The Ceremonial Mace
The ceremonial mace, a s)nnbol of presidential authority, is carried
at the head of the academic procession by the Grand Marshal, j^chard
Heasley A gift of the Alumni Association, the mace was designed and
executed by Professor Henry Katzwinkel and Dr. Seymour Blinderman,
former chairman of the Art Department. It was first used at the
inauguration of Edinboro State College President Chester T. McNerney, in
1967.
The mace, twenty-seven inches in length, is topped by a sterling
silver sphere studded with circular cabochon rubies, secured by bezels. The
collar of the mace is inlaid with ebony, alternated with silver relief fleur-delis design elements. The cultured pearls mounted in cups encircle the
bottom of the collar symbolizing the thirteen state colleges of Pennsylvania.
The shaft of the mace is composed of Brazilian rosewood sections,
separated by sterling silver rings. The mace is terminated by a cast sterling
silver finial; the five cultured pearls represent the existing curricula. The
rib-like cone form is terminated by a small silver sphere symbolizing the
world.
The metal working processes incorporated in the ceremonial mace
include turning, forging, inlaying, stone setting, and lost wax centrifugal
casting.
The Presidential Medallion
The first presidential medallion was presented to former President
Foster F. Diebold during the May, 1981 commencement ceremonies.
Designed and executed by Professor Henry Katzwinkel, the sterling silver
medallion consists of a three and one-half inch pectoral pendant featuring
on its face the figure of a Gordon Highlander with pipes. To the right of the
piper is the Cross of St. Andrew. To the left is the Cross of England.
Flanking the figure is the date 1857, the opening year of the University, and
garland thistles. In the background are the hills of Scotland, and beneath the
piper is an open book, a symbol of knowledge. On the reverse side is the
sunken crest of the Commonwealth of Pennsylvania.
The pendant descends from a shield containing a triple-towered
castle. The collar of the medallion is comprised of a series of two-inch
shields, alternately bearing three different designs: the meigle, an
interlacing knotwork peculiar to the Pictish school of Celtic art; the Tudor
rose design; and "ESC" in interlocking letters on a background of tabby
weaving. Connecting each of the collar shields is a Cross of St. George,
representing the union of Scotland and England. The entire medallion was
fabricated and cast in the cire perdue (lost wax) process.
Surrounding the silver medallion is a gold crafted circle which
reads "Edinboro University of Pennsylvania." Professor Katzwinkel, now
retired, added this piece to the medallion especially for the Inauguration of
President Frank G. Pogue, and it is now a permanent fixture to the
medallion representing the school's current status as a University.

Academic Vestments
The gown, the cap, and the hood, representing the major
components of the academic dress, are a ceremonial inheritance from
the medieval universities of the eleventh and twelfth centuries, where
dress was the outward sign of privilege and responsibility. The
academic dress worn by those participating in today's academic
processional symbolizes the level of their academic attainment and the
institution they attended.
Gown
Although the gown is more frequently black, certain universities have
authorized the use of colored gowns. The bachelor's and master's gowns
are fashioned from black serge. The yoke for the bachelor's gown is
designed to be worn closed and features long, flowing and pointed
sleeves. The master's gown is designed to be worn open or closed. Its
sleeves are very long with square ends, and the front part has an arc cut
away. The arms protrude through a slit at the elbow. The gown for the
doctor's degree is made of wool, serge, or silk with an open front faced
with wide velvet panels. The sleeves are loose and bell-shaped with
three bars of velvet in black or the color of the discipline in which the
doctorate was obtained.
Hood
The most outstanding feature of the academic dress is the hood. It is
usually worn only for the master's and the doctor's degrees. The doctor's
hood is longer than the master's hood and has distinguished panels. The
college or the university granting the degree is indicated by the color of
the hood lining. The velvet trim of the hood indicates the field in which
the degree was granted.
Cap
The standard cap is the mortarboard, usually the color of the gown. The
tassel is black for the baccalaureate and master's degree and is worn
over the left front quarter of the cap. The tassel for the doctor's
mortarboard is of gold thread. Undergraduates wear the tassel on the
right side of the cap until the moment the degree is conferred by the
president.
Grand Marshal
President Frank G. Pogue
Carrying the ceremonial mace and leading the academic procession
at today's Commencement ceremony is Richard Heasley, professor of
sociology, anthropology and social work. He has been a member of the
Edinboro University faculty for 32 years.
Frank G. Pogue was appointed the 15th president of Edinboro
University of Pennsylvania on July 1,1996.
A sociologist. Dr. Pogue holds a bachelor's degree from Alabama
State University, a master's degree from Atlanta University, and a Ph.D.
from the University of Pittsburgh.
Professor Heasley is known by students and colleagues campus
wide as a dedicated, student-centered professional. According to former
student Ms. Susan Walters Babbitt, "His classroom lectures were scholarly,
organized and always current. He motivated students to become involved.
Our society is highly impersonal, but Professor Heasley was determined to
make life for his students, while in the classroom, warm and friendly." Dr.
Renata Wolynec, a professor in the department of sociology, anthropology
and social work, adds, "As a department chair and colleague, Richard has
been a treasure! His fairness, dedication, discipline and humanity set the
highest standard for all of us."
Prior to his presidency at Edinboro University, Dr. Pogue was the
vice chancellor for student affairs and special programs at the State
University of New York (SUNY) Central Administration in Albany, serving
in that position for 10 years. While vice chancellor, he also served for one
year as interim president at the SUNY College at Cobleskill. Prior to his
assignment in the SUNY Central Administration, President Pogue was vice
president for student affairs, associate vice president for research and
educational development, dean of undergraduate studies, and a department
chairperson, all at SUNY Albany.
Dr. Pogue participates in national, regional and statewide leadership
groups. Since 1984, he has served on the Commission on Higher Education
of the Middle States Association of Colleges and Schools and is a former vice chair and member of its Executive
Committee and currently chair of its Task Force on Equity and Diversity. He was also recently appointed
chairperson of their Advisory Committee on Institutional Financial Resources, which will advise the Commission
on the relationship of financial resources to institutional accreditation. In addition. Dr. Pogue serves as a member of
the American Council on Education Commission on Government and Public Affairs which advises the Division of
Governmental Relations on the broad range of issues in which congressional and executive branch actions affect
colleges and universities. He is also a member of the College Board National Forum Committee. Last year. Dr.
Pogue was appointed to the Executive Committee of the Commission on the Rural Agenda of the American
Association of State Colleges and Universities.
Richard Heasley
Mr. John Egers, a criminal justice major at Edinboro University, says
that Professor Heasley's greatest strength is his desire to fully involve
students in the teaching and learning process. "Through student
involvement in semester research projects. Professor Heasley allows the
entire class to learn outside of books and lectures and, in turn, bring their
research to the conscience of the students ... he is always open to the
comments and experiences of his students and integrates them within his
teachings."
Richard and his wife, Patricia, who is a 1962 Edinboro graduate and
an Edinboro University Trustee, are the parents of Richard II, a 1991
Edinboro graduate, and Andrea Heasley Loeffler who earned her bachelor's
degree from Edinboro in 1992 and will receive her master's at today's
ceremony. They have one grandchild.
In October 1996, President Pogue was appointed by Pennsylvania Governor Tom Ridge to the Governor's
Commission on Academic Standards. The bipartisan panel of legislators, business and corporate leaders and
educators was given the task of gathering from citizens across the Commonwealth - particularly parents and
community and business leaders - ideas and proposals for new academic standards and then recommending them
to the Governor for approval.
Locally, Dr. Pogue serves on the boards of directors for the Erie Conference on Community Development,
the United Way of Erie County, Congressman Phil English's High-Tech Advisory Task Force, State Representative
Tracy Seyfert's Education Local Advisory Committee, the Erie County Fiscal Management Task Force, the French
Creek Council of the Boy Scouts of America, the Martin Luther King Center Scholarship Committee, and the
Greater Erie County Chapter of the American Red Cross, for which he served as their 1997 capital campaign
chairman. He has also been appointed to the Board of Corporators for both the Hamot Health Foundation and the
St. Vincent Health Center.
Since becoming president. Dr. Pogue has created the concept and philosophy of the Edinboro Family, a
learner-centered environment where students come first and are an integral part of a caring and supportive campus
community.

