The mace, twenty-seven inches in length, is topped by a sterling
silver sphere studded with circular cabochon rubies, secured by bezels.
The collar of the mace is inlaid with ebony, alternated with silver relief
fleur-de-lis design elements. The cultured pearls mounted in cups encir
cle the bottom of the collar symbolizing the thirteen state colleges of
Pennsylvania. The shaft of the mace is composed of Brazilian rosewood
sections, separated by sterling silver rings. The mace is terminated by a
cast sterling silver finial; the five cultured pearls represent the existing
curricula. The rib-like cone form is terminated by a small silver sphere
symbolizing the world.

The ceremonial mace, a symbol of presidential authority, is car
ried at the head of the academic procession by the University Marshal,
J. Roland Lafferty. A gift of the Alumni Association, the mace was
designed and executed by Professor Henry Katzwinkel and Dr. Sey
mour Blinderman, former chairman of the Art Department. It was first
used at the inauguration of Edinboro State College President Chester T.
McNemey, in 1967.
The pendant descends from a shield containing a triple-towered
castle, the symbol of defense, protection, and strength. The collar of the
medallion is comprised of a series of two-inch shields, alternately bear
ing three different designs: the meigle, an interlacing knotwork peculiar
to the Pictish school of Celtic art; the Tudor rose design; and "ESC" in
interlocking letters on a background of tabby weaving. Connecting each
of the collar shields is a Cross of St. George, representing the union of
Scotland and England. The entire medallion was fabricated and cast in
the cire perdue (lost wax) process.

A symbol of presidential authority, the first presidential medal
lion was presented to Foster F. Diebold during the May, 1981 commence
ment ceremonies. It is permanently housed in the president's office and
will be presented to successive presidents. Designed and executed by
Mr. Henry Katzwinkel, professor of art, the sterling silver medallion
consists of a three and one-half inch pectoral pendant featuring on its
face the sunken crest of the Commonwealth of Pennsylvania. On the
reverse side is the figure of a Gordon Highlander with pipes. To the
right of the piper is the Cross of St. Andrew. To the left is the Cross of
England. Flanking the figure is the date 1857, the opening year of the
University, and garland thistles. In the background are the hills of Scot
land, and beneath the piper is an open book, symbol of knowledge.

Academic Vestments
(
The gown, the cap, and the hood, representing the major compo
nents of the academic dress, are a ceremonial inheritance from the
medieval universities of the eleventh and twelfth centuries, where dress
was the outward sign of privilege and responsibility. The academic
dress worn by those participating in today's academic processional sym
bolizes the level of their academic attainment and the institution they
attended.

Carrying the ceremonial mace and leading the academic procession at
today's Commencement ceremony is J. Roland (Pete) Lafferty, assistant
professor in the department of Art.

Since 1965, Lafferty has served as a teacher of graduate and undergrad
uate courses in numerous art subjects including ceramics, fibers, weaving,
design, drawing, painting, sculpture, photography and art education.

Although the gown is more frequently black, certain universities have
authorized the use of colored gowns. The bachelor's and master's gowns
are fashioned from black serge. The yoke for the bachelor's gown is
designed to be worn closed and features long, flowing and pointed
sleeves. The master's gown is designed to be worn open or closed. Its
sleeves are very long with square ends, and the front part has an arc cut
away. The arms protrude through a slit at the elbow. The gown for the
doctor's degree is made of wool, serge, of silk with an open front faced
with wide velvet panels. The sleeves are loose and bell-shaped with ~
three bars of velvet in black or the color of the discipline in which the
doctorate was obtained.

