THE PRESIDENTIAL MEDALLION
The first presidential medallion was presented
to former President Foster F. Diebold during the
May, 1981 commencement ceremonies. Designed
and executed by Professor Henry Katzwinkel, the
sterling silver medallion consists of a three and
one-half inch pectoral pendant featuring on its face
the figure of a Gordon Highlander with pipes. To
the right of the piper is the Cross of St. Andrew. To
the left is the Cross of England. Flanking the figure
is the date 1857, the opening year of the University,
and garland thistles. In the background are the
hills of Scotland, and beneath the piper is an open
book, a symbol of knowledge. On the reverse side
is the sunken crest of the Commonwealth of
Pennsylvania.

alternately bearing three different designs: the
meigle, an interlacing knotwork peculiar to the
Pictish school of Celtic art; the Tudor rose design;
and "ESC" in interlocking letters on a background
of tabby weaving. Connecting each of the collar
shields is a Cross of St. George, representing the
union of Scotland and England. The entire medal­
lion was fabricated and cast in the cire perdue (lost
wax) process.
Surrounding the silver medallion is a gold
crafted circle which reads "Edinboro University of
Pennsylvania." Professor Katzwinkel, now retired,
added this piece to the medallion especially for the
Inauguration of President Frank G. Pogue in 1997,
and it is now a permanent fixture to the medallion
representing the school's current status as a
University.

The pendant descends from a shield contain­
ing a triple-towered castle. The collar of the medal­
lion is comprised of a series of two-inch shields.

ACADEMIC VESTMENTS
The gown, the cap, and the hood, representing
the major components of the academic dress, are a
ceremonial inheritance from the medieval univer­
sities of the eleventh and twelfth centuries, where
dress was the outward sign of privilege and
responsibility. The academic dress worn by those
participating in today's academic processional
symbolizes the level of their academic attainment
and the institution they attended.

in which the doctorate was obtained.
HOOD
The most outstanding feature of the academic
dress is the hood. It is usually worn only for the
master's and the doctor's degrees. The doctor's
hood is longer than the master's hood and has dis­
tinguished panels. The college or the university
granting the degree is indicated by the color of the
hood lining. The velvet trim of the hood indicates
the field in which the degree was granted.

GOWN
Although the gown is more frequently black,
certain universities have authorized the use of col­
ored gowns. The bachelor's and master's gowns
are fashioned from black serge. The yoke for the
bachelor's gown is designed to be worn closed and
features long, flowing and pointed sleeves. The
master's gown is designed to be worn open or
closed. Its sleeves are very long with square ends,
and the front part has an arc cut away. The arms
protrude through a slit at the elbow. The gown for
the doctor's degree is made of wool, serge, or silk
with an open front faced with wide velvet panels.
The sleeves are loose and bell-shaped with three

CAP
The standard cap is the mortarboard, usually
the color of the gown. The tassel is black for the
baccalaureate and master's degree and is worn
over the left front quarter of the cap. The tassel for
the doctor's mortarboard is of gold thread.
Undergraduates wear the tassel on the right side of
the cap until the moment the degree is conferred
by the president.

PRESIDENT FRANK G. POGUE
Governor Tom Ridge to the Governor's
Commission on Academic Standards.
Locally, Dr. Pogue serves on the boards of
directors for the Erie Conference on Community
Development, the United Way of Erie County, the
Presque Isle Partnership (chairperson of the
Leadership Gifts Division of the 1998-1999
Endowment Campaign), and the Greater Erie
County Chapter of the American Red Cross, for
which he served as their 1997 capital campaign
chairman. He also serves as a member of the
Martin Luther King Center Scholarship Committee
and the Board of Corporators for both the Hamot
Health Foundation and the St. Vincent Health
Center. Dr. Pogue was chairperson of the
Commission for the Erie County Millennium
initiative, "Together 2000."
Recently, Dr. Pogue was honored with the
Louis J. Tullio Community Service Award which is
administered by the Erie Area Chamber of
Commerce. The Greater Erie Community Action
Committee (GECAC) honored him with the Paul P.
Martin Community Service Award in the year
2000, and in 1999, the Distinguished Service Award
for Leadership and Vision was presented to him by
the SUNY at Albany Council of Trustees.

