THE PRESIDENTIAL MEDALLION
The first presidential medallion was presented
to former President Foster F. Diebold during the
May, 1981 commencement ceremonies. Designed
and executed by Professor Henry Katzwinkel, the
sterling silver medallion consists of a three and
one-half inch pectoral pendant featuring on its face
the figure of a Gordon Highlander with pipes. To
the right of the piper is the Cross of St. Andrew. To
the left is the Cross of England. Flanking the figure
is the date 1857, the opening year of the University,
and garland thistles. In the background are the
hills of Scotland, and beneath the piper is an open
book, a symbol of knowledge. On the reverse side
is the simken crest of the Commonwealth of
Pennsylvania.

shields, alternately bearing three different designs:
the meigle, an interlacing knotwork peculiar to the
Pictish school of Celtic art; the Tudor rose design;
and "ESC" in interlocking letters on a background
of tabby weaving. Connecting each of the collar
shields is a Cross of St. George, representing the
union of Scotland and England. The entire
medallion was fabricated and cast in the cire
perdue (lost wax) process.
Surrounding the silver medallion is a gold
crafted circle which reads "Edinboro University of
Pennsylvania." Professor Katzwinkel, now retired,
added this piece to the medallion especially for the
Inauguration of President Frank G. Pogue in 1997,
and it is now a permanent fixture to the medallion
representing the school's current status as a
University.

The pendant descends from a shield
containing a triple-towered castle. The collar of the
medallion is comprised of a series of two-inch

ACADEMIC VESTMENTS
The gown, the cap, and the hood, representing
the major components of the academic dress, are a
ceremonial inheritance from the medieval
universities of the eleventh and twelfth centuries,
where dress was the outward sign of privilege and
responsibility. The academic dress worn by those
participating in today's academic processional
symbolizes the level of their academic attainment
and the institution they attended.

in which the doctorate was obtained.
HOOD
The most outstanding feature of the academic
dress is the hood. It is usually worn only for the
master's and the doctor's degrees. The doctor's
hood is longer than the master's hood and has
distinguished panels. The college or the university
granting the degree is indicated by the color of the
hood lining. The velvet trim of the hood indicates
the field in which the degree was granted.

GOWN
Although the gown is more frequently black,
certain universities have authorized the use of
colored gowns. The bachelor's and master's gowns
are fashioned from black serge. The yoke for the
bachelor's gown is designed to be worn closed and
features long, flowing and pointed sleeves. The
master's gown is designed to be worn open or
closed. Its sleeves are very long with square ends,
and the front part has an arc cut away. The arms
protrude through a slit at the elbow. The gown for
the doctor's degree is made of wool, serge, or silk
with an open front faced with wide velvet panels.
The sleeves are loose and bell-shaped with three

CAP
The standard cap is the mortarboard, usually
the color of the gown. The tassel is black for the
baccalaureate and master's degree and is worn
over the left front quarter of the cap. The tassel for
the doctor's mortarboard is of gold thread.
Undergraduates wear the tassel on the right side of
the cap until the moment the degree is conferred
by the president.

PRESIDENT FRANK G. POGUE
Fraidc G. Pogue was appointed the 15th president
of Edinboro University of Pennsylvania on July 1,
1996.
A sociologist. Dr. Pogue holds a bachelor's degree
from Alabama State University, a master's degree from
Atlanta University, and a Ph.D. from the University of
Pittsburgh.
Prior to his presidency at Edinboro University, Dr.
Pogue was the vice chancellor for student affairs and
special programs at the State University of New York
(SUNY) Central Administration in Albany, serving in
that position for 10 years. While vice chancellor, he
also served for one year as interim president at the
SUNY College at Cobleskill. Prior to his assignment in
the SUNY Central Administration, President Pogue
was vice president for student affairs, associate vice
president for research and educational development,
dean of undergraduate studies, and a department
chairperson, all at SUNY at Albany.
Dr. Pogue participates in national, regional and
statewide leadership groups. He serves as a member
of the American Council on Education (ACE)
Commission on Women in Higher Education which
provides counsel to ACE on policies related to women
in higher education and advises on other concerns
related to expanded roles and equal opportimity for
women in higher education. He is a member of the
American Association of State Colleges and
Universities (AASCU) Committee on Professional
Development, Millennium Leadership Initiative and
Christa McAuliffe Selection Committee. He was
appointed in 2003 to the International Association of
University Presidents Commission on Disarmament
Education, Conflict Resolution and Peace. Since 1984,
Dr. Pogue has served on the Commission on Higher
Education Middle States Association of Colleges and
Schools (MSA). Most recently, he served as President
for the MSA Board of Trustees and as a member of its
Executive Committee, and he is a former vice chair
and member of the Commission's Executive
Committee. He chaired the MSA Advisory Committee
on Institutional Financial Resources which advised the
Commission on the relationship of financial resources
to institutional accreditation. Dr. Pogue also serves on
the Board of Trustees of The BACCHUS & GAMMA
Peer Education Network. He served for two years as
chairperson of the Pennsylvania State System of
Higher Education (SSHE) Commission for the
Universities and Commission of Presidents Executive
Committee. He is a member of the Executive Board of
A Community of Agile Partners in Education (CAPE).
In October 1996, Dr. Pogue was appointed by then
Pennsylvania Governor Tom Ridge to the Governor's
Commission on Academic Standards. In November
2002, he was appointed co-chair of the Higher