A native of the Canadohta Lake area of Crawford County, Mr. Lafferty
received a bachelor of science degree from Edinboro University in 1958. He
later earned a master's degree in art education and a master of fine arts degree
in ceramics from the Pennsylvania State University. He has also done post^
graduate work at Alfred University, the Cleveland Institute of Art, and West
Virginia University.
Gown
Mr. Lafferty held several educational positions prior to joining the
Edinboro faculty in 1965. He was principal of the elementary school in New
Richmond and taught art in Spartansburg and Jamestown, Pennsylvania. He
also taught at Thiel College in Greenville, Pennsylvania, for three years.
During the course of a long and productive artistic career, Mr. Lafferty's
works have been selected for many exhibitions. His art has appeared in shows
at Allegheny College; the Butler Institute of American Art in Youngstown,
Ohio; the Clay Plac6 Gallery in Pittsburgh; East Carolina University; Gannon
University; Glass Growers Gallery in Erie; Island Arts in Virginia; Keuka
College; Meadville Council on the Arts; Thiel College National Invitational
Ceramic Show; and West Virginia University. The Everson Museum of Art in
Syracuse has Mr. Lafferty's work in its permanent collection.
Hood
The most outstanding feature of the academic dress is the hood. It is
usually worn only for the master's and the doctor's degrees. The doctor's
hood is longer than the master's hood and has distinguished panels. The
college or the university granting the degree is indicated b)r the color of
the hood lining. The velvet trim of the hood indicates the field in which
the degree was granted.

Mr. Lafferty has conducted seminars on Native American Art in Santa
Fe, New Mexico, and led workshops in ceramics at the College of Wooster in
Ohio. Featured in articles in American Ceramics and Showcase and the Arts, he has
been involved with craft fairs as a ceramics demonstrator and has presented
cultural enrichment programs for schools and public television. He has also
conducted workshops in photography and fibers.

Mr. Lafferty lives in Meadville with his wife, Patricia, a former
psychiatric nurse. Their daughter, Cynthia, is an art teacher in Meadville, and
their son, Jeffrey, is a computer programmer for the tooling and machining
industry.
Cap
The standard cap is the mortarboard, usually the color of the gown. The
tassel is black for the baccalaureate and master's degree and is worn
over the left front quarter of the cap. The tassel for the doctor's mortar
board is of gold thread. Undergraduates wear the tassel on the right side
of the cap until the moment the degree is conferred by the president.

President Foster F. Diebold
Honorary Doctorate
Now in his 16th year as president of Edinboro University of Pennsylvania,
Foster R Diebold is the fourteenth chief executive officer of the institution of high
er learning that has come to acclaim in the last decade as one of Pennsylvania's
and the nation's finest. He has brought a vigorous educational and moral leader
ship, a strengthening of the spirit of community, a clear sense of direction and pur
pose, and a dimension of multicultural pluralism and diversity.

