THE CEREMONIAL MACE
The Ceremonial Mace, a symbol of presidential authority, is carried at the head of the academic
procession by the College Marshal, Dr. Francis R. Johnson. A gift of the Alumni Association, the
Mace was designed and executed by Dr. Seymour Blinderman, formerly of the Art faculty, and Mr.
Henry Katzwinkel. It was first used at the inauguration of President Chester T. McNerney.
The Mace, twenty-seven inches high, is topped by a sterling silver sphere studded by coneshaped
rubies. The neck of the Mace is inlaid with rosewood, alternated with silver fleur-de-lis. Cultured
pearls mounted on cups encircle the top of the shaft. Discs of silver interspersed with rosewood
compose the shaft which ends with tip-casted silver. Sunken cultured pearls encircle a rounded
cone with textured silver to end in a small globe.

THE PRESIDENTIAL MEDALLION
A symbol of presidential authority, the Presidential Medallion will be presented to Foster F.
Diebold, President of Edinboro State College, by Mrs. Eve Murphy, Chairperson of the College
Board of Trustees. It will be permanently housed in the President’s office and presented to
successive presidents. Designed and executed by Mr. Henry Katzwinkel, Assistant Professor of
Art, the sterling silver Medallion consists of a three and one-half inch pectoral pendant featuring
on its face the sunken crest of the Commonwealth of Pennsylvania. On the reverse side is the figure
of a Gordon Highlander with pipes. To the right of the piper is the Cross of St. Andrew. To the left is
the Cross of England. Flanking the figure is the date 1857, the opening year of the College, and
garland thistles. In the background are the hills of Scotland, and beneath the piper is an open book,
an image of knowledge.
The pendant descends from a shield containing a triple-towered castle, the symbol of defense,
protection, and strength. The collar of the medallion is comprised of a series of two-inch shields,
alternately bearing three different designs: the meigle, an interlacing knotwork peculiar to the
Pictish school of Celtic art; the Tudor rose design; and “ESC” in interlocking letters on a
background of tabby weaving. Connecting each of the collar shields is a Cross of St. George,
representing the union of Scotland and England. The entire medallion was fabricated and cast in
the cire perdue (lost wax) process.

THE COLLEGE MARSHAL - DR. FRANCIS R. JOHNSON
Carrying the Ceremonial Mace and leading
the academic procession as College Marshal is
Dr. Francis R. Johnson, one of the most senior
members of the Edinhoro State College faculty.
During his 23^2 years on the Edinhoro staff, he
has served in both the ranks of the faculty and
the administration.
Mr. Charles R. Webber, Alaska Department of
Commerce and Economic Development Commissioner,
will deliver the address at today’s commencement
exercises. During the exercises, Edinhoro State College
President Foster F. Diebold will present Mr. Webber
with an honorary Doctorate of Science, the first degree
of its kind ever awarded by the College.
Dr. Johnson joined the Edinhoro State College
faculty in 1958 and had a dual assignment in
both the English and speech departments. It
was at that time the College sought to expand
the services of speech correction with special
education, and in 1959, he was assigned to teach
courses in speech correction and psychology
and became a member of the psychology/special
education department.
Possessing more than 25 successful years of experi
ence in the Alaska business community. Commissioner
Webber began his success as an owner and manager of
a construction equipment sales firm in Anchorage in
1951. Subsequently, he became involved in the con
struction and operation of Alaska’s first industrial gas
plants with locations in Anchorage, Fairbanks, and
Kenai.
In 1979, Governor Jay Hammond appointed Mr.
Webber to his cabinet as the Commissioner of the Alaska
Department of Commerce and Economic Development.
The department has wide-ranging responsibilities in
cluding regulatory programs for public protection and
economic development programs for Alaska’s financial
future. The department regulates financial institutions,
securities, the insurance industry, and the licensing of
occupations and professions. Economic development
programs include tourism, fisheries, minerals, and power and energy development.
He has the distinction of writing all the
original programs in speech and hearing at
Edinhoro, now recognized as one of the finest
speech and hearing units in Pennsylvania. In
addition, he was directly involved in the planning and equipping of Edinboro’s initial speech and
hearing lab. Leader Clinic. During his IV2. years of teaching in that particular facility. Dr. Johnson
provided free diagnostic speech and hearing services for students, faculty, and townspeople. He is
currently a member of the College’s speech communications department.
In 1964, Dr. Johnson was appointed administrative director of Edinhoro State College’s Warren
campus, located in Warren, Pa. Prior to the establishment of the on-site facility in Warren, Dr.
Johnson assisted in coordinating Edinboro’s extension courses there. After several years of
negotiating, planning, and rennovating, the campus was moved from its original in-town location
to a site north of Warren that included 196 acres of land and several buildings. Enrollment
increased from an initial figure of 51 students to 399 students. Johnson returned to the main
campus in September of 1979 after the Warren Center had fulfilled its needs as a branch campus of
the institution.
As Commissioner of Commerce and Economic Development, Webber also serves on numerous
boards and commissions. He is a chairman of the State Bond Committee and serves as a member of
the Alaska Industrial Development Authority, the Alaska Housing Finance Corporation, the
Alaska Power Authority, the Alaska State Housing Authority and the Board of Marine Pilots.
A University of Colorado graduate, where he received a bachelor of science degree in mechanical
engineering in 1949, Mr. Webber has been a design engineer, the general manager of an industrial
and liquid air products company, as well as a private consultant for property management in
Anchorage, Alaska. Among his numerous major public activities, he has served as president of the
Anchorage Chamber of Commerce Board, a University of Alaska regent, chairman of the
Providence Hospital Board, and chairman of the American Welding Society.
Upon completion of his undergraduate work at Bloomsburg State College, Dr. Johnson received
his Master’s of Education in Speech Pathology/Audiology and Clinical Psychology from Penn
State in 1952 and followed in 1976 with his Ph.D. from the University of Pittsburgh. After receiving
his B.S. degree, he was a speech therapist with the Warren Borough schools from 1951 through
1956 and then established and organized the speech and hearing program in Warren County
schools, 1956 through 1958. In April of 1979, he received a citation of congratulations from the
Senate of Pennsylvania for his efforts in various areas of education over a 33-year period.
Dr. Johnson and his wife, Jean, currently reside in Edinhoro and have five children — Amy,
Douglas, Judith, Barbara, and David.

