Trustees Frampton and Darcangelo met in a briefing session with Interim Vice President Kahan Sablo to learn of StudentAffairs Committee duties and responsibilities. Chairman Shields appointed Trustee Frampton to serve as chair of the committee and will be assistedby Trustee Terry Darcangelo (studentrepresentative recently confirmed to the Council). Following their sessionwith Interim Vice President Sablo, a portrait sessionwas held I with photographer Ed Bernik. Selectedphotographs will be placed in composite frame displayed I in the ReederHall lobby area, uploaded to the Council website and used for publicity purposes. Council members gathered and met in Study Sessionwith President Brown and other invited administrators (Provost Ginnetti, PASSHE Chief Legal Counsel Leo Pandeladis,PASSHE Legal Council Jacqueline Barnett) for review and discussion of several key topics beginning at 1 :00 p.m. in the Crawford Center Conference Room. Following discussions, the group adjourned to the President's Suite in VanHouten Dining Hall for dinner with President Brown. Discussions on key topics from the previous sessionscontinued until Council members and President Brown adjourned to the public meeting location. At 6:00 p.m., Chairperson Shields called to order the August public, quarterly business meeting of the Edinboro University of Pennsylvania Council of Trustees. He requestedthe Recording Secretary Sherri Galvin to conduct Roll Call and verified a quorum was present. The Chair solicited concerns, comments, corrections or additions. Hearing none, the Chair entertained a motion for approval of the Minutes from the June 14,2010, meeting. It was voted, on motion of Trustee Dombrowski, secondedby Trustee Manning to approve the above-referencedMinutes as presented. The motion carried with the unanimous approval by the Council. The Chair called for comment(s) from the public in attendanceand inquired if anyone cared to speak. Hearing no requests from member(s) of the public, Chairman Shields move to the next item of business by yielding the floor to President Brown for the delivery of the President's Report to the Council. President Brown thanked ChairpersonShields and proceededto provide the following comments on various topics which included: .Budget -President Brown noted that the System saw an increaseof 4.5% in tuition; from $5,554 to $5,804 and also a $26 increase in the technology fee. When one reviews the budget, one can see that salaries and benefits comprise about 81% of the total budget. The university has been fortunate due it being fiscally prudent in previous years as well as experiencing a substantial increase in enrollment. These two factors have enabled the university administration to maintain operations without instituting any drastic measures. However, next year we fully expect that the loss of stimulus funds (American Recovery and Investment Act) to equateto a loss of $2.4 million dollars in appropriations. In addition, we are not yet able to gauge the affect by the economy and what impact it will have on state appropriations. .Fall Enrollment! Applications -The Presidentreminded Council members that the Fall 2010 semesterwill start in one week. Undergraduate admissions report the receipt of over 4,868 applications which is 431 over our fmal freshman number of applications last year. Also, transfer and applications for freshman are 7% higher than last year. The deposits for freshman and transfer studentsare 8% ahead. President Brown extendedkudos to undergraduateAdmissions staff for doing a terrific job during the year. .Campus Growth -President Brown reported that the contractors are on schedule to complete the Human Services Building in November with classesstarting there in January 2011. Council memberswill also note significant progress on Phase2 I ~ ..5429 I of The HigWands at Edinboro University studenthousing project. This phase will I be ready for move-in day this time next year. The McNerney Hall Health Center project is on track and scheduledto be completed by Spring 2011 with the movement of staff in to McNerney Hall. Following the move, the university will move forward to demolish the current facility which is home to the Ghering Health Center. Also slated for completion is the new Police Station and Welcome Center on Route 6N which will be completed this coming December. President Brown noted that change will provide the university with a significant presence at the entrance to campus; thus, enabling visitors to know exactly where the entrance to campus is located, provide accessto parking permits, directional maps, etc. President Brown extended his personal thanks to the Communications and Psychology Departments for significantly contributing to the planning for the remodeling of the gymnasium in Compton Hall. This area will be transformed in to a 130-seatclassroom and also create needed space for the student-run television ~ studio. .Other newsworthy items -In other business, President Brown reported with enthusiasmthat Edinboro University has been notified of reaffirmation of its accreditation by the Accreditation Council for Business Schools and,Programs (ACBSP). The reaffirmation is for another ten years and will serve the university through 2020. The President announced with pride that Edinboro University is now listed in the US. News and World Report among the Best Regional Universities. Last year, Edinboro climbed from the fourth tier to the third of the Best Universities Masters in the North region. He noted that this year, US. News and World Report has changed their ranking system; thus only listing two tiers and ranking only those institutions listed in the first tier. President Brown was doubly pleased to be ranked in the Top tier and be listed under the Best Regional universities. The publication of this report reaffirms what is already apparent -Great Things Happening at Edinboro. President