Much has been accomplished during President Diebold's tenure. The Uni
versity has returned to financial health. Significant facilities and grounds improve
ments have been achieved, with several of the historic structures on campus
restored to their original splendor. Academic programs have been emphasized
and improved, with more than 100 degree offerings now available. Enrollment
gains have been unprecedented in both numbers and academic quality. Interna
tional linkages have been established with institutions in several other countries,
and Edinboro University's program for students with disabilities continues to gar
ner acclaim as one of the finest among all colleges and universities in the United
States. Widely recognized as a leader in education both here and abroad. President
Diebold has positioned Edinboro University to meet the challenges of the 1990s, as
well as those that will face public higher education in the 21st century.
Mahmoud A. Haroon
Orange, New Jersey, native is a graduate of Monmouth College and also holds a master of arts in educational
administration from Seton Hall University. He has met coursework requirements for a doctorate in education at Rutgers
University and is currently completing the dissertation requirement for the Ph.D. program in higher education at the Uni
versity of Pittsburgh.
Prior to his presidency of Edinboro University, President Diebold was president of the University of Alaska from
1977 to 1979. Before that, he was executive secretary to the Board of Regents and special assistant to the president of the
University of Alaska Statewide System. From 1969 to 1976, he was director of Development and Planning at Kean CoUege
in New Jersey and a member of the graduate faculty at that institution; and from 1965 to 1969, he was assistant superin
tendent of the Neptune Township (New Jersey) Public Schools.
Recognized for his extensive experience in the field of education management. President Diebold's scholarly
achievements in the discipline of applied ethics in higher education deserve special mention. The model statement he
authored for the American Association of State Colleges and Universities, "Ethical Practices for College Presidents," was
unanimously adopted by that professional organization and published as policy for the chief executives of its nearly 400
member institutions nationwide. It is the first formally adopted ethical practices and policy statement for higher educa
tion presidents.
For his leadership on an international scale and for his many contributions to the advancement of higher educa
tion and enrichment of an emerging culture in Pakistan, President Diebold was decorated with prestigious gold medals
from three of the eight Pakistani universities with which Edinboro University maintains formal academic linkages.
President Diebold was also honored by the Government of Pakistan with the awarding of the degree of Doctor of Laws
(honoris causa), presented at the Government House in the City of Karachi. Edinboro also has linkage agreements with
institutions in the Peoples' Republic of China, Cuba and in the Kingdom of Morocco.
A staunch advocate of a statewide system of public universities in Pennsylvania, President Diebold supported
the enabling legislation for the State System of Higher Education (Act 188 of 1982) and saw the State System come to exis
tence in 1983 as a member of the transition team. He currently serves on the System's Executive Council of Presidents and
on the boards of the Pennsylvania Academy for the Profession of Teaching, the Pennsylvania State Athletic Conference,
and the Dixon University Center at Harrisburg.
President Diebold's stature in American higher education has been recognized by several high-level appoint
ments. He was named to the National Committee on U.S.-China Relations, the leading national organization devoted to
building constructive relationships between the two countries. He was also appointed to the Leadership Council of the
Northeast-Midwest Institute, a regional component of the Center for Regional Policy, and to the Pennsylvania Humani
ties Council, the private, non-profit group promoting statewide public understanding of the humanities.

His Excellency the Honorable Governor and Chancellor Mahmoud A.
Haroon has been selected to receive the degree Doctor of Laws (legum doctor,
honoris causa) at today's Commencement ceremony.
Governor of the province of Sindh in Pakistan and Chancellor of the six
universities of Sindh, Governor Haroon was born in September, 1920 in
Karachi, Pakistan and educated in D. J. Sindh College and S.C. Shahani Law
College in the former colony of India.
Brought up under the patronage of his father, the late Haji Sir Abdullah
Haroon, who was one of the close associates of Quaid-i-Azam Mohammad Ali
Jinnah and a pillar of the Pakistan independence movement, Mr. Haroon made
a distinguished entry into public life in 1937, when he was appointed aide-decamp to the Quaid-i-Azam, the founder of Pakistan.
Because of his keen interest in the youth movement of the Muslim
League, Mr. Haroon in 1938 was appointed to a series of increasingly important
positions culminating in leadership of the National Youth Organization in 1941.
In 1942 he was appointed a member of the Pakistan Muslim League Council,
and became president of the Karachi Provincial Muslim League two years later.
In 1945, Mr. Haroon was elected a member of the Sindh Legislative
Assembly, where he continued to serve until 1950. When the single province of
West Pakistan was formed by the merger of various provinces in 1953, he was
elected member of the West Pakistan Assembly, where he served until 1958.
Mr. Haroon continued to take an active interest in the provision of civic
amenities for the people of Karachi, and his activities intensified when he
became the representative of the people of Lyari in the Karachi Municipal
Corporation. Later he achieved the singular honor of being twice elected to the
Corporation and becoming mayor of Karachi, which was then the federal
capital, in 1953-54.
In the March 1965 elections, he was elected to the National Assembly of
Pakistan and was later appointed Minister for Labour and Cooperation of the
government of West Pakistan. The services he rendered in this capacity in
placing the cooperative movement on a sound and equitable footing are
recalled across Pakistan with great admiration.
Mr. Haroon was also chairman of the Dawn Group, Pakistan's leading
group of newspapers, and was elected chairman of the Pakistan Section,
Commonwealth Press Union, in 1965.
Three years later he was given one of that country's most important
diplomatic assignments as High Commissioner for Pakistan in the United King
dom. In August 1969 he joined the federal cabinet as Minister for Agriculture
and Works, a post he held until February 1971.
In July 1978, Mr. Haroon again became a federal minister with the
important portfolio of Interior and Political Affairs, an assignment he continued
to hold until his resignation from the cabinet in November 1984.
In addition to being chairman of Pakistan Herald Publications Limited
and Pakistan Herald Limited, he heads the following companies: Allied Engi
neering and Services Limited, Allied Tractors Limited, Allied Cosmetics and
Chemicals, Midland Motors (Pakistan) Limited, and Haroon Oils Limited.
In recognition of his services to the nation of Pakistan and the
assignments held both within that country and abroad, Mr. Haroon was
appointed Governor of the Province of Sindh in August 1991. As governor, he
also serves as chancellor of all imiversities in Sindh Province, as well as patron
of Hamdard University and Medical College. As governor of the Province of
Sindh and as chancellor and patron of the universities in the Province, his edu
cational leadership and civic commitment have received wide recognition
throughout the world.

