Clarion University Medical Imaging Sciences Club – Clarion Campus Created Fall 2018 Constitution & By-Laws CONSTITUTION ARTICLE I—NAME  The name of this student organization shall be Clarion University Medical Imaging Sciences Club – Clarion Campus. ARTICLE II—AFFILIATION  Clarion University Medical Imaging Sciences Club – Clarion Campus is currently unaffiliated. Affiliations with other clubs, other schools, or national organizations may be sought as the club sees fit. A “sister club” exists at the Venango Campus. Each club (Venango Campus and Clarion Campus) will function independent of one another in all ways. Collaboration of the two clubs will occur at the will of both clubs in the manner upon which both clubs agree. ARTICLE III—PURPOSE The purpose of this organization shall be:  To explore the medical imaging profession, to gain familiarity with the clinical environment and being a member of a health care team, and to learn of advanced career opportunities  To support and promote medical imaging sciences and other allied health professions on campus and in the community  To promote camaraderie among medical imaging sciences majors  Function as a viable student organization  Encourage purposeful participation in club, campus, and community activities and events  Create campus programs and services of value  Facilitate critical thinking and problem-solving skills  Facilitate project management and development skills  As appropriate, implement areas of student research and investigation within the academic domains of medical imaging sciences. ARTICLE IV—MEMBERSHIP  The Clarion University Medical Imaging Sciences Club – Clarion Campus is open to all students who have a minimum cumulative GPA of 2.0. ARTICLE V—LEADERSHIP  The Medical Imaging Sciences Club – Clarion Campus will have a president who will facilitate discussion among club members regarding activities related to club matters. 1   The Medical Imaging Sciences Club – Clarion Campus will also have a treasurer and secretary. Any additional officer position(s) may be created, as needed, according to majority vote by members present at a regularly-scheduled club meeting. Medical Imaging Sciences Club – Clarion Campus officers must hold a minimum cumulative GPA of 2.5 at all times. Officers whose GPA does not meet this requirement must resign from the officer position but may remain a member of the club if their cumulative GPA is 2.0 or higher. ARTICLE VI—FACULTY ADVISOR  A faculty advisor will be chosen (or renewed) annually by the officers at the final business meeting of the academic year when elections take place. Faculty members expressing an interest in the Clarion University Medical Imaging Sciences Club – Clarion Campus will be given preference. ARTICLE VII—QUORUM  A “quorum” shall be defined as “1/3 of the members, and one of the Officers.” ARTICLE VIII—MEETINGS  Frequency of meetings will be decided upon by majority vote of members present at the first meeting of the fall semester, but at least one meeting shall be held each month of the academic year with the possible exception of the months of December and May. Officers’ meetings will be held as needed. Meetings will be called by the president. At least one officer must be present at each meeting in order for official business to be conducted. ARTICLE IX—REFERENDUM AND RECALL  All decisions of the Clarion University Medical Imaging Sciences Club – Clarion Campus will be approved by majority vote of members present at each regularlyscheduled meeting. ARTICLE X—AMENDMENTS  Amendments may be made at any time to the Constitution or By-Laws, as proposed by any officer, faculty advisor, or member. Amendments must be approved by majority vote of members present at the time of proposal as well as at the time of submission of the written amendment. ARTICLE XI—RATIFICATION  The Constitution and By-Laws will be reviewed and voted upon at the first business meeting of each academic year by majority of members present. Recommended changes to bylaws will be submitted for approval to the Student Senate of Clarion University of Pennsylvania, the vice president for student & university affairs, and the president of Clarion University. 2 BY-LAWS MEMBERSHIP  On-campus medical imaging sciences majors of Clarion University Clarion Campus who have minimum cumulative GPA of 2.0 are welcome to join. An Active Member shall be defined as a medical imaging sciences major who submits a membership form and attends at least one meeting per month.  A list of Members’ full names, telephone numbers and e-mail addresses will be kept by the secretary. DUES  There are no dues to become a member of the Clarion University Medical Imaging Sciences Club – Clarion Campus. DUTIES OF OFFICERS  President - shall be held responsible for calling and presiding over meetings, ensuring that the business of the Clarion University Medical Imaging Sciences Club – Clarion Campus is accomplished, making sure that the rules of the club are followed, overseeing the organization of events, ensuring that the objectives of the Clarion University Medical Imaging Sciences Club – Clarion Campus are accomplished, and submitting the annual budget report  Secretary—shall be held responsible for keeping all the official records of the Clarion University Medical Imaging Sciences Club – Clarion Campus, submitting all necessary forms and paperwork to its proper place, recording and submitting the minutes, assisting in the planning of events, and assisting with correspondence to the members.  Treasurer—shall be held responsible for managing all financial aspects of the Clarion University Medical Imaging Sciences Club – Clarion Campus, submitting all necessary financial forms and paperwork to its proper place, giving the treasurer’s report at each meeting, collecting all receipts and paperwork necessary for reimbursement, and assisting in the planning of events.    All Officers will ensure adherence to Clarion University’s Recognized Student Organization Policy and Procedure Manual. These duties are not restrictive. All officers’ work together to promote the objectives of the Clarion University Medical Imaging Sciences Club – Clarion Campus. As such, each officer takes an active role in the planning of at least one event during the academic year. New positions can be and will be created as the members see fit, and must have a quorum vote before the position can be created. COMMITTEES: Committees of Medical Imaging Sciences Club – Clarion Campus will be created or abolished as necessary by a majority vote of members present at a club meeting. 3 REMOVAL FOR DERELICTION OF DUTIES OF MEDICAL IMAGING SCIENCES CLUB – CLARION CAMPUS OFFICERS OR COMMITTEE MEMBERS:  An officer of the Medical Imaging Sciences Club, or committee member who, in the opinion of the quorum majority of club members, is not performing their roles as defined in the Bylaws or defined duties of a committee may be voted out of their position by a majority quorum vote.  Voting to remove an officer, or committee member may occur at any point in the academic year. A replacement will be elected at the same meeting in which the individual is removed following the same election process as defined in the Bylaws.  Prior to removal of an officer or committee member, the Medical Imaging Sciences Club – Clarion Campus faculty advisor will notify and consult with the in person. ELECTION PROCESS  Officers will be elected during the last meeting of March in each year. Officer positions that are not filled during the last meeting of March may be voted on in April or at the first meeting of the following academic year.  Nominations for Officers shall come from the floor and voting will be conducted via secret ballot that same meeting.  The term of an Officer shall be for twelve months from the last meeting in April.  The newly elected Officers will conduct the last meeting of the year.  Qualifications to become an officer include: (1) membership of the Medical Imaging Sciences Club – Clarion Campus, (2) Must be willing to assume the leadership role of a Medical Imaging Sciences Club – Clarion Campus officer, (3) Must have a minimum cumulative GPA of 2.5, (4) Must be willing to attend and run meetings. VOTING PROCEDURES  Individuals who wish to vote on Medical Imaging Sciences Club – Clarion Campus matters must be a member of the club (and be listed on the membership roster on file in the current secretary’s possession).  Each member has one vote including officers. The Medical Imaging Sciences Club – Clarion Campus president shall hold his/her vote. In the event of a tie, the president will cast his/her vote.  Officers shall be voted in by a majority vote of members present at the last meeting in the month of March. Officer positions that are not filled during the last meeting of March may be voted on in April or at the first meeting of the following academic year. 4
