The College Marshal

Carrying the Ceremonial Mace and leading the ranks of the academic procession as
College Marshal today is Mr. Blair E. Henderson, who serves as Assistant to the Vice
President for Academic Affairs and will conclude his career at the end of the current year.
In 1965 Mr. Henderson became a member of the College’s administration, where he
has given untiring service for the past ten years in his roles as Assistant to the Vice President
for Academic Affairs, Director of the General Studies Program and Acting Registrar.
A recipient of a Bachelor of Arts degree in Commerce and Finance from Penn State and
a graduate of the Industrial College of the Armed Forces in Washington, D. C., Mr. Hender­
son obtained his Master of Education degree in Guidance and Counseling from the Colleges
of William and Mary. Mr. Henderson also holds credits from George Washington University,
the University of Maryland, University of the Americas and Edinboro State College. At
the secondary level, he served as a guidance counselor and teacher in Fairfax, Virginia, at
Flint Hill Preparatory School.
Prior to his career at Edinboro State College, Mr. Henderson performed duties at Fort
Eustis, Virginia, where he was Chief of Staff of the United States Army Transportation
Center and Assistant Commandant in the United States Army Transportation School.
He was a member of the Joint Staff, serving the Joint Chiefs of Staff in Washington, D. C.,
and also Assistant Military Attache at the United States Embassy in London, England.
During his 24 years in the United States Army, Mr. Henderson served 13 of those as a
colonel and eight years as a lieutenant colonel.
An active participant in community affairs, Mr. Henderson has been a member of the
Rotary Club for the past eight years where he has served as both president and vice president
of the Edinboro Rotarians.

THE CEREMONIAL MACE
The Ceremonial Mace, a symbol of presidential authority, is carried at the head of the
academic procession by the College Marshal, Mr. Blair E. Henderson. The Mace, a gift of the
Alumni Association, was designed and executed by Dr. Seymour Blinderman, formerly of
the Art faculty, and Mr. Henry Katzwinkel. The Mace was first used at the inauguration
of President Chester T. McNerney.
The Mace, twenty-seven inches high, is topped by a sterling silver sphere studded by
cone-shaped rubies. The neck of the Mace is inlaid with rosewood, alternated with silver
fleur-de-lis. Cultured pearls mounted on cups encircle the top of the staff. Discs of silver
interspersed with rosewood compose the shaft which ends with tip-casted silver. Sunken
cultured- pearls encircle a rounded cone with textured silver to end in a small globe.

COMMENCEMENT SPEAKER
AND RECIPIENT OF CERTIFICATE OF MERIT
DR. TERREL HOWARD BELL
United States Commissioner of Education
Dr. Terrell H. Bell, the United States Commissioner of Education, will serve as speaker
for the 1975 spring commencement. In recognition of both his public and private service to
education, as well as his personal and professional commitment to human services, he is
being honored today by receiving a distinguished Certificate of Merit.
Dr, Bell was sworn in as the Commissioner of Education on June 13, 1974, only eight
days after his appointment was confirmed by the U. S. Senate. He is the 21st Commissioner
in the 107-year history of the U. S. Office of Education.
During his previous service in Washington, Dr. Bell was instrumental in establishing
comparability for Title I of the Elementary and Secondary Education Act—the requirement
that Federal funds supplement rather than supplant State and local funds. He also played a
major role in the Office of Education’s effort to desegregate, under the Emergency School
Assistance Program, some 1,300 school districts in the South.
Dr. Bell had been Superintendent of the Granite School District, Salt Lake City,
beginning in September 1971. From 1970 to 1971, he was with the U. S. Office of Education,
serving as Associate Commissioner in charge of Regional Offices, Acting Commissioner of
Education and Deputy Commissioner for School Systems. From 1963 to 1970, he was Utah
State Superintendent of Public Instruction and Executive Officer of the State Board for
Vocational Education.
A native of Lava Hot Springs, Idaho, Dr. Bell received his B.A. degree from Southern
Idaho College of Education in 1946, his M.S. from the University of Idaho in 1954, and his
doctorate in educational administration from the University of Utah in 1961. He also studied
school administration as a Ford Foundation Fellow in 1954-55 at Stanford University.
Dr. Bell began his career in education in 1946 as a science teacher and athletic coach
at Eden Rural High School in Eden, Idaho. From 1947 to 1954, he served as Superintendent
of the Rockland Valley School District in Idaho. In 1955 he became Superintendent of
Schools in the Star Valley School District, Afton, Wyoming, and held this position for the
next three years. From 1957 to 1962, he was Superintendent of Schools in the Weber County
School District, Ogden, Utah. He was Chairman of the Department of Educational Ad­
ministration and Professor of Educational Administration at Utah State University from
1962 to 1963.
The Commissioner holds an honorary Doctorate of Humanities degree from Southern
Utah State College. His other honors and awards include: Certificate of Appreciation from
the U. S. Office of Education in 1971; Secretary’s Special Citation from the U. S. Department
of Health, Education and Welfare in 1970; National Adult Education Outstanding Service
Award in 1970; Distinguished Service to American Education Award from the Council of
Chief State School Officers in 1970; Utah School Boards Association Distinguished Service
Award in 1970, and the Weber County Board of Education designation of a new secondary
school as T. H. Bell Junior High School in 1963,
A member of the Honor Society of Phi Kappa Phi, Dr. Bell is the author of five pub-^
lished books and numerous articles on educational subjects.
During World War II, Dr. Bell served for 26 months in the Pacific Area and was dis­
charged as a First Sergeant in the U. S. Marine Corps. In 1957, he was married to Betty
Ruth Fitzgerald and has four sons: Mark Fitzgerald, Warren Terrel, Glenn Martin and
Peter Fitzgerald.

