THE COLLEGE MARSHAL
MRS. JANE PARSONS

Carrying the Ceremonial Mace and leading the ranks of the
academic procession as College Marshal is Mrs. Jane
Parsons, a member of the Elementary Education Department
at Edinboro State College for the past twelve years.
Originally from Bethlehem, Pennsylvania, Mrs. Parsons

received her Bachelor’s degree from Oberlin College and was the first
woman to receive a Master of Arts in Mathematics from Lehigh University.
She was a Fullbright Scholar to Germany and later studied in England and
at the University of Edinburgh, Scotland.
Prior to her position at Edinboro, Mrs. Parsons taught in the Iroquois and
Lewistown Public School Systems of Pennsylvania. She was also a
practicing commercial artist for ten years during which time she presented
her own art shows.
An advocate of the “British Primary Schools” approach to early
childhood education, Mrs. Parsons joined the Edinboro State College
faculty in 1966. While at Edinboro, she instituted a curriculum development
program at the Miller Research-Learning Center which was a pilot project
for the teaching of German to children ages five through ten. She also
supervised a three-year special assignment which dealt with the
development of an early childhood education program for the Port
Allegheny Public Schools System.
Along with her certification in the teaching of mathematics and German,
Mrs. Parsons is also certified in English which she has taught at the
Hokuriku Gakuim College at Kanazawa, Japan.
While serving as College Marshal for today’s commencement pro­
ceedings is of great importance to Mrs. Parsons, an equally significant
honor shares the stage with this event. She will also witness the graduation
of Yukiko Minamoto, whom she sponsored as a Japanese “daughter” to
Edinboro State College. Miss Minamoto has the unique distinction of
receiving her degree at today’s commencement as one of only two students
who will be graduating with 4.0 averages.
A member of the honorary mathematical society. Pi Mu Epsilon, Mrs.
Parsons is also affiliated with the professional organizations of the
Pennsylvania State Education Association, the National Education
Association and the Association of Pennsylvania State College and
University Faculties.
Mrs. Parsons, along with her husband, the Reverend William A. Parsons,
resides in Erie. Their six children, four sons and two daughters, are all
college graduates, three of whom have obtained their master’s degrees.
They have all dignified themselves professionally as an artist, a banker, an
educational administrator, an engineer and teachers.
In her retirement, Mrs. Parsons plans to return to Eastern Pennsylvania
for a short time and then will travel to Japan this summer to teach English
at Kokuriko Gakuim College.

COMMENCEMENT SPEAKER
THE HONORABLE JOHN HEINZ
The Honorable John Heinz, Pennsylvania’s Junior Senator and the
youngest Republican in the United States Senate, will serve as guest
speaker for today’s commencement exercises. In recognition of his
outstanding contributions to law, business and society, Mr. Heinz will be
honored by receiving a distinguished Certificate of Merit from the College.
Prior to his election to a six-year term as a United States Senator in
November 1976, Heinz served for five years in the House of Representatives
after winning a 1971 special election in Western Pennsylvania’s 18th
Congressional District.
Originally from Pittsburgh, Pennsylvania, Heinz received his Bachelor’s
degree firom Yale University in 1960 and then attended Harvard Graduate
School of Business Administration where he was awarded a Master’s of
Business Administration in 1963. He immediately enlisted in the United
States Air Force and subsequently was honorably discharged with the rank
of staff sergeant.
In the House, Heinz was a member of the Health and Environment and
the Energy and Power Subcommittees of the Interstate and Foreign
Commerce Committee. In those two subcommittees, Heinz played a key role
in redirecting health research to such previously ignored problems as
diabetes, in writing this country’s Clean Air laws, and in taking the first
positive steps to deal with the energy crisis.
To make sure that the special problems of our senior citizens received
prompt and sympathetic action in Congress, Heinz spearheaded the
successful battle to create the House Select Committee on Aging.
Heinz’s three Committee Assignments in the Senate include Govern­
mental Affairs, which is handling such areas as Government Reorganiza­
tion and Sunset laws; Banking, Housing and Urban Affairs, where Heinz is
active in programs aimed at neighborhood conservation and revitalization
and improving mass transit; and the Budget Committee which determines
the size, limits and priorities for the federal budget. Most recently, he
became the first fireshman Senator of either party to floor-manage a major
piece of le^slation, the Anti-Boycott bill.
In addition to his professional activities, the young Senator has been
active in numerous civic affairs. He is a board member of the Children’s
Hospital of Pittsburgh, the Yale University Art Gallery and Board of
Visitors for the Graduate School of Public and International Affairs,
Graduate School of Public Health, University of Pittsburgh, as well as the
Graduate School of Business Administration, Harvard University, to name
but a few.

