Following the Roll Call vote, the Chairnoted that the motion carriedwith the unanimousapprovalby the Council. The Chair thenrequestedthe Chair of the PresidentialEvaluationAd Hoc Committee, TrusteeJohnHoran,to deliveran update. TrusteeHoranreportedthatthe Ad Hoc Committee hasnot officially met; however,effortswere delayedslightly dueto mattersbeyondtheir control. The Ad Hoc Committeeis now in receiptof a timeline which hasbeenprovidedby the Chancellor'sOffice. Arrangementshavealso beenmadewith PresidentBrown and Provost Bartelt for the utilization of a staff memberto coordinatethe EvaluationCommittee'sefforts to stagethe manymeetingswith constituentgroupsthat arerequiredto takeplaceduring a formal evaluation. The Ad Hoc Committeeis composedof two additionalCouncilmembers,Trustees Bow and Higham. He notedthat theyare anxiousto begintheir work andexpectsthat the processwill move along. The schedulerequiresthe Committeeto havethe informationto the Chancellor'sOffice by February19. Ad Hoc CommitteeChairHoranstatedthat he hopedto havethe work donewell beforethat deadline. It is anticipatedthat TrusteeHoranwill provide an updateat the Retreat/StudySessionscheduledto be held December18. ChairmanShields thankedTrusteeHoran for the updateandsolicited anyquestionsor comments. Next, the Chaircalled for comment(s)from the public in attendance.Noting no movementto the microphoneby anymemberof the public, ChairpersonShieldscontinuedwith the next item of business-President Brown's Reportto the Councilof Trustees. PresidentBrown thankedChairpersonShieldsandproceededto highlight severalitems of interest. He notedthat a topic thathasbeenon the minds of mostis this year's budget. Edinboro Universityhad anticipateda baseappropriationtotal of around$27,453,670;numbers appearthat it will be closeto $25.1million. This anticipatedstateappropriationsetsthe university backto its 2005-06funding level. In fact, the university's stateappropriationhas declineddramaticallyoverthe past25 yearsfrom 62.3%in 1985to 27% of our budgetcurrently. In addition, an additionalpieceof badnewswasreceived-there will no longerbe funding for deferredmaintenance.This fundingis necessaryfor the upkeepof campus. PresidentBrown is confidentthat our currentstaff will continueto managethis task. Partof the budgetalsowill come from federalstimulusmoneywhich is beingusedto compensatein a decreasein state appropriations.We are alsoawarethatthesestimulusdollarswill not be recurringfunds. He noted that whenthe stimulusmoneygoesawayin a year or two the University maybe facing a $2.4 million budgetshortfall. Of course,PAS SHEis committedto ensuringthat System-wide tuition ratesarea tremendousvalue for the studentsandwe providean excellenteducationat an affordablecost. In termsof EnrollmentManagement,PresidentBrown reportedour mostrecent retentionfigures. He waspleasedto announcethat the retentionrate from Fall 2008to Fall 2009 for first-time, full-time baccalaureate seekingstudentshasincreasedto 75%, up from 69% which is a hugeincrease.Typically, we areexcited abouta oneto two percentincrease;six percentis unprecedented.To put into perspective,the 75% for Fall to Fall retentionis higherthanthe national averagefor public researchinstitutionswhich is 72.9%;public communitycollegeshave a retentionrate similarly of 53.7%;andthe nationalaveragefor all schools,includingprivatesis . I . 5371 65.7%. Edinboro's Fall 2009 "freeze" data revealed a total enrollment of 8,287 which is an alltime record in the 152 year history of Edinboro University. He and others have beentalking for some time about breaking the 8,000 barrier and there is a lot of momentum moving forward which makes Edinboro University a really exciting place to be. Therefore, we experienced an increase of 616 students over last year. The Admissions Office is seeing that studentsare picking Edinboro University as their fIrst choice or choosing us over many other colleges and universities. The enrollment increase representedan overall 8% increase in enrollment. This increase was the largest in all of the 14 State Systemuniversities; the average for PASSHE was 3.85%. The second largest increasewas at Bloomsburg University with 7.24% and third was California University at 3.85%. One of the successstories of this enrollment increaseis the work that the administration and faculty in working with a difficult environment (more studentsand less money). President Brown took the opportunity to publicly acknowledge and thank all of the faculty and staff who have played a role in these enrollment and retention successes.Looking ahead, President Brown noted the coining of a new phrase "scary good." Why? -the University saw an 18% increase in attendance at the Fall Open House. And, we are seeing an increase in the number of applications compared to this time last year -more than 400 and more than double that was received two years ago at this time. Although it is early, President Brown noted that these trends are indicative of excitement and enthusiasmthat studentshave for Edinboro University which is shared by our faculty and staff. The number of students offered admissions (admitted) and also the number of students who have paid their deposit. In terms of physical plant, the Mike S. Zafirovski Sports and Recreation Center (referred to henceforth as the "dome") has been opened and a date for the ribbon-cutting ceremony will be determined in the very near future. Construction will begin early next semesteron the long awaited expansion and renovation of Cooper Hall (Edinboro' s main science building). Once completed, Edinboro University will be able to boast one of the "premier" buildings in