AWARD RECIPIENTS
MR. B. REGIS ‘‘SOX’^ HARRISON
Professor Emeritus, Edinboro State College
A special Certificate of Merit will be awarded today to B. Regis “Sox” Harrison, who
dedicated 34 years of his life to Edinboro State College as an athletic director, a coach and
a physical education instructor.
Sox, who graduated from Niagara University in 1913 and starred in both football and
baseball, came to Edinboro in 1919. Under his leadership. Sox Harrison’s teams were
renowned for their outstanding success and the spirit that was generated by his exuberance.
Sox’s basketball teams amassed an amazing 158 wins from 1928 until his retirement in 1952,
and his 1931-32 basketball team still has the best percentage mark in Edinboro history
with its 12-1 season record.
The College paid a tribute to Sox in 1964 when Edinboro’s football stadium was named
in his honor. His overall devotion to the athletic world is annually symbolized in the
presentation of a trophy in his name that is awarded to an Edinboro State College senior who
has demonstrated his unselfish service to Edinboro’s athletic program and is a proven
competitor.
Originally a Pittsburgh native. Sox coached football and basketball at Battle Creek
School of Physical Education in Michigan and then took a position at Alliance College
prior to coming to Edinboro. Always noted for giving his time unselfishly to youngsters,
retirement from the College in 1952 meant only more time for the management of his own
Sunset Camps for boys and girls.
Sox will long be remembered for his outstanding contributions to the College and the
many lasting friendships which he has established over the years.

DR. DORIS E. NASON
Director, Reading-Study Center
The University of Connecticut
Dr. Doris E. Nason, Director of the Reading-Study Center at the University of
Connecticut, will receive a Certificate of Merit at today’s commencement proceedings. The
award recognizes her professional service and national leadership as a distinguished researcher
and lecturer in matters of clinical services in the fiela of reading.
Dr. Nason is the author of 17 publications and is a renowned lecturer in the field of
reading. She has produced numerous television courses in the teaching of reading, conducted
workshops and seminars while also organizing various reading associations. In 1971 Dr.
Nason was a consultant to the first learning disability center in Belgium and since then
has travelled throughout the United States to assist in establishing and evaluating reading
programs.
Dr. Nason has been a professor at the University of Connecticut for the past 25 years
where she has specialized in remedial, clinical, primary and adult reading. Her major areas
of research include the study of children whose reading achievement is below their measured
intellectual activity, the study of reading achievement of bi-lingual children, the study of
effective ways of improving primary reading instruction, the effects of parent involvement
in reading instruction, and the effects of various plans to up-grade adult literacy. Under
her direction, the reading clinic at the University of Connecticut was founded in 1951.
A native of Girard, Pa., Dr. Nason received her B.S. degree in 1947, was awarded her
master’s degree in 1948 and her doctorate in 1951 from Boston University. She received
her initial teaching degree from Edinboro State College in 1932 and taught in the Erie
area until 1947.