Among his past board memberships are those with the
University of Pittsburgh and the Pittsburgh Urban League.
The Senator makes his home in the Fox Chapel Boro, a
suburb of Pittsburgh, with his wife and three children.

AWARD RECIPIENT
MR. JOHN A. HAGAN
Mr. John A. Hagan, Director of Vocational Rehabilitation for the
Commonwealth of Pennsylvania, will receive Edinboro State College’s
highest honor today when he is presented a Certificate of Merit which cites
his leadership in human services in rehabilitation and especially for his
concern of the youth of the nation.
Mr. Hagan began his career with vocational rehabilitation in 1946 as a
counselor with the Pennsylvania Bureau of Vocational Rehabilitation. He
was later promoted tb Western Regional Supervisor, a position which he left
in 1960, only to return and be named BVR’s Director in June of 1972.
Prior to his appointment as Director, Mr. Hagan served with the
American Heart Association as rehabilitation consultant, succeeding Dr.
Fred Whitehouse as Rehabilitation Director in 1965 and later assumed the
position of Executive Secretary of the Stroke Council, a scientific body of the
American Heart Association. In those positions he was responsible for
initiating, developing and supervising the Heart Association’s national
programs in rehabilitation.
Mr. Hagan is a pioneer in cardiac and stroke rehabilitation, beginning as
a counselor in those areas in 1946. He is also noted in work evaluation
techniques for the disabled and was a founding member of the Cardiac
Work Evaluation Unit at the Philadelphia General Hospital.
In 1952 he developed the first vocational rehabilitation program in
cardiac surgery with Drs. Bailey and Glover at Hahnemann Hospital,
Philadelphia, expanding it to four other hospitals, serving clients from
seventeen states.
He has developed evaluation units throughout the United States and is
known nationally for his work in stress and strain, in exercise and in the
medical-legal problems of cardiac disability. He has written and spoken
extensively on these subjects and on counseling in the rehabilitation
process. He has organized and directed national conferences on work
evaluation, workmen’s compensation, and stress, strain and heart disease.
Mr. Hagan was a special consultant to President Johnson’s Committee
on Heart, Cancer and Stroke and was elected Fellow of the Council on
Stroke of the American Heart Association in 1972 for his contributions to
the development of the Stroke Council of the American Heart Association.
He received the Mark M. Walter Humanitarian Award this year and has
been a member of numerous local, state and national committees on a
variety of disabilities.
A recipient of a Bachelor of Arts degree in Philosophy from St. Charles
Seminary in Overbrook, Pennsylvania, Mr. Hagan has done graduate
study at Temple University, St. Joseph’s College and Princeton University.

Complementing his career in vocational rehabilitation has
been a most diversified background which includes such
experiences as a proofreader, a job analyst, an employment
interviewer and a naval officer.

LOIS CALDWELL NORTH, CLASS OF 1886

Mr. and Mrs. Eugene Finegan provide a $50 annual
award to an outstanding male English student who shows
a tendency to write prose or poetry that is intended to make
mankind aware of the needs of his fellow-man and that
places an emphasis on the desire to make the world a better
place in which to live. This award was established in
memory of their son. Jack Finegan, a former student at
Edinboro State College.

Two $100 annual scholarships have been endowed in
memory of Mrs. Lois Caldwell North by her daughter,
Eleanor North, of State College, Pa. The awards are made
each year to students who plan to enter the ministry upon
completion of their education.
HELEN SABIN REED, OCTOBER 1966
A $10,000 endowment was given to Edinboro State
College in memory of Mrs. Helen Sabin Reed, a member of
the education faculty from 1961 through 1966. Because
Mrs. Reed was a specialist in the reading field, the yearly
$500 scholarship is awarded to an elementary education
major. Mrs. Theo Sabin Meyer of Erie, Mrs. Mildred Sabin
Young, Los Angeles, California, sisters; and a brother,
Robert W. Sabin, Long Beach, California, established the
gift.

