Constituted/Bylaws Pre-Veterinary Club of Clarion University Date of Origin: 2018 ARTICLE 1. NAME The name of this organization shall be the Pre-Veterinary Club of Clarion University. ARTICLE 2. Purpose The purpose of the Clarion University Pre-Veterinary Club is to offer students who are pursuing animal science and veterinary medicine fields many opportunities. This club will provide students with further information on current veterinary issues, inform members with veterinary school admission procedures as well as preparing for undergraduate exams, and allow for students to discuss freely their interests and goals in veterinary medicine. This club will allow said students to ask questions and discuss veterinary or pre-veterinary education with their peers in a helpful and friendly setting tailored to them. This club will also offer potential educational club trips to attend lectures, animal hospitals, farms, zoos, etc. Community service/volunteer work in conjunction with the APVMA (America Pre-Veterinary Medical Association) will be a very important aspect of the club. ARTICLE 3. Membership Section 1. a. All members are encouraged to participate in meetings. Members who do not attend any meetings for the semester will be removed. Members are permitted to miss three meetings a semester without valid excuse. The number of absences allowed with valid excuse is determined by the President based on the urgency and validity of the individual’s excuses. Family/medical emergencies are to be excused, preferably with documentation. If an election was missed, the individual will need to promptly submit a vote to the President, and the results will be announced via CU Connect, email, or at the next meeting. Members must be in good standing with Clarion University. Members need to have a 2.0 GPA or above. Those who are not in good standing have one semester to bring up their GPA and to be in good standing. If they do not achieve this, they will be removed from the group. Removal does not require a vote but is determined and carried out by the President and Advisor. b. Bring questions or concerns about specific veterinary topics to discuss c. Come prepared to take notes and learn from speaker or presenters d. Members should attend meetings, fundraisers, volunteer and job shadowing opportunities that the club facilitates to be considered active members. e. All members, including but not limited to new members and recruits, reserve the right to refrain from participating in any activities without consequence, based upon personal/religious beliefs, personal values, or moral reserve as defined by the member. f. Only majors/concentrations pertaining to animal sciences may join. This includes but is not necessarily limited to: Biology Pre-Veterinary, Animal Science or Animal behavior. Inquiries about joining due to major may be discussed with the President and Advisor. g. Discrimination including, but not limited to: gender, race, sexual orientation, age, disability, origin, creed, veteran status, and/or socioeconomic status is prohibited. Section 2. A small membership fee will be needed from each member determined by the club size at the time to be recognized by the APVMA (American Pre-Veterinary Medical Association). Membership to the APVMA is renewed in the fall. Section 3. Members may quit the club at any point in time. However, they are not permitted to leave prior to or during fundraising only to return and utilize the fundraising for specified event(s). Dismissal of problematic members or officers will need a unanimous vote, not including those in question. ARTICLE 4. DUTIES AND ELECTIONS OF THE OFFICERS Section 1. Officers 1. President a. Responsible for presiding over meetings, members, and other elected officers b. Responsible for making executive and final discussions on topics, meetings, field trips, events, speakers, and fundraising. c. Responsible for meeting with other officers at least once every two weeks to discuss meeting and club material prior to meetings involving that content. d. Responsible for meeting with club advisor and other faculty to keep them involved in the club’s activities e. The President’s attendance is required at general membership meetings 2. Vice President a. Responsible for contacting and recruiting speakers and professionals for the club b. Responsible for arranging transportation c. Responsible to take over presidential duties in absence of the president d. Responsible for recording the discussion and topics covered in the general meeting 3. Treasurer a. Responsible for overseeing fundraising for the club b. Responsible for any club money made through fundraising or collections of club money c. Responsible for making payments to the APVMA (American Pre-Veterinary Medical Association) d. Responsible for keeping record of funds, costs, and purchases the club makes throughout the year 4. Community Service Chair a. Responsible for getting members involved in community service b. Responsible for making sure the club meets required community service hours c. Responsible for insuring