Mr. Webber’s tenure as Commissioner of Alaska’s Department of Commerce and Economic
Development has been particularly significant because of his policy-making role and managerial
guidance during a time in Alaskan history when crucial decisions are being made with regard to
resource development. The disposition of oil generated revenues, for example, involves decisions
that inevitably contain economic, social, and ethical implications.
The faculty, students, and administrators of Edinhoro State College are convinced that Mr.
Webber clearly meets the criteria for the awarding of the honorary Doctorate of Science degree: the
initiation of, and involvement in, significant activities that have had positive and profound effects
upon the lives of individuals and that have contributed significantly to the development of
government and/or society.

EDINBORO STATE COLLEGE PRESIDENT - FOSTER F. DIEBOLD
Foster F. Diebold was named Edinboro State
College’s 14th President on August 1,1979. Since
that time, he has brought a consistently bold
vision to his guidance of the College’s manyfaceted services to northwestern Pennsylvania.
Noted for his extensive experience in the field of
education management, President Diebold had
previously served as President of the University
of Alaska statewide system.
His innovative efforts at Edinboro have taken
many shapes. Most recently, he initiated a total
reorganization of the College’s various academic
schools and administrative offices with a watch
ful eye upon fiscal responsibility and increased
institutional responsiveness. In keeping with
his policy of making maximum use of existing
campus resources during a period of restricted
resources in higher education, he has imagina
tively met the ever-changing needs brought
about by new and emerging student interests
and societal expectations.
Unique cooperative programs with area business and industry are also the result of President
Diebold’s revitalization of Edinboro State College. Among his favorite projects is the All-College
Honors Program, which draws upon the contributions of College staff for its scholarship funds,
and which recognizes the academic distinction of excellent students by offering specialized
interdisciplinary coursework and advanced research work.
President Diebold’s principal fields of professional interest include higher education manage
ment, governance, and planning; budget development and fiscal control; legislative liaison; and
personnel management/collective bargaining. While at Rutgers University in 1963, he received a
Wall Street Journal fellowship.
A native of Orange, New Jersey, he served as President of the University of Alaska from
1977-1979. Prior to that, he was executive secretary to the Board of Regents and Special Assistant
to the President of the University of Alaska’s statewide system. From 1969 to 1976, he was director
of the Division of College Development at Kean College, New Jersey (formerly Newark State
College), and from 1965 to 1969, he was Assistant Superintendent of Neptune Township Public
Schools in New Jersey.
President Diebold was formerly a member of the graduate school of education at Kean College
from 1969 to 1976; a teacher of English and psychology in the Neptune Township Public Schools
from 1959 to 1965; and in 1957 and 1958, he was a supervisor at the Arthur Brisbane Child
Treatment Center for the Emotionally Disturbed in Farmingdale, New Jersey.
Edinboro’s President holds an associate degree in psychology from Monmouth Community
College, West Long Branch, New Jersey; a bachelor of science degree in education from Monmouth
College, a master of arts in educational administration from Seton Hall University; and he has met
course requirements for his doctorate in education at Rutgers University.
President Diebold currently serves as Chairman of the Committee on Administration and
Finance in the State College and University System of Pennsylvania and in July will begin a term
as a member of the Commission of Presidents Executive Committee. He holds membership on the
American Association of State Colleges and Universities Committee on State Relations, and on
the Government Relations Committee of the Pennsylvania Association of Colleges and
Universities.
President Diebold’s community service includes membership on the Board of Corporators,
Hamot Medical Center in Erie, and on Marine Bank’s Local Advisory Board. Recently he was a
panel participant at the First Global Conference on the Future in Toronto, Canada.
The President and his wife, Patricia, have a five-year-old daughter, Jessica.

