THE PRESIDENTIAL MEDALLION

Gold Stoles

Summa Cum Loude

The first presidential medallion was presented to
former President Foster F. Diebold during the May,
1981 commencement ceremonies. Designed and
executed by Professor Henry Katzwinkel, the sterling
silver medallion consists of a three and one-half
inch pectoral pendant featuring on its face the
figure of a Gordon Highlander with pipes. To the
right of the piper is the Cross of St. Andrew. To the
left is the Cross of England. Flanking the figure is the
date 1857, the opening year of the University, and
garland thistles. In the background are the hills of
Scotland, and beneath the piper is an open book,
a symbol of knowledge. On the reverse side is the
sunken crest of the Commonwealth of
Pennsylvania.

shields, alternately bearing three different designs:
the meigle, an interlacing knotwork peculiar to the
Pictish school of Celtic art; the Tudor rose design;
and "ESC" in interlocking letters on a background of
tabby weaving. Connecting each of the collar
shields is a Cross of St. George, representing the
union of Scotland and England. The entire
medallion was fabricated and cast in the cire
perdue (lost wax) process.
Surrounding the silver medallion is a gold
crafted circle which reads "Edinboro University of
Pennsylvania." Professor Katzwinkel, now retired,
added this piece to the medallion especially for the
Inauguration of President Frank G. Pogue, and it is
now a permanent fixture to the medallion
representing the school's current status as a
University.

The pendant descends from a shield
containing a triple-towered castle. The collar of the
medallion is comprised of a series of two-inch

CEREMONIAL MACE
The ceremonial mace, a symbol of presidential
authority, is carried at the head of the academic
procession by the Grand Marshal, Richard Forcucci. A
gift of the Alumni Association, the mace was designed
and executed by Professor Henry Katzwinkel and Dr.
Seymour Blinderman, former chairman of the Art
Department, it was first used at the inauguration of
Edinboro State Coliege President Chester T. McNerney,
in 1967.
The mace, twenty-seven inches in iength, is
topped by a sterling silver sphere studded with circuiar
cabochon rubies, secured by bezeis. The coiiar of the
mace is iniaid with ebony, alternated with silver relief
fleur-de-lis design elements. The cultured pearls
mounted in cups encircle the bottom of the collar
symbolizing the thirteen state colleges of Pennsylvania.
The shaft of the mace is composed of Brazilian
rosewood sections, separated by sterling silver rings.
The mace is terminated by a cast sterling silver finial;
the five cultured pearls represent the existing curricula.
The rib-like cone form is terminated by a small silver
sphere symbolizing the world.
The metal working processes incorporated in
the ceremonial mace include turning, forging, inlaying,
stone setting, and lost wax centrifugal casting.

ACADEMIC VESTMENTS
bars of velvet in black or the color of the discipline
in which the doctorate was obtained.

The gown, the cap, and the hood, representing the
major components of the academic dress, are a
ceremonial inheritance from the medieval
universities of the eleventh and twelfth centuries,
where dress was the outward sign of privilege and
responsibility. The academic dress worn by those
participating in today's academic processional
symbolizes the level of their academic attainment
and the institution they attended.

HOOD
The most outstanding feature of the academic
dress is the hood. It is usually worn only for the
master's and the doctor's degrees. The doctor's
hood is longer than the master's hood and has
distinguished panels. The college or the university
granting the degree is indicated by the color of the
hood lining. The velvet trim of the hood indicates
the field in which the degree was granted.

GOWN
Although the gown is more frequently black, certain
universities have authorized the use of colored
gowns. The bachelor's and master's gowns are
fashioned from black serge. The yoke for the
bachelor's gown is designed to be worn closed and
features long, flowing and pointed sleeves. The
master's gown is designed to be worn open or
closed. Its sleeves are very long with square ends,
and the front part has an arc cut away. The arms
protrude through a slit at the elbow. The gown for
the doctor's degree is made of wool, serge, or silk
with an open front faced with wide velvet panels.
The sleeves are loose and bell-shaped with three

CAP
The standard cap is the mortarboard, usually the
color of the gown. The tassel is black for the
baccalaureate and master's degree and is worn
over the left front quarter of the cap. The tassel for
the doctor's mortarboard is of gold thread.
Undergraduates wear the tassel on the right side of
the cap until the moment the degree is conferred
by the president.