Jerry B. Covert
Academic Degrees
School of Liberal Arts
Delivering the Commencement address at todayVceremony is Dr. Jerry
B. Covert, dean of Edinboro's School of Science, Management and
Technologies.
For the past three years. Dr. Covert has been administratively responsi
ble for the day-to-day operations of the seven academic departments within the
School of Science, Management, and Technologies. They include biology and
health services, business administration and economics, chemistry, geosciences,
mathematics and computer science, nursing, and physics and technology The
School has an enrollment of more than 2,000 students with 124 faculty
members. ,

Before coming to Edinboro, Dr. Covert spent five years at The Pennsyl
vania State University in the positions of associate and acting dean of under
graduate education and associate vice provost for undergraduate education. In
the latter position, he was responsible for administrative coordination and liai
son for general education and coordination of the system-wide comprehensive
plan for retention of undergraduate students. He was also involved with the
administration of academic advising, admissions, basic skills, writing across the
curriculum, personal counseling, general education curriculum development,
cultural diyersity programs, curriculum integration, and academic alliances
betweenlhe University and public schools of Pennsylvania.
An Edinboro graduate and borough native. Dr. Covert received a bacl^elor of science in secondary biology in 1963 and a master's and doctorate in bio
logical sciences and physiology from Penn State in 1967 and 1971, respectively.
From 1963 to 1966, he taught general science and biology in the Mt.
Pleasant (Pa.) Area School District, then^pent a year as graduate student and
National Science Foundation Fellow in Penn State's College of Science from
1966-67. He served as a diagnostic bacteriologist while completing graduate
studies in Penn State's College of Agriculture from 1967-71, and from 1971 to
1986 he taught biology at Perm State's Hazleton campus.

Often called upon to share his expertise. Dr. Covert has conducted
many presentations through the tri-state region. Among his most noteworthy
topics are: "Training Workforce 2000," a panel presentation for the American
Society for Training and Development; "Cultural Diversity as Curricular
Change" for the Conference on Cultural Diversity at Penn State; and
"Objectives and Assessment of General Education" at Perm State's Conference
on General Education.
During his tenure at Edinboro, Dr. Covert has developed a certificate
program in tooling and precision machining; initiated Science Alliance between
University faculty and tri-county public and parochial schools; coordinated the
process that developed articulation agreements with five area vocational techni
cal schools; and devised and implemented an enrollment management program
for Edinboro's allied health programs. A long-time member of the board of
directors of the American Red Cross, he currently serves on the Edinboro Uni
versity Steering Committee for the Tri-County Tech Prep program and the
board of directors of the Lake Area Health Education Center. Dr. Covert is vice
president of the Lake Erie Aquarium and lienee Center and a founding
member of the Edinboro Area YMCA Board of Directors.
He is a member of the American Association for Higher Education,
Beta Beta Beta National Honorary Biological Society, Phi Kappa Phi National
Honorary Society, and the National Association of A.cademic Affairs
Administrators.