CERTIFICATE OF MERIT - NWRECA
The Northwest Rural Electric Cooperative Association will receive a Certificate of Merit during
today’s commencement proceedings. Receiving the award will be Mr. Harry Grube, General
Manager of REC A. The certificate is being presented in recognition of the significant leadership
the Cooperative has shown in providing outstanding human and community services to the people
of Northwest Pennsylvania. In addition, the Cooperative will be honored for its sensitivity toward
and support of student internships and community involvement in programs of higher education.
DISTINGUISHED ALUMNUS AWARD — WILL J. SCHAAF
Will J. Schaaf, a native of Erie, Pennsylvania, attended Erie East High School, graduated from
Edinboro State College in 1942, and has received this years Distinguished Alumnus Award. He
was a U.S. Army Air Force pilot during World War II, and took his law degree from Cornell
University in 1948. Since 1949, he has been associated with the law offices of Marsh, Spaeder,
Baur, Spaeder and Schaaf. He is a member of the Pennsylvania and American Trial Lawyers
associations and is certified by the National Board of Trial Advocacy as a Civil Trial Advocate.
Attorney Schaaf is a Fellow of the American College of Trial Lawyers.

PROGRAM OF HONORS STUDIES
The Edinboro State College Program of Honors Studies is designed to provide recognition and
enriched learning opportunities for academically gifted students. Outstanding undergraduates
are assisted in striving for academic excellence in their majors and in their related studies as well.
The students pursue studies that are clearly greater in depth and scope than that required of other
undergraduates. Those who successfully complete the program, which involves studies in a variety
of areas, are graduated with all-college honors. Admission to the All-College Honors Program is
limited to entering freshmen with high college board scores and to Edinboro students who
maintain high quality point averages after enrollment at the College.

SCHOLARSHIP AWARDS
EDINBORO ALUMNI ASSOCIATION SCHOLARSHIP
LOIS CALDWELL NORTH SCHOLARSHIP
Each year the Edinboro State College Alumni Association provides a four-year scholarship to an
outstanding high school senior enrolling in the College.
Two annual scholarships have been endowed in memory of Mrs. Lois Caldwell North by her
daughter, Eleanor North, of State College, Pa. The awards are made each year to students who
plan to enter the ministry upon completion of their education.
BILLINGS MATH EDUCATION SCHOLARSHIP
The C. Wilbur and Mabel Cassidy Billings Mathematics Education Scholarship provides an
award of $300 to an incoming freshman who has shown outstanding high school academic
achievement and who has been accepted for enrollment in the Mathematics Education Program.
This scholarship is in honor of C. Wilbur and Mabel Cassidy Billings.
ORGANIZATION OF BORO WOMEN SCHOLARSHIP
The Edinboro Organization of Boro Women has funded an annual award for an outstanding
General McLane High School senior planning to attend Edinboro. The scholarship is based on
academic ability as determined by class rank. College Board scores, and letters of reference with
some consideration given to family resources.
ROBERT J. BYERS, MD AWARD
The School of Anesthesia at Hamot Medical Center in Erie, with help from its alumni and
friends, has recently instituted the Robert J. Byers, MD Award, to be given to the Edinboro student
who has the highest academic standing in anatomy and physiology. Dr. Byers served as the first
chairman of the Anesthesiology Department at Hamot from 1959 to 1978, retiring in September of
this year after 23 years of service.
PICPA AWARD
The Pa. Institute of Certified Public Accountants has established an annual award to a
graduating senior in accounting. The recipient is selected by the faculty of the Department of
Economics and Business on the basis of academic achievement.
HELEN SABIN REED SCHOLARSHIP
AIME’ H. DOUCETTE SCHOLARSHIP
The Doucette family has established a scholarship, along with friends of the Edinboro State
College Art Department, to honor the memory of Aime’ H. Doucette. He was a member of the Art
Department from 1923 to 1960 and served as the department head until his retirement in 1956. The
scholarship is made to an outstanding third-year student of art education in the field(s) of jewelry
and/or graphic arts.
An endowment fund was provided to Edinboro State College in memory of Mrs. Helen Sabin
Reed, a member of the education faculty from 1961 through 1966. Because Mrs. Reed was a
specialist in the reading field, the yearly scholarship is awarded to an elementary education major.
Mrs. Theo Sabin Meyer of Erie, Mrs. Mildred Sabin Young, Los Angeles, sisters; and a brother,
Robert W. Sabin, Long Beach, California, established the gift.
RUSSIAN LANGUAGE AND AREA STUDY SCHOLARSHIP
Five Erie area colleges award scholarships yearly offered by the Erie Engineering Societies
Council. The Scholarship Committee of the EESC announces the recipients that are selected by the
Deans of the Schools of Engineering or Science, at each institution. Edinboro offers the award to
the outstanding freshman applicant pursuing a career in the engineering or science field.
A Russian Language and Area Study Scholarship is granted to promising high school seniors
desiring to combine a major in Russian with secondary specialization in either economics,
business, accounting or engineering. This program, funded in part by industrial firms, is intended
to prepare the scholarship winners for careers in International trade in general, and East-West
trade in particular.
ANNA KELSO GRAY MEMORIAL SCHOLARSHIP
PHYLLIS DISEK STURM SCHOLARSHIP
The Anna Kelso Gray Memorial Scholarship provides a $300 per year award to an incoming
freshman at Edinboro who has shown outstanding high school academic achievement. Money
was alloted from the estate of Marion D. Isaacs for the establishment of the scholarship in 1979.
The English Department and friends and associates of Dr. Ralph Sturm have established this
memorial to Mrs. Sturm. Each year several scholarships are awarded to freshmen English majors
entering the College.
MATHEMATICS EDUCATION SCHOLARSHIP
UNITED MINISTRY MINORITY SCHOLARSHIP
The ESC Mathematics and Computer Science Department sponsor this scholarship which
provides a $100 per year award to an incoming freshman who has demonstrated outstanding high
school academic achievement and has enrolled in the bachelor of science in education program at
Edinboro with an area of certification in secondary mathematics.
The United Ministry of Edinboro State College offers an annual scholarship to a freshman
minority student at the College. In order to receive the scholarship, the student must be in good
academic standing from high school with financial need.
JOHN “BUTCH” McBRIDE SCHOLARSHIP
The Leland W. VanLaningham Education Scholarship presents an award of $250 per year to an
incoming freshman who has shown outstanding high school academic achievement. This
scholarship is in honor of Dr. L. W. VanLaningham who served Edinboro State College as Director
of Student Teaching from 1949 until his death in 1967.
ERIE ENGINEERING SOCIETIES COUNCIL SCHOLARSHIP
John C. McBride, Sr. (Class of 1953), Barbara McBride and Richard McBride have established a
scholarship fund in memory of their son and brother, John “Butch” McBride. The scholarship is
awarded to recognize outstanding athletic performance and scholarship achievement of an
enrolled athlete in one of the varsity sports existent during the award year.