MEMORIAL FOUNDATION GIFTS

Academic Vestments
The gown, the cap and the hood, representing the major components of the academic
dress, are a ceremonial inheritance from the medieval universities of the eleventh and twelfth
centuries, where dress was the outward sign of privilege and responsibility. The academic
dress worn by those participating in today’s academic processional symbolizes the level of
their academic attainment and the institution they attended.

Gown
Although the gown is more frequently black, certain universities have authorized the
use of colored gowns. The Bachelor and Master gowns are fashioned from black serge. The
yoke for the Bachelor gown is designed to be worn closed and features long, flowing and
pointed sleeves. The Master gown is designed to be worn open or closed. Its sleeves are very
long with square ends, and the front part has an arc cut away. The arms protrude through
a slit at the elbow. The gown for the Doctor degree is made of wool, serge, or silk with an
open front faced with wide velvet panels. The sleeves are loose and bell-shaped with three
bars of velvet in black or the color of the discipline in which the doctorate was obtained.

Jack Finegan, April 1969
Mr. and Mrs. Eugene Finegan provide a $50 annual award to an outstanding male
English student who shows a tendency to write prose or poetry that is intended to make
mankind aware of the needs of his fellow-man and that places an emphasis on the desire
to make the world a better place in which to live. This award was established in memory
of their son. Jack Finegan, a former student at Edinboro State College.

Mildred Forness Memorial Loan for Library Science Students
Miss Forness held a position at the College from 1922 until her retirement in 1969.
During that time she served in many capacities, including head of the Library and head of
the Library Science department. Her relatives and friends have contributed to establish
loans for library science students.

Lois Caldwell North, Class of 1886

Hood
The most outstanding feature of the academic dress is the hood. It is usually worn
only for the Master’s and the Doctor’s degrees. The Doctor’s hood is longer than the Master’s
hood and has distinguishing panels. The college or the university granting the degree is
indicated by the color or coloring of the hood lining. The velvet trim of the hood indicates
the field in which the degree was granted.

Cap
The standard cap is the mortarboard, usually the color of the gown. The tassel is black
for the Baccalaureate and Master degree and is worn over the left front quarter of the
cap. The tassel for the Doctor’s mortarboard is of gold thread. Undergraduates wear the
tassel on the right side of the cap until the moment the degree is conferred by the President.

Two $100 annual scholarships have been endowed in memory of Mrs. Lois Caldwell
North by her daughter, Eleanor North of State College, Pa. The awards are made each
year to students who plan to enter the ministry upon completion of their education.

Helen Sabin Reed, October 1966
A $10,000 endowment was given to Edinboro State College in memory of Mrs. Helen
Sabin Reed, a member of the education faculty since 1961. Because Mrs. Reed was a specialist
in the reading field, the yearly $500 scholarship will be awarded to an Elementary Education
major. Mrs. Theo Sabin Meyer of Erie; Mrs. Mildred Sabin Young, Los Angeles, California,
sisters; and a brother, Robert W. Sabin, Long Beach, California, established the gift.

Vlahakis Award, January 1972
Each year a $300 scholarship award is made available to a student at Edinboro State
College who is majoring or planning to major in chemistry. The award has been established
by Mrs. Thekla Vlahakis of Pittsburgh in memory of her late husband, George K. Vlahakis,
and two sons, Walter and William.

SCHOLARSHIP AWARDS
Pennsylvania Women’s Club Art Scholarships
Each year three art students who achieved sophomore or higher standing are recipients
of awards. The Pennsylvania Federation of Women’s Clubs provide the grants with the
selections being made by the Art Scholarship Award Committee.

Programs of financial assistance and the low cost of attending Edinboro State College
have made higher education a reality for most students possessing the desire and ability
to achieve such a goal.

Hannah Kent Schoff Memorial PTA Scholarships
The Pennsylvania Congress of Parents and Teachers makes available each year a
scholarship to an outstanding high school student who will attend Edinboro State College.
This yearly scholarship is continuous for four years, upon review of the scholarship committee.
The award is made on the basis of CEEB test results, grades, class rank, personal attributes,
co-curricular activities, desire to teach and a personal interview.

Over $4,700,000 in financial assistance will be received by students at Edinboro State
College during the 1974-75 academic year through the following programs:

Basic Educational Opportunity Grants — $190,000
College Work-Study Program — $160,000

The Bruce Manville Morrison Fund
The fund was established by the estate of the late Bruce Manville Morrison to provide
financial support for Edinboro State College graduate students. Awards are made on a con­
tinuing basis to graduate students who can document financial need. The Morrison Fund
also has provisions for the acquisition of rare books for the College Library.