GRAND MARSHAL

PRESIDENT FRANK G. POGUE

Frank G. Pogue was appointed the 15th president
of Edinboro University of Pennsylvania on July 1,
1996.

Locally, Dr. Pogue serves on the boards of
directors for the Erie Conference on Community
Development, the United Way of Erie County,
Congressman Phil English's High-Tech Advisory Task
Force, the Erie County Fiscal Management Task
Force, the City of Erie Y2K Task Force, the French
Creek Council of the Boy Scouts of America, the
Martin Luther King Center Scholarship Committee,
and the Greater Erie County Chapter of the
American Red Cross, for which he served as their
1997 capital campaign chairman. Currently, he is
serving as a board member of the Presque Isle
Partnership and chairperson of the Leadership Gifts
Division of the 1998-99 Presque Isle Partnership
Endowment Campaign. In October 1996, President
Pogue was appointed by Pennsylvania Governor
Tom Ridge to the Governor's Commission on
Academic Standards. He has also been appointed
to the Board of Corporators for both the Hamot
Health Foundation and the St. Vincent Health
Center.

A sociologist. Dr. Pogue holds a bachelor's
degree from Alabama State University, a master's
degree from Atlanta University, and a Ph.D. from
the University of Pittsburgh.
Prior to his presidency at Edinboro
University, Dr. Pogue was the vice chancellor for
student affairs and special programs at the State
University of New York (SUNY) Central Administration
in Albany, serving in that position for 10 years. While
vice chancellor, he also served for one year as
interim president at the SUNY College at Cobleskill.
Prior to his assignment in the SUNY Central
Administration, President Pogue was vice president
for student affairs, associate vice president for
research and educational development, dean of
undergraduate studies, and a department
chairperson, all at SUNY Albany.

Dr. Pogue was pleased to teach a course
titled "Special Topics in Sociology" for the
Department of Sociology, Anthropology and Social
Work during the 1998 fall semester. He was excited
to, once again, work in a classroom environment.

Dr. Pogue participates in national, regional
and statewide leadership groups. Since 1984, he
has served on the Commission on Higher Education
of the Middle States Association of Colleges and
Schools and is a former vice chair and member of
its Executive Committee and currently chair of its
Task Force on Equity and Diversity. He was
appointed chairperson of their Advisory Committee
on Institutional Financial Resources, which advised
the Commission on the relationship of financial
resources to institutional accreditation. In addition.
Dr. Pogue serves as a member of the American
Council on Education Commission on Government
and Public Affairs which advises the Division of
Governmental Relations on the broad range of
issues in which congressional and executive branch
actions affect colleges and universities. He was also
a member of the 1998 College Board National
Forum Committee. Dr. Pogue serves as a member
of the Task Force on Teacher Education of the
American Association of State Colleges and
Universities (AASCU), as well as a member of the
AASCU Executive Committee of the Commission on
the Rural Agenda.

Since becoming president. Dr. Pogue has
created the concept and philosophy of the
Edinboro Family, a learner-centered environment
where students come first and are an integral part
of a caring and supportive campus community.

Active in the community. Dr. Forcucci is
currently a councilman for the Borough of Edinboro,
volunteer clinical consultant for the NW Pa. Cleft
Palate Institute, and a reviewer for the U.S.
Department of Education's Discretionary Grant
Projects. He has been a member of the board of
directors for the NW Pa. Cleft Palate Institute, the
Pa. State Easter Seal Society, and the Erie County
Crippled Children's Society; a consultant to the
department of physical medicine, speechlanguage pathology at Hamot Medical Center;
and a member of the Edinboro Planning and
Zoning Committee and the Edinboro Lake
Restoration Committee.

