The metal working processes incorporated in
the ceremonial mace include turning, forging,
inlaying, stone setting, and lost wax centrifugal
casting.

THE PRESIDENTIAL MEDALLION
The first presidential medallion was presented
to former President Foster F. Diebold during the
May, 1981 commencement ceremonies. Designed
and executed by Professor Henry Katzwinkel, the
sterling silver medallion consists of a three and
one-half inch pectoral pendant featuring on its face
the figure of a Gordon Highlander with pipes. To
the right of the piper is the Cross of St. Andrew. To
the left is the Cross of England. Flanking the figure
is the date 1857, the opening year of the University,
and garland thistles. In the background are the
hills of Scotland, and beneath the piper is an open
book, a symbol of knowledge. On the reverse side
is the sunken crest of the Commonwealth of
Pennsylvania.

shields, alternately bearing three different designs:
the meigle, an interlacing knotwork peculiar to the
Pictish school of Celtic art; the Tudor rose design;
and "ESC" in interlocking letters on a background
of tabby weaving. Connecting each of the collar
shields is a Cross of St. George, representing the
union of Scotland and England. The entire
medallion was fabricated and cast in the cire
perdue (lost wax) process.
Surrounding the silver medallion is a gold
crafted circle which reads "Edinboro University of
Pennsylvania." Professor Katzwinkel, now retired,
added this piece to the medallion especially for the
Inauguration of President Frank G. Pogue in 1997,
and it is now a permanent fixture to the medallion
representing the school's current status as a
University.

The pendant descends from a shield
containing a triple-towered castle. The collar of the
medallion is comprised of a series of two-inch

ACADEMIC VESTMENTS
The gown, the cap, and the hood, representing
the major components of the academic dress, are a
ceremonial inheritance from the medieval
universities of the eleventh and twelfth centuries,
where dress was the outward sign of privilege and
responsibility. The academic dress worn by those
participating in today's academic processional
symbolizes the level of their academic attainment
and the institution they attended.

in which the doctorate was obtained.

HOOD
The most outstanding feature of the academic
dress is the hood. It is usually worn only for the
master's and the doctor's degrees. The doctor's
hood is longer than the master's hood and has
distinguished panels. The college or the university
granting the degree is indicated by the color of the
hood lining. The velvet trim of the hood indicates
the field in which the degree was granted.

GOWN
Although the gown is more frequently black,
certain universities have authorized the use of
colored gowns. The bachelor's and master's gowns
are fashioned from black serge. The yoke for the
bachelor's gown is designed to be worn closed and
features long, flowing and pointed sleeves. The
master's gown is designed to be worn open or
closed. Its sleeves are very long with square ends,
and the front part has an arc cut away. The arms
protrude through a slit at the elbow. The gown for
the doctor's degree is made of wool, serge, or silk
with an open front faced with wide velvet panels.
The sleeves are loose and bell-shaped with three

CAP
The standard cap is the mortarboard, usually
the color of the gown. The tassel is black for the
baccalaureate and master's degree and is worn
over the left front quarter of the cap. The tassel for
the doctor's mortarboard is of gold thread.
Undergraduates wear the tassel on the right side of
the cap until the moment the degree is conferred
by the president.

PRESIDENT FRANK G. POGUE
Commission, the Erie Regional Chamber and Growth
Partnership, and the Erie Philharmonic Orchestra. In
2005, he was elected to the Executive Committee of
the Civic Coordinating Committee of Erie County.
Additionally, he serves on the Boards of Corporators
for the Hamot Health Foundation, the Saint Vincent
Health Center, and the Meadville Medical Center. He
is a member of the Erie Martin Luther King Center
Scholarship Committee and an Honorary Member of
the Erie Wolves Club. Dr. Pogue was chairperson of
the Erie County Millennium Commission, the Erie
County State Employees Combined Appeal (SECA)
campaign in 2001 and 2002, and of the Erie Day
School's Adopt-A-Scholar scholarship program (200001 and 2002-03). He was also a member of the Erie
Mayor's Task Force on Public Safety. Dr. Pogue has
served on the boards of directors for the United Way
of Erie County and the Greater Erie Coimty Chapter
of the American Red Cross.
Dr. Pogue was honored by the Erie Area Chamber
of Commerce with the Louis J. Tullio Community
Service Award. The Greater Erie Community Action
Committee (GECAC) honored him in 2004 with the
Othello Myers Johnson Human Services Award and
with the Paul P. Martin Community Service Award in
2000. In 1999, the Distinguished Service Award for
Leadership and Vision was presented to him by the
SUNY at Albany Council of Trustees.
Dr. Pogue has shared his experiences and
expertise in Edinboro University classrooms via guest
lecturer presentations. He has also taught a course
titled, "Special Topics in Sociology" for the
Department of Sociology. He continues to enjoy
working in the classroom environment.
Since becoming president. Dr. Pogue has created
the concept and philosophy of the Edinboro Family, a
learner-centered environment where students come
first and are an integral part of a caring and
supportive campus community.

