Wednesday, October 5, 2022
The Commonwealth University of Pennsylvania Council of Trustees held their Quarterly meeting
on October 5, 2022, at 2:30 p.m. The trustees met in the Assembly Room of Monty's. The public
participated via the Zoom Webinar link provided. Those in attendance:

In accordance with House Resolution Number 32, Trustee Wetzel requested everyone to stand
for the Pledge of Allegiance to the American Flag.
Call to Order
Trustee Wetzel called the meeting to order and welcomed all those in attendance. He reported
that The Council of Trustees for Commonwealth University of Pennsylvania formed a
Nominating Committee as a body of the whole on October 5, 2022 for the purposes of
nominating members to serve in officer positions under the existing bylaws applicable to the
Council of Trustees.
The Council has nominated and elected the following individuals to serve as officers of the
Council of Trustees for a term starting October 5, 2022:

Roll Call
Trustee Wetzel asked Bianca Hoffman to conduct a roll call. Ms. Hoffman conducted a roll call
of those in attendance and acknowledged a quorum.
Public Comments
Trustee Wetzel opened the meeting for public comment. There were no comments at this time.
Minutes of the Council of Trustees
A motion was made by Trustee Crawford to approve the pre-integration minutes from each
Council of Trustees meeting, seconded by Trustee Russell; the motion was unanimously
• approved.

President Hanna acknowledged the following individuals as being nominated and granted
Faculty Emeritus status and retirement recognition:

Informational Items:
Trustee Wetzel introduced Dr. Bashar Hanna, President, to provide the President's Report.
President's Report (Dr. Bashar Hanna)
President Hanna reviewed his President's Report with the Trustees. A copy of the report is
appended to the minutes. He presented the following:
• University Highlights
o As of July 1, 2022 Bloomsburg, Lock Haven, and Mansfield universities became
Commonwealth University of PA. Integration of universities took the work of
nearly 1,000 individuals over 18 months, created a single Leadership Team and
expanded academic program offerings.
o Agreement was signed with Central Columbia School District that guarantees
admission, eligibility for merit-based scholarships, and on-campus housing at any
campus location.
o Transfer agreements were signed with Northern Pennsylvania Regional Colleg�
and Reading Area Community College that guarantees transfer admission for
qualifying students.
o Pennsylvania Liquor Control Board awarded grants to CU campuses to curb
underage drinking. Each campus will receive $40,000 to fund trainings, outreach,
presentations, and other resources.
o Bloomsburg Police Departments and the Town of Bloomsburg were awarded
$33,000 ICAT Grant for officer training.
o Bloomsburg Nursing Department earned CCNE reaccreditation. This is for
Bachelor of Science, Master of Science, and Doctor of Nursing Practice
programs for 1O years ending June 30, 2032.
o TRIO Upward Bound Program was renewed by the U.S. Department of
Education. The program will receive at least $2.44 million in federal funds to
continue preparing low income and potential first-generation college students
from 8 area high schools to successfully enroll in and complete postsecondary
degree programs.
o Mansfield held convocation to kick off 2022-23 academic year on Friday, August
19. Dr. Brad Lint from the Department of English served as Grand Marshal and

master of ceremonies and faculty speaker, Dr. Peggy Dettwiler, director of choral
activities, spoke to the theme of "Look to this Day."
o Mansfield Music Professors, Ors. Alissa Rose and Christine Moulton performed
in the 10th International Congress of Voice Teachers at the University of Music
and Performing Arts, Vienna.
o Mansfield received a $25,000 donation from PSECU geared to student
scholarships, campus programs, and financial literacy education.
o Mansfield Senior Lauren Griffith, a cell and molecular biology major, is one of the
2022 recipients of the NASA Pennsylvania Space Grant, and plans to use the
funds to continue her research on pancreatic cancer.
o Bloomsburg's nurse anesthesia program's Class of 2022 achieved perfect scores
on its national certification exam for the second time.
o Mansfield students, Sarah H.art, Ethan Allen, Hannah Caccia, Seth Anderson,
and Quanwen Long finished as runner up in the 2022 CSBS Community Bank
Case Study Competition. Each member of the team receives a $500 scholarship
and will have their work published in the CSBS Journal of Community Bank
Studies.
Student Success
o Mansfield Concert Choir completed their 9th European tour . 42 university
student singers, and directors Peggy Dettwiler and Sheryl Monkelien traveled
through Spain and France in May.
o 20 Mansfield music students provided back-up vocals at a Josh Graban concert
in Bethel, New York in July.
o Four Lock Haven sports management students worked at the Kentucky Derby
with Quint Events in the Homestretch Club.

Fall Enrollment Update (Dr. Stephen Lee)
Dr. Lee presented fall 2022 enrollment data for each campus as well as retention and
graduation data.
Introduction of New Faces to Commonwealth University
Trustee Wetzel introduced Dr. Rogers-Adkinson, Provost and Senior Vice President for
Academic Affairs. Dr. Rogers-Adkinson introduced the following:
• Dr. Leo-Felix Jurado, Dean, College of Health Professions
• Dr. Ann E. Larson, Dean, College of Education and Human Studies
• Dr. Angela Boswell, Associate Dean, College of Arts, Social Sciences & Humanities

Student Spotlight
Trustee Wetzel introduced Ms. Sabina Bower, President, Bloomsburg CGA. Ms. Bower gave
remarks.
Trustee We_tzel thanked participants for their presentations on information items and moved on
to action items.
ACTION ITEMS:
General Administration
Trustee Wetzel introduced President Hanna and Ms. Amy Dicello, Associate Vice President for
Finance, to lead the discussion on the FY 2022-23 Budget Approval.
2022-2023 Budget Approval (Ms. Amy Dicello)
The Educational and General Operations (E&G) Budget Summary'was presented along with
informatio� on Key Assumptions, FY 2022-2023 and Variance Highlights, FY 2022-2023.
Trustee Wetzel asked for a motion to accept the 2022-2023 budget as presented. Trustee
Callahan made a motion to accept the 2022-2023 budget as presented; second by Trustee M.
Hanna, the 2022-2023 budget motion passed unanimously.
Non_-lnstructional Emeritus (Dr. Bashar Hanna)
n accordance with Policy 8761, Non-Instructional Emeritus Status, and upon the
recommendations of departmental colleagues, the appropriate supervisor, the appropriate Vice
President, Dr. Hanna recommended the following to receive Non-Instructional Emeritus status
from Bloomsburg:
• Ms. Bobbi Jo Andreas, Custodian, Facility Services
• Ms. Pamela Badolato, Administrative Assistant, College of Educa�ion
• Ms. Irene Johnson, Administrative Assistant, College of Science and Technology
• Mr. Michael Wallace, Custodian, Facility Services
A motion was made by Trustee Brayford to approve these individuals for Emeritus. Trustee
Smith seconded the motion; the motion passed unanimously.
Retirement Resolutions (Dr. Bashar Hanna)
Dr. Hanna announced and recommend the usual resolutions be passed recognizing the
following individuals for their dedicated service to the University upon their retirement:
• Ms. Susan Birdsey, Clerical Assistant, Clinical Mental Health Department
• Ms. Donna Fahnestock, Custodial Supervisor, Facilities Department
• Ms. Tammy Kramer, Clerical Assistant, Division of Student Success and Campus Life
• Ms. Teala Mantle, Stock Clerk, Athletics Department
• Ms. Bobbi White, Clerical Supervisor, Division of Academic Affairs

A motion was made by Trustee Crawford to approve these recognitions for service. Trustee
Russell seconded the motion: the motion passed unanimously.