Carrying the ceremonial mace and leading the
academic procession at today's Commencement
ceremony is Dr. Richard A. Forcucci, professor of
speech and hearing disorders in the Department of
Speech and Communication Studies. He has been
a member of the Edinboro faculty for the past 27
years.
Dr. Forcucci earned a bachelor's degree
from Edinboro in secondary English/public speaking
and speech and hearing disorders in 1964. He
received a master's and a doctorate in speechlanguage pathology from the University of Illinois in
1966 and 1972 respectively.
Following graduation. Dr. Forcucci served
as a speech and hearing pathologist for the Clark
County School District in Las Vegas for one year,
before joining the staff of the University of Illinois as
a speech and hearing consultant. During his tenure
at Edinboro, he has served as coordinator of the
graduate program in speech-language pathology
(1974-1976 and 1979-1993), chairman of the
Department of Special Education from 1974 to
1978, and chairman of the Department of Speech
and Communication Studies from 1984 to 1993.
Since 1993, Dr. Forcucci has served as clinical
director of the Northwestern Pa. Cleft Palate
Institute.

Dr. Forcucci is a member of the American
Cleft Palate Craniofacial Association, the
Pennsylvania Federation of Cleft Palate Clinics, the
American Speech-Language-Hearing Association,
the International Fluency Association, the National
Stuttering Project, and the Pennsylvania Speech
and Hearing Association. He has received
numerous grants from the Malcolm Fraser
Foundation, the Hamot 2nd Century Foundation,
and the Erie Community Foundation. He produced
video tapes for the NW Pa. Cleft Palate Institute and
Edinboro University's Leader Clinic, established
University Student Training Opportunities at the NW
Pa. Cleft Palate Institute, and developed and
implemented the Edinboro University/General
McLane School District Cooperative SLP programs.

Among Dr. Forcucci's many honors are the
"Brace for Ace" Award given by the Pa. Easter Seal
Society for outstanding volunteer service to
crippled children. Little League "Man of the Year,"
Distinguished Alumni Award from Edinboro
University, induction into the Edinboro Athletic Hall
of Fame, National CASE Professor of the Year, and a
named scholarship funded by one of his former
students in recognition of his devotion to students.
In 1995, Dr. Forcucci was selected to be the
recipient of the Honors of the National Student
Speech-Language-Hearing Association. The highest
award bestowed by the NSSLHA, it was presented in
recognition of his "consistent support, professional
training, and leadership of students."

Yvonne S. Thornton, M.D.,
has been selected
to receive the degree Doctor of Public Service
(doctor benefidorum publicorum, honoris causa)
at today's Commencennent ceremony.
Dr. Thornton serves as director of the
Perinatal Diagnostic Testing Center at Morristown
Memoriai Hospital in New Jersey. She hoids a faculty
appointment as clinical professor of obstetrics and
gynecology at the University of Medicine and
Dentistry of New Jersey. As senior perinatoiogist in
the department of obstetrics and gynecology at
the New York Hospital-Cornell Medical Center, Dr.
Thornton established and deveioped the program
for a new form of eariy prenatal diagnostic testing
known as CVS. She was one of the originai
American investigators of the program whose
resuits were reiied upon by the FDA prior to its
granting approvai.
After graduating with honors from
Monmouth Coilege (New Jersey), Dr. Thornton
received her M.D. degree with honors from
Columbia University Coiiege of Physicians and
Surgeons. She was the first American woman to be
accepted into the OB/GYN residency program at
The Roosevelt Hospital in New York City. She then
completed a two-year post-doctoral fellowship in
Maternal-Fetal Medicine at The Sloane Hospital for
Women and The Babies Hospital at ColumbiaPresbyterlan Medical Center.

winning, Pulitzer Prize-nominated tribute to her
parents. The book was adapted into a World
Premiere Movie (nominated for several awards),
condensed in Reader's Digest, and named by the
American Library Association as one of the 1996
Best Books for Young Adults. In 1997, Dr. Thornton
authored two other books: a medical textbook
titled Primary Care for the Obstetrician and
Gynecoiogist, and a woman's health book.
Woman to Woman.