The mace, twenty-seven inches in length, is topped by a sterling
silver sphere studded with circular cabochon rubies, secured by bezels.
The collar of the mace is inlaid with ebony, alternated with silver relief
fleur-de-lis design elements. The cultured pearls mounted in cups encir
cle the bottom of the collar symbolizing the thirteen state colleges of
Pennsylvania. The shaft of the mace is composed of Brazilian rosewood
sections, separated by sterling silver rings. The mace is terminated by a
cast sterling silver finial; the five cultured pearls represent the existing
curricula. The rib-like cone form is terminated by a small silver sphere
symbolizing the world.

The ceremonial mace, a symbol of presidential authority, is car
ried at the head of the academic procession by the University Marshal,
J. Roland Lafferty. A gift of the Alumni Association, the mace was
designed and executed by Professor Henry Katzwinkel and Dr. Sey
mour Blinderman, former chairman of the Art Department. It was first
used at the inauguration of Edinboro State College President Chester T.
McNemey, in 1967.
The pendant descends from a shield containing a triple-towered
castle, the symbol of defense, protection, and strength. The collar of the
medallion is comprised of a series of two-inch shields, alternately bear
ing three different designs: the meigle, an interlacing knotwork peculiar
to the Pictish school of Celtic art; the Tudor rose design; and "ESC" in
interlocking letters on a background of tabby weaving. Connecting each
of the collar shields is a Cross of St. George, representing the union of
Scotland and England. The entire medallion was fabricated and cast in
the cire perdue (lost wax) process.

A symbol of presidential authority, the first presidential medal
lion was presented to Foster F. Diebold during the May, 1981 commence
ment ceremonies. It is permanently housed in the president's office and
will be presented to successive presidents. Designed and executed by
Mr. Henry Katzwinkel, professor of art, the sterling silver medallion
consists of a three and one-half inch pectoral pendant featuring on its
face the sunken crest of the Commonwealth of Pennsylvania. On the
reverse side is the figure of a Gordon Highlander with pipes. To the
right of the piper is the Cross of St. Andrew. To the left is the Cross of
England. Flanking the figure is the date 1857, the opening year of the
University, and garland thistles. In the background are the hills of Scot
land, and beneath the piper is an open book, symbol of knowledge.

Academic Vestments

The gown, the cap, and the hood, representing the major compo
nents of the academic dress, are a ceremonial inheritance from the
medieval universities of the eleventh and twelfth centuries, where dress
was the outward sign of privilege and responsibility. The academic
dress worn by those participating in today's academic processional sym
bolizes the level of their academic attainment and the institution they
attended.

Carrying the ceremonial mace and leading the academic procession at
today's Commencement ceremony is J. Roland (Pete) Lafferty, assistant
professor in the department of Art.

Since 1965, Lafferty has served as a teacher of graduate and undergrad
uate courses in numerous art subjects including ceramics, fibers, weaving,
design, drawing, painting, sculpture, photography and art education.

Although the gown is more frequently black, certain universities have
authorized the use of colored gowns. The bachelor's and master's gowns
are fashioned from black serge. The yoke for the bachelor's gown is
designed to be worn closed and features long, flowing and pointed
sleeves. The master's gown is designed to be worn open or closed. Its
sleeves are very long with square ends, and the front part has an arc cut
away. The arms protrude through a slit at the elbow. The gown for the
doctor's degree is made of wool, serge, of silk with an open front faced
with wide velvet panels. The sleeves are loose and bell-shaped with ~
three bars of velvet in black or the color of the discipline in which the
doctorate was obtained.