Honorary Doctorate
It's a beautiful day in the neighborhood at Edinboro University of
Pennsylvania. Today, Edinboro will present an honorary doctorate to Fred
McFeely Rogers - the creator and host of the PBS program "Mister Rogers'
Neighborhood." For the past 30 years, Mr. Rogers has been bringing his 30minute "visits" to children of all ages on PBS from his studio at Family
Communications, Inc., located in the Oakland section of Pittsburgh.
In naming him "Pittsburgher of the Year," in its January issue,
Pittsburgh magazine said his show is seen by six million people a week. "It
is a favorite now of three generations, with parents, even grandparents,
humming along with its trademark song....
Fred McFeely Rogers
"In a career spanning five decades, Fred Rogers has taught and
unleashed the imaginations of his country's youth by bringing them to the
safe haven that is his neighborhood .... To Fred Rogers, every person is
special. No matter who you are, there is something that you have to offer to
the world. It's a message he received in his youth and that is at the basis of
everything he has worked a lifetime to achieve."

Within the past year TV Guide named him one of television's 50 all-time most important persons, and the
National Academy of Television Arts and Sciences presented Mr. Rogers with a Lifetime Achievement Award at the
Daytime Emmys held at Radio City Music Hall.
Homer Mershon, Foreign Languages
Mr. Rogers was born on March 20,1928, in Latrobe, Pennsylvania, the same town that brought us the
banana split and Arnold Palmer. (Palmer's father taught both of them to play golf.) As a child, his somewhat overprotective mother seldom let him play outside. His world became his room where he played with puppets and
created music - two things he is still doing decades later. After graduating from Latrobe High School, Mr. Rogers
attended Dartmouth College for a couple of years before going to Rollins College in Florida where he graduated in
1951 with a degree in music composition. His intention was to go to the Pittsburgh Theological Seminary until he
saw his first television. His religious career would have to wait - he answered the call of television instead.
Retirees
He went to New York and landed a job with NBC where he worked on The Voice of Firestone, the Lucky
Strike Hit Parade, The Kate Smith Hour, and the NBC Opera Theatre. A year later he married Joanne Byrd, a
talented concert pianist and fellow Rollins graduate. In 1953 he returned to Pittsburgh at the request of WQED to
work as producer, musician and puppeteer with host Josie Carey on a live daily program called The Children's
Corner.
He eventually enrolled in the seminary and was ordained a Presbyterian minister in 1962. He studied child
development at the University of Pittsburgh and then went to Toronto for one year where he created a 15-minute
children's series called Misterogers for the CBC. He returned to Pittsburgh and WQED in 1966 to develop Mister
Rogers' Neighborhood. In February of 1968, the show aired nationally on PBS and is the longest-running program
on that network.
Mr. Rogers has received virtually every major award in television, and dozens of others from specialinterest groups in education, commimications and early childhood. He has two George Foster Peabody Awards and
a lifetime achievement award from the TV Critics Association. One of his famous cardigan sweaters is on display in
the Smithsonian, and in 1994 the Historical Society of Western Pennsylvania bestowed on him its History Maker
Award.