Frank G. Pogue was appointed the 15th president
of Edinboro University of Pennsylvania on July 1,
1996.
A sociologist. Dr. Pogue holds a bachelor's degree
from Alabama State University, a master's degree
from Atlanta University, and a Ph.D. from the
University of Pittsburgh.
Prior to his presidency at Edinboro University,
Dr. Pogue was the vice chancellor for student affairs
and special programs at the State University of New
York (SUNY) Central Administration in Albany,
serving in that position for 10 years. While vice
chancellor, he also served for one year as interim
president at the SUNY College at Cobleskill. Prior to
his assignment in the SUNY Central Admirustration,
President Pogue was vice president for student affairs,
associate vice president for research and educational
development, dean of undergraduate studies, and a
department chairperson, all at SUNY at Albany.
Dr. Pogue participates in national, regional and
statewide leadership groups. He serves as a member
of the American Council on Education (ACE)
Commission on Women in Higher Education which
provides counsel to ACE on policies and concerns
related to expanded roles and equal opportunity for
women in higher education. He is a member of the
American Association of State Colleges and
Universities (AASCU) Committee on Professional
Development, Millennium Leadership Initiative and
Christa McAuliffe Selection Committee. He was
appointed in 2003 to the International Association of
University Presidents Commission on Disarmament
Education, Conflict Resolution and Peace. Since 1984,
Dr. Pogue has served on the Commission on Higher
Education Middle States Association of Colleges and
Schools (MSA). Most recently, he served as President
for the MSA Board of Trustees and as a member of its
Executive Committee, and he is a former vice chair of
the Commission's Executive Committee. Dr. Pogue
also serves on the Board of Directors of Pennsylvania
Campus Compact. He served for two years as
chairperson of the Pennsylvania State System of
Higher Education (PASSHE) Commission for the
Universities and Commission of Presidents Executive
Committee. He is a member of the Executive Board of
A Community of Agile Partners in Education (CAPE).
In October 1996, Dr. Pogue was appointed by then
Permsylvania Governor Tom Ridge to the Governor's
Commission on Academic Standards. In November
2002, he was appointed co-chair of the Higher
Education Committee of Permsylvania Governor Ed
Rendell's Transition Team. In May, 2004, he was
appointed to the Pennsylvania Department of
Education's Higher Education Advisory Board.
Locally, Dr. Pogue serves on the Boards of
Directors for the Meadville Area Industrial

McKay, a professor of chemistry at Edinboro
University of Pennsylvania. He served as chair
of both the Department of Chemistry, and the
former Department of Chemistry and Physics,
for a total of 16 years.

for the improvement of science education, he
was named to the state-wide workgroup on
elementary science.
Professional organizations to which Dr.
McKay belongs include the American
Chemical Society, Sigma Xi and Phi Lambda
Upsilon. He has served on the University
Senate and its executive committee, the
University promotions committee, general
education committee, faculty research
conrunittee and the honors and independent
studies committee.

Dr. McKay earned a Bachelor of Science in
chemistry at the Philadelphia College of
Pharmacy and Science, now called The
University of the Sciences. He earned a Master
of Science in chemistry and a Ph.D. in
analytical chemistry, both from Wayne State
University.

Community activities have also been a part
of Dr. McKay's career. He served on an
advisory board to the General McLane School
District, as a judge for the Pennsylvania Junior
Academy of Science, and as a staff member at
the Pittcon Conference in Analytical Chemistry
and Applied Spectroscopy. Dr. McKay has also
served the community as a member of various
ecumenical choirs and a youth soccer coach.