A native of the Canadohta Lake area of Crawford County, Mr. Lafferty
received a bachelor of science degree from Edinboro University in 1958. He
later earned a master's degree in art education and a master of fine arts degree
in ceramics from the Pennsylvania State University. He has also done post^
graduate work at Alfred University, the Cleveland Institute of Art, and West
Virginia University.
Gown
Mr. Lafferty held several educational positions prior to joining the
Edinboro faculty in 1965. He was principal of the elementary school in New
Richmond and taught art in Spartansburg and Jamestown, Pennsylvania. He
also taught at Thiel College in Greenville, Pennsylvania, for three years.
During the course of a long and productive artistic career, Mr. Lafferty's
works have been selected for many exhibitions. His art has appeared in shows
at Allegheny College; the Butler Institute of American Art in Youngstown,
Ohio; the Clay Plac6 Gallery in Pittsburgh; East Carolina University; Gannon
University; Glass Growers Gallery in Erie; Island Arts in Virginia; Keuka
College; Meadville Council on the Arts; Thiel College National Invitational
Ceramic Show; and West Virginia University. The Everson Museum of Art in
Syracuse has Mr. Lafferty's work in its permanent collection.
Hood
The most outstanding feature of the academic dress is the hood. It is
usually worn only for the master's and the doctor's degrees. The doctor's
hood is longer than the master's hood and has distinguished panels. The
college or the university granting the degree is indicated b)r the color of
the hood lining. The velvet trim of the hood indicates the field in which
the degree was granted.

Mr. Lafferty has conducted seminars on Native American Art in Santa
Fe, New Mexico, and led workshops in ceramics at the College of Wooster in
Ohio. Featured in articles in American Ceramics and Showcase and the Arts, he has
been involved with craft fairs as a ceramics demonstrator and has presented
cultural enrichment programs for schools and public television. He has also
conducted workshops in photography and fibers.

Mr. Lafferty lives in Meadville with his wife, Patricia, a former
psychiatric nurse. Their daughter, Cynthia, is an art teacher in Meadville, and
their son, Jeffrey, is a computer programmer for the tooling and machining
industry.
Cap
The standard cap is the mortarboard, usually the color of the gown. The
tassel is black for the baccalaureate and master's degree and is worn
over the left front quarter of the cap. The tassel for the doctor's mortar
board is of gold thread. Undergraduates wear the tassel on the right side
of the cap until the moment the degree is conferred by the president.

President Foster F. Diebold
Honorary Doctorate
Now in his 16th year as president of Edinboro University of Pennsylvania,
Foster R Diebold is the fourteenth chief executive officer of the institution of high
er learning that has come to acclaim in the last decade as one of Pennsylvania's
and the nation's finest. He has brought a vigorous educational and moral leader
ship, a strengthening of the spirit of community, a clear sense of direction and pur
pose, and a dimension of multicultural pluralism and diversity.

