PRESIDENTIAL STATEMENT
Dr. Chester T. McNerney, President, Edinboro State College
It is stated frequently that the library is
the heart of the college. If this statement is
accepted, then it is time we make a valiant
effort to give this vital organ an oppor
tunity to function effectively and efficient
lyThere are those who believe a library is
a collection of books and the librarian is
the protector of the collection. This is an
unfortunate and inaccurate belief that
must be repudiated. As suggested in the
opening sentence, a library must be
thought of as a living organism. When
matched with the human mind, it opens to
horizons unlimited. It brings information,
stimulation, vitality and comfort to the in
quiring and needy human.
Within the library the patterns of the
past may be examined in order that the
present and future may be more meaning

fully productive. Beauty in many forms
and ageless in quality is available to all who will seek it. There is no loneliness there for
the companions of one’s choice may be beckoned for communication at any time.
A college library is a place for general education and special education. In both areas it
provides for the needs of the very able and for those who are less fortunate. The librarian
is not just the keeper of the collection nor is his function to serve exclusively as a tour
guide. The librarian is a special type of teacher. With his guidance and assistance the
student who so desires can acquire a most enviable education without visiting any other
classroom or consulting with any other faculty member. It may not be wise to advocate
this as a universal collegiate practice, but such an education can be acquired.
At a time when so much of the world is waivering on the high wire like the acrobat
who has lost his sense of balance the library gains in importance. The questions which all
human beings must address to each other in order to maintain balanced relationships are
obvious. The answers are sometimes obvious too, but for many reasons they are resisted.
Surely the paths to the answers to such questions will unfold as they should if we will
only accept the environment of the library and use its resources wisely. In so doing each
of us in his own way can make a more splendid contribution to the creation of a fairer
world for all. On this day of dedication, let us make this an objective of prime impor
tance.
JUSTINA BARON - MILDRED FORNESS
Edinboro State College is proud to formally
dedicate its new library in honor of Miss Justina
Baron and Miss Mildred Forness, two former librari
ans who were extremely instrumental in the growth
and development of library resources at the College.
MISS JUSTINA BARON began her professional
affiliation with the College in 1925, when she served
at the Erie Branch of the Edinboro State Teachers
Library. She was then appointed assistant librarian
and cataloger on the main campus and was later in
charge of acquisitions until her retirement in 1965.
In addition to her library duties, she taught
courses in library methods and children’s literature, as
well as extension courses in children’s literature and
school law. While at Edinboro, Miss Baron served as
executive
secretary of the Edinboro chapter of
MISS JUSTINA BARON
AAUP, faculty member of Alpha Delta sorority and
secretary of the Credit Union. She was involved in the
planning and development of the College’s Hamilton Library.
Miss Baron is a member of Delta Kappa Gamma society, Delta Zeta sorority. Alpha
Beta Alpha, Heather Garden Club, Erie Color Slide Club and Presque Isle Audubon
Society. An active board member of the Alumni Association and the Erie County
Hospital Society, Miss Baron has served as treasurer of the Women’s Auxiliary of the Erie
County Hospital and the program committee of the Erie County Retired Teachers Asso
ciation.
MISS MILDRED FORNESS came to Edinboro in 1922 and retired in 1969 after 45
years of service to the College. She served as assistant librarian for five years and then
assumed the duties of head librarian for 35 years. In 1960, she organized the Library
Science Department and became its chairperson in 1966. She was considered one of the
top authorities in the country on children’s literature.
A member of the American Library Association,
the Pennsylvania Library Association, NEA and
PSEA, Miss Forness served three terms as president of
the Northwest District of the Pennsylvania Library
Association.
Among her professional and academic honors were
memberships in Delta Kappa Gamma, Who’s Who in
Library Science and Who’s Who of American Women.
For 35 years. Miss Forness served as adviser to Alpha
Delta Iota, was also a founder of Alpha Psi Omega
dramatic fraternity and a co-founder of the Edinboro
chapter of Alpha Beta Alpha.
After her death in 1972, a loan to aid library
science majors and minors was established in her
memory and she is also honored through the Mildred
Forness Award given annually to an outstanding
graduate in the field of library science.

LUNCHEON ADDRESS
Caryl Kline, Pennsylvania Secretary of Education
Mrs. Caryl Kline, Pennsylvania’s newly appointed
Secretary of Education, is the guest speaker for to
day’s Baron-Forness Library dedication luncheon.
Mrs. Kline, who possesses an outstanding background
in education, history and politics, served as Director
of Continuing Education for Women at the University
of Pittsburgh prior to her recent appointment.
Mrs. Kline has served on various educational, gov
ernment and public committees and commissions.
Her brother was the late U.S. Senator, Wayne Morse,
of Oregon.
A historian specializing in the Civil War, she has
taught at both the Universities of Wisconsin and Syra
cuse. Her academic experience also includes guest lec
turing in Sierra Leone.
She was named Distinguished Daughter of Pennsyl
vania in 1966 and Woman of Distinction in Education
MRS. CARYL KLINE
in 1968. While at Syracuse, she was a candidate for
Congress, 35th District of New York, and president
of city council. Former President John Kennedy appointed her Special Ambassador from
the United States to Sierra Leone in 1961.
Commenting during her recent confirmation where she won unanimous approval from
the State Senate Education Committee, Mrs. Kline focused on adhering to basics and
added, “We have an obligation to provide an education to every citizen of this state who
desires it whether they be six or sixty.”
DEDICATION ADDRESS
Dr. Gilmore B. Seavers, President, Shippensburg State College
Dr. Gilmore B. Seavers, President of Shippensburg
State College, is the keynote speaker for the formal
Baron-Forness Library dedication ceremonies. His
career as an educator and administrator began in
1938 and has seen him working for and with a num
ber of school systems in Pennsylvania’s Cumberland
County.
President Seavers’ doctoral thesis at The Pennsyl
vania State University involved him with the first
study in the area of state policy and higher education
in Pennsylvania through its then 40-year history. Be
cause of this extensive study. President Seavers has
become an advocate of increased autonomy for the
14 state colleges and is considered an authority on
the subject.
A former student and graduate of Shippensburg
State College, President Seavers returned to the coll
DR. GILMORE SEAVERS
ege in 1957 as an administrator. He held several key
positions prior to his appointment as president in
1970.
Dr. Seavers is a member of many professional and honorary organizations and was
recently re-appointed to a fourth year on the State Advisory Council for Vocational
Education. He has served as a member of a number of task force committees of the
Pennsylvania Department of Education, and is a member of the board and past president
of the South Central Educational Broadcasting Council. He is a member of the boards of
directors of Capital Blue Cross, Harrisburg, and United Telephone Company of Pennsyl
vania and the Cumberland Valley Savings and Loan Association.
