Criteria to be considered by the Office of the Chancellor when recommending
new academic programs to the Academic and Student Affairs Committee of the
Board of Governors.

1. Demonstrated cost-benefit analysis of the proposed program to include
enrollment projections.
2. Sustainable Needs Analysis to include market data that is tied primarily
to Commonwealth needs.
3. Evidence-based information to at least include:
 Capacity analysis if program is offered at another
PASSHE University.
 Exploration of possibility of collaboration (identify why
it was or was not appropriate).