MILDRED FORNESS MEMORIAL LOAN
Miss Forness held a position at the College from 1922
until her retirement in 1969. During that time she served in
many capacities, including head of the Library and head
of the Library Science Department. Her relatives and
friends have contributed to establish loans for library
science students.

VLAHAKIS AWARD, JANUARY 1972

JOHN “BUTCH” MCBRIDE MEMORIAL
SCHOLARSHIP

Each year a $300 scholarship award is made available
to a student of Edinboro State College who is majoring or
planning to major in chemistry. The award has been
established by Mrs. Thekla Vlahakis of Pittsburgh in
memory of her late husband, George K. Vlahakis, and two
sons, Walter and William.

John B. McBride, Sr. (Class of 1953), Barbara McBride
and Richard McBride have established a scholarship fund
in memory of their son and brother, John “Butch”
McBride. The scholarship is awarded to recognize
outstanding athletic performance and scholarship achieve­
ment of an enrolled athlete in one of the varsity sports
existent during the award year.

EDINBORO ALUMNI ASSOCIATION SCHOLARSHIP

UNITED MINISTRY MINORITY SCHOLARSHIP

The Edinboro State College Alumni Association offers a
$1,200 scholarship, $300 per year for four years, to an
outstanding high school senior enrolling at the College
each year.

The United Ministry of Edinboro State College offers
scholarships to freshmen minority students at the College.
In order to receive the scholarship, students must be in
good academic standing from high school with financial
need as documented through the Financial Aid Form of the
College Scholarship Service.

THE BRUCE MANVILLE MORRISON FUND
The fund was established by the estate of the late Bruce
Manville Morrison to provide financial support for
Edinboro State College graduate students. Awards are
made on a continuing basis to graduate students who can
document financial need. The Morrison Fund also has
provisions for the acquisition of rare books for the College
Library.
RUSSIAN LANGUAGE AND AREA STUDY
SCHOLARSHIPS
Eight Russian Language and Area Study Scholarships
were granted to promising high school seniors desiring to
combine a major in Russian with secondary specialization
in either economics, business, accounting or engineering.
This program, funded in part by industrial firms, is
intended to prepare the scholarship winners for careers in
International Trade in general, and East-West Trade in
particular.

STUDENT EMERGENCY LOAN FUND
The Student Emergency Loan Fund has been estab­
lished for undergraduate or graduate students who are in
immediate need of a small loan. Contributions have been
made to this fund in memory of:
- Dr. Harry W. Earlley, Dean of Instruction, who was
serving as Acting President of the College at the time of
his death, March 25, 1966.
- Corporal Gary Leslie Norman, a former student at
Edinboro State College, killed in action in Vietnam,
December 18, 1967.
- Dr. L. W. VanLaningham who served the College as
Director of Student Teaching and Placement from 1949
until his death, December 2, 1967.

PROGRAM NOTES
THE CEREMONIAL MACE
The Ceremonial Mace, a symbol of presidential
authority, is carried at the head of the academic procession
by the College Marshal, Mrs. Jane Parsons. A gift of the
Alumni Association, the Mace was designed and executed
by Dr. Seymour Blinderman, formerly of the Art faculty,
and Mr. Henry Katzwinkel. It was first used at the
inauguration of President Chester T. McNerney. The
Mace, twenty-seven inches high, is topped by a sterling
silver sphere studded with cone-shaped rubies. The neck of
the Mace is inlaid with rosewood, alternated with silver
fleur-de-lis. Cultured pearls mounted on cups encircle the
top of the shaft. Discs of silver interspersed with rosewood
compose the shaft which ends with tip-casted silver.
Sunken cultured pearls encircle a rounded cone with
textured silver to end in a small globe.
ACADEMIC VESTMENTS
The gown, the cap and the hood, representing the major
components of the academic dress, are a ceremonial
inheritance from the medieval universities of the eleventh
and twelfth centuries, where dress was the outward sign of
privilege and responsibility. The academic dress worn by
those participating in today’s academic processional
symbolizes the level of their academic attainment and the
institution they attended.
GOWN
Although the gown is more frequently black, certain
universities have authorized the use of colored gowns. The

bachelor and master gowns are fashioned from black
serge. The yoke for the bachelor gown is designed to be
worn closed and features long, flowing and pointed
sleeves. The master gown is designed to be worn open or
closed. Its sleeves are very long with square ends, and the
front part has an arc cut away. The arms protrude through
a slit at the elbow. The gown for the doctor degree is made
of wool, serge or silk with an open front faced with wide
velvet panels. The sleeves are loose and bell-shaped with
three bars of velvet in black or the color of the discipline in
which the doctorate was obtained.