Education Committee of Pennsylvania Governor Ed
Rendell's Transition Team.
Locally, Dr. Pogue serves on the Board of
Directors for the Meadville Area Industrial
Commission, the Erie Regional Chamber and Growth
Partnership, the Erie Philharmonic Orchestra, and the
Boards of Corporators for the Hamot Health
Foimdation, the St. Vincent Health Center, and the
Meadville Medical Center. He is a member of the
Martin Luther King Center Scholarship Committee
and an Honorary Member of the Erie Wolves Club. Dr.
Pogue was chairperson of the Erie County Millennium
Commission, the Erie County State Employees
Combined Appeal (SECA) campaign in 2001 and 2002,
and of the Erie Day School's Adopt-A-Scholar
scholarship program (2000-01 and 2002-03). He was
also a member of the Erie Mayor's Task Force on Public
Safety. Dr. Pogue has served on the boards of directors
for the Erie Conference on Community Development,
the United Way of Erie County, and the Greater Erie
County Chapter of the American Red Cross.
Dr. Pogue was honored by the Erie Area Chamber
of Commerce with the Louis J. Tullio Community
Service Award. The Greater Erie Community Action
Committee (GECAC) honored him with the Paul P.
Martin Community Service Award in 2000, and in
1999, the Distinguished Service Award for Leadership
and Vision was presented to him by the SUNY at
Albany Council of Trustees.
Dr. Pogue has shared his experiences and
expertise in Edinboro University classrooms via guest
lecturer presentations. He has also taught a course
titled, "Special Topics in Sociology" for the Department
of Sociology. He continues to enjoy working in the
classroom environment.
Since becoming president. Dr. Pogue has created
the concept and philosophy of the Edinboro Family, a
learner-centered environment where students come
first and are an integral part of a caring and supportive
campus community.

Leading the Academic Procession and
carrying the ceremonial mace today is Dr. Salene
Cowher, professor in the Professional Studies
Department at Edinboro University.

she assisted in writing the 800-page funding
proposal for the school, served on its board of
directors and co-authored its curriculum. She is
co-coordinator for the University's accreditation
review process for the National Council on
Accreditation of Teacher Education, and is
actively involved in the International Alliance
for Invitational Education Activities. She serves
on the boards of directors of the Council for
Accreditation of Counseling and Related
Education Programs and the Association for
Humanistic Education and Development.

Dr. Cowher earned a Bachelor of Science in
Education and a Master of Arts in Guidance and
Counseling from Slippery Rock University. She
received a Ph.D. in Counselor Education with
concentrations in individual counseling and
program development from the University of
Pittsburgh. She is a licensed professional
counselor in Permsylvania and North Carolina
and holds numerous certificates in counseling
and education.

Dr. Cowher is involved with numerous
boards and organizations, including state
advisory boards in Pennsylvania on Education
and Health and Human Services; the American
Counseling Association; the American College
Personnel Association; and the Pennsylvania
Counseling Association.

