The President’s Message…
Dear Colleagues,
We did it! We battled powerful forces intent to
commoditize PA public higher education, exploit
adjunct faculty, reduce shared governance, divide
current faculty from future faculty and alienate
students from professors. We courageously put our
pay and benefits on the line to prevent the demise of
PA public higher education. Thank you – we are one
and we can be proud of our victory!
Special recognition to Dan Clark and Lorie Taylor, cochairs of the Mobilization Committee, Picket Chair
Andy Lingwall, and their Picket Captains: Jamie
Phillips, Nancy Clemente, Chris Hearst, Jon Touster,
and Amy Love. Our communications team Joyce
Overly, Bell O’Neil and Chris McCarrick did a superb
job, as did the DRC leadership headed by Mary
Buchanan. Profound thanks to all the faculty who
were part of this unprecedented strike – braving hot
sun and cold rain for long hours across three days to
stand up for doing the right thing. Also where would
we be without the steady support of Jan Walters?
There are so many others who provided incredible
and gratifying assistance to our effort – students,
retirees, retail merchants, even strangers. We will do
our best to send personal thanks to all. Please let Jan
know of anyone we should thank.
Besides achieving a tentative collective bargaining
agreement, we all noticed other positive
consequences as a result of the strike, including a

strengthening of faculty bonds
and a renewed valuing and
appreciation for our students.
Since the strike, the president has reached out to
APSCUF to move forward into the future in a positive
manner. The administration has worked with us to
remedy member problems as a result of the strike
(primarily around benefits) and to make the recovery
of lost time process reasonable and without hassle. I
sincerely appreciate this. We are committed to
support efforts to make Clarion University a great
place for students and a fulfilling and rewarding place
for faculty to work.
We have also heard member concerns about outright
deception to students on Wednesday evening of the
strike telling students that faculty would be teaching
classes the next day. Many believe that an apology to
students needs to be provided by the president.
Some faculty have voiced upset with the vigor in
which we were cut off from the university e-mail and
D2L, not to mention our pay and benefits. Faculty
who teach online resent the fact that D2L was turned
back on by the administration, and students –many
living long a distance from campus - thought that
faculty were working and sent them e-mails and
assignments that faculty could not receive due to the
e-mail cut-off, which disappeared even after the
strike. This created miscommunications which faculty
even now are trying to clean up.

Some have expressed disdain for the small number of
faculty who disrespected their peers and worked
during the strike. Additionally, students have
expressed their disillusion to me. The real world can
be sobering. The hurt and anger out there is real, and
it can only be healed by time and heart. Everyone is
different and we need to listen and support one
other. As your APSCUF president, I am also
concerned that faculty show solidarity in the future
and that the State System learned from this
experience. That is, in future contract negotiations
we hope that harmful proposals to commoditize PA
public higher education do not resurface. Education
is more than a business. It is a public trust to educate
and create thoughtful and informed citizens for the

future. Efforts to reduce it to a pure business model
are short-sighted and destructive.
Last week the APSCUF Executive Committee
approved hosting thank-you/victory celebrations for
both students and for members. These will happen in
the near future. Please watch for the
announcements.
We have five weeks left in the semester. Let’s catch
our breath, finish strong, and have a restful holiday

ATTENTION PART-TIME TEMPS: ARE YOU ELIGIBLE FOR PA FACULTY
HEALTH & WELFARE FUND BENEFITS - vision & dental coverage??
Part-Time Faculty: In order to qualify for benefit reimbursement, you must have worked at least 25% of full-time in any one
(1) of the preceding three (3) semesters. The benefit package shall be provided after the initial waiting period of one (1)
semester served, and thereafter, so long as benefit claims are incurred while part-time Faculty is employed.
Part-Time Faculty who works 25% to 49% of full-time is eligible for member only benefits.
Part-Time Faculty who works 50% to 99% of full-time is eligible for member benefits and their lawful spouses or same-sex
domestic partner is eligible for benefits.

FLEXIBLE SPENDING ACCOUNTS (FSA)
Open Enrollment
October 17 – November 18, 2016
If you have an FSA today, you need to enroll during Open Enrollment to have a FSA in 2016. (Note: Up to
$500 may roll over from your health care FSA account in 2015 to be used for 2016 eligible expenses. No rollover
provision for dependent care FSAs.)
There are two types of FSA plans: Health Care and Dependent Care:
Health Care - used to pay for you and/or your family’s out of pocket medical, dental, vision, or prescription
expenses not paid by insurance including copays, coinsurance, and deductibles. Allows that up to $500
in unused funds may roll over from your 2017 account to be used for 2018 eligible expenses. Unused
funds in excess of $500 will be forfeited per IRS regulations.
Dependent Care – used to pay for eligible child or elder care expenses, including day care, before / after
school care and summer day camps to allow the employee / spouse to work. Has no rollover provision. Funds
not used in 2107 will be forfeited.
All Open Enrollment elections or changes should be made through Employee Self Service ESS).
Maximum that can be elected for health care FSA is $2,500 and dependent care is $5,000.

Clarion APSCUF Sick Leave Bank Policy
Any faculty or coach member may request days from the Sick Leave Bank using the “ASPCUF Sick Leave Bank
application form”. Such days will be awarded with appropriate medical documentation showing the needs for
days. All faculty or coaches must use all of their own accumulated leave before days are provided from the Bank. There will be a
limit to each single request according to the following:
If the request for days to be provided by the Sick Leave Bank occurs in the fall semester, the maximum number of days given from
the Bank will be limited to 12 weeks of leave in that academic year, including fall and spring semester.
If the request for days to be provided by the Sick Leave Bank occurs in the spring semester, the maximum number of days given from
the Bank will be limited to 12 weeks of leave in that calendar year.

A HEALTHY U REMINDER: The activity period for Healthy U 2016-17 began July 1st.

Program requirements remain the same. To participate, both the employee and covered
spouse/same-sex domestic partner enrolled in the Sate System’s Highmark PPO plan must
complete the wellness profile (worth 30 Healthy U points) and earn 40 additional points by
participating in wellness programs and activities. The deadline to complete requirements is May 31, 2017.

GO GOLDEN EAGLES!! Again this year Clarion APSCUF is proud to be a sponsor in the Golden Eagle Athletic
Partnership, a corporate sponsorship supporting Clarion University athletic teams. As part of the package, 6
sets of tickets for Clarion University home football games were again donated to the kids of The Arc of
Clarion County. The Arc provides a variety of services and programs designed to support people who
experience disabilities and their families.

The Clarion APSCUF Office will be closed on Wednesday, Thursday and Friday, November 23 - 25,
in observance of the Thanksgiving Holiday weekend. HAPPY THANKSGIVING TO ALL!

CONTRACT UPDATE: APSCUF attorneys are currently still working with State System attorneys to
finalize the language for both the faculty’s and the coaches’ CBAs. When the language is finalized,
the tentative agreements will be available to the membership. Legislative assembly must first
make a recommendation before the membership votes on the faculty agreement. The executive
council must approve the tentative agreement before there is a membership vote on the coaches’
contract. We are hoping to have both votes before the end of the fall semester.