northwest Pennsylvania for science education. Next to Mallory Lake, one can see that the Human Services building is taking shape. The estimated completion date is November 2010 with occupancy for the Spring 2011. Other areasexperiencing growing pains include Homecoming -one of the biggest and best. Rain this year did not dampenthe spirits of those who attendedthe Homecoming Golf Outing. The pre-parade brunch attracted over 2,000 attendees. A very popular activity for the youngest attendees(Class of 2024 or other years) was the "Wee Scot Play Spot." Once again, the Homecoming Paradewas a successwith nearly 5,000 attendeesand over 100 participating units -making this year's parade one of the largest in the university's history. There is still much to do and the university will continue to grow in everything that we do. Unfortunately, due to high winds the Flying Scotsman's (helium balloon) parade debut was grounded this year, but hope it will be sailing along the campus parade route tethered next year and in years to come. In other campus news, Edinboro University was named a "Military Friendly School" by G.I. Jobs which is a national veteran-owned magazine and website that provides education, transition assistance and job opportunities for military personnel. The annual rankings in this magazine honor the top 15% of colleges and universities and trade schools who do the most to recruit and retain America's veterans as students. President Brown concluded by noting that there are a lot of exciting things happening on campus, and most importantly we look forward to our continued explosive and potential growth for Fall 2010. Chairperson Shields solicited questions, comments or concerns. Hearing none, the Chair thanked President Brown for his report and noted, on behalf of the Council of Trustees, that they are glad to have him. In attendance at the most recent meeting of the Board of Governors, Chairman Shields noted pride in viewing the enrollment charts and seeing Edinboro University sitting at the top of a number of categories, especially in terms of enrollment growth. , 5372 Next, Chairman Shields moved to new business action items under the category of Academic Affairs. Provost Pearl Bartelt noted two program proposals before the Council, noting that both had literally just gone before Senateearly that afternoon. She noted that one program proposal was for the revision of the Bachelor of Arts in History. Provost Bartelt explained that this proposed revision added a minimum grade standard "c" or better for all History courses used to meet degree requirements in terms of history courses. The secondprogram revision, Bachelor of Science in Nursing (BSN) -Innovative SecondDegree Nursing Program, contained the addition of a third track to the degreeprogram. The BSN in Contemporary Nursing Issues for Foreign-Educated Nurses is a 40-credit baccalaureatedegree for foreign-trained nurses. This program is offered in responseto a nursing shortage in the United States. It was voted, on motion of Trustee Dombrowski, secondedby Trustee Thomas to approve the above-referenced program revisions as presented. Chairman Shields asked for any discussion. Hearing no requests,the Chair instructed the Recording Secretaryto conduct a Roll Call vote. The motion _carriedwith unanimous approval by the Council. Provost Bartelt noted the reporting of an informational item -change in two sabbatical leaves from the Spring 2010 to Fall 2010 for Dr. Kathleen Benson (Middle and Secondary Education Department) and Dr. Suzanne McDevitt (Social Work Department). The Provost then highlighted the following significant accomplishments within the division of Academic Affairs: .The Community Outreach Center (under direction of Dr. Denise Gaines) in conjunction with Lambda Chi Alpha and StudentActivities was recognized by Second Harvest Food Bank in the 21st Annual Bread Box Awards Ceremony. Edinboro University took first place honors in the large university/college category. .Edinboro University's Graduate Reading Program and The PennLake National Writing Project collaborated to present READING, WRITING, and LITERACY in the MULTIMODAL WORLD. This conference event took place on October 12, 2009, from 9:00 am to 3:00 pm in the multipurpose room of the University Center. This conference encouragedteachers,principals, parents, school board members, community individuals, and educational service personnel to learn more about a broad range of literacies and technologies which influence all individuals in this multimodal world. Over 200 teachers participated. The program was coordinated by Marian Beckman and Barb Rahal and NWP personnel from Corry. .Accreditation of the Masters in Social Work program has beenreaffirmed by the Council of Social Work Education (CSWE). The program is accredited until 2017. .Currently, there are four studentteacherswho have just arrived in Zibo, China, for their studentteaching experience. They left on October 22 and we've already had an email from them that they arrived safely. The will be teaching at the middle and high school level. China is very interested in their concentrating on verbal fluency. .Two teams of Edinboro computer science studentsplaced in the Consortium for Computing Sciences in Colleges' Midwest Regional Competition on October 18 -3rd place and 7thplace. They had to solve real-world problems using open technology and advanced computing methods during a 5 hour time period. They will next compete in the Association of Computing Machinery's (ACM) international competition in Youngstown, Ohio. The World Finals are in China in February. They came out aheadof schools like Indiana University, the University of Wisconsin at Oshkosh. . . 