Dr. McKay began his chemistry career at
Sim Oil Company with summer internships,
followed by a summer position in the scientific
laboratory of the Ford Motor Company.
Dr. McKay began his teaching career as an
assistant professor of chemistry at the
University of Connecticut. In 1972, he joined
Edinboro University's faculty as an associate
professor and attained the rank of professor in
1985. For many years Dr. McKay has advised
the students in Edinboro's Pre-Pharmacy

EDUCATOR, ADVISOR, RESEARCHER AND
STAFF MEMBER OF THE YEAR AWARDS
Edinboro University of Pennsylvania President Frank G. Pogue presented the Educator of the Year, Advisor
of the Year, Researcher of the Year and Staff Member of the Year awards to four Edinboro employees at the
2005 Spring Convocation held on Friday, April 1. The annual event is part of the University-wide employee
recognition program.
EDUCATOR OF THE YEAR
Dr. David Ferster is the Chairperson of the Political Science and
Criminal Justice Department. He has developed cooperative
arrangements with the Pennsylvania Attorney General's Office and
the Pennsylvania State Police that have brought state-of-the-art
technology to the Edinboro campus. He also serves as Director of the
Western Pennsylvania Labor Education Institute. He has coordinated
the University's Criminal Justice Day activities for the past several
years that have brought a range of professionals to campus for the
benefit of students. Dr. Ferster was also a featured speaker in October
of 2004 for the Pennsylvania Association of Councils of Trustees
Conference held here on campus. Prior to coming to the University,
he was the Assistant Coimty Attorney for Erie County, New York and
was a decorated Sergeant in the Marine Corps. He was honored as a
Distinguished Alumnus of the State University of New York College
at Buffalo, and by New York Governor George Pataki with the New
York Conspicuous Service Star medal and Cross medal as a veteran
who was cited for individual valor in combat.

ADVISOR OF THE YEAR

Dr. McKay has presented his research at a
number of conferences, and has published his
work in the Journal of Chemical Education,
Mikrochemica Acta, Talanta, and the Journal of
Inorganic and Nuclear Chemistry. He was
awarded grants from the Pittsburgh
Spectroscopy Society and the PPG Foundation.
As part of the NSF-sponsored CETP-PA grant

Dr. Gary Grant is the chair of the Music Department and, as such, he
has assumed a leadership role in modeling excellent advising
relationships while also creating an environment for effective
academic advising. While he attends to the needs of his own advisees
with great care, he also meets each semester with all music majors to
review curriculum requirements and changes. Dr. Grant coordinates
the Music Major for a Day program that brings high school students
to campus and is a valuable recruitment tool for the department. He
formerly served as the director of the Marching Band and currently
serves as the director for the University Jazz Band and the Symphonic
Wind Ensemble. He was instrumental in recommending design
elements for the impressive Louis C. Cole Auditorium - Memorial
Hall, and has worked with the Facilities staff in creating the plans for
the new Music building for which the University recently received
capital funding.

RESEARCHER OF THE YEAR
Dr. Gary Connell is a member of the Professional Studies
Department. He has an extensive record of research starting in 1986,
with 16 publications including two books, several chapters, and 11
articles in peer-reviewed journals. Dr. Coimell's most recent work was
published in The Journal of Marital and Family Therapy, October 2004,
and he has a chapter accepted for publication in the Handbook of
Family Therapy, 2005. He is recognized as an expert in the field of
family and community coimseling with significant contributions to
the theoretical work of Carl Whittaker and the applied studies with
oppositional defiant at-risk children and their families. He has
presented at a number of national conferences, most recently as a
major presenter at national conferences for the American Counseling
Association and the American Association for Marriage and Family
Therapy.

Mr. Eddie Gray has served the University as a police officer since
1986, and he is currently the first shift patrol supervisor. His other
duties include selection, hiring and scheduling of student employee
enforcement officers and scheduling the opening and re-securing of
buildings for after-hours usage. Eddie is a certified hostage negotiator
and has completed training through the Permsylvania State Police in
dealing with stress, shooting incidents and domestic abuse and
violence. He also has been trained in post-traumatic stress counseling
through the Crawford County Drug and Alcohol Center and has
taken classes in interrogation from the FBI. A resident of Meadville,
Sgt. Gray is a member of the President's Commission on Civility and
is a U.S. Army veteran.

inlaying, stone setting, and lost wax centrifugal
casting.