Each year a scholarship award is made available to a student at the College who is majoring or
planning to major in chemistry. The fund was established by Mrs. Thekla Vlahakis of Pittsburgh
in memory of her late husband, George K. Vlahakis, and two sons, Walter and William.
DEAN RICHARD I. WELLER AWARD
The Lake Area Health Education Center and Dr. Richard I. Weller, Dean of the School of Science
and Mathematics since 1970, have established the award to recognize the most outstanding
student in the health sciences in the School of Science and Mathematics.
RUSSELL WOOD ACCOUNTING SCHOLARSHIP
The Russell M. Wood Accounting Scholarship provides an award of $250 per year to an incoming
freshman who has shown outstanding high school academic achievement and who plans to enroll
at Edinboro with his/her major course of study being accounting. This award is in honor of Russell
M. Wood, a long-time and now retired accountant at Edinboro State College.
ACADEMIC VESTMENTS
The gown, the cap and the hood, representing the major components of the academic dress, are a
ceremonial inheritance from the medieval universities of the eleventh and twelfth centuries, where
dress was the outward sign of privilege and responsibility. The academic dress worn by those
participating in today’s academic processional symbolizes the level of their academic attainment
and the institution they attended.
Gown
Although the gown is more frequently black, certain universities have authorized the use of
colored gowns. The bachelor and master gowns are fashioned from black serge. The yoke for the
bachelor gown is designed to be worn closed and features long, flowing and pointed sleeves. The
master gown is designed to be worn open or closed. Its sleeves are very long with square ends, and
the front part has an arc cut away. The arms protrude through a slit at the elbow. The gown for the
doctor degree is made of wool, serge, or silk with an open front faced with wide velvet panels. The
sleeves are loose and bell-shaped with three bars of velvet in black or the color of the discipline in
which the doctorate was obtained.
Hood
The most outstanding feature of the academic dress is the hood. It is usually worn only for the
master’s and the doctor’s degrees. The doctor’s hood is longer than the master’s hood and has
distinguished panels. The college or the university granting the degree is indicated by the color or
coloring of the hood lining. The velvet trim of the hood indicates the field in which the degree was
granted.
Cap
The standard cap is the mortarboard, usually the color of the gown. The tassel is black for the
baccalaureate and master degree and is worn over the left front quarter of the cap. The tassel for
the doctor’s mortarboard is of gold thread. Undergraduates wear the tassel on the right side of the
cap until the moment the degree is conferred by the president.
Because of the demand to meet a deadline to print this program and the short period of time
between the end of classes, review of all academic programs, delays caused by such factors as
illness of some students and evaluation by the Office of Academic Affairs, the College does not
claim the list of degree candidates is absolutely accurate. Students are granted degrees only if they
meet all academic and financial requirements.