Frank G. Pogue was appointed the 15th
president of Edinboro University of Pennsylvania
on July 1,1996.
A sociologist. Dr. Pogue holds a bachelor's
degree from Alabama State University, a master's
degree from Atlanta University, and a Ph.D. from
the University of Pittsburgh.
Prior to his presidency at Edinboro University,
Dr. Pogue was the vice chancellor for student
affairs and special programs at the State University
of New York (SUNY) Central Administration in
Albany, serving in that position for 10 years. While
vice chancellor, he also served for one year as
interim president at the SUNY College at
Cobleskill. Prior to his assignment in the SUNY
Central Administration, President Pogue was vice
president for student affairs, associate vice
president for research and educational
development, dean of undergraduate studies, and
a department chairperson, all at SUNY Albany.
Dr. Pogue participates in national, regional
and statewide leadership groups. He serves as a
member of the American Council on Education
Commission on Government and Public Affairs
which advises the Division of Governmental
Relations on the broad range of issues in which
congressional and executive branch actions affect
colleges and universities. He is a member of the
American Association of State Colleges and
Universities (AASCU) Task Force on Teacher
Education and serves as chair of the AASCU
Executive Committee for the Commission on the
Rural/Regional Agenda. Since 1984, Dr. Pogue has
served on the Commission on Higher Education
Middle States Association of Colleges and Schools
and is a former vice chair and member of the
Commission's Executive Committee. He currently
serves as Association Second Vice President for the
Middle States Association Board of Trustees and is
a member of its Executive Committee. He was
appointed chairperson of the Middle States
Advisory Committee on Institutional Financial
Resources, which advised the Commission on the
relationship of financial resources to institutional
accreditation. Dr. Pogue is the vice chairperson of
the State System of Higher Education (SSHE)
Commission for the Universities and Commission
of Presidents Executive Committee and is a
member of the Executive Board of A Community of
Agile Partners in Education (CAPE). In October
1996, Dr. Pogue was appointed by Pennsylvania

Dr. Pogue has shared his experiences and
expertise in the Edinboro University classroom
setting via guest lecturer presentations. He has also
taught the course titled Special Topics in Sociology
for the Department of Sociology, Anthropology
and Social Work. He continues to enjoy working in
the classroom environment.
Since becoming president. Dr. Pogue has
created the concept and philosophy of the
Edinboro Family, a learner-centered environment
where students come first and are an integral part
of a caring and supportive campus community.

professor of mathematics and computer science.

students have included words of thanks and
appreciation, such as: "Thank you for teaching
me to enjoy mathematics;" "I would not have
made it through the class without your help . . .
because of you I succeeded;" "Your class
encouraged me to come to school each day and
not drop out;" and "You really make the students
feel like they're capable to do anything."

Dr. Jedlicka joined the faculty of Edinboro
University (then Edinboro State College) in 1966
and was appointed to full professorship in 1988.
She holds bachelor's (1961), master's (1963) and
doctoral (1972) degrees from the University of
Pittsburgh.

One of the more important research papers
Dr. Jedlicka has published is entitled, "Why
Students Fail in College." In it, she concludes that
"students fail in college because they do not know
algebra, which is crucial to understanding the
sciences and mathematics. It is the language of
problem solving, and it expands students'
thinking and understanding skills. If a student
does not know algebra, then it limits what a
student can do."

Dr. Jedlicka's professional memberships
include the National Council of Teachers of
Mathematics, the Mathematical Association of
America, the Association for Women in
Mathematics, the American Cryptogram
Association, the American Association of
University Women, the State System of Higher
Education Mathematics Association,
the
Pennsylvania Association of Computer and
Information Science Educators, and the
Pennsylvania Association of Mathematics
Teachers of Two-Year Colleges.

