The President’s Message…
Dear Clarion Faculty Members,
Welcome back! Now that the fall 2022 semester, the first one for PennWest
Clarion, is well underway I’d like to take a moment to consider where we are. We spent the past yearplus negotiating and planning for this moment. As expected, there were quite a few last-minute
issues that had to be resolved. Could we have avoided many of those if the integration process was
not so rushed? I think yes. But we weren’t given that opportunity, so here we are.
Since the start of the semester, Sam Claster (Edinboro Chapter President), Mario Majcen (California
Chapter President), and I have met several times with Provost Scott Miller and once with Dr. Dale. All
three of us have reiterated how essential it is to have procedures in place for Evaluation, Tenure, and
Promotion. These three issues were addressed in the side letters to the CBA that were passed a year
ago. Important points from the side letters:

Evaluation: Departmental evaluation committees must have proportionate
representation, with at least one committee member from each campus that is home
to department faculty; Tenured faculty at the consolidated universities will be
evaluated no sooner than the 2024-2025 academic year.
Tenure: Faculty on the tenure track who were hired prior to the consolidation shall be
subject to the policies, procedures, and standards in effect at their original, existing
University through the time they are considered for tenure
Promotions: Faculty who were hired prior to the consolidation shall be subject to the
Statement of Policies and Procedures in effect at their original, existing University for
all applications for promotion submitted during the first two years following
consolidation.
Even with the guidance from the side letters, there are still many, many questions and we are
working to resolve them as quickly as we can. Watch your email from messages from the Tenure and

Promotion Committees that we elected last spring. There is no side letter on Sabbaticals, so we are
starting from scratch there. The first step will be to work out a schedule to synchronize the sabbatical
application and awarding processes at the three campuses, which are all on different timelines. We
hope to have more information on that soon. You can be assured, however, that Clarion’s deadline to
apply for a sabbatical for 2024-25 will be no earlier than the usual late March deadline.
Another contractual issue we are trying to come to agree with management about is winter session
pay. Like everything else, it had been handled differently at each campus. We are actively negotiating
with management at this time and will hopefully have an update after the next Meet & Discuss
meeting on September 23.
As you can see, we are juggling a number of issues simultaneously. I will do my best to keep everyone
updated through this newsletter and/or periodic emails to the faculty.

one (1) semester served, and thereafter, so long as benefit claims are incurred while part-time Faculty is employed.
Part-Time Faculty who works 25% to 49% of full-time is eligible for member only benefits.
Part-Time Faculty who works 50% to 99% of full-time is eligible for member benefits and their lawful spouses
or same-sex domestic partner is eligible for benefits.

Then click onto ‘REGISTER NOW’
Complete the username fields

Hit ‘submit’
You will see an email that reads “Welcome to Members Only” site. It will include your username and state that
your account is currently inactive and will need to be approved by an administrator at State APSCUF before you
can log in. Another email will be sent when this has occurred. Your password will be securely stored in APSCUF’s
database and cannot be retrieved. In the event that it is forgotten, you will be able to reset it using the email
address associated with your account.
Second email will be sent to the State APSCUF administrator so that that person can activate the account. This
may take a day or so.
Once this occurs a second email will be sent to you saying that you can now log in.

APSCUF MEMBERS: ARE YOU REGISTERED FOR APSCUF’s “MEMBERS SITE”??
To register for Members only:
Log onto the APSCUF website at www.apscuf.org
At the center of the home page find the ‘Members Only’ section
Then click onto ‘REGISTER NOW’
Complete the username fields
Read guidelines and chose ‘I accept’
Fill in form as described
Hit ‘submit’
You will see an email that reads “Welcome to Members Only” site. It will include your username and state that
your account is currently inactive and will need to be approved by an administrator at State APSCUF before you
can log in. Another email will be sent when this has occurred. Your password will be securely stored in APSCUF’s
database and cannot be retrieved. In the event that it is forgotten, you will be able to reset it using the email
address associated with your account.
Second email will be sent to the State APSCUF administrator so that that person can activate the account. This
may take a day or so.
Once this occurs a second email will be sent to you saying that you can now log in.
Once you enter the “Members Site”, you can find information on Special Services for full-dues paying members such as
discounts from Verizon Wireless, AT&T and T-Mobile, rent-a-car discounts with National and Alamo, APSCUF’s