Much has been accomplished during President Diebold's tenure. The Uni
versity has returned to financial health. Significant facilities and grounds improve
ments have been achieved, with several of the historic structures on campus
restored to their original splendor. Academic programs have been emphasized
and improved, with more than 100 degree offerings now available. Enrollment
gains have been unprecedented in both numbers and academic quality. Interna
tional linkages have been established with institutions in several other countries,
and Edinboro University's program for students with disabilities continues to gar
ner acclaim as one of the finest among all colleges and universities in the United
States. Widely recognized as a leader in education both here and abroad. President
Diebold has positioned Edinboro University to meet the challenges of the 1990s, as
well as those that will face public higher education in the 21st century.
Mahmoud A. Haroon
Orange, New Jersey, native is a graduate of Monmouth College and also holds a master of arts in educational
administration from Seton Hall University. He has met coursework requirements for a doctorate in education at Rutgers
University and is currently completing the dissertation requirement for the Ph.D. program in higher education at the Uni
versity of Pittsburgh.
Prior to his presidency of Edinboro University, President Diebold was president of the University of Alaska from
1977 to 1979. Before that, he was executive secretary to the Board of Regents and special assistant to the president of the
University of Alaska Statewide System. From 1969 to 1976, he was director of Development and Planning at Kean CoUege
in New Jersey and a member of the graduate faculty at that institution; and from 1965 to 1969, he was assistant superin
tendent of the Neptune Township (New Jersey) Public Schools.
Recognized for his extensive experience in the field of education management. President Diebold's scholarly
achievements in the discipline of applied ethics in higher education deserve special mention. The model statement he
authored for the American Association of State Colleges and Universities, "Ethical Practices for College Presidents," was
unanimously adopted by that professional organization and published as policy for the chief executives of its nearly 400
member institutions nationwide. It is the first formally adopted ethical practices and policy statement for higher educa
tion presidents.
For his leadership on an international scale and for his many contributions to the advancement of higher educa
tion and enrichment of an emerging culture in Pakistan, President Diebold was decorated with prestigious gold medals
from three of the eight Pakistani universities with which Edinboro University maintains formal academic linkages.
President Diebold was also honored by the Government of Pakistan with the awarding of the degree of Doctor of Laws
(honoris causa), presented at the Government House in the City of Karachi. Edinboro also has linkage agreements with
institutions in the Peoples' Republic of China, Cuba and in the Kingdom of Morocco.
A staunch advocate of a statewide system of public universities in Pennsylvania, President Diebold supported
the enabling legislation for the State System of Higher Education (Act 188 of 1982) and saw the State System come to exis
tence in 1983 as a member of the transition team. He currently serves on the System's Executive Council of Presidents and
on the boards of the Pennsylvania Academy for the Profession of Teaching, the Pennsylvania State Athletic Conference,
and the Dixon University Center at Harrisburg.
President Diebold's stature in American higher education has been recognized by several high-level appoint
ments. He was named to the National Committee on U.S.-China Relations, the leading national organization devoted to
building constructive relationships between the two countries. He was also appointed to the Leadership Council of the
Northeast-Midwest Institute, a regional component of the Center for Regional Policy, and to the Pennsylvania Humani
ties Council, the private, non-profit group promoting statewide public understanding of the humanities.

His Excellency the Honorable Governor and Chancellor Mahmoud A.
Haroon has been selected to receive the degree Doctor of Laws (legum doctor,
honoris causa) at today's Commencement ceremony.
Governor of the province of Sindh in Pakistan and Chancellor of the six
universities of Sindh, Governor Haroon was born in September, 1920 in
Karachi, Pakistan and educated in D. J. Sindh College and S.C. Shahani Law
College in the former colony of India.
Brought up under the patronage of his father, the late Haji Sir Abdullah
Haroon, who was one of the close associates of Quaid-i-Azam Mohammad Ali
Jinnah and a pillar of the Pakistan independence movement, Mr. Haroon made
a distinguished entry into public life in 1937, when he was appointed aide-decamp to the Quaid-i-Azam, the founder of Pakistan.
Because of his keen interest in the youth movement of the Muslim
League, Mr. Haroon in 1938 was appointed to a series of increasingly important
positions culminating in leadership of the National Youth Organization in 1941.
In 1942 he was appointed a member of the Pakistan Muslim League Council,
and became president of the Karachi Provincial Muslim League two years later.
In 1945, Mr. Haroon was elected a member of the Sindh Legislative
Assembly, where he continued to serve until 1950. When the single province of
West Pakistan was formed by the merger of various provinces in 1953, he was
elected member of the West Pakistan Assembly, where he served until 1958.
Mr. Haroon continued to take an active interest in the provision of civic
amenities for the people of Karachi, and his activities intensified when he
became the representative of the people of Lyari in the Karachi Municipal
Corporation. Later he achieved the singular honor of being twice elected to the
Corporation and becoming mayor of Karachi, which was then the federal
capital, in 1953-54.
In the March 1965 elections, he was elected to the National Assembly of
Pakistan and was later appointed Minister for Labour and Cooperation of the
government of West Pakistan. The services he rendered in this capacity in
placing the cooperative movement on a sound and equitable footing are
recalled across Pakistan with great admiration.
Mr. Haroon was also chairman of the Dawn Group, Pakistan's leading
group of newspapers, and was elected chairman of the Pakistan Section,
Commonwealth Press Union, in 1965.
Three years later he was given one of that country's most important
diplomatic assignments as High Commissioner for Pakistan in the United King
dom. In August 1969 he joined the federal cabinet as Minister for Agriculture
and Works, a post he held until February 1971.
In July 1978, Mr. Haroon again became a federal minister with the
important portfolio of Interior and Political Affairs, an assignment he continued
to hold until his resignation from the cabinet in November 1984.
In addition to being chairman of Pakistan Herald Publications Limited
and Pakistan Herald Limited, he heads the following companies: Allied Engi
neering and Services Limited, Allied Tractors Limited, Allied Cosmetics and
Chemicals, Midland Motors (Pakistan) Limited, and Haroon Oils Limited.
In recognition of his services to the nation of Pakistan and the
assignments held both within that country and abroad, Mr. Haroon was
appointed Governor of the Province of Sindh in August 1991. As governor, he
also serves as chancellor of all imiversities in Sindh Province, as well as patron
of Hamdard University and Medical College. As governor of the Province of
Sindh and as chancellor and patron of the universities in the Province, his edu
cational leadership and civic commitment have received wide recognition
throughout the world.