Active in community service. Dr. Jedlicka for
20 years co-chaired the Edinboro High School
Mathematics Conference and Contest in which
high school upperclass students within a 100-mile
radius were invited to the Edinboro University
campus for mathematical presentations, games,
puzzles and exams.

Her committee work at the University has
included membership on the Mathematics
Curriculum, Computer Science Curriculum,
Calculus,
Department
Chair
Selection,
Department Evaluation, Hiring, Promotions,
Tenure, Emeriti, Sabbatical Leave, University­
wide Honors, Independent Study, and the Science,
Management and Technologies High School
Conference committees. She was a member of the
committee that developed the baccalaureate
degree program in Computer Science, which is a
two-tiered degree consisting of an application
track and a theoretical track. She wrote the
actuarial concentration program for the
mathematics degree, which is now being adopted
by her department. Courses she has developed
include Automata, Actuarial Mathematics, and
Partial Differential Equations.

Dr. Jedlicka also wrote and edited the
"Edinboro Community Cookbook" which
benefited the Edinboro Food Bank. She planned
and organized the community's initial First-Aid
Awareness Week on behalf of the Edinboro
Volunteer Fire Department.

business and corporate communities. "As a resource
and professional person. Dr. Hannan has
demonstrated preparedness, willingness and
commitment to assist, as well as genuine enthusiasm,
interest, empathy and passion," wrote his student
nominator. An active scholar and researcher who
publishes and presents on a broad range of economic
issues, he is a member of the American Economic
Association and serves the University in a number of
roles, including that of chairperson of the Middle
States Self-Study Subcommittee on Finance. His
vision and leadership helped his department's efforts
to secure accreditation from the Association of
Collegiate Business Schools and Programs.

Dr. Cynthia Rebar, biology and health services,
is the recipient of the 2001 Educator of the Year
Award. Since joining the Edinboro Family in 1996, she
has been actively engaged in teaching, research and
service. Described by one of her students as "an
exemplary teacher, citizen and role model who
demonstrates effective teaching methods, shows good
interpersonal skills, strives for scholarly growth, and
contributes service to the University and the
community," she holds a bachelor's degree in biology
from Kent State University, a master's in wildlife
science from New Mexico State University, and a
Ph.D. in biology from Kansas State University. She
serves as chair of the Legislations and Regulations,
Honoraria and Membership committees of the
American Society of Mammologists, and as a
reviewer for the National Science Foundation,
American Midland Naturalist, and the Journal of
Mammalogy, among others. On campus. Dr. Rebar is
the internship director for her department and served
as a former co-advisor to Beta Beta Beta, the National
Biological Honor Society.

Dr. Cheryl Lossie, coordinator of graduate
studies, is the 2001 Staff Member of the Year. An
Edinboro employee since 1991, she enjoys a wide
range of responsibilities related to the management of
graduate assistantship assignments, graduate school
applications, and overall supervision and
administration of the Graduate Studies Office. An
active presenter, guest lecturer, panelist and
facilitator, she is committed to helping individuals
and teams find greater effectiveness and satisfaction
in their professional and personal lives. Her
nominator wrote: "She is tremendously committed
and passionate about serving students, and is open to
rethinking present practices to develop better ways of
operating." She is Edinboro's representative to the
Pennsylvania Partnerships for Children Initiative, and
co-chairs a task group for the Edinboro Family Forum
on the Quality of University and Community Life.

The Advisor of the Year Award was initiated by
President Pogue in 1999 to recognize faculty who,
according to students, provide excellent assistance
through academic advising. Dr. Michael Hannan,
business administration and economics, is the 2001
Advisor of the Year. Joining the Edinboro Family in
1988 after receiving his doctorate in mineral resource
economics from West Virginia University, he has since
become widely known and respected as a scholar,
economist, analyst and commentator in the Erie area's
academic, governmental planning, media, and