THE CEREMONIAL MACE
The Ceremonial Mace, a symbol of presidential authority, is carried at the head of the academic
procession by the College Marshal, Dr. Francis R. Johnson. A gift of the Alumni Association, the
Mace was designed and executed by Dr. Seymour Blinderman, formerly of the Art faculty, and Mr.
Henry Katzwinkel. It was first used at the inauguration of President Chester T. McNerney.
The Mace, twenty-seven inches high, is topped by a sterling silver sphere studded by coneshaped
rubies. The neck of the Mace is inlaid with rosewood, alternated with silver fleur-de-lis. Cultured
pearls mounted on cups encircle the top of the shaft. Discs of silver interspersed with rosewood
compose the shaft which ends with tip-casted silver. Sunken cultured pearls encircle a rounded
cone with textured silver to end in a small globe.

THE PRESIDENTIAL MEDALLION
A symbol of presidential authority, the Presidential Medallion will be presented to Foster F.
Diebold, President of Edinboro State College, by Mrs. Eve Murphy, Chairperson of the College
Board of Trustees. It will be permanently housed in the President’s office and presented to
successive presidents. Designed and executed by Mr. Henry Katzwinkel, Assistant Professor of
Art, the sterling silver Medallion consists of a three and one-half inch pectoral pendant featuring
on its face the sunken crest of the Commonwealth of Pennsylvania. On the reverse side is the figure
of a Gordon Highlander with pipes. To the right of the piper is the Cross of St. Andrew. To the left is
the Cross of England. Flanking the figure is the date 1857, the opening year of the College, and
garland thistles. In the background are the hills of Scotland, and beneath the piper is an open book,
an image of knowledge.
The pendant descends from a shield containing a triple-towered castle, the symbol of defense,
protection, and strength. The collar of the medallion is comprised of a series of two-inch shields,
alternately bearing three different designs: the meigle, an interlacing knotwork peculiar to the
Pictish school of Celtic art; the Tudor rose design; and “ESC” in interlocking letters on a
background of tabby weaving. Connecting each of the collar shields is a Cross of St. George,
representing the union of Scotland and England. The entire medallion was fabricated and cast in
the cire perdue (lost wax) process.

Carrying the Ceremonial Mace and leading
the academic procession as College Marshal is
Dr. Francis R. Johnson, one of the most senior
members of the Edinhoro State College faculty.
During his 23^2 years on the Edinhoro staff, he
has served in both the ranks of the faculty and
the administration.
Mr. Charles R. Webber, Alaska Department of
Commerce and Economic Development Commissioner,
will deliver the address at today’s commencement
exercises. During the exercises, Edinhoro State College
President Foster F. Diebold will present Mr. Webber
with an honorary Doctorate of Science, the first degree
of its kind ever awarded by the College.
Dr. Johnson joined the Edinhoro State College
faculty in 1958 and had a dual assignment in
both the English and speech departments. It
was at that time the College sought to expand
the services of speech correction with special
education, and in 1959, he was assigned to teach
courses in speech correction and psychology
and became a member of the psychology/special
education department.
Possessing more than 25 successful years of experi
ence in the Alaska business community. Commissioner
Webber began his success as an owner and manager of
a construction equipment sales firm in Anchorage in
1951. Subsequently, he became involved in the con
struction and operation of Alaska’s first industrial gas
plants with locations in Anchorage, Fairbanks, and
Kenai.
In 1979, Governor Jay Hammond appointed Mr.
Webber to his cabinet as the Commissioner of the Alaska
Department of Commerce and Economic Development.
The department has wide-ranging responsibilities in
cluding regulatory programs for public protection and
economic development programs for Alaska’s financial
future. The department regulates financial institutions,
securities, the insurance industry, and the licensing of
occupations and professions. Economic development
programs include tourism, fisheries, minerals, and power and energy development.
He has the distinction of writing all the
original programs in speech and hearing at
Edinhoro, now recognized as one of the finest
speech and hearing units in Pennsylvania. In
addition, he was directly involved in the planning and equipping of Edinboro’s initial speech and
hearing lab. Leader Clinic. During his IV2. years of teaching in that particular facility. Dr. Johnson
provided free diagnostic speech and hearing services for students, faculty, and townspeople. He is
currently a member of the College’s speech communications department.
In 1964, Dr. Johnson was appointed administrative director of Edinhoro State College’s Warren
campus, located in Warren, Pa. Prior to the establishment of the on-site facility in Warren, Dr.
Johnson assisted in coordinating Edinboro’s extension courses there. After several years of
negotiating, planning, and rennovating, the campus was moved from its original in-town location
to a site north of Warren that included 196 acres of land and several buildings. Enrollment
increased from an initial figure of 51 students to 399 students. Johnson returned to the main
campus in September of 1979 after the Warren Center had fulfilled its needs as a branch campus of
the institution.
As Commissioner of Commerce and Economic Development, Webber also serves on numerous
boards and commissions. He is a chairman of the State Bond Committee and serves as a member of
the Alaska Industrial Development Authority, the Alaska Housing Finance Corporation, the
Alaska Power Authority, the Alaska State Housing Authority and the Board of Marine Pilots.
A University of Colorado graduate, where he received a bachelor of science degree in mechanical
engineering in 1949, Mr. Webber has been a design engineer, the general manager of an industrial
and liquid air products company, as well as a private consultant for property management in
Anchorage, Alaska. Among his numerous major public activities, he has served as president of the
Anchorage Chamber of Commerce Board, a University of Alaska regent, chairman of the
Providence Hospital Board, and chairman of the American Welding Society.
Upon completion of his undergraduate work at Bloomsburg State College, Dr. Johnson received
his Master’s of Education in Speech Pathology/Audiology and Clinical Psychology from Penn
State in 1952 and followed in 1976 with his Ph.D. from the University of Pittsburgh. After receiving
his B.S. degree, he was a speech therapist with the Warren Borough schools from 1951 through
1956 and then established and organized the speech and hearing program in Warren County
schools, 1956 through 1958. In April of 1979, he received a citation of congratulations from the
Senate of Pennsylvania for his efforts in various areas of education over a 33-year period.
Dr. Johnson and his wife, Jean, currently reside in Edinhoro and have five children — Amy,
Douglas, Judith, Barbara, and David.