Ronaid Baker
Mathematics and Computer Science

A double Board-certified physician. Dr.
Thornton is a member of the Society for MgternalFetal Medicine, Association of Women Surgeons, a
life member of the New York Academy of Medicine,
and a fellow of the American College of
Obstetricians and Gynecologists and the American
College of Surgeons. Her biography is listed in Who's
Who in America and Who's Who in the Worid. Dr.
Thornton was the first black woman in the United
States to be Board-certified in high-risk obstetrics
and to be accepted into the New York Obstetrical
Society.

Chuen T Chow, Geosciences

Dr. Thornton and her husband, an
orthopedic surgeon, have been married for 25
years. She is the mother of two children: a son who
is a pre-med junior at Harvard, and a daughter who
is a pre-med freshman at Stanford University.

THE PRESIDENTIAL MEDALLION
The first presidential medallion was presented
to former President Foster F. Diebold during the
May, 1981 commencement ceremonies. Designed
and executed by Professor Henry Katzwinkel, the
sterling silver medallion consists of a three and
one-half inch pectoral pendant featuring on its face
the figure of a Gordon Highlander with pipes. To
the right of the piper is the Cross of St. Andrew. To
the left is the Cross of England. Flanking the figure
is the date 1857, the opening year of the University,
and garland thistles. In the background are the
hills of Scotland, and beneath the piper is an open
book, a symbol of knowledge. On the reverse side
is the sunken crest of the Commonwealth of
Pennsylvania.

shields, alternately bearing three different designs:
the meigle, an interlacing knotwork peculiar to the
Pictish school of Celtic art; the Tudor rose design;
and "ESC" in interlocking letters on a background
of tabby weaving. Connecting each of the collar
shields is a Cross of St. George, representing the
union of Scotland and England. The entire
medallion was fabricated and cast in the cire
perdue (lost wax) process.
Surrounding the silver medallion is a gold
crafted circle which reads "Edinboro University of
Pennsylvania." Professor Katzwinkel, now retired,
added this piece to the medallion especially for the
Inauguration of President Frank G. Pogue in 1997,
and it is now a permanent fixture to the medallion
representing the school's current status as a
University.

The pendant descends from a shield
containing a triple-towered castle. The collar of the
medallion is comprised of a series of two-inch

ACADEMIC VESTMENTS
The gown, the cap, and the hood, representing
the major components of the academic dress, are a
ceremonial inheritance from the medieval
universities of the eleventh and twelfth centuries,
where dress was the outward sign of privilege and
responsibility. The academic dress worn by those
participating in today's academic processional
symbolizes the level of their academic attainment
and the institution they attended.

in which the doctorate was obtained.
HOOD
The most outstanding feature of the academic
dress is the hood. It is usually worn only for the
master's and the doctor's degrees. The doctor's
hood is longer than the master's hood and has
distinguished panels. The college or the university
granting the degree is indicated by the color of the
hood lining. The velvet trim of the hood indicates
the field in which the degree was granted.

GOWN
Although the gown is more frequently black,
certain universities have authorized the use of
colored gowns. The bachelor's and master's gowns
are fashioned from black serge. The yoke for the
bachelor's gown is designed to be worn closed and
features long, flowing and pointed sleeves. The
master's gown is designed to be worn open or
closed. Its sleeves are very long with square ends,
and the front part has an arc cut away. The arms
protrude through a slit at the elbow. The gown for
the doctor's degree is made of wool, serge, or silk
with an open front faced with wide velvet panels.
The sleeves are loose and bell-shaped with three

CAP
The standard cap is the mortarboard, usually
the color of the gown. The tassel is black for the
baccalaureate and master's degree and is worn
over the left front quarter of the cap. The tassel for
the doctor's mortarboard is of gold thread.
Undergraduates wear the tassel on the right side of
the cap until the moment the degree is conferred
by the president.