THE PRESIDENTIAL MEDALLION
The first presidential medallion was presented
to former President Foster F. Diebold during the
May, 1981 commencement ceremonies. Designed
and executed by Professor Henry Katzwinkel, the
sterling silver medallion consists of a three and
one-half inch pectoral pendant featuring on its face
the figure of a Gordon Highlander with pipes. To
the right of the piper is the Cross of St. Andrew. To
the left is the Cross of England. Flanking the figure
is the date 1857, the opening year of the University,
and garland thistles. In the background are the
hills of Scotland, and beneath the piper is an open
book, a symbol of knowledge. On the reverse side
is the sunken crest of the Commonwealth of
Pennsylvania.

alternately bearing three different designs: the
meigle, an interlacing knotwork peculiar to the
Pictish school of Celtic art; the Tudor rose design;
and "ESC" in interlocking letters on a background
of tabby weaving. Connecting each of the collar
shields is a Cross of St. George, representing the
union of Scotland and England. The entire medal­
lion was fabricated and cast in the cire perdue (lost
wax) process.
Surrounding the silver medallion is a gold
crafted circle which reads "Edinboro University of
Pennsylvania." Professor Katzwinkel, now retired,
added this piece to the medallion especially for the
Inauguration of President Frank G. Pogue in 1997,
and it is now a permanent fixture to the medallion
representing the school's current status as a
University.

The pendant descends from a shield contain­
ing a triple-towered castle. The collar of the medal­
lion is comprised of a series of two-inch shields.

ACADEMIC VESTMENTS
The gown, the cap, and the hood, representing
the major components of the academic dress, are a
ceremonial inheritance from the medieval univer­
sities of the eleventh and twelfth centuries, where
dress was the outward sign of privilege and
responsibility. The academic dress worn by those
participating in today's academic processional
symbolizes the level of their academic attainment
and the institution they attended.

in which the doctorate was obtained.
HOOD
The most outstanding feature of the academic
dress is the hood. It is usually worn only for the
master's and the doctor's degrees. The doctor's
hood is longer than the master's hood and has dis­
tinguished panels. The college or the university
granting the degree is indicated by the color of the
hood lining. The velvet trim of the hood indicates
the field in which the degree was granted.

GOWN
Although the gown is more frequently black,
certain universities have authorized the use of col­
ored gowns. The bachelor's and master's gowns
are fashioned from black serge. The yoke for the
bachelor's gown is designed to be worn closed and
features long, flowing and pointed sleeves. The
master's gown is designed to be worn open or
closed. Its sleeves are very long with square ends,
and the front part has an arc cut away. The arms
protrude through a slit at the elbow. The gown for
the doctor's degree is made of wool, serge, or silk
with an open front faced with wide velvet panels.
The sleeves are loose and bell-shaped with three

CAP
The standard cap is the mortarboard, usually
the color of the gown. The tassel is black for the
baccalaureate and master's degree and is worn
over the left front quarter of the cap. The tassel for
the doctor's mortarboard is of gold thread.
Undergraduates wear the tassel on the right side of
the cap until the moment the degree is conferred
by the president.

PRESIDENT FRANK G, POGUE
Frank G. Pogue was appointed the 15th
president of Edinboro University of Pennsylvania
on July 1,1996.
A sociologist. Dr. Pogue holds a bachelor's
degree from Alabama State University, a master's
degree from Atlanta University, and a Ph.D. from
the University of Pittsburgh.
Prior to his presidency at Edinboro University,
Dr. Pogue was the vice chancellor for student
affairs and special programs at the State University
of New York (SUNY) Central Administration in
Albany, serving in that position for 10 years. While
vice chancellor, he also served for one year as
interim president at the SUNY College at
Cobleskill. Prior to his assignment in the SUNY
Central Administration, President Pogue was vice
president for student affairs, associate vice
president for research and educational
development, dean of undergraduate studies, and
a department chairperson, all at SUNY Albany.
Dr. Pogue participates in national, regional
and statewide leadership groups. He serves as a
member of the American Council on Education
Commission on Government and Public Affairs
which advises the Division of Governmental
Relations on the broad range of issues in which
congressional and executive branch actions affect
colleges and universities. He is a member of the
American Association of State Colleges and
Universities (AASCU) Task Force on Teacher
Education and serves as co-chair of the AASCU
Forum on Rural Services. Since 1984, Dr. Pogue has
served on the Commission on Higher Education
Middle States Association of Colleges and Schools
and is a former vice chair and member of the
Commission's Executive Committee. He currently
serves as Association First Vice President for the
Middle States Association Board of Trustees and is
a member of its Executive Committee. He was
appointed chairperson of the Middle States
Advisory Committee on Institutional Financial
Resources, which advised the Commission on the
relationship of financial resources to institutional
accreditation. Dr. Pogue is chairperson of the State
System of Higher Education (SSHE) Commission
for the Universities and Commission of Presidents
Executive Committee and is a member of the
Chancellor's Advisory Council of the State System
of Higher Education. He is a member of the
Executive Board of a Community of Agile Partners
in Education (CAPE). In October 1996, Dr. Pogue
was appointed by former Pennsylvania Governor