Brown also reported on the successfultravel and return of the Women's Basketball from a 10-day trip to Taiwan. It was an experience of a lifetime for a good number of women basketball players; nine in total travelled to Taiwan. The team played five exhibition basketball gameswhile in Taiwan, but just as importantly reached out to many people in Taiwan. During the visit, they were terrific ambassadorsfor the university. The team met with the County Governor of Taipei, presidents of various universities, and many faculty and staff of universities in Taiwan. By the conclusion of the visit, they had been immersed in the Taiwanese culture and customs and became quite adept in using chop sticks. The President congratulated all those to who planned and carried out the first-ever DisAbilities Conference. It is estimated that around 130 people attendedthis conference which showcasedall of the wonderful things done on campus for students with disabilities. Planning is already underway for next year's conference which the committee plans to grow. As the Men's and Women's Tennis program has been brought back as intercollegiate atWetic teams, a new head tennis coach has beenhired to build 5430 these programs. Lee Underwood joins us having spent 19 years of head coaching experience including the last six years at West Virginia Wesleyan. The Men's team had a record of93-34 during that period with trips to the NCAA Tournament in the past three years. President Brown closed his report by noting a lot of exciting things happening on campus. He and others acrosscampus eagerly await the return of our students and wondering what the coming months and academic year has in store for the university in tenns of what Great Things are "going" to be Happening. Chainnan Shields thanked President Brown for the excellent report and solicited any comments or questions. The Chair noted the need to provide for a correction with regard to fundraising figures reported during the last quarterly businessmeeting. President Brown deferred to Vice President Bruce Whitehair for the delivery of the correction in tenns of final numbers provided in tenns of university annual giving. Mr. Bruce Whitehair, Vice President for University Advancement, steppedforward to correct the "significant error". He noted it had beenreported that a record $4 million had been raised. However, once everything was fInalized and all gifts were counted to the university, Foundation, Student Government, and University Services, Inc. (USI), the correct figure is $5,015,146.61. The delivery of this correction by Vice President Whitehair was received with a loud round of applause. Chairperson Shields extended congratulations on behalf of the Council, to Mr. Whitehair and asked that he pass it on his fundraising staff. The Chair noted that a Study Sessionwas held earlier in the day, and he found it to be was quite insightful since the Council was given the opportunity to delve into a variety of topics which are important to the university. He thanked all of the members of the Council for their attendance at the earlier session. Next, Chairperson Shields introduced two guests from the Pennsylvania State System of Higher Education; Leo Pandeladis, Chief Counsel and Jacqueline Barnett, Associate Chief Counsel who is also direc~counsel for Edinboro University. A round of applauseensured in recognition of their introduction and presence at the public meeting. The Chair noted his pleasure extending a warm welcome on behalf of the Council to the newest member of the Edinboro University Council of Trustees, studentrepresentative Terry J. Darcangelo. Mr. Darcangelo hails from Cambridge Springs and has been recommendedto us with a strong set of qualifications. Chainnan Shields congratulated him on his near perfect overall grade point average and acknowledged some of his personal interests (golf, Black belt in martial arts and karate). Of note, the Chair was thoroughly impressed with Mr. Darcangelo's response which indicated his intent, and Chainnan Shields quoted from the application "I would representthe university in a positive light, both academically and socially. I am an intelligent person who takes the college experience very seriously. Furthennore, outside of the college environment, I conduct myself in a responsible way that would reflect positively on Edinboro University. I would never comprise my reputation or reputation of that which I represent." Chairman Shields acknowledged those were admirable words to live by which was followed by a round of applause by the Council and audiencemembers. He then invited Mr. Darcangelo to respond. Mr. Darcangelo acknowledged his kitld words and indicated pleasure that the appointment processhas come to this point. He' stated that he very much looks forward to contributing to an organization on campus that will make a noted difference. In closing, Chainnan Shields noted the implementation and identification of a mentor. I i 5432 .At 'I the last businessmeeting, Ms. Neil mentioned the issuanceof her first-ever tornado alert to a campus community. She reported similar shock when she neededto issue a few short weeks later an email following an earthquake that was felt acrosscampus. I ~ Marketing and Publications . .The pocket brochure distributed at the last Council meeting continues to be very popular. Ms. Neil reported that it will be updated with new data in September. .Marketing and Publications has beenworking on numerous projects, including the design of a special memento to be distributed at the reception following the Fighting Scot Statue Dedication scheduledto be held on Friday, September17; a comprehensive Continuing Education website; and new creation and publication of a new Admissions viewbook. .In July, marketing and publications began to integrate mobile bar code tagging into university advertising. She reported that Edinboro University