Institutional Loans — $11,000
Institutional Scholarships — $7,500
Law Enforcement Education Program — $7,500

Traineeship in Mental Retardation
Graduate students, seniors and juniors of Edinboro State College are awarded traineeship grants from the Federal Government. The awards are given for outstanding scholarship,
campus citizenship and professional promise in the field of teaching the mentally retarded.

STUDENT EMERGENCY LOAN FUND
The Student Emergency Loan Fund has been established for undergraduate or graduate
students who are in immediate need of a small loan. Contributions have been made to this
fund in memory of
Dr. Harry W. Earlley, Dean of Instruction, who was serving as acting
President of the College at the time of his death, March 25, 1966.

COMMENCEMENT SPEAKER
AND RECIPIENT OF CERTIFICATE OF MERIT
DR. JUDITH A. W. THOMAS
Director of Student Teaching, Lincoln University

Carrying the Ceremonial Mace and leading the ranks of the academic procession as College Marshal
today is Professor Julian W. Shinol, who recently concluded 35 years serving education. Mr. Shinol has
been a member of the Edinboro State College faculty for the past twelve years in both the educational
foundations department in the School of Education and the geography department.

Dr. Judith A. W. Thomas, a Lincoln University professor and 1962 Edinboro graduate, is the guest speaker
for today’s Summer Commencement ceremonies. In recognition of her dynamic service to educational and
public responsibilities, she is being honored by receiving a distinguished Certificate of Merit.

Prior to his career at Edinboro, Mr. Shinol spent seven years in the Dubois School System and 16
years with the Erie Public School System where he taught at both Academy and Strong Vincent high
schools. He was also an adjunct professor in geography at Villa Maria College.

Dr. Thomas became a faculty member of Lincoln University in 1974 where she serves as Director of
Student Teaching, associate professor of education and Director of Debate and Forensics. She also currently
acts as a consultant for the Commonwealth of Pennsylvania on competency based education.

His interesting career includes a five-year stint with the United States Commerce Department. Ini­
tially, he served as a cartographic engineer for coastal and geodetic surveys where he prepared aero­
nautical charts. In his last two years with the department, Mr. Shinol was an economic analyst in the
Bureau of Foreign and Domestic Commerce.
Mr. Shinol has authored a number of articles and has been active in professional groups including the
National Council for the Social Studies, National Council for Geographic Education and American
Education Research Association. He has also been a member of the Faculty Association, PSEA, NEA,
John Dewey Society and Pi Delta Kappa, as well as being named to “Who’s Who.”
A native of Reynoldsville, Pa., Mr. Shinol received his BS degree from Indiana University of Pa. and
was awarded his master’s degree from Allegheny College. He has done additional graduate work at the
University of Chicago, American University and Western Reserve University.
While he has concluded his teaching career. Professor Shinol intends to be back in the college ranks
shortly. He is currently preparing to move to South Carolina and enroll in the law school at South
Carolina University and then plans to offer legal assistance to individuals in the field of education.
Presently, Mr. Shinol makes his home in Wesleyville, Pa. with his wife Nancy. He has a son, Jan, who
is a major in the United States Air Force, and a daughter, Susan, who is a graduate of Edinboro State
College and resides in Buffalo, New York.
THE CEREMONIAL MACE
The Ceremonial Mace, a symbol of presidential authority, is carried at the head of the academic
procession by the College Marshal, Mr. Julian Shinol. The Mace, a gift of the Alumni Association, was
designed and executed by Dr. Seymour Blinderman, formerly of the Art faculty, and Mr. Henry
Katzwinkel. The Mace was first used at the inauguration of President Chester T. McNerney.
The Mace, twenty-seven inches high, is topped by a sterling silver sphere studded by cone-shaped
rubies. The neck of the Mace is inlaid with rosewood, alternated with silver fleur-de-lis. Cultured pearls
mounted on cups encircle the top of the staff. Discs of silver interspersed with rosewood compose the
shaft which ends with tip-casted silver. Sunken cultured pearls encircle a rounded cone with textured
silver to end in a small globe.