Tom Ridge to the Governor's Commission on
Academic Standards.
Locally, Dr. Pogue serves on the boards of
directors for the Erie Conference on Community
Development, the United Way of Erie County, the
Presque Isle Partnership (chairperson of the
Leadership Gifts Division of the 1998-1999
Endowment Campaign), and the Greater Erie
County Chapter of the American Red Cross, for
which he served as their 1997 capital campaign
chairman. He also serves as a member of the
Martin Luther King Center Scholarship Committee
and the Board of Corporators for both the Hamot
Health Foundation and the St. Vincent Health
Center. Dr. Pogue was chairperson of the
Commission for the Erie County Millennium
initiative, "Together 2000."
Recently, Dr. Pogue was honored with the
Louis J. Tullio Community Service Award which is
administered by the Erie Area Chamber of
Commerce. The Greater Erie Community Action
Committee (GECAC) honored him with the Paul P.
Martin Community Service Award in the year
2000, and in 1999, the Distinguished Service Award
for Leadership and Vision was presented to him by
the SUNY at Albany Council of Trustees.
Dr. Pogue has shared his experiences and
expertise in the Edinboro University classroom
setting via guest lecturer presentations. He has also
taught the course titled Special Topics in Sociology
for the Department of Sociology, Anthropology
and Social Work. He continues to enjoy working in
the classroom environment.
Since becoming president. Dr. Pogue has
created the concept and philosophy of the
Edinboro Family, a learner-centered environment
where students come first and are an integral part
of a caring and supportive campus community.

GRAND MARSHAL
Carrying the ceremonial mace and leading
the
academic
procession
at
today's
Commencement ceremony is Dr. Robert R
Rhodes, professor of political science.

Relations" for the Governor's Task Force on
Police Community Relations, as well as a variety
of reports for the Pennsylvania Governor's
Justice Commission.

Dr. Rhodes joined the faculty of Edinboro
University in 1969. He holds a Bachelor of Arts
in American Studies from Syracuse University, a
master's degree in government from The
American University, and a Ph.D. in social
science from the Maxwell School of Syracuse
University.

In 1996, Dr. Rhodes chaired a plenary panel
at Mercyhurst College's Conference on Juvenile
Delinquency. He made presentations to the
Indiana University/Bloomington Symposium on
Fairness Doctrine, and the Northeastern Political
Science Association.
In his 40-year professional career. Dr.
Rhodes has prided himself on establishing a
positive teaching-learning relationship with his
students. Upon notifying the University of his
retirement at the conclusion of the fall semester.
Dr. Rhodes wrote, "I have been teaching in one
capacity or another all of my life. 1 never entered
a classroom without excitement. A vocation that
centers on discussing ideas and values in an
atmosphere of intellectual freedom is an
enormous privilege. Edinboro students ... are as
appreciative of their opportunities as I was of
teaching and writing here. It was a pleasure to
teach in an environment that nurtures such
students."