is the first in the region to use this interactive technology. The special bar code, known as a QR code, is easyto spot as it is incorporated into a small graphic contained in the piece of advertisement. Wh~n scannedand decoded by a mobile phone, information such as a web site URL, a video, direct dial information for a point of contact, special offerings and more, can be displayed. Many mobile devices, such as iPhone and Android, already contain the software neededto scan QR codes. Software can be uploaded for many other phones, free via the web. .Since June, the university has gained nearly 110 Twitter followers for a total of 1,613 followers. To put place into perspective -Bloomsburg has 640 Twitter followers. .The total number of YouTube video views on Edinboro University's channel increasedto over 42,000 views. From another perspective -Clarion University does not have a You Tube channel. .Edinboro University has gained more than 1,000 Facebook fans for a total of over 5,000 fans. Facebookfans come from numerous cities in the United States,with Erie being number one, followed by Pittsburgh (Pa.), Cleveland (Oh.), Philadelphia (Pa.) and Buffalo (Ny.). These fans also representnumerous countries, with the United Statesbeing number one, followed by Canada, Pakistan, India, Taiwan and Turkey. Until recently, Taiwan was not on the list of countries represented;however, Ms. Neil believes the recent visit by the Women's Basketball Team may have influenced this change. Chairman Shields solicited any questions or comments. Hearing none, the Chair moved to the next agenda item -a report from Vice President Gordon Herbst on behalf of the Finance and Administration Committee. Vice President Herbst reported that the Finance and Administration Committee met earlier in the day to review those items recommended for consideration and action by the Council. These materials were provided to members of the Council in advanceof the meeting along with the agenda. Under New Business -Action Items, Vice President Herbst proposed that the Council put forth a motion to accept President Brown's recommendation for the approval of Contracts and Purchasesfor the period June 1 -July 31, 2010. He reminded Council members that the contracts and purchase orders were listed in the encumberedamounts for the fiscal year as opposedto the payment amounts. Prior to the call for the vote, Chairman Shields brought to the attention of the Council members and audience in attendancethe receipt of a gift from the Edinboro University Alumni Association (page 1; entry #5 on the Edinboro University -Report of Contracts from July 1-31,2010) of the Fighting Scot Statue. He noted that this project has been ongoing for a number of years and recognized Alumni Association PresidentDave Irlbacher's presence at the meeting. On behalf of the Council, the Chair thanked the Alumni Association for this gift. He noted that if . ..5433 I all goes accordingly to plan, the statue will be delivered to campus and mounted on its pedestal on September 15 in readiness for the dedication ceremony on Friday, September17. Chairman Shields also extended thanks to Trustee Dan Higham for casting the bronze statue at his place of business in Meadville. It was voted, on motion of Trustee McGarvey, secondedby Trustees Manning and Dombrowski to accept PresidentBrown's recommendation for approval of the Contracts and Purchasesas review~d for the period June 1- July 31, 2010. The Chair directed the vote and noted that the motion carried with unanimous approval by the Council. Next, Vice President Herbst moved that the Council accept President Brown's recommendation for approval of the proposed Budget for fiscal year 2010-2011. Chairman Shields called for discussion, comments or concerns. Trustee Horan inquired why the Council was being asked to adopt the budget two months after the start of the fiscal year. Vice President Herbst provided the following explanation/scenario. The Commonwealth of Pennsylvania, if they are able to adopt their budget and allocation to the State System, will occur prior to July 1. Based on those actions, the Board of Governors reviews tuition policy increasesduring their July meeting which is often around the third week in July. Based on those two amounts, the state appropriation, as well as the tuition revenue amount, we then have enough information for which to prepare for your review and approval the finalized budget document for the fiscal year. So, all things being equal, it is around the first/second week of August before the Council can get together to review the fmalized numbers as proposed through the documents. It was voted, on motion of Trustee McGarvey, secondedby Trustee Frampton to accept PresidentBrown's recommendation for approval of the proposed Budget for fiscal year 2010-2011 (Attachment #1). CAMPUS LIFE AND LEADERSmp DEVELOPMENT .Dr. Sablo reported the recent conclusion of the university's Summer Movie series, which was a huge successwith the community. Movies shown at the main campus attracted approximately 110 people per showing. Movies shown at Edinboro University in Erie -Porreco Center averaged approximately 210 people per showing. The continuation of the outdoor movie series continues to provide a great opportunity to engagethe community in the life of the campus. ."Homecoming for the Holidays" will be the catch phrase of the day September24-25. This year's Homecoming theme will focus on "holidays." Supplies will arrive shortly so that students can begin building floats and campaigning for the respective homecoming king and queencandidates. .Simultaneously the campus is also planning for its annual celebration of Family Weekend on October 15-16. Interim Vice President Sablo invited Council members to mark their calendar and join us for the festivities. ~" VcC_c~ 5440 RESIDENCE LIFE/ORIENTATION .Move-in day for incoming studentswill be