This past spring Dr. Thomas was selected to receive the Lindback Distinguished Teaching Award at Lincoln
University. The honor is conferred annually to a person who has exhibited distinguished teaching according to
evaluations by students, faculty and administrators. Dr. Thomas’ selection is most unique since she is the only
first-year-faculty awardee in the history of the Lindback Awards which began in 1961.
Prior to her position at Lincoln, Dr. Thomas was a teacher of English and Spanish in the Highlands School
District (1962-1966), a teacher of advanced Spanish at Penn Hills High School (1966-1967), an instructor of
curriculum and methods courses at West Virginia University (1967-1970), an assistant professor of speech at
Penn State University’s Fayette campus (1970-1971) and an associate professor of speech, education and
sociology at West Liberty State College (1971-1974). While at West Liberty, she also served as Director of the
Interethnic Sensitivity Institute and instructor for the college’s summer Upward Bound program. Among her
numerous committee involvements, she acted as chairperson for the college’s Human Relations Committee.
Along with her teaching assignment at West Virginia University, Dr. Thomas also was department supervisor of
student teachers.
In addition to her Lindback Award, the Edinboro graduate has been the recipient of other numerous
honors. Highlighting the lengthy list is her selection to the International Platform Association, the Danforth
Fellow Associate Award for Outstanding Teaching and Scholarship, the President’s Scholar Award from West
Virginia University, the Outstanding Young Woman of America Award, the Best Teacher of Spanish Award
from the University of Puget Sound Language Institute and an Outstanding Citizenship Achievement Award.
While at Edinboro State College, Dr. Thomas, the former Judy Waugh, was also named Outstanding Senior
Woman in 1962.
Her biographical sketches are included in the publications “Leaders in Education,” the “American Scholars
Edition” and the “Outstanding Women of America Association.”
She has served as speaker and consultant at many educational workshops and seminars, as well as authoring
a number of publications and writings. Most significant among her presentations have been “Religion and
Ethnicity,” “Education and Ethnicity,” “Comparing the Minority Groups in South America to Minorities in
the United States,” “Teacher Education and 1980” and “Black Dialect.”
A native of New Kensington, Pa., Dr. Thomas received her BS degree from Edinboro State College in 1962,
her MEd from Duquesne University in 1967 and her doctorate from West Virginia University in 1971.
She is married to Dr. James A. Thomas and they, along with their five-year-old daughter, Michelle Lynn,
and two-year-old twin boys, Bradley and Brian, currently reside in Oxford, Pa.

Academic Vestments
The gown, the cap and the hood, representing the major components of the academic dress, are a
ceremonial inheritance from the medieval universities of the eleventh and twelfth centuries, where dress
was the outward sign of privilege and responsibility. The academic dress worn by those participating in
today’s academic processional symbolizes the level of their academic attainment and the institution they
attended.

Gown
Although the gown is more frequently black, certain universities have authorized the use of
colored gowns. The bachelor and master gowns are fashioned from black serge. The yoke for the
bachelor gown is designed to be worn closed and features long, flowing and pointed sleeves. The master
gown is designed to be worn open or closed. Its sleeves are very long with square ends, and the front part
has an arc cut away. The arms protrude through a slit at the elbow. The gown for the doctor degree is
made of wool, serge, or silk with an open front faced with wide velvet panels. The sleeves are loose and
bell-shaped with three bars of velvet in black or the color of the discipline in which the doctorate was
obtained.

Mr. and Mrs. Eugene Finegan provide a $50 annual award to an outstanding male English student who
shows a tendency to write prose or poetry that is intended to make mankind aware of the needs of his
fellow-man and that places an emphasis on the desire to make the world a better place in which to live.
This award was established in memory of their son. Jack Finegan, a former student at Edinboro State
College.

Mildred Forness Memorial Loan for Library Science Students
Miss Forness held a position at the College from 1922 until her retirement in 1969. During that time
she served in many capacities, including head of the Library and head of the Library Science depart­
ment. Her relatives and friends have contributed to establish loans for library science students.

Hood
The most outstanding feature of the academic dress is the hood. It is usually worn only for the
master’s and the doctor’s degrees. The doctor’s hood is longer than the master’s hood and has distin­
guishing panels. The college or the university granting the degree is indicated by the color or coloring of
the hood lining. The velvet trim of the hood indicates the field in which the degree was granted.

Two $100 annual scholarships have been endowed in memory of Mrs. Lois Caldwell North by her
daughter, Eleanor North of State College, Pa. The awards are made each year to students who plan to
enter the ministry upon completion of their education.