Dr. Cowher began her career as a special
needs teacher in the Commodore Perry School
District. She served as an adult education
counselor and career center coordinator at the
Mercer County Vocational-Technical School and
Penn State Shenango, and as a special needs
counselor/coordinator at the Crawford County
Area Vocational-Technical School. Her first
position in higher education was at the
Community College of Allegheny County,
where she served as coordinator of the Single
Parent and Homemaker Program and held
several positions in the college's women's center.
Dr. Cowher joined Queens College in North
Carolina where she taught and served as
director of the career placement center, and then
became manager of the Learning Assistance
Center and library at York Technical College in
South Carolina. She joined the Edinboro
University faculty in the fall of 1992 in the
Counseling
and
Human
Development
Department, where she served as department
chair from 1994 to 2002. Dr. Cowher has also
practiced privately as a consultant and therapist
since 1987, dealing primarily with clients who
are exceedingly at-risk.

She has made more than 100 local, national
and international presentations on such topics
as conflict management, confidentiality,
communication skills, stress management,
leadership, adolescent development and gender
issues.
Dr. Cowher's many publications include
three books, the most recent of which is
Integration of Dream Work and Related Projective
Techniques in Counseling and Psychotherapy. She
has authored many grants, primarily related to
rural adolescents, single parents and students
with disabilities.

HONORARY DOCTORATE
William E. Strickland Jr., president and chief
executive officer of the Manchester Craftsmen's
Guild and the Bidwell Training Center, Inc., has
been selected to receive the degree Doctor of
Public Service (Doctor Beneficiorum Publicorum,
Honoris Causa) at today's Commencement

appointment as a council member to the NEA.
He is a board member of the Mattress Factory
Museum, Americans for the Arts, Phipps
Conservatory and the Institute for Social
Enterprise at the Harvard Business School. He
also serves on the boards of the Mellon Financial
Corporation, President's Committee on the Arts
and Humanities, the Nonprofit Finance Fund,
the Allegheny Conference on Community
Development, and the Pittsburgh Regional
Alliance.

The Manchester Craftsmen's Guild is an
inner-city, minority-directed arts organization
that focuses on the advancement of inner-city
youth through arts education. The Bidwell
Training Center, Inc., is a nationally recognized,
not-for-profit, accredited vocational and
academic educational institution whose primary
purpose is to serve economically disadvantaged
individuals.

Mr. Strickland earned a baccalaureate
degree in American history and foreign relations
in 1969 from the University of Pittsburgh, where
he is a master's degree candidate.
He received honorary degrees from
Chatham College, the San Francisco Art
Institute, the Maryland Art Institute, Rutgers
University, Columbia College, University of
Pittsburgh, and Carnegie Mellon University. He
also received a Distinguished Alumni award
from the University of Pittsburgh and serves on
the university's Board of Trustees.

In this dual role, Mr. Strickland develops
and implements major fund-raising plans,
works with boards of directors and an industrial
advisory board, and encourages collaboration
with Pittsburgh corporations to produce plans
of action. He recently completed a campaign to
raise fimds for the construction of a 62,000square-foot facility that will include a 350-seat
performing arts/lecture hall, library, art studios
and labs, lunchroom facilities, an IBM Center
and specially designed classrooms for
vocational training.

Mr. Strickland is the author of Across the
Spectrum, a primer for developing arts
programs.

In 1999, Mr. Strickland was presented with
the Commonwealth of Pennsylvania Arts
Leadership and Service Award. In 1998, he
received the Kilby Award and the "Coming Up
Taller" Award presented in a White House
ceremony by first lady Hillary Rodham Clinton.
In 1996, Mr. Strickland received the MacArthur
"Genius" Award for leadership and ingenuity in
the arts.
Mr. Strickland served as chairman of the
Expansion Arts Panel of the National
Endowment for the Arts (NEA) in Washington,
D.C., and completed a six-year presidential

director of On-Track, a program that encourages
high school students in rural areas to continue
their education. She has been extensively
involved with the Community Charter School of
the Greater Erie Community Action Committee:

Dr. Joseph Laythe of the History and Anthropology Department is the
2004 Educator of the Year. In addition to his teaching role in the
classroom. Dr. Laythe serves as the co-chair of the Highlands Center for
Faculty Initiatives where he helped to coordinate the community-wide
volunteer initiative Random Acts of Kindness in Edinboro (RAKE). He
also was the coordinator of the Conference on the Detection and
Treatment of Child Sex Abuse held in December. Dr. Laythe is a co­
chair of the Commission on Civility and a member of the American
Democracy Project committee.