THE PRESIDENTIAL MEDALLION
The first presidential medallion was presented
to former President Foster F. Diebold during the
May, 1981 commencement ceremonies. Designed
and executed by Professor Henry Katzwinkel, the
sterling silver medallion consists of a three and
one-half inch pectoral pendant featuring on its face
the figure of a Gordon Highlander with pipes. To
the right of the piper is the Cross of St. Andrew. To
the left is the Cross of England. Flanking the figure
is the date 1857, the opening year of the University,
and garland thistles. In the background are the
hills of Scotland, and beneath the piper is an open
book, a symbol of knowledge. On the reverse side
is the sunken crest of the Commonwealth of
Pennsylvania.

Pictish school of Celtic art; the Tudor rose design;
and "ESC" in interlocking letters on a background
of tabby weaving. Connecting each of the collar
shields is a Cross of St. George, representing the
union of Scotland and England. The entire
medallion was fabricated and cast in the cire
perdue (lost wax) process.
Surrounding the silver medallion is a gold
crafted circle which reads "Edinboro University of
Pennsylvania." Professor Katzwinkel, now retired,
added this piece to the medallion especially for the
Inauguration of President Frank G. Pogue in 1997,
and it is now a permanent fixture to the medallion
representing the school's current status as a
University.

The pendant descends from a shield
containing a triple-towered castle. The collar of the
medallion is comprised of a series of two-inch

ACADEMIC VESTMENTS
The gown, the cap, and the hood, representing
the major components of the academic dress, are a
ceremonial inheritance from the medieval
universities of the eleventh and twelfth centuries,
where dress was the outward sign of privilege and
responsibility. The academic dress worn by those
participating in today's academic processional
symbolizes the level of their academic attainment
and the institution they attended.

in which the doctorate was obtained.

HOOD
The most outstanding feature of the academic
dress is the hood. It is usually worn only for the
master's and the doctor's degrees. The doctor's
hood is longer than the master's hood and has
distinguished panels. The college or the university
granting the degree is indicated by the color of the
hood lining. The velvet trim of the hood indicates
the field in which the degree was granted.

GOWN
Although the gown is more frequently black,
certain universities have authorized the use of
colored gowns. The bachelor's and master's gowns
are fashioned from black serge. The yoke for the
bachelor's gown is designed to be worn closed and
features long, flowing and pointed sleeves. The
master's gown is designed to be worn open or
closed. Its sleeves are very long with square ends,
and the front part has an arc cut away. The arms
protrude through a slit at the elbow. The gown for
the doctor's degree is made of wool, serge, or silk
with an open front faced with wide velvet panels.
The sleeves are loose and bell-shaped with three

CAP
The standard cap is the mortarboard, usually
the color of the gown. The tassel is black for the
baccalaureate and master's degree and is worn
over the left front quarter of the cap. The tassel for
the doctor's mortarboard is of gold thread.
Undergraduates wear the tassel on the right side of
the cap until the moment the degree is conferred
by the president.