The Ceremonial Mace
The ceremonial mace, a symbol of presidential authority, is carried
at the head of the academic procession by the Grand Marshal, Andrew J.
Rusnak. A gift of the Alumni Association, the mace was designed and
executed by Professor Henry Katzwinkel and Dr. Seymour Blinderman,
former chairman of the Art Department. It was first used at the
inauguration of Edinboro State College President Chester T. McNemey, in
1967.
The mace, twenty-seven inches in length, is topped by a sterling
silver sphere studded with circular cabochon rubies, secured by bezels. The
collar of the mace is inlaid with ebony, alternated with silver relief fleur-delis design elements. The cultured pearls mounted in cups encircle the
bottom of the collar symbolizing the thirteen state colleges of Pennsylvania.
The shaft of the mace is composed of Brazilian rosewood sections,
separated by sterling silver rings. The mace is terminated by a cast sterling
silver finial; the five cultured pearls represent the existing curricula. The
rib-like cone form is terminated by a small silver sphere symbolizing the
world.
Academic Vestments
Gown
Although the gown is more frequently black, certain universities have
authorized the use of colored gowns. The bachelor's and master's gowns
are fashioned from black serge. The yoke for the bachelor's gown is
designed to be worn closed and features long, flowing and pointed
sleeves. The master's gown is designed to be worn open or closed. Its
sleeves are very long with square ends, and the front part has an arc cut
away. The arms protrude through a slit at the elbow. The gown for the
doctor's degree is made of wool, serge, or silk with an open front faced
with wide velvet panels. The sleeves are loose and bell-shaped with
three bars of velvet in black or the color of the discipline in which the
doctorate was obtained.

The metal working processes incorporated in the ceremonial mace
include turning, forging, inlaying, stone setting, and lost wax centrifugal
casting.
The Presidential Medallion
The first presidential medallion was presented to former President
Foster F. Diebold during the May, 1981 commencement ceremonies.
Designed and executed by Professor Henry Katzwinkel, the sterling silver
medallion consists of a three and one-half inch pectoral pendant featuring
on its face the figure of a Gordon Highlander with pipes. To the right of the
piper is the Cross of St. Andrew. To the left is the Cross of England.
Flanking the figure is the date 1857, the opening year of the University, and
garland thistles. In the backgroimd are the hills of Scotland, and beneath the
piper is an open book, a symbol of knowledge. On the reverse side is the
sunken crest of the Commonwealth of Permsylvania.
Hood
The most outstanding feature of the academic dress is the hood. It is
usually worn only for the master's and the doctor's degrees. The doctor's
hood is longer than the master's hood and has distinguished panels. The
college or the university granting the degree is indicated by the color of
the hood lining. The velvet trim of the hood indicates the field in which
the degree was granted.
The pendant descends from a shield containing a triple-towered
castle. The collar of the medallion is comprised of a series of two-inch
shields, alternately bearing three different designs: the meigle, an
interlacing knotwork peculiar to the Pictish school of Celtic art; the Tudor
rose design; and "ESC" in interlocking letters on a background of tabby
weaving. Connecting each of the collar shields is a Cross of St. George,
representing the union of Scotland and England. The entire medallion was
fabricated and cast in the cire perdue (lost wax) process.
Cap
The standard cap is the mortarboard, usually the color of the gown. The
tassel is black for the baccalaureate and master's degree and is worn
over the left front quarter of the cap. The tassel for the doctor's
mortarboard is of gold thread. Undergraduates wear the tassel on the
right side of the cap until the moment the degree is conferred by the
president.
Surrounding the silver medallion is a gold crafted circle which
reads "Edinboro University of Pennsylvania." Professor Katzwinkel, now
retired, added this piece to the medallion especially for the Inauguration of
President Frank G. Pogue, and it is now a permanent fixture to the
medallion representing the school's current status as a University.

The gown, the cap, and the hood, representing the major
components of the academic dress, are a ceremonial inheritance from
the medieval universities of the eleventh and twelfth centuries, where
dress was the outward sign of privilege and responsibility. The
academic dress worn by those participating in today's academic
processional symbolizes the level of their academic attainment and the
institution they attended.

President Frank G. Pogue
Grand Marshal
Frank G. Pogue was appointed the 15th president of Edinboro
University of Pennsylvania on July 1, 1996.
Carrying the ceremonial mace and leading the academic procession
at today's Commencement ceremony is Dr. Andrew J. Rusnak, professor of
history. He has served on the Edinboro University faculty for the past 32

State University, a master's degree from Atlanta University, and a Ph.D.
from the University of Pittsburgh.