Professor Lisa Austin of the Art Department is the 2004 Advisor of the
Year. Austin was instrumental in assisting the University in forging a
imique partnership with Penn State Behrend to connect artists with
engineers. She has also made an important contribution to the process
of advising for the entire Art Department in her leadership of the Aloha
movement. "Aloha" means both hello and goodbye in the native
language of Hawaii. Austin has taken the lead in creating Aloha events
that welcome freshmen to the Art Department and that prepare seniors
for life after graduation

The winner of the 2004 Researcher of the Year Award is Dr. Richard
Double of the Philosophy Department. With a record of research
spanning 25 years. Double has more than 75 publications of books,
articles and reviews. Oxford University Press has published three of Dr.
Double's monographs: Non-Reality of Free Will, Metaphilosophy and Free
Will, and Beginning Philosophy. His books on free will have been used in
graduate courses at the University of Texas, Stanford University, the
University of Pennsylvama Law School, Columbia University, and the
University of Pittsburgh. His Beginning Philosophy text has been labeled
the best introductory monograph in existence.

The 2004 Staff Member of the Year is Kahan Sablo. As Dean of Student
Life, he supervises residence life and housing, student health services,
counseling and psychological services, and is liaison to the Edinboro
Campus Ministry. Sablo serves as advisor to United Voices of Edinboro,
and he is minister of music at St. James AME Church in Erie and a
member of the GECAC Charter School Board of Directors. Sablo is also
a member of the Edinboro Volunteer Fire Department and is a certified
and licensed paramedic.

The metal working processes incorporated in
the ceremonial mace include turning, forging,
inlaying, stone setting, and lost wax centrifugal
casting.

THE PRESIDENTIAL MEDALLION
The first presidential medallion was presented
to former President Foster F. Diebold during the
May, 1981 commencement ceremonies. Designed
and executed by Professor Flenry Katzwinkel, the
sterling silver medallion consists of a three and
one-half inch pectoral pendant featuring on its face
the figure of a Gordon Highlander with pipes. To
the right of the piper is the Cross of St. Andrew. To
the left is the Cross of England. Flanking the figure
is the date 1857, the opening year of the University,
and garland thistles. In the background are the
hills of Scotland, and beneath the piper is an open
book, a symbol of knowledge. On the reverse side
is the sunken crest of the Commonwealth of
Pennsylvania.

Pictish school of Celtic art; the Tudor rose design;
and "ESC" in interlocking letters on a backgroimd
of tabby weaving. Connecting each of the collar
shields is a Cross of St. George, representing the
union of Scotland and England. The entire
medallion was fabricated and cast in the cire
perdue (lost wax) process.
Surrounding the silver medallion is a gold
crafted circle which reads "Edinboro University of
Pennsylvania." Professor Katzwinkel, now retired,
added this piece to the medallion especially for the
Inauguration of President Frank G. Pogue in 1997,
and it is now a permanent fixture to the medallion
representing the school's current status as a
University.

The pendant descends from a shield
containing a triple-towered castle. The collar of the
medallion is comprised of a series of two-inch

ACADEMIC VESTMENTS
The gown, the cap, and the hood, representing
the major components of the academic dress, are a
ceremonial inheritance from the medieval
universities of the eleventh and twelfth centuries,
where dress was the outward sign of privilege and
responsibility. The academic dress worn by those
participating in today's academic processional
symbolizes the level of their academic attainment
and the institution they attended.

The most outstanding feature of the academic
dress is the hood. It is usually worn only for the
master's and the doctor's degrees. The doctor's

GOWN
Although the gown is more frequently black,
certain universities have authorized the use of
colored gowns. The bachelor's and master's gowns
are fashioned from black serge. The yoke for the
bachelor's gown is designed to be worn closed and
features long, flowing and pointed sleeves. The
master's gown is designed to be worn open or
closed. Its sleeves are very long with square ends,
and the front part has an arc cut away. The arms
protrude through a slit at the elbow. The gown for
the doctor's degree is made of wool, serge, or silk
with an open front faced with wide velvet panels.
The sleeves are loose and bell-shaped with three

CAP
The standard cap is the mortarboard, usually
the color of the gown. The tassel is black for the
baccalaureate and master's degree and is worn
over the left front quarter of the cap. The tassel for
the doctor's mortarboard is of gold thread.
Undergraduates wear the tassel on the right side of
the cap imtil the moment the degree is conferred
by the president.