Mr. Webber’s tenure as Commissioner of Alaska’s Department of Commerce and Economic
Development has been particularly significant because of his policy-making role and managerial
guidance during a time in Alaskan history when crucial decisions are being made with regard to
resource development. The disposition of oil generated revenues, for example, involves decisions
that inevitably contain economic, social, and ethical implications.
The faculty, students, and administrators of Edinhoro State College are convinced that Mr.
Webber clearly meets the criteria for the awarding of the honorary Doctorate of Science degree: the
initiation of, and involvement in, significant activities that have had positive and profound effects
upon the lives of individuals and that have contributed significantly to the development of
government and/or society.

EDINBORO STATE COLLEGE PRESIDENT - FOSTER F. DIEBOLD
Foster F. Diebold was named Edinboro State
College’s 14th President on August 1,1979. Since
that time, he has brought a consistently bold
vision to his guidance of the College’s manyfaceted services to northwestern Pennsylvania.
Noted for his extensive experience in the field of
education management, President Diebold had
previously served as President of the University
of Alaska statewide system.
His innovative efforts at Edinboro have taken
many shapes. Most recently, he initiated a total
reorganization of the College’s various academic
schools and administrative offices with a watch
ful eye upon fiscal responsibility and increased
institutional responsiveness. In keeping with
his policy of making maximum use of existing
campus resources during a period of restricted
resources in higher education, he has imagina
tively met the ever-changing needs brought
about by new and emerging student interests
and societal expectations.
Unique cooperative programs with area business and industry are also the result of President
Diebold’s revitalization of Edinboro State College. Among his favorite projects is the All-College
Honors Program, which draws upon the contributions of College staff for its scholarship funds,
and which recognizes the academic distinction of excellent students by offering specialized
interdisciplinary coursework and advanced research work.
President Diebold’s principal fields of professional interest include higher education manage
ment, governance, and planning; budget development and fiscal control; legislative liaison; and
personnel management/collective bargaining. While at Rutgers University in 1963, he received a
Wall Street Journal fellowship.
A native of Orange, New Jersey, he served as President of the University of Alaska from
1977-1979. Prior to that, he was executive secretary to the Board of Regents and Special Assistant
to the President of the University of Alaska’s statewide system. From 1969 to 1976, he was director
of the Division of College Development at Kean College, New Jersey (formerly Newark State
College), and from 1965 to 1969, he was Assistant Superintendent of Neptune Township Public
Schools in New Jersey.
President Diebold was formerly a member of the graduate school of education at Kean College
from 1969 to 1976; a teacher of English and psychology in the Neptune Township Public Schools
from 1959 to 1965; and in 1957 and 1958, he was a supervisor at the Arthur Brisbane Child
Treatment Center for the Emotionally Disturbed in Farmingdale, New Jersey.
Edinboro’s President holds an associate degree in psychology from Monmouth Community
College, West Long Branch, New Jersey; a bachelor of science degree in education from Monmouth
College, a master of arts in educational administration from Seton Hall University; and he has met
course requirements for his doctorate in education at Rutgers University.
President Diebold currently serves as Chairman of the Committee on Administration and
Finance in the State College and University System of Pennsylvania and in July will begin a term
as a member of the Commission of Presidents Executive Committee. He holds membership on the
American Association of State Colleges and Universities Committee on State Relations, and on
the Government Relations Committee of the Pennsylvania Association of Colleges and
Universities.
President Diebold’s community service includes membership on the Board of Corporators,
Hamot Medical Center in Erie, and on Marine Bank’s Local Advisory Board. Recently he was a
panel participant at the First Global Conference on the Future in Toronto, Canada.
The President and his wife, Patricia, have a five-year-old daughter, Jessica.

