUF and
university-wide bodies: Meet and Discuss, Faculty Senate, the Policy Committee, the Committee on Committees
and Rules (CCR), the Committee on Courses and Programs of Study (CCPS), the Academic Standards Committee,
the Budget Committee, the Subcommittee on Student Activities, the Sabbatical Leave Committee, the Planning
Resource Allocation and Advisory Council (PRAAC), the University-wide Strategic Planning Committee, and the
Presidential Commission on Affirmative Action. I have served on the following APSCUF and university-wide
bodies: the Council on General Education, the Committee on Nominations and Elections, the APSCUF Executive
Council (EC), and the Institutional Review Board (IRB). I also served on the Clarion University Presidential
Search Committee. My statewide APSCUF service includes being a Delegate to the Legislative Assembly and
chair of the Legislative Committee, both of which have representation from all fourteen PASSHE institutions. At
the departmental level, I have served as chair and chaired search committees. I have also served on the

As a member of the College of Health Sciences and Human Services, I bring experience to the University Tenure
Committee in the pursuit of scholarly work, and effective teaching skills, that reflect benefits to both individual

I was first elected to the University-Wide Tenure Committee in the fall of 2011 and have served as chair of the
committee since fall 2012. During that time it has been a privilege to be a part of the tenure process for a
number of faculty. I have strived to make the process as transparent and as fair as possible for tenure
candidates, and their departments. In addition to serving on the University-Wide Tenure Committee I have
served on Faculty Senate for a number of years, I have chaired the Department of Mathematics and now the
Department of Chemistry, Mathematics and Physics, and for one semester I served as chair of CCPS. I would be
honored to be elected to another term on the University-Wide Tenure Committee.

I am a full-time assistant professor in the Bachelor of Science of Nursing Program and have taught a number of

presented in providing quality programs to foster success for students at Clarion University of Pennsylvania.

Hello Colleague, I have been at Clarion University as a faculty member in the department of Information and
