MINUTES
Edinboro University of Pennsylvania Council of Trustees
Special Meeting
Tuesday, April 29,2014 - 9:00 a.m.
Crawford Center Conference Room
At 9:06 a.m. Chairman John Horan called the Special Meeting of the Edinboro University
Council of Trustees to order. The Chair directed the Recording Secretary to conduct Roll Call.
The following Council members were either present or participated via use of the University's
telephone bridge line:

Mrs. Virginia McGarvey
Ms. Kathy Pape (via phone)
Mr. Harold Shields
Mr. Ronald Steele
ABSENT: Trustees Barbara Chaffee, John Pulice, Tim Wachter and Shaquan Walker
Chairman Horan verified the presence of a quorum. The Chairman reminded attendees that the
proceedings of the Edinboro University Council of Trustees meetings were recorded. He
disclosed this fact via a verbal announcement and written public notice which serves to avoid
any violation of Pennsylvania Wiretapping Act.
For the record it was noted diat in addition to President Julie Wollman, the following individuals
were in attendance at the Council of Trustees' Special Meeting:
Dr. Alan Biel, Dean - School of Graduate Studies and Research and Interim Dean School of Education
Ms. Sherri Galvin, Assistant to the President and Recording Secretary
Ms. Lori Gardea, Interim Vice President for Finance and Administration
Dr. Michael Hannan, Provost and Vice President for Academic Affairs
Mr. Jeffrey Hileman, Director of Communications
Ms. Tina Mengine, Vice President for University Advancement
Dr. Scott Miller - Acting Dean, School of Business and Acting Director, Undergraduate

Ms. Barbara Plunkett, Office of the President
Dr. Nathan Ritchey, Dean - College of Science and Health Professions
Dr. Kahan Sablo, Vice President for Student Affairs

Chairman Horan sought from those in attendance the opportunity for public comment. He stated
that anyone wishing to address the Council should approach the podium and provide their name
and address. Hearing nor noting any movement by members of the audience to make public
comment. Chairman Horan moved to the next order of business - presentation by Provost

Hannan of the recommendations for program changes. These recommended changes included
the following:

Provost Hannan highlighted for the Council multiple program revisions and moratoria that have
taken place since the last business meeting of the Edinboro University Council which took place
on March 11. He noted that President Wollman recommends the Council's approval of this
series of program changes (noted above). Dr. Hannan stated that a summ^ of these
recommended changes was distributed to them with the agenda and meeting materials (see Tab
#1 of meeting binder).
Provost Hannan drew their attention to the series of "pending" program changes that were just
approved by the University Senate yesterday (Monday, April 28).

Chairman Horan asked Provost Hannan about the status of Senate's review and approval of
recommended changes as noted above. Provost Hannan stated in response that all of the
programs were recommended with the exception of two pending moratoria. Bachelor of Arts in
Art History and Bachelor of Arts in Philosophy, which did not receive majority vote. The Chair
inquired if Senate approval was needed in order for the Council to review and act. Dr. Hannan
responded noting that the University-wide Curriculum Committee (UWCC) and the University
Senate are recommending bodies only.
Prior to seeking a motion for approval, Chairman Horan solicited from Council members any
additional concerns or questions about the recommendation presented for review and action.
Hearing none, it was voted, on motion of Trustee Shields, seconded by Trustees Higham and
Frampton to accept President Wollman's recommendation for the approval of the following
program changes and to move them forward to the PASSHE Board of Governors as required:

For the record, Chairman Horan noted the vote for approval of the above-referenced motion was
unanimous.
Chairman Horan noted that the agenda for the Council's Special Meeting was completed and
entertained a non-debatable motion calling for the adjournment of the meeting. It was voted, on
motion of Trustee Higham, seconded by Trustee Frampton to adjourn the April 29 Special
Meeting of the Edinboro University Council of Trustees.
President Wollman invited Council members to remain in the meeting space which would be
reorganized for the conduct of the Study Session. Trustee Pape was asked to remain on the
telephone bridge line for the start of this session. She stated her commitments would allow her
to remain on the call for a short period of time.
The Special Meeting formally adjourned at 9:14 a.m. Council members were reminded that the
next quarterly business meeting of the Edinboro University Council of Trustees will be held on
Tuesday, June 10, 2014, and include the Annual Inspection of Facilities.