CERTIFICATE OF MERIT - NWRECA
The Northwest Rural Electric Cooperative Association will receive a Certificate of Merit during
today’s commencement proceedings. Receiving the award will be Mr. Harry Grube, General
Manager of REC A. The certificate is being presented in recognition of the significant leadership
the Cooperative has shown in providing outstanding human and community services to the people
of Northwest Pennsylvania. In addition, the Cooperative will be honored for its sensitivity toward
and support of student internships and community involvement in programs of higher education.
DISTINGUISHED ALUMNUS AWARD — WILL J. SCHAAF
Will J. Schaaf, a native of Erie, Pennsylvania, attended Erie East High School, graduated from
Edinboro State College in 1942, and has received this years Distinguished Alumnus Award. He
was a U.S. Army Air Force pilot during World War II, and took his law degree from Cornell
University in 1948. Since 1949, he has been associated with the law offices of Marsh, Spaeder,
Baur, Spaeder and Schaaf. He is a member of the Pennsylvania and American Trial Lawyers
associations and is certified by the National Board of Trial Advocacy as a Civil Trial Advocate.
Attorney Schaaf is a Fellow of the American College of Trial Lawyers.

PROGRAM OF HONORS STUDIES
The Edinboro State College Program of Honors Studies is designed to provide recognition and
enriched learning opportunities for academically gifted students. Outstanding undergraduates
are assisted in striving for academic excellence in their majors and in their related studies as well.
The students pursue studies that are clearly greater in depth and scope than that required of other
undergraduates. Those who successfully complete the program, which involves studies in a variety
of areas, are graduated with all-college honors. Admission to the All-College Honors Program is
limited to entering freshmen with high college board scores and to Edinboro students who
maintain high quality point averages after enrollment at the College.

SCHOLARSHIP AWARDS
EDINBORO ALUMNI ASSOCIATION SCHOLARSHIP
LOIS CALDWELL NORTH SCHOLARSHIP
Each year the Edinboro State College Alumni Association provides a four-year scholarship to an
outstanding high school senior enrolling in the College.
Two annual scholarships have been endowed in memory of Mrs. Lois Caldwell North by her
daughter, Eleanor North, of State College, Pa. The awards are made each year to students who
plan to enter the ministry upon completion of their education.
BILLINGS MATH EDUCATION SCHOLARSHIP
The C. Wilbur and Mabel Cassidy Billings Mathematics Education Scholarship provides an
award of $300 to an incoming freshman who has shown outstanding high school academic
achievement and who has been accepted for enrollment in the Mathematics Education Program.
This scholarship is in honor of C. Wilbur and Mabel Cassidy Billings.
ORGANIZATION OF BORO WOMEN SCHOLARSHIP
The Edinboro Organization of Boro Women has funded an annual award for an outstanding
General McLane High School senior planning to attend Edinboro. The scholarship is based on
academic ability as determined by class rank. College Board scores, and letters of reference with
some consideration given to family resources.
ROBERT J. BYERS, MD AWARD
The School of Anesthesia at Hamot Medical Center in Erie, with help from its alumni and
friends, has recently instituted the Robert J. Byers, MD Award, to be given to the Edinboro student
who has the highest academic standing in anatomy and physiology. Dr. Byers served as the first
chairman of the Anesthesiology Department at Hamot from 1959 to 1978, retiring in September of
this year after 23 years of service.
PICPA AWARD
The Pa. Institute of Certified Public Accountants has established an annual award to a
graduating senior in accounting. The recipient is selected by the faculty of the Department of
Economics and Business on the basis of academic achievement.
HELEN SABIN REED SCHOLARSHIP
AIME’ H. DOUCETTE SCHOLARSHIP
The Doucette family has established a scholarship, along with friends of the Edinboro State
College Art Department, to honor the memory of Aime’ H. Doucette. He was a member of the Art
Department from 1923 to 1960 and served as the department head until his retirement in 1956. The
scholarship is made to an outstanding third-year student of art education in the field(s) of jewelry
and/or graphic arts.
An endowment fund was provided to Edinboro State College in memory of Mrs. Helen Sabin
Reed, a member of the education faculty from 1961 through 1966. Because Mrs. Reed was a
specialist in the reading field, the yearly scholarship is awarded to an elementary education major.
Mrs. Theo Sabin Meyer of Erie, Mrs. Mildred Sabin Young, Los Angeles, sisters; and a brother,
Robert W. Sabin, Long Beach, California, established the gift.
RUSSIAN LANGUAGE AND AREA STUDY SCHOLARSHIP
Five Erie area colleges award scholarships yearly offered by the Erie Engineering Societies
Council. The Scholarship Committee of the EESC announces the recipients that are selected by the
Deans of the Schools of Engineering or Science, at each institution. Edinboro offers the award to
the outstanding freshman applicant pursuing a career in the engineering or science field.
A Russian Language and Area Study Scholarship is granted to promising high school seniors
desiring to combine a major in Russian with secondary specialization in either economics,
business, accounting or engineering. This program, funded in part by industrial firms, is intended
to prepare the scholarship winners for careers in International trade in general, and East-West
trade in particular.
ANNA KELSO GRAY MEMORIAL SCHOLARSHIP
PHYLLIS DISEK STURM SCHOLARSHIP
The Anna Kelso Gray Memorial Scholarship provides a $300 per year award to an incoming
freshman at Edinboro who has shown outstanding high school academic achievement. Money
was alloted from the estate of Marion D. Isaacs for the establishment of the scholarship in 1979.
The English Department and friends and associates of Dr. Ralph Sturm have established this
memorial to Mrs. Sturm. Each year several scholarships are awarded to freshmen English majors
entering the College.
MATHEMATICS EDUCATION SCHOLARSHIP
UNITED MINISTRY MINORITY SCHOLARSHIP
The ESC Mathematics and Computer Science Department sponsor this scholarship which
provides a $100 per year award to an incoming freshman who has demonstrated outstanding high
school academic achievement and has enrolled in the bachelor of science in education program at
Edinboro with an area of certification in secondary mathematics.
The United Ministry of Edinboro State College offers an annual scholarship to a freshman
minority student at the College. In order to receive the scholarship, the student must be in good
academic standing from high school with financial need.
JOHN “BUTCH” McBRIDE SCHOLARSHIP
The Leland W. VanLaningham Education Scholarship presents an award of $250 per year to an
incoming freshman who has shown outstanding high school academic achievement. This
scholarship is in honor of Dr. L. W. VanLaningham who served Edinboro State College as Director
of Student Teaching from 1949 until his death in 1967.
ERIE ENGINEERING SOCIETIES COUNCIL SCHOLARSHIP
John C. McBride, Sr. (Class of 1953), Barbara McBride and Richard McBride have established a
scholarship fund in memory of their son and brother, John “Butch” McBride. The scholarship is
awarded to recognize outstanding athletic performance and scholarship achievement of an
enrolled athlete in one of the varsity sports existent during the award year.

