The President’s Message…
Dear APSCUF Colleagues,
Welcome back to campus for the 2021-2022 academic year. I’ve been sitting at my computer
for hours, trying to write something pithy or profound about the past year-plus, the things I’ve learned from
teaching remotely during a crushing pandemic, and the measured optimism I have about being back in the
classroom. It’s probably not necessary; we all know what we’ve been through. So, I’ll jump right into updates.
After many hours of negotiations over the summer, the union reached a tentative agreement with PASSHE on
several side letters regarding consolidation and a related, but separate, side letter on retrenchment. The side letters
address department chairs (article 6), evaluation (article 12), tenure (article 15), promotion (article 16), and the
university-wide curriculum committee for New U (article 31, section E). There is also a side letter on the seniority
policy. The side letter on retrenchment extends the timeline for retrenchment (so that any faculty member who
might otherwise be retrenched in the upcoming two academic years will not actually lose their job until the end of
the 2023-24 academic year). It also grants an extension of the ESLP retirement incentive.
I am still anxious about what it’s going to be like to teach, research, and serve at “New U” but the tentative
agreement is a positive step in protecting faculty rights during the complicated process of creating one university
from three. Even though I still wish that consolidation wasn’t happening, I’m satisfied with what’s in the side letters.
Of course, you should read them (on the members-only section at APSCUF.org) and decide for yourself. Any
questions or concerns can be sent directly to me or relayed to the DRC representative for your department. The side
letters will be considered as a single package by Legislative Assembly on September 10, so you may also want to
share your thoughts with our delegates. The Assembly can either vote to accept the letters as a part of the
Collective Bargaining Agreement or decide to ask for a vote of the entire membership.
I look forward to seeing everyone at the Bargaining Unit Meeting in Hart Chapel on Wednesday! We’ll start
promptly at 6:30 pm, before the Fall Faculty Meeting at 7:00 pm.

A Promotion Workshop for Promotion Applicants, Department Chairperson and members of the
Departmental Promotion Committees will be held virtually on Zoom, Thursday, September 23,
2021, from 3:30 till 4:30 pm. All interested Faculty should attend this workshop. To find all of the

APSCUF Bargaining Unit Meeting /Fall Faculty Meeting/President’s Reception will be held on
Wednesday, September 1, 2021. The Bargaining Unit meeting starts at 6:30 pm in Hart Chapel. All
active faculty and coaches are invited for they are all part of the APSCUF Bargaining Unit. At 7 pm,
after our short BU meeting, the Fall Faculty Meeting will be held which includes President Pehrsson
providing a university update; Provost Gent will recognize faculty who have been promoted, granted
tenure and sabbatical leave; those who are returning sabbatical leave; and new faculty and coaches
will be introduced to the university community. After we will be heading to the Breezeway area in Eagle
Commons for The President’s Reception. (The area where Starbucks was previously located.)
So please mark you meeting calendar and join your colleagues at this event!
The Clarion APSCUF General Membership Meeting will be held on Tuesday, September
21st @ 3:30 pm in Room 112 Still Hall (Carter Auditorium). This meeting will be held in hybrid
style. Bim Arthun, Director of Membership Services, will be our guest speaker at this meeting.
Light refreshments will be served.
Pease mark your meeting calendars and try to attend this meeting and welcome Bim
to our campus!

ANNOUNCEMENT: A campus visit by State APSCUF President Jamie Martin has been scheduled for
Wednesday, October 27 at 4:00 pm in the Rhea Conference Room. More information is

Thinking about taking advantage of the Enhanced Sick Leave Pay Program (ESLP) or just
thinking about your retirement in the future??
As a reminder, the next deadline for the Enhanced Sick Leave Pay Program (ESLP) is September 30, 2021, with an
effective date of retirement between July 1, 2021, and June 30, 2022. Faculty members currently on an approved
phased retirement arrangement may accelerate their retirement and participate in this program.
Clarion APSCUF has arranged a virtual Retirement Workshop on Zoom with Bim Arthun, State APSCUF’s Director
of Membership Services, for Wednesday, September 8 at 6:30 pm. Join Bim for a high-level overview of the most
asked questions about retirement including the Annuitant Health Care Program, Sick Leave Payout, Deferred
Compensation Plan, and if time allows the Phased Retirement Program. Any Clarion APSCUF member and their

Part-Time Faculty: In order to qualify for benefit reimbursement, you must have worked at least 25% of fulltime in any one (1) of the preceding three (3) semesters. The benefit package shall be provided after the initial
waiting period of one (1) semester served, and thereafter, so long as benefit claims are incurred while part-time
Faculty is employed.



Part-Time Faculty who works 25% to 49% of full-time is eligible for member only benefits.
Part-Time Faculty who works 50% to 99% of full-time is eligible for member benefits and their lawful
spouses or same-sex domestic partner is eligible for benefits.

➢ Hit ‘submit’
➢ You will see an email that reads “Welcome to Members Only” site. It will include your username and state

before you can log in. Another email will be sent when this has occurred. Your password will be securely
stored in APSCUF’s database and cannot be retrieved. In the event that it is forgotten, you will be able to
reset it using the email address associated with your account.
➢ Second email will be sent to the State APSCUF administrator so that that person can activate the
account. This may take a day or so.
➢ Once this occurs a second email will be sent to you saying that you can now log in.