Dr. Rusnak received the bachelor of arts degree in history from
Indiana University in 1957 and an M.A. degree in Slavic studies from
Indiana in 1958. He earned his Ph.D. at Ball State University in 1970.
Prior to his presidency at Edinboro University, Dr. Pogue was the
vice chancellor for student affairs and special programs at the State
University of New York (SUNY) Central Administration in Albany, serving
in that position for 10 years. While vice chancellor, he also served for one
year as interim president at the SUNY College at Cobleskill. Prior to his
assignment in the SUNY Central Administration, President Pogue was vice
president for student affairs, associate vice president for research and
educational development, dean of undergraduate studies, and a department
chairperson, all at SUNY Albany.
Dr. Frank G. Pogue
p)j-. Pogue participates in national, regional and statewide leadership
groups. Since 1984, he has served on the Commission on Higher Education
of the Middle States Association of Colleges and Schools and is a former vice chair and member of its Executive
Committee and currently chair of its Task Force on Equity and Diversity. He was appointed chairperson of their
Advisory Committee on Institutional Financial Resources, which advised the Commission on the relationship of
financial resources to institutional accreditation. In addition. Dr. Pogue serves as a member of the American Council
on Education Commission on Government and Public Affairs which advises the Division of Governmental
Relations on the broad range of issues in which congressional and executive branch actions affect colleges and
universities. He was also a member of the 1998 College Board National Forum Committee. Last year. Dr. Pogue was
appointed to the Executive Committee of the Commission on the Rural Agenda of the American Association of
State Colleges and Universities.
Locally, Dr. Pogue serves on the boards of directors for the Erie Conference on Community Development,
the United Way of Erie County, Congressman Phil English's High-Tech Advisory Task Force, the Erie County Fiscal
Management Task Force, the French Creek Council of the Boy Scouts of America, the Martin Luther King Center
Scholarship Committee, and the Greater Erie County Chapter of the American Red Cross, for which he served as
their 1997 capital campaign chairman. Currently, he is serving as the chairperson of the Leadership Gifts Division of
the 1998-99 Presque Isle Partnership Endowment Campaign. In October 1996, President Pogue was appointed by
Pennsylvania Governor Tom Ridge to the Governor's Commission on Academic Standards. He has also been
appointed to the Board of Corporators for both the Hamot Health Foundation and the St. Vincent Health Center.
Dr. Pogue was pleased to teach a course titled "Special Topics in Sociology" for the Department of
Sociology, Anthropology and Social Work during the 1998 fall semester. He was excited to, once again, work in a
classroom environment.
Since becoming president. Dr. Pogue has created the concept and philosophy of the Edinboro Family, a
learner-centered environment where students come first and are an integral part of a caring and supportive campus
community.
Following service in the U.S. Army, Dr. Rusnak began his career as a
high school social studies teacher in College Park, Georgia, in 1959, and
taught in Hammond, Indiana, from 1960 to 1963. He was a doctoral student
at Indiana University for one year before becoming a doctoral teaching
fellow at Ball State from 1964 to 1966. He joined the Edinboro faculty in 1966
as associate professor in the history department and became a full professor
in 1970.
Andrew J. Rusnak
During his career. Dr. Rusnak developed courses in Russian and
East European history, European history, graduate and undergraduate
social science, American government, and methods of teaching secondary
social studies. He taught Russian language courses at the high school and
college level for three years, teaches basic world civilization courses and
developed and still teaches "Immigrant Groups in American Society."
He also developed and presented programs about Russia and
Eastern Europe for secondary schools and originated a course for Project
Enhance called "Russian Language and Culture," which he taught for
several years.
Dr. Rusnak was the founding faculty member of the History Club in
1969 and has served as its advisor or co-advisor for more than 25 years. He
also founded the Tau Nu chapter of Phi Alpha Theta, the international
history honor society, which recently celebrated its silver anniversary.
In 1976 he helped to establish the National History Day
Competition for middle and secondary school students in Pennsylvania. He
served as regional director from 1976 to 1993 and participated on the state
committee of the National History Day local competition. Dr. Rusnak was
chairperson of the history department from 1992 to 1996, and has been a
member of Edinboro's Graduate Council since its founding in the late 1960s.
Dr. Rusnak is a member of the American Association for the
Advancement of Slavic Studies, the American Historical Association, the
Organization of American Historians, and the Immigration History Society.
Among his many honors. Dr. Rusnak received a post-doctoral
fellowship for the Russian Language Workshop at Boston University in
1986.
Dr. Rusnak's wife, Nancy, is a music teacher at Our Lady of Mt.
Carmel School in Erie. He has three daughters, all of whom are Edinboro
graduates. Catherine is a captain in the U.S. Army, Susan is an attorney in
Cleveland, and Natalie recently graduated from Edinboro.

Honorary Doctorate
Master's Degrees
Donald R DiPlacido, former president of the Erie Area Chamber of
Commerce, has been selected to receive the degree Doctor of Public Service
{doctor beneficiorum publicorum, honoris causa) at today's Commencement
ceremony.
From 1983 until 1998, doing business in Erie, Pennsylvania, also
meant doing business with Don DiPlacido. During his 15 years with the
Chamber, Mr. DiPlacido was a leader in northwestern Pennsylvania and the
Commonwealth as a catalyst for private-public cooperation, the application
of "Total Quality Management" principles for business and the community,
the development of Canadian and other international trade, fostering the
application of the current technology, business cooperation for education
reform, business-community outreach, and the encouragement of economic
development.
Donald E DiPlacido
Among his many accomplishments are the development of the
world's first regional Quality Awards based on the Malcolm Baldrige
National Quality Awards, the Erie Excellence Council, the annual North
Coast Quality Conference, the Total Quality Management Institute, the
annual Legislator Appreciation Dinner, the Creating Community program,
the Adopt-a-School and Apple Corps business-education partnership
programs, and a major Internet website, offering the world a wealth of
easily accessible information about the Erie area.