PRESIDENT FRANK G. POGUE
Frank G. Pogue was appointed the 15th president
of Edinboro University of Pennsylvania on July 1,
1996.
A sociologist. Dr. Pogue holds a bachelor's degree
from Alabama State University, a master's degree
from Atlanta University, and a Ph.D. from the
University of Pittsburgh.
Prior to his presidency at Edinboro University,
Dr. Pogue was the vice chancellor for student affairs
and special programs at the State University of New
York (SUNY) Central Administration in Albany,
serving in that position for 10 years. While vice
chancellor, he also served for one year as interim
president at the SUNY College at Cobleskill. Prior to
his assignment in the SUNY Central Administration,
President Pogue was vice president for student affairs,
associate vice president for research and educational
development, dean of undergraduate studies, and a
department chairperson, all at SUNY at Albany.
Dr. Pogue participates in national, regional and
statewide leadership groups. He serves as a member
of the American Council on Education (ACE)
Commission on Women in Higher Education which
provides counsel to ACE on policies and concerns
related to expanded roles and equal opportunity for
women in higher education. He is a member of the
American Association of State Colleges and
Universities (AASCU) Committee on Professional
Development, Millennium Leadership Initiative and
Christa McAuliffe Selection Committee. He was
appointed in 2003 to the International Association of
University Presidents Commission on Disarmament
Education, Conflict Resolution and Peace. Since 1984,
Dr. Pogue has served on the Commission on Higher
Education Middle States Association of Colleges and
Schools (MSA). Most recently, he served as President
for the MSA Board of Trustees and as a member of its
Executive Committee, and he is a former vice chair of
the Commission's Executive Committee. Dr. Pogue
also serves on the Board of Directors of Pennsylvania
Campus Compact. He served for two years as
chairperson of the Pennsylvania State System of
Higher Education (PASSHE) Commission for the
Universities and Commission of Presidents Executive
Committee. He is a member of the Executive Board of
A Community of Agile Partners in Education (CAPE).
In October 1996, Dr. Pogue was appointed by then
Pennsylvania Governor Tom Ridge to the Governor's
Commission on Academic Standards. In November
2002, he was appointed co-chair of the Higher
Education Committee of Pennsylvania Governor Ed
Rendell's Transition Team. In May, 2004, he was
appointed to the Pennsylvania Department of
Education's Higher Education Advisory Board.
Locally, Dr. Pogue serves on the Boards of
Directors for the Meadville Area Industrial

Commission, the Erie Regional Chamber and Growth
Partnership, and the Erie Philharmonic Orchestra. In
2005, he was elected to the Executive Committee of the
Civic Coordinating Committee of Erie County.
Additionally, he serves on the Boards of Corporators
for the Hamot Health Foundation, the Saint Vincent
Health Center, and the Meadville Medical Center. He
is a member of the Erie Martin Luther King Center
Scholarship Committee and an Honorary Member of
the Erie Wolves Club. Dr., Pogue was chairperson of
the Erie County Millennium Commission, the Erie
County State Employees Combined Appeal (SEGA)
campaign in 2001 and 2002, and of the Erie Day
School's Adopt-A-Scholar scholarship program (200001 and 2002-03). He was also a member of the Erie
Mayor's Task Force on Public Safety. Dr. Pogue has
served on the boards of directors for the United Way
of Erie County and the Greater Erie County Chapter
of the American Red Cross.
Dr. Pogue was honored by the Erie Area Chamber
of Commerce with the Louis J. Tullio Community
Service Award. The Greater Erie Community Action
Committee (GECAC) honored him in 2004 with the
Othello Myers Johnson Human Services Award and
with the Paul P. Martin Community Service Award in
2000. In 1999, the Distinguished Service Award for
Leadership and Vision was presented to him by the
SUNY at Albany Council of Trustees.
Dr. Pogue has shared his experiences and
expertise in Edinboro University classrooms via guest
lecturer presentations. He has also taught a course
titled, "Special Topics in Sociology" for the
Department of Sociology. He continues to enjoy
working in the classroom environment.
Since becoming president. Dr. Pogue has created
the concept and philosophy of the Edinboro Family, a
learner-centered environment where students come
first and are an integral part of a caring and
supportive campus community.

Leading the academic procession and
carrying the ceremonial mace at today's
commencement ceremony is Dr. Patricia Prather
Pineo, Professor of Computer Science.

Dr. Pineo has served as a reviewer for the
National Science Foundation, as well as several
professional journals. She has received mention
in Who's Who in America, Who’s Who in Science
and Engineering, Who's Who among American
Women, and Who's Who International.

Dr. Pineo earned a Bachelor of Arts degree
in Mathematics at Duke University. She was
awarded Master of Science and Ph.D. degrees in
Computer Science from the University of
Pittsburgh.

Dr. Pineo has been involved in research
throughout her career and secured more than
$1.25 million in grant funds. She presented
research findings at international conferences in
Portugal, Cyprus, Scotland, and Greece. Her
work has been translated and published in
Chinese. Her upcoming article (with Dr.
Kathleen Golden), "Decision-making in
Organizations: Approaches to More Effective
Analysis," is scheduled for publication next year
in a special issue of the Journal of Software Process
Improvement and Practice.