PRESIDENT FRANK G. POGUE
Locally, Dr. Pogue serves on the Boards of
Directors for the Meadville Area Industrial
Commission, the Erie Regional Chamber and Growth
Partnership, and the Erie Philharmonic Orchestra. He
serves on the Boards of Corporators for the Hamot
Health Foundation, the Saint Vincent Health Center,
and the Meadville Medical Center. He is a member of
the Erie Martin Luther King Center Scholarship
Committee and an Honorary Member of the Erie
Wolves Club. Dr. Pogue was chairperson of the Erie
County Millennium Commission, the Erie County
State Employees Combined Appeal (SECA) campaign
in 2001 and 2002, and of the Erie Day School's AdoptA-Scholar scholarship program (2000-01 and 2002-03).
He was also a member of the Erie Mayor's Task Force
on Public Safety. Dr. Pogue has served on the boards
of directors for the United Way of Erie County and the
Greater Erie Coimty Chapter of the American Red
Cross.
Dr. Pogue was honored by the Erie Area Chamber
of Commerce with the Louis J. Tullio Commimity
Service Award. The Greater Erie Commimity Action
Committee (GECAC) honored him in 2004 with the
Othello Myers fohnson Human Services Award and
with the Paul P. Martin Community Service Award in
2000. In 1999, the Distinguished Service Award for
Leadership and Vision was presented to him by the
SUNY at Albany Council of Trustees.
Dr. Pogue has shared his experiences and
expertise in Edinboro University classrooms via guest
lecturer presentations. He has also taught a course
titled, "Special Topics in Sociology" for the
Department of Sociology. He continues to enjoy
working in the classroom environment.
Since becoming president. Dr. Pogue has created
the concept and philosophy of the Edinboro Family, a
learner-centered environment where students come
first and are an integral part of a caring and
supportive campus community.

Frank G. Pogue was appointed the 15th president
of Edinboro University of Pennsylvania on july 1,
1996.
A sociologist. Dr. Pogue holds a bachelor's degree
from Alabama State University, a master's degree
from Atlanta University, and a Ph.D. from the
University of Pittsburgh.
Prior to his presidency at Edinboro University,
Dr. Pogue was the vice chancellor for student affairs
and special programs at the State University of New
York (SUNY) Central Administration in Albany,
serving in that position for 10 years. While vice
chancellor, he also served for one year as interim
president at the SUNY College at Cobleskill. Prior to
his assignment in the SUNY Central Administration,
President Pogue was vice president for student affairs,
associate vice president for research and educational
development, dean of undergraduate studies, and a
department chairperson, all at SUNY at Albany.
Dr. Pogue participates in national, regional and
statewide leadership groups. He serves as a member
of the American Council on Education (ACE)
Commission on Women in Higher Education which
provides counsel to ACE on policies related to women
in higher education and advises on other concerns
related to expanded roles and equal opportunity for
women in higher education. He is a member of the
American Association of State Colleges and
Universities (AASCU) Committee on Professional
Development, Millennium Leadership Initiative and
Christa McAuliffe Selection Committee. He was
appointed in 2003 to the International Association of
University Presidents Commission on Disarmament
Education, Conflict Resolution and Peace. Since 1984,
Dr. Pogue has served on the Commission on Higher
Education Middle States Association of Colleges and
Schools (MSA). Most recently, he served as President
for the MSA Board of Trustees and as a member of its
Executive Committee, and he is a former vice chair of
the Commission's Executive Committee. Dr. Pogue
also serves on the Board of Directors of Pennsylvania
Campus Compact. He served for two years as
chairperson of the Pennsylvania State System of
Higher Education (PASSHE) Commission for the
Universities and Commission of Presidents Executive
Committee. He is a member of the Executive Board of
A Community of Agile Partners in Education (CAPE).
In October 1996, Dr. Pogue was appointed by then
Pennsylvania Governor Tom Ridge to the Governor's
Commission on Academic Standards. In November
2002, he was appointed co-chair of the Higher
Education Committee of Pennsylvania Governor Ed
Rendell's Transition Team. In May, 2004, he was
appointed to the Pennsylvania Department of
Education's Higher Education Advisory Board.