The Ceremonial Mace
The ceremonial mace, a s)nnbol of presidential authority, is carried
at the head of the academic procession by the Grand Marshal, j^chard
Heasley A gift of the Alumni Association, the mace was designed and
executed by Professor Henry Katzwinkel and Dr. Seymour Blinderman,
former chairman of the Art Department. It was first used at the
inauguration of Edinboro State College President Chester T. McNerney, in
1967.
The mace, twenty-seven inches in length, is topped by a sterling
silver sphere studded with circular cabochon rubies, secured by bezels. The
collar of the mace is inlaid with ebony, alternated with silver relief fleur-delis design elements. The cultured pearls mounted in cups encircle the
bottom of the collar symbolizing the thirteen state colleges of Pennsylvania.
The shaft of the mace is composed of Brazilian rosewood sections,
separated by sterling silver rings. The mace is terminated by a cast sterling
silver finial; the five cultured pearls represent the existing curricula. The
rib-like cone form is terminated by a small silver sphere symbolizing the
world.
The metal working processes incorporated in the ceremonial mace
include turning, forging, inlaying, stone setting, and lost wax centrifugal
casting.
The Presidential Medallion
The first presidential medallion was presented to former President
Foster F. Diebold during the May, 1981 commencement ceremonies.
Designed and executed by Professor Henry Katzwinkel, the sterling silver
medallion consists of a three and one-half inch pectoral pendant featuring
on its face the figure of a Gordon Highlander with pipes. To the right of the
piper is the Cross of St. Andrew. To the left is the Cross of England.
Flanking the figure is the date 1857, the opening year of the University, and
garland thistles. In the background are the hills of Scotland, and beneath the
piper is an open book, a symbol of knowledge. On the reverse side is the
sunken crest of the Commonwealth of Pennsylvania.
The pendant descends from a shield containing a triple-towered
castle. The collar of the medallion is comprised of a series of two-inch
shields, alternately bearing three different designs: the meigle, an
interlacing knotwork peculiar to the Pictish school of Celtic art; the Tudor
rose design; and "ESC" in interlocking letters on a background of tabby
weaving. Connecting each of the collar shields is a Cross of St. George,
representing the union of Scotland and England. The entire medallion was
fabricated and cast in the cire perdue (lost wax) process.
Surrounding the silver medallion is a gold crafted circle which
reads "Edinboro University of Pennsylvania." Professor Katzwinkel, now
retired, added this piece to the medallion especially for the Inauguration of
President Frank G. Pogue, and it is now a permanent fixture to the
medallion representing the school's current status as a University.

Academic Vestments
The gown, the cap, and the hood, representing the major
components of the academic dress, are a ceremonial inheritance from
the medieval universities of the eleventh and twelfth centuries, where
dress was the outward sign of privilege and responsibility. The
academic dress worn by those participating in today's academic
processional symbolizes the level of their academic attainment and the
institution they attended.
Gown
Although the gown is more frequently black, certain universities have
authorized the use of colored gowns. The bachelor's and master's gowns
are fashioned from black serge. The yoke for the bachelor's gown is
designed to be worn closed and features long, flowing and pointed
sleeves. The master's gown is designed to be worn open or closed. Its
sleeves are very long with square ends, and the front part has an arc cut
away. The arms protrude through a slit at the elbow. The gown for the
doctor's degree is made of wool, serge, or silk with an open front faced
with wide velvet panels. The sleeves are loose and bell-shaped with
three bars of velvet in black or the color of the discipline in which the
doctorate was obtained.
Hood
The most outstanding feature of the academic dress is the hood. It is
usually worn only for the master's and the doctor's degrees. The doctor's
hood is longer than the master's hood and has distinguished panels. The
college or the university granting the degree is indicated by the color of
the hood lining. The velvet trim of the hood indicates the field in which
the degree was granted.
Cap
The standard cap is the mortarboard, usually the color of the gown. The
tassel is black for the baccalaureate and master's degree and is worn
over the left front quarter of the cap. The tassel for the doctor's
mortarboard is of gold thread. Undergraduates wear the tassel on the
right side of the cap until the moment the degree is conferred by the
president.
Grand Marshal
President Frank G. Pogue
Carrying the ceremonial mace and leading the academic procession
at today's Commencement ceremony is Richard Heasley, professor of
sociology, anthropology and social work. He has been a member of the
Edinboro University faculty for 32 years.
Frank G. Pogue was appointed the 15th president of Edinboro
University of Pennsylvania on July 1,1996.
A sociologist. Dr. Pogue holds a bachelor's degree from Alabama
State University, a master's degree from Atlanta University, and a Ph.D.
from the University of Pittsburgh.
Professor Heasley is known by students and colleagues campus
wide as a dedicated, student-centered professional. According to former
student Ms. Susan Walters Babbitt, "His classroom lectures were scholarly,
organized and always current. He motivated students to become involved.
Our society is highly impersonal, but Professor Heasley was determined to
make life for his students, while in the classroom, warm and friendly." Dr.
Renata Wolynec, a professor in the department of sociology, anthropology
and social work, adds, "As a department chair and colleague, Richard has
been a treasure! His fairness, dedication, discipline and humanity set the
highest standard for all of us."
Prior to his presidency at Edinboro University, Dr. Pogue was the
vice chancellor for student affairs and special programs at the State
University of New York (SUNY) Central Administration in Albany, serving
in that position for 10 years. While vice chancellor, he also served for one
year as interim president at the SUNY College at Cobleskill. Prior to his
assignment in the SUNY Central Administration, President Pogue was vice
president for student affairs, associate vice president for research and
educational development, dean of undergraduate studies, and a department
chairperson, all at SUNY Albany.
Dr. Pogue participates in national, regional and statewide leadership
groups. Since 1984, he has served on the Commission on Higher Education
of the Middle States Association of Colleges and Schools and is a former vice chair and member of its Executive
Committee and currently chair of its Task Force on Equity and Diversity. He was also recently appointed
chairperson of their Advisory Committee on Institutional Financial Resources, which will advise the Commission
on the relationship of financial resources to institutional accreditation. In addition. Dr. Pogue serves as a member of
the American Council on Education Commission on Government and Public Affairs which advises the Division of
Governmental Relations on the broad range of issues in which congressional and executive branch actions affect
colleges and universities. He is also a member of the College Board National Forum Committee. Last year. Dr.
Pogue was appointed to the Executive Committee of the Commission on the Rural Agenda of the American
Association of State Colleges and Universities.
Richard Heasley
Mr. John Egers, a criminal justice major at Edinboro University, says
that Professor Heasley's greatest strength is his desire to fully involve
students in the teaching and learning process. "Through student
involvement in semester research projects. Professor Heasley allows the
entire class to learn outside of books and lectures and, in turn, bring their
research to the conscience of the students ... he is always open to the
comments and experiences of his students and integrates them within his
teachings."
Richard and his wife, Patricia, who is a 1962 Edinboro graduate and
an Edinboro University Trustee, are the parents of Richard II, a 1991
Edinboro graduate, and Andrea Heasley Loeffler who earned her bachelor's
degree from Edinboro in 1992 and will receive her master's at today's
ceremony. They have one grandchild.
In October 1996, President Pogue was appointed by Pennsylvania Governor Tom Ridge to the Governor's
Commission on Academic Standards. The bipartisan panel of legislators, business and corporate leaders and
educators was given the task of gathering from citizens across the Commonwealth - particularly parents and
community and business leaders - ideas and proposals for new academic standards and then recommending them
to the Governor for approval.
Locally, Dr. Pogue serves on the boards of directors for the Erie Conference on Community Development,
the United Way of Erie County, Congressman Phil English's High-Tech Advisory Task Force, State Representative
Tracy Seyfert's Education Local Advisory Committee, the Erie County Fiscal Management Task Force, the French
Creek Council of the Boy Scouts of America, the Martin Luther King Center Scholarship Committee, and the
Greater Erie County Chapter of the American Red Cross, for which he served as their 1997 capital campaign
chairman. He has also been appointed to the Board of Corporators for both the Hamot Health Foundation and the
St. Vincent Health Center.
Since becoming president. Dr. Pogue has created the concept and philosophy of the Edinboro Family, a
learner-centered environment where students come first and are an integral part of a caring and supportive campus
community.