PRESIDENT FRANK G. POGUE
Frank G. Pogue was appointed the 15th
president of Edinboro University of Pennsylvania
on July 1,1996.
A sociologist. Dr. Pogue holds a bachelor's
degree from Alabama State University, a master's
degree from Atlanta University, and a Ph.D. from
the University of Pittsburgh.
Prior to his presidency at Edinboro
University, Dr. Pogue was the vice chancellor for
student affairs and special programs at the State
University of New York (SUNY) Central
Administration in Albany, serving in that position
for 10 years. While vice chancellor, he also served
for one year as interim president at the SUNY
College at Cobleskill. Prior to his assignment in
the SUNY Central Administration, President
Pogue was vice president for student affairs,
associate vice president for research and
educational development, dean of undergraduate
studies, and a department chairperson, all at
SUNY Albany.
Dr. Pogue participates in national, regional
and statewide leadership groups. Since 1984, he
has served on the Commission on Higher
Education of the Middle States Association of
Colleges and Schools, is a former vice chair and
member of its Executive Committee, and
currently chairs its Task Force on Equity and
Diversity. He was appointed chairperson of the
Middle States Advisory Committee on
Institutional Financial Resources, which advised
the Commission on the relationship of financial
resources to institutional accreditation. In
addition. Dr. Pogue serves as a member of the
American Council on Education Commission on
Government and Public Affairs which advises the
Division of Governmental Relations on the broad
range of issues in which congressional and
executive branch actions affect colleges and
universities. Dr. Pogue serves as a member of the
American Association of State Colleges and
Universities (AASCU) Task Force on Teacher
Education, as vice chair of the AASCU Executive
Committee for the Commission on the Rural
Agenda, and as a member of the Peimsylvania
Association of Colleges and Universities (PACU)
Board of Directors.
Locally, Dr. Pogue serves on the boards of
directors for the Erie Conference on Community

Development, the United Way of Erie County, the
French Creek Council Boy Scouts of America, the
Presque Isle Partnership (chairperson of the
Leadership Gifts Division of the 1998-1999
Endowment Campaign), and the Greater Erie
County Chapter of the American Red Cross, for
which he served as their 1997 capital campaign
chairman. He also serves as a member of
Congressman Phil English's High-Tech Advisory
Task Force, the Erie County Fiscal Management
Task Force, the City of Erie Y2K Task Force, and
the Martin Luther King Center Scholarship
Committee. In October 1996, President Pogue was
appointed by Pennsylvania Governor Tom Ridge
to the Governor's Commission on Academic
Standards. He has also been appointed to the
Board of Corporators for both the Hamot Health
Foundation and the St. Vincent Health Center. Dr.
Pogue was recently named chairperson of the
Erie City and County Millennium Commission
entitled "Together 2000."
Dr. Pogue has shared his experiences and
expertise in the Edinboro University classroom
setting via guest lecturer presentations. He has
also taught the course titled Special Topics in
Sociology for the Department of Sociology,
Anthropology and Social Work. He continues to
enjoy working in the classroom environment.
Since becoming president. Dr. Pogue has
created the concept and philosophy of the
Edinboro Family, a learner-centered environment
where students come first and are an integral part
of a caring and supportive campus community.

GRAND MARSHAL
Ms. Atkinson has participated in numerous
professional conferences, including
the
Children's Literature Conference held at
Edinboro University, the Association for
Childhood Education International, the National
Association of Laboratory Schools, the Early
Childhood Education Conference, and the
International Reading Association's 25th Annual
Convention.
Within
the
northwestern
Pennsylvania community, she has offered
workshops and presentations at Edinboro
University's Academic Festival; the School
District of the City of Erie; Northwestern School
District; Conneaut, Ohio, pre-school inservice;
Harborcreek School District; and the Northwest
Tri-County Intermediate Unit #5.

Carrying the Ceremonial Mace and leading
the
academic
procession
at
today's
Commencement ceremony is Ruthanne S.
Atkinson, professor of elementary education.
Ms. Atkinson joined the Edinboro faculty as
instructor in the Department of Elementary
Education in 1969. She was promoted to assistant
professor in 1972, associate professor in 1988, and
full professor in 1995. Prior to coming to Edinboro
she taught third grade in the Kent City Schools,
Kent, Ohio, and fourth grade in the Spring-Ford
School District in Royersford, Pa.
A graduate of Grove City College, Ms.
Atkinson earned her bachelor of arts in
elementary education in 1966. She received her
master's from Kent State University in 1969, and
completed additional coursework at Allegheny
College, Edinboro University of Pennsylvania,
and Indiana University of Pennsylvania. In
addition, she earned certification as an
elementary principal in 1985 and elementary
supervisor in 1987.