HOOD
The most outstanding feature of the academic dress is
the hood. It is usually worn only for the master and doctor
degrees. The doctor’s hood is longer than the master’s hood
and has distinguished panels. The college or the university
granting the degree is indicated by the color of coloring of
the hood lining. The velvet trim of the hood indicates the
field in which the degree was granted.

CAP
The standard cap is the mortarboard, usually the color of
the gown. The tassel is black for the baccalaureate and
master degree and is worn over the left front quarter of the
cap. The tassel for the doctor’s mortarboard is of gold
thread. Undergraduates wear the tassel on the right side of
the cap until the moment the degree is conferred by the
president.

THE COLLEGE MARSHAL
MR. ROBERT J. FREDERICK

Carrying the ceremonial mace and leading the ranks of
the academic procession at commencement exercises
today is Mr. Robert Frederick, retiring assistant professor
in Edinboro’s Sociology/Anthropology/ Social Work
Department. Mr. Frederick is being honored as College

Marshal to recognize his 13 years of teaching service to the Edinboro
State College community.
Mr. Frederick’s retirement is unique in that it marks the completion
of two careers of service to his fellow man which span some 34 years.
While he is being honored today for his 13 years in education, he also
holds the distinction of being a retired United States Air Force major.
He received both his bachelor’s and master’s degrees in anthropology
from The Pennsylvania State University and entered the teaching
profession at Edinboro in 1965.
Prior to his career as an educator, Mr. Frederick was a supply
services officer in the United States Air Force until his retirement in
1960. During his 21-year career in the military service, he traveled to
Iceland, Bermuda and the British Isles. He spent five years teaching in
the Air Force ROTC program at the University of Vermont and the
Pottsville Center of The Pennsylvania State University.
“My first interest was really history,” reflected the military veteran
who is now noted for his work in anthropology, “but the opportunity
to travel while in the Air Force made me extremely aware of the
different kinds, origins and ideas of people. I would imagine that was
my main reason for turning to anthropology.” More specifically, Mr.
Frederick enjoyed, as a major area of study, the Indians which
inhabited the upper New York state area, particularly the Iroquois and
the Seneca.
Listed among his affiliations are the Retired Officers Association,
the American Anthropological Association and the Association of
Pennsylvania State College and University Faculty (APSCUF). He has
served as departmental representative to APSCUF and on several
department committees.
A native of Pittston in Luzerne County, Mr. Frederick plans to
return to his home after retirement and then travel.
He and his wife, Mary, have two daughters. Carol is an engineer with
the General Electric Company in Syracuse, New York; while Mary, who
attended her father’s alma mater and received her master’s from
Edinboro, is currently a teacher at the Edinboro Intermediate Unit.

