Constitution for the College Republicans of Clarion University of Pennsylvania Article I Name The name of this organization shall be the Clarion University College Republicans. It shall be known throughout this document as CR’s. Article II Purposes Section 1. To make known and promote the principles of the Republican Party, including the values of limited government, freedom, and traditional American values, to the students of Clarion University. Section 2. To recruit students as members of the CR’s and Republican Party and to encourage members to be active in CR activities. Section 3. To aid in the election of Republican candidates at all levels of office. Section 4. To develop the political skills of CR members for future service to our party and community. Article III Membership Section 1. Membership in the CR’s shall be open to all interested full or part-time students at Clarion University. Section 2. In order to remain active in the group, all members must maintain a GPA of 2.0. Section 3. Active members may go inactive from the group upon completion of a letter to the president. The letter must be handwritten, typed, verbal or e-mail. No texts will be accepted. If the choice is verbal, the CR member must speak in front of the group. Section 4. Once inactive, a member must remain inactive for the remaining duration of the semester. They may then become active once again at the start of a new semester, upon signing another agreement. Article IV Officers and Directors Section 1. There shall be four elected officers of CR’s. These officers shall include the President, Vice-President, Secretary, and Treasurer. All CR members present shall popularly elect these officers at the specified time and place of the election. Section 2. There shall be four appointed directors of CR’s. These directors shall include Publications Director, Events/Social Director, Political Director, and Communications Director. These directors should be appointed by the President upon interest in the position. Section 3. Notice of elections of officers shall be responsibly provided to all CR members via email no later than one week before all elections. Section 4. Vacancies of Officer or director positions shall be fill at the next regular meeting by a vote (for officers) or appointing(for directors) of the members of the CR’s. Nominations of candidates can be made by a standing member of the CR’s. Section 5. In order to be nominated for an elected position, CR members must be active for at least one semester. Section 6. The duties of the officers and directors shall be as follows: Officers President: To preside over all meetings of CR, administer the CR program, and serve as official spokesman of CR’s. The president has final say over all matters which do not require a vote by the board. The president shall be able to file for removal of any of the other officers or directors. The president shall also coordinate efforts with allied organizations and branches of the Republican Party. In the event the president cannot attend a meeting, they must provide one of the other officers with the agenda for the meeting. Vice-President: To assist the president and preside over meetings when the president is absent. To represent CR’s with Republican organizations at the county, state or national level. Secretary: Collect the mail of CR’s; keep minutes of the meetings of CR’s. The Secretary shall keep a record of all official CR documents and mentions of CR’s in the news media. Treasurer: To make financial reports to the Officers and Directors at CR meetings, and distribute funds upon authorization of a majority vote of officers. The treasurer shall also be responsible for the maintenance of Cr financial records. The treasurer shall also coordinate fund-raising events and correspond with donors. Directors All directors must report back to the president and the vice-president COMMMUNICATIONS DIRECTOR: Runs the CR electronic mail account and updates it as needed. Runs the CR web page. POLITICAL DIRECTOR: To coordinate events with the Young Democrats and other organizations involved in campus politics such as debates, voter registration, etc. Will work with the Events/Social director when responsibilities overlap. PUBLICATIONS DIRECTOR: To facilitate the publication and advertisement of official CR publications, such as press releases. The publications director shall keep an accurate list of members. EVENTS/SOCIAL DIRECTOR: To arrange CR events geared toward education the campus and local community, and attracting new members. To organize all social activities of CR’s for building moral and networking within the group, and publicize them to members of the CR’s. Article V Meetings/Events Section 1. The CR’s shall hold a meeting for all members to inform them the status of the club not less than 3 times every semester. Quorum for the meeting is one more than one-half of the active members. Section 2. All active CR members are required to attend all meetings but may be excused from up to three meetings. After missing three meetings without an excuse the member will be dismissed from the club. Section 3. All active CR members are required to attend or be excused from all events held by the CR’s. Article VI Dues The CR’s shall not charge, collect, or require any payment to join CR’s, monetary or otherwise. Membership to CR’s shall be free of charge to all interested students at Clarion University. Article VII Removal If the president or the vice-president files for removal of an officer or director for failure to perform assigned duties in good faith, the elected officials of the CR’s shall vote on the removal. If the majority of elected officials vote to remove, the officer/director will be removed from his position. If the removed officer/director has access to passwords, those passwords shall be changed immediately. Article VIII Voting Section 1. Any elected official of CR’s may call for a vote on any topic/action of the CR’s. The issue shall be decided by majority vote. In the event of a tie, the president shall make the final decision. Section 2. All active members of CR’s have voting rights to any vote during a meeting. All votes must be passed with a majority vote. Section 3. Members of the CR have the right to vote on using funds raised through the club to attend Republican related events. Article IX Amendments Amendments to this Constitution must be submitted at least one week in advance of a regular meeting to the Secretary. The proposed amendment shall be adopted if a majority of officers vote to adopt. Article X Ratification This Constitution shall be adopted upon a positive vote by a majority of officers. Article XI Chain of Command President (All executives and directors shall report and answer to the president) Amendments Amendment 1: Elections for CR officers shall be held no later than the second week of April every year. The term of office for each officer shall be May 1st to April 30th. Nominations for elections shall be held the first meeting of the month of April. Elections should be held the second meeting of the month of April. Amendment 2: All CR meetings should follow Robert’s Rules of Order.