Honorary Doctorate
It's a beautiful day in the neighborhood at Edinboro University of
Pennsylvania. Today, Edinboro will present an honorary doctorate to Fred
McFeely Rogers - the creator and host of the PBS program "Mister Rogers'
Neighborhood." For the past 30 years, Mr. Rogers has been bringing his 30minute "visits" to children of all ages on PBS from his studio at Family
Communications, Inc., located in the Oakland section of Pittsburgh.
In naming him "Pittsburgher of the Year," in its January issue,
Pittsburgh magazine said his show is seen by six million people a week. "It
is a favorite now of three generations, with parents, even grandparents,
humming along with its trademark song....
Fred McFeely Rogers
"In a career spanning five decades, Fred Rogers has taught and
unleashed the imaginations of his country's youth by bringing them to the
safe haven that is his neighborhood .... To Fred Rogers, every person is
special. No matter who you are, there is something that you have to offer to
the world. It's a message he received in his youth and that is at the basis of
everything he has worked a lifetime to achieve."

Within the past year TV Guide named him one of television's 50 all-time most important persons, and the
National Academy of Television Arts and Sciences presented Mr. Rogers with a Lifetime Achievement Award at the
Daytime Emmys held at Radio City Music Hall.
Homer Mershon, Foreign Languages
Mr. Rogers was born on March 20,1928, in Latrobe, Pennsylvania, the same town that brought us the
banana split and Arnold Palmer. (Palmer's father taught both of them to play golf.) As a child, his somewhat overprotective mother seldom let him play outside. His world became his room where he played with puppets and
created music - two things he is still doing decades later. After graduating from Latrobe High School, Mr. Rogers
attended Dartmouth College for a couple of years before going to Rollins College in Florida where he graduated in
1951 with a degree in music composition. His intention was to go to the Pittsburgh Theological Seminary until he
saw his first television. His religious career would have to wait - he answered the call of television instead.
Retirees
He went to New York and landed a job with NBC where he worked on The Voice of Firestone, the Lucky
Strike Hit Parade, The Kate Smith Hour, and the NBC Opera Theatre. A year later he married Joanne Byrd, a
talented concert pianist and fellow Rollins graduate. In 1953 he returned to Pittsburgh at the request of WQED to
work as producer, musician and puppeteer with host Josie Carey on a live daily program called The Children's
Corner.
He eventually enrolled in the seminary and was ordained a Presbyterian minister in 1962. He studied child
development at the University of Pittsburgh and then went to Toronto for one year where he created a 15-minute
children's series called Misterogers for the CBC. He returned to Pittsburgh and WQED in 1966 to develop Mister
Rogers' Neighborhood. In February of 1968, the show aired nationally on PBS and is the longest-running program
on that network.
Mr. Rogers has received virtually every major award in television, and dozens of others from specialinterest groups in education, commimications and early childhood. He has two George Foster Peabody Awards and
a lifetime achievement award from the TV Critics Association. One of his famous cardigan sweaters is on display in
the Smithsonian, and in 1994 the Historical Society of Western Pennsylvania bestowed on him its History Maker
Award.