Helen Sabin Reed, October 1966
A $10,000 endowment was given to Edinboro State College in memory of Mrs. Helen Sabin Reed, a
member of the education faculty since 1961. Because Mrs. Reed was a specialist in the reading field, the
yearly $500 scholarship will be awarded to an elementary education major. Mrs. Theo Sabin Meyer of
Erie; Mrs. Mildred Sabin Young, Los Angeles, California, sisters; and a brother, Robert W. Sabin, Long
Beach, California, established the gift.

Cap
The standard cap is the mortarboard, usually the color of the gown. The tassel is black for the
baccalaureate and master degree and is worn over the left front quarter of the cap. The tassel for the
doctor’s mortarboard is of gold thread. Undergraduates wear the tassel on the right side of the cap until
the moment the degree is conferred by the president.

Vlahakis Award, January 1972
Each year a $300 scholarship award is made available to a student of Edinboro State College who is
majoring or planning to major in chemistry. The award has been established by Mrs. Thekla Vlahakis of
Pittsburgh in memory of her late husband, George K. Vlahakis, and two sons, Walter and William.

The Pennsylvania Congress of Parents and Teachers makes available each year a scholarship to an
outstanding high school student who will attend Edinboro State College. This yearly scholarship is
continuous for four years, upon review of the scholarship committee. The award is made on the basis of
CEEB test results, grades, class rank, personal attributes, co-curricular activities, desire to teach and a
personal interview.

The Bruce Manville Morrison Fund
The fund was established by the estate of the late Bruce Manville Morrison to provide financial
support for Edinboro State College graduate students. Awards are made on a continuing basis to
graduate students who can document financial need. The Morrison Fund also has provisions for the
acquisition of rare books for the College Library.

Under the original charter the school was privately administered until
1861, when the Commonwealth of Pennsylvania chartered it as a State Normal

PROGRAM NOTES
THE CEREMONIAL MACE

Mrs. Kay Ryall Miller, Director of the Edinboro State College Journalism Focus and adviser to the student
newspaper, is being honored as Grand Marshal of today’s commencement ceremonies. An associate professor of
English and journalism, she is retiring at the close of the current 1975 semester.
After a successful career of newspaper writing, Mrs. Miller came to Edinboro in 1963, implemented a public
relations department, became adviser to student publications and taught journalism. She served as Director of
Public Relations for eleven years, advised the College yearbook. The Tartan, from 1963 to 1968 and the College
newspaper. The Spectator, since 1963. Under her supervision the Tartan earned national awards and The
Spectator has been a consistent first-class award winning paper while competing against colleges and univer­
sities having Schools of Journalism and Communications.
In 1973 she wrote a proposal for a BA degree in communications at Edinboro which has been instituted as a
Journalism Focus. Mrs. Miller designed the curricula and taught all the courses for the Focus. She has twice been
the chairperson of English departments of different schools and was an instructor of communications, technical
and scientific writing at the University of Pittsburgh.
Mrs. Miller has received national recognition for her work in public relations and for meritorious service in
collegiate journalism. Her name has been listed in Who’s Who of American Women, Foremost Women in Com­
munications, The 2,000 Women of Achievement, Who’s Who in the East, Dictionary of International Biography
and Who’s Who Among College Publications Advisers. She has been selected National Distinguished News­
paper Adviser (the only woman to bring the honor to a four-year college). State Chairman of the N ational Council
of College Publications Advisers and Editor of the Pennsylvania Newsletter. A life membership was conferred
upon her by the National Council of College Publication’s Advisers in appreciation and recognition of merito­
rious service in advising student journalists. She was also chosen by the National Chapter of Alpha Gamma
Delta as one of its 50 most distinguished members to be listed in a one-volume Encyclopaedia of American
women.
For 47 years Mrs. Miller has been a member of Women in Communications, Inc., (Theta Sigma Phi), an
international organization for women in communications and is a founder of the Pittsburgh Alumnae chapter
which honored her at Founder’s Day in 1972. She is also the founder and adviser to the Society of College
Journalists (Pi Delta Epsilon), an honorary collegiate journalism fraternity. She received the Medal of Merit
from the National Executive Board in 1968, the only faculty award presented that year.
Other honoraries include the Daughters of the American Revolution, Cherry V alley chapter of the Sons and
Daughters of the Shrines of the American Revolution and an honorary member of the Historical Society of
Western Pennsylvania. During World War II she was one of 25 women in the United States awarded the Red
Cross Shield for her work on the Army, Navy and Air Force Magazine, the official service publication.