requirements are met through APVMA and as a club stay involved in their activities 5. CU Connect Contact a. Responsible for public relations b. Responsible for communication with active members through CU Connect c. Responsible for advertising for the club in the form of emails, flyers, and other forms of communication Section 2. Election Process Elections will be run within the first month of the semester if there is an opening for an office position. Elections will be held when an officer graduates or steps down from the position or is dismissed from their position. New President must be determined prior to current president leaving office. Dismissed officers cannot vote for candidates running to take their past office position. Candidates must be known at least one week prior to elections. Elections will be conducted on paper for each position, and results will be announced by the current President. In case of dismissed President, the Vice President will conduct the election/announce the vote. Candidates with the majority vote in their position will be elected. Tiebreaker majority rule voting will be used as necessary. Only members and officers can vote. Candidates cannot vote for themselves/within their position. Advisors do not have voting power, but may call for an election for office or voting of dismissal of members/officers. Section 3. Majority voting will be used to assure fair elections. ARTICLE 5. ROLE OF CAMPUS ADVISOR Section 1. Advisor is pre-selected but another advisor may be voted to take over their place during elections. Needs majority vote to change advisor. Advisor’s job is to help the club reach its goals. The president is required to meet with the advisor once every two weeks at minimum. All other officers are to meet with the advisor once a month at minimum to discuss club and potential events and fundraising. Advisors are also to help with any domestic issues within club if the need arises. Section 2. Advisor has power to demand new election at any point in time for the officers if they are seen unfit for their duties or voting of dismissal of any member if they are problematic. These elections/votings will follow standard protocol as aforementioned. Advisor is also able to call special meetings and may lead these meetings. ARTICLE 6. MEETINGS Section 1. Meetings will be weekly or biweekly, and will be voted upon. Section 2. and 3. Meetings are valid if sixty percent or more of members are present. One hundred percent of members need to be present for elections, or the absent will later incorporate their vote and announcements will not be made until after. Section 4. Meetings will begin by officers taking attendance, giving announcements, and addressing any issues/questions members have. Meetings will also go over expectations, new opportunities, potential events and fundraising, outreach and community service/volunteering, and any other prospective ideas from all members. Changes to meeting structure must be discussed and voted upon with majority rule. Section 5. Special meetings are called to order by either the President or the Advisor. Notice of at least four days for special meeting is required. Special meetings could be for election or dismissal purposes and if such, much be given notice of at least one full week in advance and members must vote/discuss/decide in a prior regular meeting when this will occur to ensure all can attend for voting. Members will be notified of changes via email and/or CU Connect. ARTICLE 7. FINANCES AND FUNDING Section 1. No dues are required, but see membership fee. Section 2. Funding can be requested from Student Senate via Supplemental Requests to the Student Senate. Section 3. If funding is necessary for an event, and funding cannot be received from the Student Senate, fundraising will be utilized. Ability to fundraise must be requested. If a member does not participate in fundraising, they are not permitted to attend or be a part of the designated event for which that fundraising was for. Exceptions to this rule are made for officers who may actively oversee the fundraising project but may not be directly engaged in fundraising as sellers. ARTICLE 8. AMENDING, SUSPENDING, AND ACCEPTING Any potential change to Bylaws must first be expressed with written reasons by a member to the President and Advisor. A special meeting for voting will then be called and must be unanimous to change the specific portion of the Bylaws. If unanimous to change, President and Advisor will create possible modifications in which majority vote of members will decide which modification to use. All changes to the Bylaws must be approved by the Student Senate, the Vice President of Student Affairs, and the President of Clarion University. ARTICLE 9. RATIFICATION These Bylaws, and its amendments, shall become effective upon ratification by the members of Pre-Veterinary Club of Clarion University and following the approval of the Student Senate of Clarion University of Pennsylvania, the Vice President for Student and University Affairs, and the President of Clarion University.