held on Saturday, August 28. Residence Life and Housing has prepared a comprehensiveschedule of activities that are designedto give them a warm welcome to the campus. Opening activities that day include an ROTC air show display. .The Housing staff is busy providing accommodations for incoming students. As of last Friday, we plan to house 2,105 students,as compared to 1,860 students at approximately this time last year. This fall plans called for the use of Lawrence Towers as temporary housing until studentscould be reassignedto one of the various Highlands residencehalls. However, current numbers have increasedto the point that there is a need to house students in Lawrence Hall all year. Therefore, aesthetic improvements are currently underway (i.e. painting, furniture replacement, etc.) in an effort to make Lawrence Towers an attractive place to live for the academic year. .The final orientation program of the summer will be held this Friday, August 27. It is designated for studentsand families who did not attend one of the previous J1 orientation sessionsheld earlier in the summer. To date, approximately 1,756 students and 2,267 parents/guestshave registered for a total of 4,010 orientation participants. STUDENT HEALTH SERVICES .Currently, the Ghering Health Center is one of only 11 college health centers in Pennsylvania that is nationally accredited by the Accreditation Association of Ambulatory Health Care. On September11, the Director of Student Health Services from Virginia Tech will be on campus to review operations with the goal of achieving three-year accreditation status. DIVISION OF STUDENT AFFAIRS .Under Interim Vice President Sablo' s leadership, the Division of StudentAffairs participated in a daylong retreat where we were able to dialog about many interesting topics, such as how to keep students on campus, addressingthe needsof transgender students,and working with students with Asperger's syndrome. During the retreat session,the division's new mission and vision statementswere unveiled. Dr. Sablo sharedthe new vision statementwhich reads: Our studentsthrive becausewe are radicallypassionateaboutstudentsuccess. Weaspireto be at theforefront ofinnovationto addresscontemporarystudent needs. Wewill be recognizedas apremier Division ofStudentAffairs. Therefore, and in support of the division's proclamation of being radically passionate about working with students, Interim Vice President Sablo invited Council members to wear the division button on opening day. Chairman Shields solicited comments and/or questions following the conclusion of Dr. Sablo's report. The Chair thanked Trustee Frampton for agreeing to serve as the chair of this committee, Trustee Darcangelo for serving as a member and Dr. Sablo for conducting an orientation session to better acquaint them with divisional operations and provide for a divisional overview. Next, the Chair asked Vice President Whitehair to come forward to deliver a report on behalf of the University Advancement Committee. He provided the following divisional highlights and accomplishments: 'I I ~ 5441 .Not to belabor the great fundraising news, Vice President Whitehair reiterated the corrected figures of$5,015,146.61 -an all time record. He noted that when compared to the 13 PASSHE universities (and all reports have not yet been finalized) Edinboro would be listed as the second highest fundraising university. We will need to await [mal calculations and seewhere Edinboro University ranks. .Also, the university received the largest estategift in its history through Josephand Eleonora Buba which resulted in the naming of the JosephT. Buba Center at Edinboro University in Meadville. .A group of committed alumni got together to bring back intercollegiate tennis both Men's and Women's. This group raised over $1 million in estateand insurance gifts to the university -surpassing a goal that was set at $750,000. .In addition, 25 new scholarships were created during the year. Mr. Whitehair stated that this was a record number of scholarships. .Also, a record number of individuals (5,800) made contributions to the university last year. The Dr. Jeremy D. Brown Millennium Leader Scholarship fund surpassedthe $1 million level which is one of a very few million dollar funds. Mr. Whitehair noted that this was quite a remarkable accomplishment given its brief three-year existence. .Vice President Whitehair reported a strong start for the new 2010-2011 fiscal year with over 249 donors and over $54,000 raised. .The university received a major gift from the Student Government Association to build an outdoor amphitheatre by Mallory Lake. The student philanthropy group has set a goal of raising $60,000 to createthis amphitheatre which will be used for outdoor concerts and gatherings. .The Dr. and Mrs. Paul L. Flynn Scholarship was establishedto create a fund for conducting researchat the institution. The establishmentof the scholarship was part of a gift that was bestowed upon Dr. Flynn by General Electric in recognition of his outstanding engineering talent over the years. .The inaugural Women's Athletic Scholarship Golf Outing had net proceeds of nearly $6,000. Next year, Edinboro University will celebrate 85 years of Women's Athletics, being the first college in the state to offer formalized sports programming to women athletics. To celebrate and honor women athletes past, presentand future, Edinboro will host "An Evening with Robin Roberts", on Saturday, September17, 2011 at the AmbassadorCenter. .Vice President Whitehair personally met with groups of alumni in California, Florida, Indiana, Maryland, Michigan, New York, Ohio, Virginia as well as District of Columbia. Regional events were held in Arizona, New York, Ohio and a few in Pennsylvania. .Members of the Council are invited to the Homecoming Reunion and affinity reception honoring Edinboro University alumni on Friday, September24.