Professor of Speech and Communication
Studies.

Council on Clinical Specialty Recognition. He
also served on the Nominating Council for the
Council on Academic Accreditation, and the
Committee for the Study of Demographics of
the Council of Academic Programs in
Communication Sciences and Disorders.

Dr. Shirm earned a Bachelor of Science
degree in Communication and Sensory
Disorders from Edinboro University, and
Master of Science and Ph.D. degrees in
Audiology from the Oklahoma University
Health Services Center.

Dr. Shinn's scholarly presentations at
national ASHA conferences include A Matter of
Ethics & Ethical Matters; Ethics: A Professional
Odyssey Past, Present, and Future; and Update on
Academic Assessment. He also presented
Academic and Clinical Integration: The New
Standards and Beyond at the 2003 Council of
Academic Programs in Communication
Sciences and Disorders Conference.

He holds Certification in Audiology (CCC-A)
from the American Speech-Language Hearing
Association, and Certification in Speech
Correction from the Pennsylvania Department
of Education.

Recent publications include Ethics in
Audiology in the ASHA Leader, and Assessment:
Beyond the Standards, in the ASHA Special
Interest Division on Higher Education Newsletter.

Dr. Shinn began his professional career as a
clinical audiologist in Oklahoma City and,
later. Bowling Green, Kentucky. In 1987, he was
appointed assistant professor at Western
Kentucky University and director of the
Master's
program
in
speech-language
pathology. After joining the Edinboro faculty in
1990 as assistant professor, he was named
director of the University's Governor George
Leader Speech and Hearing Center in 1995.
From 1993 to 2001, he served as director of the
CCA-accredited Master's program in speechlanguage pathology and assistant chair of the
Speech
and
Communication
Studies
Department. Currently, he is internship
coordinator for the Master's program and
coordinator for the Baccalaureate program in
speech and hearing sciences.

Dr. Shinn is a five-time recipient of ASHA's
Award for Continuing Education, and in 2001,
he received Edinboro University's Alumni on
the Move Award.

HONORARY DOCTORATE
Islands, Bahamas, Turks and Caicos, Trinidad
and Tobago.

Dr. David William Steadman, Curator of
Ornithology at the Florida Museum of Natural
History, has been selected to receive the degree
Doctor of Science {Scientia Doctor, Honoris
Causa) at today's Commencement ceremony.

He has lectured at the American Museum
of Natural History, the Smithsonian and its
Tropical Research Institute, Chicago's Field
Museum of Natural History, Rochester
Museum and Science Center, University of the
West Indies, University of the South Pacific,
Charles Darwin Research Station, Galapagos
Islands, Ecuador, and the University of
Auckland.

He graduated from Edinboro University
with a Bachelor of Science degree in biology.
He earned a Master of Science degree in
zoology from the University of Florida, and a
doctorate in geosciences from the University of
Arizona.

Many of his lectures are on tropical birds
with a focus on patterns and rates of extinction.
One of his recent lectures compared the
extinction of island birds in the Pacific and
Caribbean. Dr. Steadman is the author of two
books, four monographs and 164 peerreviewed scientific articles.

Dr. Steadman served as associate and
senior scientist in zoology and curator of
vertebrates at the New York State Museum
from 1985 to 1995. He then was appointed
assistant curator of ornithology at the Florida
Museum of Natural History, becoming
associate curator in 1998 and curator in 2001. In
addition, he has served as University of Florida
Research Foundation Professor since 2000.

Dr. Steadman and his wife, Anne Stokes,
reside in Gainesville, Florida, with their
children, William, 4, and Sarah, 2.

His primary research interests are
biogeography,
systematics,
community
ecology, zooarchaeology, and paleontology of
birds, especially on tropical islands. His current
focus is on comparative osteology, species-level
systematics,
species-area
relationships,
turnover, extinction, and habitat associations of
landbirds from Pacific and Caribbean Islands.
For the last 30 years. Dr. Steadman has
carried out field work in much of the
continental United States, Mexico, South
America, Central America, many of the islands
of the Caribbean, and Hawaii, Australia, New
Zealand, Africa and Polynesia. His current
field projects are in Fiji, Tonga, Vanuatu, Cook