Dr. Pineo holds a Permanent Certificate in
Vocational Education which she earned through
a joint program of the University of Pittsburgh
and Indiana University of Pennsylvania.
In 1966, Dr. Pineo began her professional
career as an administration programmer/
analyst at Duke University. She served as a
systems analyst for North Carolina Blue Cross &
Blue Shield, and then returned to Duke
University as data manager for the School of
Forestry's International Biological Program.

Dr. Pineo has a long-standing interest in
liturgical music. With her singing group,
SonShine, she has recorded and produced five
albums, the most recent in 2004.

Dr. Pineo's teaching career began when she
joined Crawford County Vocational-Technical
School as a data processing instructor in 1975.
She served as assistant professor of computer
science and mathematics at Alliance College,
and as assistant professor of computer science at
Youngstown State University. In 1988, Dr. Pineo
moved to Allegheny College, where she taught
until 1995, when she joined the Edinboro faculty
as assistant professor of mathematics and
computer science until 1999, when she was
named associate professor. She attained the rank
of professor in 2003.

Dr. Pineo and her husband, attorney
William Pineo, are the parents of four sons.

HONORARY DOCTORATE
Currently, Tom is president of the Vicary
Foundation, secretary of the Erie Day School, and
treasurer of the Erie County Historical Society and
of Goodell Gardens and Homestead in Edinboro.
He also chairs the Erie Community Fund Drives
Committee.
Cheryl is secretary of the Vicary Foundation
and chairperson of the boards of the Humane
Society of Northwestern Pennsylvania and Court
Appointed Special Advocates. She serves on the
board of the Dafmark Dance Theater, and on the
Neighborhood Art House Core Committee.
Tom is most proud of his involvement with
The Warner Theatre Trust and its accomplishments
related to the restoration and preservation of this
historic Erie landmark. His avocation is classical
music, evidenced by his work with the Erie
Philharmonic, the Philharmonic Chorus and
Chorus America. He continues to perform as a
singer.
Tom and Cheryl recently began a home-based
business called Bead Attitudes, making and
marketing glass bead bracelets and necklaces. Tom
has become an avid glass artist and produces a
variety of designs in their home kiln.
The Vicarys are among the honorary
chairpersons of the University's Campaign for
Excellence, and they served as co-hosts of our
kickoff event in Erie at Boston Store Place and the
Warner Theatre. Tom and his son, Douglas,
traveled as part of the Edinboro University
delegation to China in 2002. The Vicarys have also
been generous benefactors to Edinboro University
of Pennsylvania. They are especially proud of their
four children and four granddaughters.

Thomas C. and Cheryl G. Vicary of Erie have
been selected to receive the degree Doctor of Public
Service (Doctor Beneficiorum Publicorum, Honoris
Causa) at today's Commencement Ceremony.
Bom and raised in Erie, the Vicarys met as co­
workers at Erie City Iron Works. They relocated to
Tampa, Florida, where Tom held various
management positions with Zurn Industries
Cooling Tower and Chimney Divisions and served
as president of their successor company, Zurn
Balcke-Durr, a subsidiary of Deutsche Babcock.
Cheryl was active in Tampa's Junior League and
Child Abuse Council while raising the couple's
four children.
Tom and Cheryl returned to the Erie area in
1988
to
establish
VITCO
Corporation,
manufacturer of glass-lined pipe for the world s
wastewater plants, jointly operating it until its sale
in 2001.
The Vicarys are active in many of the region's
cultural, civic and philanthropic endeavors. Tom
serves as the chair of The Warner Theatre Trust and
is past president of the Erie Philharmonic. Cheryl
is chairperson of the Saint Vincent Foundation, a
founding member of the expERIEnce Children's
Museum, and past chairperson of both Discovery
Square and the Arts Council of Erie. Cheryl was
honored as the "2003 Community Treasure by
Villa Maria Elementary School and Academy.
Together, Tom and Cheryl were named honorees
for a research grant by the Juvenile Diabetes
Research Foundation in 2003. They received the
Erie Community Foundation's Edward C. Doll
Community Service Award in 2003 and the Erie
County Historical Society's 2004 History Maker
Award.

Dr. Pineo spearheaded the development of a
Master of Science in Information Technology
program, and she serves as its director. She co­
chairs the 21st Century Planning Group and
served as co-chair of Edinboro University's
Middle States Accreditation committee, and
chair of the Department Planning Committee on
Program Assessment.