COMMENCEMENT SPEAKER
THE HONORABLE CARYL M. KLINE
PENNSYLVANIA SECRETARY OF EDUCATION
The Honorable Caryl Kline, Secretary of Education for the Common­
wealth of Pennsylvania, will serve as guest speaker for today’s summer
commencement exercises. During the ceremonies, Edinboro President
Dr. Chester R. McNerney, will present a distinguished Certificate of
Merit to Secretary Kline in recognition of her commitments to
domestic service, concentration on rights and programs related to
women, international form, practical business and proiessional acumen.
In her role as Secretary of Education, she will also be acknowledged for
the creation of opportunities for all to learn, explore knowledge and
better serve the future.
Prior to her appointment as Secretary of Education in April 1977,
Mrs. Kline, who possesses an outstanding background in education,
history and poUtics, seped as the Director of Continuing Education for
Women at the University of Pittsburgh. A historian specializing in the
Civil War, she has tau^t at the Universities of Wisconsin and Syracuse,
was assistant to the Chancellor at the University of Pittsburgh, chairerson of the University’s athletic committee, and president of the
ennsylvania Association for Adult Education.
Mrs. Kline’s formal education centered in Wisconsin where she
attended the Madison pubUc schools and the University of Wisconsin.
Her honorary degrees include a Doctor of Humane Letters and Doctor
of Laws.
While teaching at Syracuse in 1957, Mrs. Kline was a candidate for
President of city council, and a year later, was a candidate for Congress
from the 35th district of New York.
In 1961 she was ^pointed special ambassador to Sierra Leone, West
Africa, by the late President John F. Kennedy. During this time, she
completed a Peace Corps feasibility study in Liberia and Ghana, and
was evaluator of the Agency for International Development projects in
Sierra Leone and Liberia. She was also a consultant to Women’s
Institute Programs operated by the Sierra Leone Department of
Education and advisor on labor relations to the Queen’s Board of
Incmiry after riots in 1955.
For her dedicated public service, Mrs. Kline has been named a
Distinguished Daughter of Pennsylvania, 1966; Woman of EHstinction in
Education, 1968, and was recipient of the Overseas Rehabilitation
Training Community Service Award in 1974. She has also served on
various educational, eovernment and health boards and commissions
and currently is the chairman of the Board of the Federal Home Loan
Bank of Pittsburgh which includes West Virginia, Pennsylvania, New

Jersey and Delaware.
The Secretary is married to Dr. Hibberd Van
Buren Kline, and has two sons, Hibberd III and
Wayne Morse. Her brother was the late U.S. Senator,
Wayne Morse, from Oregon.

LOIS CALDWELL NORTH, CLASS OF 1886

Mr. and Mrs. Eugene Finegan provide a $50 annual award
to an outstanding male English student who shows a tendency
to write prose or poetry that is intended to make mankind
aware of the needs of his fellow-man and that places an
emphasis on the desire to make the world a better place in
which to live. This award was established in memory of their
son. Jack Finegan, a former student at Edinboro State College.

Two $100 annual scholarships have been endowed in
memory of Mrs. Lois Caldwell North by her daughter, Eleanor
North, of State College, Pa. The awards are made each year to
students who plan to enter the ministry upon completion of
their education.

MILDRED FORNESS MEMORIAL LOAN

A $10,000 endowment was given to Edinboro State College
in memory of Mrs. Helen Sabin Reed, a member of the
education faculty from 1961 through 1966. Because Mrs.
Reed was a specialist in the reading field, the yearly $500
scholarship is awarded to an elementary education major. Mrs.
Theo Sabin Meyer of Erie, Mrs. Mildred Sabin Young, Los
Angeles, California, sisters;
and a brother, Robert W. Sabin,
Long Beach, California, established the gift.

Miss Fomess held a position at the College from 1922 until
her retirement in 1969. During that time she served in many
capacities, including head of the Library and head of the
Library Scinece Department. Her relatives and friends have
contributed to establish loans for Ubrary science students.

SCHOLARSHIP
VLAHAKIS AWARD, JANUARY 1972
John B. McBride, Sr. (Class of 1953), Barbara McBride and
Richard McBride have established a scholarship fund in
memory of their son and brother, John “Butch” McBride. The
scholarship is awarded to recognize outstanding athletic per­
formance and scholarship achievement of an enrolled athlete
in one of the varsity sports existent during the award year.

Each year a $300 scholarship award is made available to a
student of Edinboro State College who is majoring or planning
to major in chemistry. The award has been established by Mrs.
Thekla Vlahakis of Pittsburgh in memory of her late husband,
George K. Valhakis, and two sons, Walter and William.

THE BRUCE MANVILLE MORRISON FUND
The fund was established by the estate of the late Bruce
ManvUle Morrison to provide financial support for Edinboro
State College graduate students. Awards are made on a
continuing basis to graduate students who can document
financial need. The Morrison Fund also has provisions for the
acquisition of rare books for the College Library.
RUSSIAN LANGUAGE AND AREA STUDY
SCHOLARSHIPS
Eight Russian Language and Area Study Scholarships were
granted to promising high school seniors desiring to combine a
major in Russian with secondary specialization in either
economics, business, accounting or engineering. This program,
funded in part by industrial firms, is intended to prepare the
scholarship wiimers for careers in International Trade in
general, and East-West Trade in particular.