The Ceremonial Mace, a symbol of presidential authority, is carried at the head of the
academic procession by the College Marshal, Mrs. Kay Ryall Miller. The Mace, a gift of
the Alumni Association, was designed and executed by Dr. Seymour Blinderman,
formerly of the Art faculty, and Mr. Henry Katzwinkel. The Mace was first used at the
inauguration of President Chester T. McNerney.

During her active newspaper days, she worked as a feature and historical writer. In addition, she did fashion
and furniture copy writing, as well as radio and television narration. She did considerable combined writing and
research while traveling extensively with her husband who was a foreign news correspondent.

The Mace, twenty-seven inches high, is topped by a sterling silver sphere studded by
cone-shaped rubies. The neck of the Mace is inlaid with rosewood, alternated with silver
fleur-de-lis. Cultured pearls mounted on cups encircle the top of the shaft. Discs of silver
interspersed with rosewood compose the shaft which ends with tip-casted silver. Sunken
cultured pearls encircle a rounded cone with textured silver to end in a small globe.

After receiving her Bachelor’s degree from Indiana University at Bloomington, Indiana, Mrs. Miller earned
her Master’s from the University of Pittsburgh and pursued graduate work at Pittsburgh, Duquesne and Ohio
Universities.

Mrs. Miller has served as a member of the Senate Publications and Publicity Committee, the Commence­
ment Committee, the Educational Congress, Publications Board, Faculty Data Committee, APSCUF, the
APSCUF/Nominating Committee and the American Association of University Professors.

Academic Vestments

A special award will be presented today to Mr. Surinder S. Dhillon, President of Rehab
Computer, Inc., and Vice President of Rehab Transportation, Inc., in Washington, D.C.

The gown, the cap and the hood, representing the major components of the academic
dress, are a ceremonial inheritance from the medieval universities of the eleventh and
twelfth centuries, where dress was the outward sign of privilege and responsibility. The
academic dress worn by those participating in today’s academic processional symbolizes
the level of their academic attainment and the institution they attended.

The award recognizes his unique understanding of handicapped individuals and the
development of programs for the disabled while exhibiting a personal model of determin­
ation and outstanding achievement himself.
A management systems specialist, Mr. Dhillon is the founder and owner of Rehab Com­
puter, Inc. He is responsible for the overall management of the company and combines
his expertise in data processing with that of the firm’s senior members in offering con­
sulting services to the profession. Mr. Dhillon entered the data processing field in 1965 as
an independent consultant.
Physically disabled himself, Mr. Dhillon was one of the founders of Rehab Transport­
ation, Inc., a company organized to transport the physically handicapped. Retakes an
active part in the company’s operation.
He attended George Washington University and took courses in mathematics from the
University of North Carolina. At the present time, Mr. Dhillon lectures to the George
Washington University Medical School in the field of Rehabilitation Psychology for the
severely handicapped
Mr. Dhillon’s recent client experience includes participation in the installation of the
COMSAT computer system. He also served as project technical director for the design of
a large-scale information system for the Food and Drug Administration.
Mr. Dhillon founded a microfilming service bureau, a company dedicated to employ­
ment of the homebound. He has been commended for his extraordinary success in cre­
ating a productive work force from the hard-core disabled.
Among his numerous past experiences, Mr. Dhillon has served as a technical consultant
in the areas of Management Information Systems, Telecommunications and Telepro­
cessing, and as a consultant with the following government agencies: Department of
Justice, Environmental Protection, Department of Agriculture, National Aeronautics
and Space Agency; and with the following commercial firms: General Electric Corpo­
ration, Communications Satellite Corporation, The Sterling Institute, On-Line Systems,
Inc., and Service Bureau Corporation.
Mr. Dhillon has recently established contractial programs with the Edinboro State Col­
lege in exploration of direct work experience via computer terminals for Edinboro stu­
dents with Rehab, Inc.
A native of Punjab, India, Mr. Dhillon has been planning international programs and
projects with countries of Asia, Africa and the Middle East and has been a national
leader in establishing Minority Enterprise, a small business investment corporation de­
voted to the handicapped.

Although the gown is more frequently black, certain universities have authorized
the use of colored gowns. The bachelor and master gowns are fashioned from black serge.
The yoke for the bachelor gown is designed to be worn closed and features long, flowing
and pointed sleeves. The master gown is designed to be worn open or closed. Its sleeves
are very long with square ends, and the front part has an arc cut away. The arms protrude
through a slit at the elbow. The gown for the doctor degree is made of wool, serge, or silk
with an open front faced with wide velvet panels. The sleeves are loose and bell-shaped
with three bars of velvet in black or the color of the discipline in which the doctorate
was obtained.