Ms. Atkinson served as co-director of the
"Arts Infusion Service Learning Project," funded
by a two-year grant from General Electric
Company, and jointly sponsored by the Erie Area
Fund for the Arts and Edinboro University. An
American Heart Association volunteer and a
member of the Arts in Education Committee of
the Erie Area Fund for the Arts, she has
participated in the Erie Summer Festival of the
Arts and the Erie Philharmonic Chorus.

While teaching a variety of elementary
education classes at Edinboro, Ms. Atkinson has
also served in various roles, including co-director
of the Center for Excellence in Teaching, director
of the Miller Research Learning Center, and
teacher in the Miller Laboratory School.
Since 1998, Ms. Atkinson has served as a
Head Start Program Reviewer for the U.S.
Department of Health and Human Services. She
was co-director of the 11th Annual Early
Childhood Education Conference, advisor to
Kappa Delta Pi (Eta Iota chapter), and advisor to
Edinboro's Elementary Education Club for eight
years.

HONORARY DOCTORATE
Prior to his appointment as superintendent.
Dr. Barker served in a number of positions in the
School District of the City of Erie, including
assistant superintendent and director of pupil
personnel services (1991-93), administrative
assistant to the superintendent/director of pupil
personnel services (1989-91), director of pupil
personnel services (1987-89), and supervisor of
special education/school psychologist (1982-87).

Dr. James E. Barker has been selected to
receive the degree Doctor of Public Service (doctor
beneficiorum publicorum, honoris causa) at today's
Commencement ceremony.
Dr. Barker has served as superintendent of
schools for the School District of the City of Erie
since 1993. During that time, he initiated a
number of outstanding programs in the School
District, including Redesigning for Success, a
comprehensive
revision
of
curriculum,
professional development and programs within
the Erie Public Schools; the Academic Sports
League; in-class technology integration in 20
schools in the District; an elementary foreign
language program in grades K-8; multicultural
education and sensitivity training; and the
Student-to-Student Mentoring Program which
was recognized by President Bush as a "Point of
Light."

Superintendent Barker has spoken at many
state and national conventions. Most recently, he
was chosen as the keynote speaker at the
International Conference on the Issues of
Education Management in Kwidzyn, Poland, that
involved 40 coimtries. He served as a panelist for
the proceedings of the Pennsylvania Congress on
Teacher Education which involved educators,
legislators, business and community leaders
collaborating on teaching for Pennsylvania's
future. He was selected to present, along with
First Lady Hillary Clinton, at the International
Foreign Language Symposium in Tulsa,
Oklahoma.

In 1992, Dr. Barker received the Community
Service Award for dedicated service to the
African American community by the
Pennsylvania Conference on Basic Black
Education, and a year later he was named
Educator of the Year by the Erie Area Laymen's
League. He is the first superintendent to receive a
life membership to the Parent Teacher
Association from the Erie City Council of PTAs.
Chosen as one of the top 50 leaders in
Pennsylvania and New York for Erie &
Chautauqua magazine's 1998 Annual Best of the
Region, Dr. Barker also received the Patrick R.
Locco Memorial Leadership Award in recognition
of his outstanding leadership and his boundless
dedication to the Erie community and its
children. In 1996, he was named an Edinboro
University Distinguished Alumnus in the area of
education.

Dr. Barker has attended the Pennsylvania
Academy for the Profession of Teaching Urban
Scholars, and was one of two individuals
appointed by the Governor to participate in the
Pioneering Partners Advisory Council, an eightstate consortium to infuse technology into
schools. He was selected to participate in a White
House ceremony honoring domestic service
programs in recognition of the Erie School
District's Student-to-Student Mentoring Program.

Dr. Barker received a baccalaureate degree in
biology and psychology and a master's degree in
special education/school psychology from Kent
State University. He earned an advanced degree
in school psychology and completed several post­
master's certification programs at Edinboro
University. He earned a Superintendent's Letter
of Eligibility from the University of Pittsburgh,
and a doctorate in educational leadership and
administration from Teachers College, Columbia
University.