The Ceremonial Mace
The ceremonial mace, a symbol of presidential authority, is carried
at the head of the academic procession by the Grand Marshal, Andrew J.
Rusnak. A gift of the Alumni Association, the mace was designed and
executed by Professor Henry Katzwinkel and Dr. Seymour Blinderman,
former chairman of the Art Department. It was first used at the
inauguration of Edinboro State College President Chester T. McNemey, in
1967.
The mace, twenty-seven inches in length, is topped by a sterling
silver sphere studded with circular cabochon rubies, secured by bezels. The
collar of the mace is inlaid with ebony, alternated with silver relief fleur-delis design elements. The cultured pearls mounted in cups encircle the
bottom of the collar symbolizing the thirteen state colleges of Pennsylvania.
The shaft of the mace is composed of Brazilian rosewood sections,
separated by sterling silver rings. The mace is terminated by a cast sterling
silver finial; the five cultured pearls represent the existing curricula. The
rib-like cone form is terminated by a small silver sphere symbolizing the
world.
Academic Vestments
Gown
Although the gown is more frequently black, certain universities have
authorized the use of colored gowns. The bachelor's and master's gowns
are fashioned from black serge. The yoke for the bachelor's gown is
designed to be worn closed and features long, flowing and pointed
sleeves. The master's gown is designed to be worn open or closed. Its
sleeves are very long with square ends, and the front part has an arc cut
away. The arms protrude through a slit at the elbow. The gown for the
doctor's degree is made of wool, serge, or silk with an open front faced
with wide velvet panels. The sleeves are loose and bell-shaped with
three bars of velvet in black or the color of the discipline in which the
doctorate was obtained.

The metal working processes incorporated in the ceremonial mace
include turning, forging, inlaying, stone setting, and lost wax centrifugal
casting.
The Presidential Medallion
The first presidential medallion was presented to former President
Foster F. Diebold during the May, 1981 commencement ceremonies.
Designed and executed by Professor Henry Katzwinkel, the sterling silver
medallion consists of a three and one-half inch pectoral pendant featuring
on its face the figure of a Gordon Highlander with pipes. To the right of the
piper is the Cross of St. Andrew. To the left is the Cross of England.
Flanking the figure is the date 1857, the opening year of the University, and
garland thistles. In the backgroimd are the hills of Scotland, and beneath the
piper is an open book, a symbol of knowledge. On the reverse side is the
sunken crest of the Commonwealth of Permsylvania.
Hood
The most outstanding feature of the academic dress is the hood. It is
usually worn only for the master's and the doctor's degrees. The doctor's
hood is longer than the master's hood and has distinguished panels. The
college or the university granting the degree is indicated by the color of
the hood lining. The velvet trim of the hood indicates the field in which
the degree was granted.
The pendant descends from a shield containing a triple-towered
castle. The collar of the medallion is comprised of a series of two-inch
shields, alternately bearing three different designs: the meigle, an
interlacing knotwork peculiar to the Pictish school of Celtic art; the Tudor
rose design; and "ESC" in interlocking letters on a background of tabby
weaving. Connecting each of the collar shields is a Cross of St. George,
representing the union of Scotland and England. The entire medallion was
fabricated and cast in the cire perdue (lost wax) process.
Cap
The standard cap is the mortarboard, usually the color of the gown. The
tassel is black for the baccalaureate and master's degree and is worn
over the left front quarter of the cap. The tassel for the doctor's
mortarboard is of gold thread. Undergraduates wear the tassel on the
right side of the cap until the moment the degree is conferred by the
president.
Surrounding the silver medallion is a gold crafted circle which
reads "Edinboro University of Pennsylvania." Professor Katzwinkel, now
retired, added this piece to the medallion especially for the Inauguration of
President Frank G. Pogue, and it is now a permanent fixture to the
medallion representing the school's current status as a University.

The gown, the cap, and the hood, representing the major
components of the academic dress, are a ceremonial inheritance from
the medieval universities of the eleventh and twelfth centuries, where
dress was the outward sign of privilege and responsibility. The
academic dress worn by those participating in today's academic
processional symbolizes the level of their academic attainment and the
institution they attended.

President Frank G. Pogue
Grand Marshal
Frank G. Pogue was appointed the 15th president of Edinboro
University of Pennsylvania on July 1, 1996.
Carrying the ceremonial mace and leading the academic procession
at today's Commencement ceremony is Dr. Andrew J. Rusnak, professor of
history. He has served on the Edinboro University faculty for the past 32

State University, a master's degree from Atlanta University, and a Ph.D.
from the University of Pittsburgh.