Jerry B. Covert
Academic Degrees
School of Liberal Arts
Delivering the Commencement address at todayVceremony is Dr. Jerry
B. Covert, dean of Edinboro's School of Science, Management and
Technologies.
For the past three years. Dr. Covert has been administratively responsi
ble for the day-to-day operations of the seven academic departments within the
School of Science, Management, and Technologies. They include biology and
health services, business administration and economics, chemistry, geosciences,
mathematics and computer science, nursing, and physics and technology The
School has an enrollment of more than 2,000 students with 124 faculty
members. ,

Before coming to Edinboro, Dr. Covert spent five years at The Pennsyl
vania State University in the positions of associate and acting dean of under
graduate education and associate vice provost for undergraduate education. In
the latter position, he was responsible for administrative coordination and liai
son for general education and coordination of the system-wide comprehensive
plan for retention of undergraduate students. He was also involved with the
administration of academic advising, admissions, basic skills, writing across the
curriculum, personal counseling, general education curriculum development,
cultural diyersity programs, curriculum integration, and academic alliances
betweenlhe University and public schools of Pennsylvania.
An Edinboro graduate and borough native. Dr. Covert received a bacl^elor of science in secondary biology in 1963 and a master's and doctorate in bio
logical sciences and physiology from Penn State in 1967 and 1971, respectively.
From 1963 to 1966, he taught general science and biology in the Mt.
Pleasant (Pa.) Area School District, then^pent a year as graduate student and
National Science Foundation Fellow in Penn State's College of Science from
1966-67. He served as a diagnostic bacteriologist while completing graduate
studies in Penn State's College of Agriculture from 1967-71, and from 1971 to
1986 he taught biology at Perm State's Hazleton campus.

Often called upon to share his expertise. Dr. Covert has conducted
many presentations through the tri-state region. Among his most noteworthy
topics are: "Training Workforce 2000," a panel presentation for the American
Society for Training and Development; "Cultural Diversity as Curricular
Change" for the Conference on Cultural Diversity at Penn State; and
"Objectives and Assessment of General Education" at Perm State's Conference
on General Education.
During his tenure at Edinboro, Dr. Covert has developed a certificate
program in tooling and precision machining; initiated Science Alliance between
University faculty and tri-county public and parochial schools; coordinated the
process that developed articulation agreements with five area vocational techni
cal schools; and devised and implemented an enrollment management program
for Edinboro's allied health programs. A long-time member of the board of
directors of the American Red Cross, he currently serves on the Edinboro Uni