STUDENT EMERGENCY LOAN FUND
The Student Emergency Loan Fund has been established
for undergraduate or graduate students who are in immediate
need of a small loan. Contributions have been made to this
fund in memory of:
Dr. Harry W. Earlley, Dean of Instruction, who was serving
as Acting President of the College at the time of his death,
March 25,1966.
Corporal Gary Leslie Norman, a former student at
Edinboro State College, killed in action in Vietnam,
December 18,1967.
Dr. L. W. VanLaningham who served the College as
Director of Student Teaching and Placement from 1949
until his death, December 2,1967.

PROGRAM NOTES
THE CEREMONIAL MACE
The Ceremonial Mace, a symbol of presidential authority,
is carried at the head of the academic procession by the
College Marshal, Mr. Robert J. Frederick. A gift of the Alumni
Association, the Mace was designed and executed by Dr.
Seymour Blinderman, formerly of the Art faculty, and Mr.
Henry Katzwinkel. It was first used at the inauguration of
President Chester T. McNerney. The Mace, twenty-seven
inches high, is topped by a sterling silver sphere studded with
cone-shaped rubies. The neck of the Mace is inlaid with rose­
wood, alternated vdth silver fleur-de-lis. Cultured pearls
mounted on cups encircle the top of the shaft. Discs of silver
interspersed with rosewood compose the shaft which ends
with tip-casted silver. Sunken cultured pearls encircle a
rounded cone with textured silver to end in a small globe.
ACADEMIC VESTMENTS
The gown, the cap and the hood, representing the major
components of the academic dress, are a ceremonial
inheritance from the medieval universities of the eleventh and
twelfth centuries, where dress was the outward sign of
privilege and responsibility. The academic dress worn by those
participating in today’s academic processional symboUzes the
level of their academic attainment and the institution they
attended.
GOWN
Although the gown is more frequently black, certain

universities have authorized the use of colored gowns. The
bachelor and master gowns are fashioned from black serge.
The yoke for the bachelor gown is designed to be worn closed
and features long, flowing and pointed sleeves. The master
gown is designed to be worn open or closed. Its sleeves are
very long with square ends, and the front part has an arc cut
away. The arms protrude through a slit at the elbow. The
gown for the doctor degree is made of wool, serge or silk with
an open front faced with wide velvet panels. The sleeves are
loose and bell-shaped with three bars of velvet in black or the
color of the discipline in which the doctorate was obtained.
HOOD
The most outstanding feature of the academic dress is the
hood. It is usually worn only for the master and doctor
degrees. The doctor’s hood is longer than the master’s hood
and has distinguished panels. The college or the university
granting the degree is indicated by the color of coloring of the
hood lining. The velvet trim of the hood indicates the field in
which the degree was granted.
CAP
The standard cap is the mortarboard, usually the color of
the gown. The tassel is black for the baccalaureate and master
degree and is worn over the left front quarter of the cap. The
tassel for the doctor’s mortarboard is of gold thread. Under­
graduates wear the tassel on the right side of the cap untQ
the moment the degree is conferred by the president.

institutions in Western Pennsylvania. Located just 15 miles south of
Erie, Pa., the College’s setting offers a contrast of seasons. Enhanced by
the beauty of Edinboro Lake, the community serves as a resort center
during the summer while numerous nearby ski slopes offer a variety of
recreation in the picturesque winter months. The College’s location
enables it to readily serve the tri-state area with its proximity to
Pittsburgh, Pa. (125 miles), Cleveland, Ohio (100 miles) and Buffalo,
New York (120 miles). Moreover, it is easily accessible from the north
and south by Interstate 79 and east and west by Interstate 90.
Edinboro State College has continued to increase its academic offer­
ings to students and provide career choices not only in education, but
in the professions and industry, as well. Included in the expanded
curricula are programs in nursing, criminal justice, computer science,
allied health fields, business and numerous pre-professional programs in
law, denistry, medicine and veterinary science. Edinboro State is also a
pioneer in offering developmentally disabled students an opportunity
to attend college. In keeping with its objective as a multi-purpose
institution, the College offers both degree and non-degree programs for
its students and surrounding community residents.
The College has experienced a rapid growth rate in students, faculty
and physical plant. Forty buildings cover the 585-acre campus which
now services more than 6,000 students.