Dr. Rusnak received the bachelor of arts degree in history from
Indiana University in 1957 and an M.A. degree in Slavic studies from
Indiana in 1958. He earned his Ph.D. at Ball State University in 1970.
Prior to his presidency at Edinboro University, Dr. Pogue was the
vice chancellor for student affairs and special programs at the State
University of New York (SUNY) Central Administration in Albany, serving
in that position for 10 years. While vice chancellor, he also served for one
year as interim president at the SUNY College at Cobleskill. Prior to his
assignment in the SUNY Central Administration, President Pogue was vice
president for student affairs, associate vice president for research and
educational development, dean of undergraduate studies, and a department
chairperson, all at SUNY Albany.
Dr. Frank G. Pogue
p)j-. Pogue participates in national, regional and statewide leadership
groups. Since 1984, he has served on the Commission on Higher Education
of the Middle States Association of Colleges and Schools and is a former vice chair and member of its Executive
Committee and currently chair of its Task Force on Equity and Diversity. He was appointed chairperson of their
Advisory Committee on Institutional Financial Resources, which advised the Commission on the relationship of
financial resources to institutional accreditation. In addition. Dr. Pogue serves as a member of the American Council
on Education Commission on Government and Public Affairs which advises the Division of Governmental
Relations on the broad range of issues in which congressional and executive branch actions affect colleges and
universities. He was also a member of the 1998 College Board National Forum Committee. Last year. Dr. Pogue was
appointed to the Executive Committee of the Commission on the Rural Agenda of the American Association of
State Colleges and Universities.
Locally, Dr. Pogue serves on the boards of directors for the Erie Conference on Community Development,
the United Way of Erie County, Congressman Phil English's High-Tech Advisory Task Force, the Erie County Fiscal
Management Task Force, the French Creek Council of the Boy Scouts of America, the Martin Luther King Center
Scholarship Committee, and the Greater Erie County Chapter of the American Red Cross, for which he served as
their 1997 capital campaign chairman. Currently, he is serving as the chairperson of the Leadership Gifts Division of
the 1998-99 Presque Isle Partnership Endowment Campaign. In October 1996, President Pogue was appointed by
Pennsylvania Governor Tom Ridge to the Governor's Commission on Academic Standards. He has also been
appointed to the Board of Corporators for both the Hamot Health Foundation and the St. Vincent Health Center.
Dr. Pogue was pleased to teach a course titled "Special Topics in Sociology" for the Department of
Sociology, Anthropology and Social Work during the 1998 fall semester. He was excited to, once again, work in a
classroom environment.
Since becoming president. Dr. Pogue has created the concept and philosophy of the Edinboro Family, a
learner-centered environment where students come first and are an integral part of a caring and supportive campus
community.
Following service in the U.S. Army, Dr. Rusnak began his career as a
high school social studies teacher in College Park, Georgia, in 1959, and
taught in Hammond, Indiana, from 1960 to 1963. He was a doctoral student
at Indiana University for one year before becoming a doctoral teaching
fellow at Ball State from 1964 to 1966. He joined the Edinboro faculty in 1966
as associate professor in the history department and became a full professor
in 1970.
Andrew J. Rusnak
During his career. Dr. Rusnak developed courses in Russian and
East European history, European history, graduate and undergraduate
social science, American government, and methods of teaching secondary
social studies. He taught Russian language courses at the high school and
college level for three years, teaches basic world civilization courses and
developed and still teaches "Immigrant Groups in American Society."
He also developed and presented programs about Russia and
Eastern Europe for secondary schools and originated a course for Project
Enhance called "Russian Language and Culture," which he taught for
several years.
Dr. Rusnak was the founding faculty member of the History Club in
1969 and has served as its advisor or co-advisor for more than 25 years. He
also founded the Tau Nu chapter of Phi Alpha Theta, the international
history honor society, which recently celebrated its silver anniversary.
In 1976 he helped to establish the National History Day
Competition for middle and secondary school students in Pennsylvania. He
served as regional director from 1976 to 1993 and participated on the state
committee of the National History Day local competition. Dr. Rusnak was
chairperson of the history department from 1992 to 1996, and has been a
member of Edinboro's Graduate Council since its founding in the late 1960s.
Dr. Rusnak is a member of the American Association for the
Advancement of Slavic Studies, the American Historical Association, the
Organization of American Historians, and the Immigration History Society.
Among his many honors. Dr. Rusnak received a post-doctoral
fellowship for the Russian Language Workshop at Boston University in
1986.
Dr. Rusnak's wife, Nancy, is a music teacher at Our Lady of Mt.
Carmel School in Erie. He has three daughters, all of whom are Edinboro
graduates. Catherine is a captain in the U.S. Army, Susan is an attorney in
Cleveland, and Natalie recently graduated from Edinboro.

Honorary Doctorate
Master's Degrees
Donald R DiPlacido, former president of the Erie Area Chamber of
Commerce, has been selected to receive the degree Doctor of Public Service
{doctor beneficiorum publicorum, honoris causa) at today's Commencement
ceremony.
From 1983 until 1998, doing business in Erie, Pennsylvania, also
meant doing business with Don DiPlacido. During his 15 years with the
Chamber, Mr. DiPlacido was a leader in northwestern Pennsylvania and the
Commonwealth as a catalyst for private-public cooperation, the application
of "Total Quality Management" principles for business and the community,
the development of Canadian and other international trade, fostering the
application of the current technology, business cooperation for education
reform, business-community outreach, and the encouragement of economic
development.
Donald E DiPlacido
Among his many accomplishments are the development of the
world's first regional Quality Awards based on the Malcolm Baldrige
National Quality Awards, the Erie Excellence Council, the annual North
Coast Quality Conference, the Total Quality Management Institute, the
annual Legislator Appreciation Dinner, the Creating Community program,
the Adopt-a-School and Apple Corps business-education partnership
programs, and a major Internet website, offering the world a wealth of
easily accessible information about the Erie area.

A native of Erie, Mr. DiPlacido attended Sacred Heart Parochial
School, Strong Vincent High School and Gannon University and serves

health care, education and training, arts and culture, and community
service.