VLAHAKIS AWARD SCHOLARSHIP
Each year a scholarship award is made available to a student at the College who is majoring or
planning to major in chemistry. The fund was established by Mrs. Thekla Vlahakis of Pittsburgh
in memory of her late husband, George K. Vlahakis, and two sons, Walter and William.
DEAN RICHARD I. WELLER AWARD
The Lake Area Health Education Center and Dr. Richard I. Weller, Dean of the School of Science
and Mathematics since 1970, have established the award to recognize the most outstanding
student in the health sciences in the School of Science and Mathematics.
RUSSELL WOOD ACCOUNTING SCHOLARSHIP
The Russell M. Wood Accounting Scholarship provides an award of $250 per year to an incoming
freshman who has shown outstanding high school academic achievement and who plans to enroll
at Edinboro with his/her major course of study being accounting. This award is in honor of Russell
M. Wood, a long-time and now retired accountant at Edinboro State College.
ACADEMIC VESTMENTS
The gown, the cap and the hood, representing the major components of the academic dress, are a
ceremonial inheritance from the medieval universities of the eleventh and twelfth centuries, where
dress was the outward sign of privilege and responsibility. The academic dress worn by those
participating in today’s academic processional symbolizes the level of their academic attainment
and the institution they attended.
Gown
Although the gown is more frequently black, certain universities have authorized the use of
colored gowns. The bachelor and master gowns are fashioned from black serge. The yoke for the
bachelor gown is designed to be worn closed and features long, flowing and pointed sleeves. The
master gown is designed to be worn open or closed. Its sleeves are very long with square ends, and
the front part has an arc cut away. The arms protrude through a slit at the elbow. The gown for the
doctor degree is made of wool, serge, or silk with an open front faced with wide velvet panels. The
sleeves are loose and bell-shaped with three bars of velvet in black or the color of the discipline in
which the doctorate was obtained.
Hood
The most outstanding feature of the academic dress is the hood. It is usually worn only for the
master’s and the doctor’s degrees. The doctor’s hood is longer than the master’s hood and has
distinguished panels. The college or the university granting the degree is indicated by the color or
coloring of the hood lining. The velvet trim of the hood indicates the field in which the degree was
granted.
Cap
The standard cap is the mortarboard, usually the color of the gown. The tassel is black for the
baccalaureate and master degree and is worn over the left front quarter of the cap. The tassel for
the doctor’s mortarboard is of gold thread. Undergraduates wear the tassel on the right side of the
cap until the moment the degree is conferred by the president.
Because of the demand to meet a deadline to print this program and the short period of time
between the end of classes, review of all academic programs, delays caused by such factors as
illness of some students and evaluation by the Office of Academic Affairs, the College does not
claim the list of degree candidates is absolutely accurate. Students are granted degrees only if they
meet all academic and financial requirements.