Prior to his tenure at Edinboro, Dr. Rhodes
served with the Peace Corps in Liberia, West
Africa. He taught American history at
Chittenango High School and the State
University of New York at Cortland, and
political science at Onondaga Community
College.
Dr. Rhodes was named a Pennsylvania
Commonwealth Fellow, a state-wide award for
outstanding teaching and scholarship as well as
a National Endowment for the Humanities
Fellow in Bio-Ethics and Health Policy at
Indiana University/Bloomington, and a National
Endowment for the Humanities Fellow in Civil
Liberties at the University of Wisconsin. He
served numerous times as a Pennsylvania
Humanities Council Commonwealth lecturer
and seminar leader. In 1992, Dr. Rhodes was
nominated for CASE Professor of the Year, and
for the American Bar Association's Liberty Bell
Award the following year.

Dr. Rhodes and his wife, Caroline, have
plans to work with the Peace Corps and various
non-govemmental organizations.

Dr. Rhodes is the author of "Health Care
Politics, Policy and Distributive Justice: The
Ironic Triumph," published by the State
University of New York Press in 1992;
"Organized Crime: Crime Control v. Civil
Liberties," published by Random House in 1984;
and "The Insoluble Problems of Crime,"
published in 1977 by John Wiley & Sons. He
wrote "Variables Affecting Conflict/Cooperation
in Historical Perspective in Community Police

HONORARY DOCTORATE
extensive infrastructure rebuilding, including a
reinvestment of some $100 million in the
rebuilding of the city's aging sewer system.

The Honorable Joyce A. Savocchio, mayor of
the City of Erie, has been selected to receive the
degree Doctor of Public Service (Doctor
Beneficiorum Publicorum, honoris causa) at today's
Commencement ceremony.

As mayor, Savocchio also holds the position
of Public Safety Director (Police and Fire) and in
that capacity, she spearheaded the transformation
of the Erie Bureau of Police to a modern,
professional service operating under a
Community Policing policy and program.

A native of Erie, Ms. Savocchio earned a
Bachelor of Arts in History from Mercyhurst
College and a master's degree in education from
the University of Pittsburgh. She earned
secondary school administration certification
from Edinboro University.

Other accomplishments during Savocchio's
term of office include a Neighborhood Watch
Program in the City of Erie resulting in a
reduction of violent crime by 33 percent during
1999; the return of a summer recreation program
for children and adults with safe, active
playgrounds; an independent Water Authority;
and development of the Erie bayfront and
downtown business district.

Mayor Savocchio began her professional
career as a teacher of social studies in the Erie
School District. She served as assistant principal of
Strong Vincent High School in Erie for four years
and as coordinator of curriculum development for
middle school and high school projects. She was
teacher coordinator of the High School Task Force
and president of the Erie Education Association
during the 1975-76 school year.

The recipient of numerous honors and
awards, Savocchio was named Democratic
Woman of the Year in 1981, Italian-American
Woman of the Year in 1987, and MECA
Outstanding Citizen of the Year in 1991. She
received honorary doctorates from Villa Maria
College of Gannon University in 1990 and
Mercyhurst College in 2001. Savocchio received
the Distinguished Alumna Award from
Mercyhurst College in 1990 and Edinboro
University in 1993. She was inducted into
Pennsylvania's Honor Roll of Women in 1996.

Active in politics for the past 20 years. Mayor
Savocchio was a member of Erie City Council
from 1981 to 1990, serving as president of that
body in 1983. She was elected mayor of Erie in
1989 and served three terms in that position which
she will leave at the end of December.
Mayor Savocchio served as president of the
Pennsylvania League of Cities and Municipalities;
founder and president of the Northwestern
Pennsylvania Mayors' Roundtable, and a member
of the Subcommittee on Transportation and
Communications for the U.S. Conference of
Mayors. She was appointed by President Clinton
to serve as vice president of the Christopher
Columbus Foundation and named to the
Pennsylvania Housing Board by former Governor
Tom Ridge. Savocchio also served as secretary of
the Electoral College for the Commonwealth of
Pennsylvania during the 1992 presidential
election.
Mayor Savocchio was the first woman to
serve as mayor of Erie, the first woman to be duly
elected to serve on Erie's City Council, and the
first woman to serve as the Council's president.
