BY-LAWS OF THE CLARION UNIVERSITY OF PENNSYLVANIA CHAPTER OF PHI ETA SIGMA PREAMBLE The purpose of these by-laws shall be to supplement the national Constitution and Laws of Phi Eta Sigma and are adopted in accordance with Article XI Section 2 of that document which states that “Active Chapters shall have the power to adopt by-laws for the local government and for the regulation and control of their revenues and expenses, provided: That no by-laws shall be, in legal effect, in conflict with this constitution or any enactment of the society.” Therefore, no previsions or amendments of these by-laws shall be made that conflict in any manner whatsoever with the National Constitution and Laws of Phi Eta Sigma which shall remain at all times the supreme authority for governing this chapter. Article I: Name Section1- the name of this chapter shall be the Clarion University of Pennsylvania Chapter of Phi Eta Sigma. Article II: Objectives Section1- The objectives of this chapter shall be to encourage and reward high scholastic attainment among the freshman at the Clarion University of Pennsylvania and to thus indirectly promote a higher standard of learning at institutions of higher education throughout the nation. Article III: Membership Section 1: Thee members of this chapter shall be those students who meet the scholastic eligibility requirements set forth in the National Constitution under Article X- Membership, Section 2, and who have been duly initiated according to the previous under Section 1 Article X. Section 2: The local grade average necessary to meet the national requirements shall be computed as follows: Grade Quality Points Credits Earned Total Quality Points A 4 3 12 B 3 3 9 C 2 3 6 D 1 3 3 E 0 3 0 The Quality Point Average is calculated by taking the total quality points earned divided by the total credits attempted (excluding credits taken on a pass/fail basis). Section 3: Membership to this chapter is lifetime once initial procedures are completed. Section 4: Honorary members may be initialed upon the express recommendation of the faculty adviser, senior advisor, president of the chapter, and a three-fourth majority vote of the members (See article X, Section(of the national Constitution)). Section 5: New Member Initiation shall usually occur during the Spring Semester of the academic year. The induction ceremony shall be conducted as prescribed by the Induction Ceremony Handbook of Phi Eta Sigma. 2 Section 6: The total one-time membership fee shall be determined annually by the executive committee of the honor society. Article IV: Officers Section 1: The officers of this chapter shall consist of a president, vice president, secretary, treasurer, historian, and/or correspondent, and their duties shall be those prescribed by the parliamentary authority adopted by this chapter. Section 2: Officers shall be active members duly elected to their respective positions by a majority vote at the last spring meeting, and shall hold officer for a time of one year. Section 3: There shall be a Senior Advisor elected by a majority vote at the regular elections upon recommendation of the faculty advisor and the outgoing senior advisor. Article V: Committees Section 1: There shall be an Executive Committee composed of the chapter officers, the faculty advisor, the senior advisor an two members at large. A. The Executive Committee shall meet at least once between all regular meetings and shall have the power to discuss all matters of business pertaining to the chapter; to make recommendations to the chapter with regards to its course of action; and to take final action on urgent business which may arise in the interim between meetings. B. The Executive Committee shall present the chapter one meeting in advance of the elections meeting to proposed slate of officers. Section 2: A. A program committee whose duty shall be coordinate the activities of the organization. B. Thee publicity committee whose duty shall be to inform the various media as to the organizations activities. Article VI: Parliamentary Authority Section 1: All meetings of this chapter shall be conducted according to parliamentary law as set forth in the Robert’s Rule of Order. Article VII: Amendments Section 1: These by-laws may be amended at any regular meeting by a two-thirds vote of those voting, providing notice of the amendment was given at a previous meeting or was submitted to the members by mail at least one week before the time of adoption. 3 Article VIII: Adoption Section 1: This set of by-laws shall be considered as adopted, binding, and effective, upon approval of the majority of members present at a regular meeting of the chapter and upon approval of the Vice-President for Student Affairs and the President of the University.