Hood
The most outstanding feature of the academic dress is the hood. It is usually worn
only for the master’s and the doctor’s degrees. The doctor’s hood is longer than the
master’s hood and has distinguished panels. The college or the university granting the
degree is indicated by the color or coloring of the hood lining. The velvet trim of the hood
indicates the field in which the degree was granted.

Cap
The standard cap is the mortarboard, usually the color of the gown. The tassel is
black for the baccalaureate and master degree and is worn over the left front quarter of
the cap. The tassel for the doctor’s mortarboard is of gold thread. Undergraduates wear
the tassel on the right side of the cap until the moment the degree is conferred by the
president.

SCHOLARSHIP AWARDS

Chess Club Scholarship
Each year the Chess Club offers a prize for active student members. The award is
based upon academic standing and United States Chess Federation ratings. The Chess
Club Scholarship is funded through monies earned from sponsoring chess competition
on the college campus.

The Bruce Manville Morrison Fund
Jack Finegan, April 1969
Mr. and Mrs. Eugene Finegan provide a $50 annual award to an outstanding male
English student who shows a tendency to write prose or poetry that is intended to make
mankind aware of the needs of his fellow-man and that places an emphasis on the desire
to make the world a better place in which to live. This award was established in memory
of their son. Jack Finegan, a former student at Edinboro State College.

Mildred Forness Memorial Loan for Library Science Students
Miss Forness held a position at the College from 1922 until her retirement in 1969.
During that time she served in many capacities, including head of the Library and head
of the Library Science department. Her relatives and friends have contributed to
establish loans for library science students.

Lois Caldwell North, Class of 1886
Two $100 annual scholarships have been endowed in memory of Mrs. Lois Caldwell
North by her daughter, Eleanor North of State College, Pa. The awards are made each
year to students who plan to enter the ministry upon completion of their education.

Helen Sabin Reed, October 1966
A $10,000 endowment was given to Edinboro State College in memory of Mrs. Helen
Sabin Reed, a member of the education faculty since 1961. Because Mrs. Reed was a
specialist in the reading field, the yearly $500 scholarship will be awarded to an element­
ary education major. Mrs. Theo Sabin Meyer of Erie; Mrs. Mildred Sabin Young, Los
Angeles, California, sisters; and a brother, Robert W. Sabin, Long Beach, California,
established the gift.

Vlahakis Award, January 1972
Each year a $300 scholarship award is made available to a student of Edinboro State
College who is majoring or planning to major in chemistry. The award has been estab­
lished by Mrs. Thekla Vlahakis of Pittsburgh in memory of her late husband, George K.
Vlahakis, and two sons, Walter and William.

The fund was established by the estate of the late Bruce Manville Morrison to pro­
vide financial support for Edinboro State College graduate students. Awards are made
on a continuing basis to graduate students who can document financial need. The
Morrison Fund also has provisions for the acquisition of rare books for the College
Library.

Russian Language and Area Study Scholarships
Eight Russian Language and Area Study Scholarships were granted this year to
promising high school seniors desiring to combine a major in Russian with a secondary
specialization in either Economics, Business, Accounting, or Engineering. This pro­
gram, funded in part by industrial firms, is intended to prepare the scholarship winners
for careers in International Trade in general, and East-West Trade in particular.

Hannah Kent Schoff Memorial PTA Scholarships
The Pennsylvania Congress of Parents and Teachers makes available each year a
scholarship to an outstanding high school student who will attend Edinboro State
College. This yearly scholarship is continuous for four years, upon review of the scholar­
ship committee. The award is made on the basis of CEEB test results, grades, class rank,
personal attributes, co-curricular activities, desire to teach and a personal interview.

STUDENT EMERGENCY LOAN FUND
The Student Emergency Loan Fund has been established for undergraduate or
graduate students who are in immediate need of a small loan. Contributions have been
made to this fund in memory of
Dr. Harry W. Earlley, Dean of Instruction, who was serving as
acting President of the College at the time of his death, March
25, 1966.
Corporal Gary Leslie Norman, a former student at Edinboro
State College, killed in action in Vietnam, December 18,1967.
Dr. L. W. VanLaningham who served the College as Director
of Student Teaching and Placement from 1949 until his death,
December 2, 1967.