5373 .Two undergraduatestudents from the Psychology Department (Jamie Cacchione and Brandon Lewis) presentedtheir poster at the 5thAnnual Undergraduate Researchat the Capitol in Harrisburg. The students appreciatedthat Representative and Council of Trustees member John Evans took the time to stop by the presentation. Their advisor is Dr. Michael Skelly. These students conducted an interesting study in terms of comparing Different Text Markings on Releasing proactive Interference (highlighting has better result than underlining. .Mary Murray's journalism class (JOUR 423) conducted a very successful Public Forum with Erie County Executive Candidates. The Pogue Center multipurpose room was filled (over 200 attendees). .The university has entered into a signed agreementwith PenncrestSchool District on a Professional School Memorandum. .Graduate school emollment rose by 20.12% this fall. Graduate applications for spring are up too (over 83% of those received in the Fall 2008). .Gate count at the Baron-Forness Library for the month of Septemberwas 41,130. Students used the electronic reservesservice 15,582. .The Midwest and Allegheny chapters of the American Musicological Society's Pedagogy Study Group met on the campus. .Once again, studentswill be competing in the College Bowl on November 3 in the Pogue Student Center multipurpose room. .On October 9 Governor Rendell signed what has become known as Act 50. This new legislation expands transfer articulation to include full transfer of the AN AS degreesinto a parallel program with full junior standing. Based on work by the TAOC (Transfer and Articulation Oversight Committee) each PASSHE institution has listed 30 hours of transferable general education classesacross PAS SHE institutions and the community colleges. This legislation expandsthe credit hours to 60. Chairman Shields thanked Provost Bartelt for her delivery of an informative report and solicited any questions or comments. Hearing none, the Chair moved to a report on behalf of the Communications and Marketing Committee by its Assistant Vice President Amy Neil. Chairman Shields welcomed Ms. Neil as a newest member of the staff. Since it was the first report of this Committee, a brief overview of the department's functions was provided by Ms. Neil to Committee Chair Manning and Committee member Thomas. She noted that offices are located on the third floor of ReederHall, the staff consists of Amy Neil (myself) JeffPinski, Assistant Director of Communications; Ron Cox, Manager of Marketing and Publications; and Anita Joslyn, Administrative Assistant. The departmentis responsible for internal and external university communications, emergencycommunications, media relations, design and placement of university marketing and advertising, design of university publications and brochures, creation of the alumni magazine, managementof the university's calendar of events, university branding, managementof the university's social media efforts, creation and maintenance of select web ,- 5374 pages,and serve as the university's webmaster. She shared with Council members the following projects of significance currently in process: .University Values -In the early morning hours of August 20, Edinboro's hardworking facilities staffwere quietly and quickly hanging 35 new banners acrosscampus. These banners were designed by Communications and Marketing staff. Each two-sided banner contained a colorful image and a powerful word: Opportunity, Excellence, Respect, Integrity, and Leadership. Later that morning, at the Innovation in Higher Education Summer Conference, it was revealed that these words were the university's new values. We have received positive feedbackregarding the banners. .PHEAA -As soon as the Financial Aid Office learned that PHEAA grants would be delayed, the Communications and Marketing staff worked closely with the office to write communication to go out to all Edinboro students who would be impacted by the delay. A web page, containing answersto frequently asked questions and anticipated concerns, was also created. The web page and communication served as a model for other PASSHE institutions. .HINlCommunications and Marketing, with the approval of the Campus Emergency ResponseTeam (CERT) is responsible for writing and maintaining content on the university's pandemic web page which contains information on HINI. Assistant Vice PresidentNeil commended the members of CERT for recognizing the importance of frequent and open communication with the campus community regarding this issue. ."Great Things Happen Here" -Indeed, great things do happen at Edinboro University, and over the past few months Communications and Marketing has had the pleasure of sharing a lot of positive news with the campus community and statewide media. News of Edinboro University doing very well in recent US. News and World Report rankings, our record enrollment, and the institution having the largest percentage enrollment increase in PAS SHE was well received by the campus community. .Advertising -It seemsthat everyone wants Edinboro University to advertise in their venue or publication. We continue to be fiscally responsible, ensuring our marketing and branding dollars are spent wisely and we are hitting the broadestaudience. On September 11, we sponsoredthe American flag insert in the Erie-Times News. The insert was designed so that the American flag side would be displayed in the windows of homes and businessesand seenfrom the outside by pedestrians.The reverse side, which featured a very large Edinboro University advertisement,would then be seenfrom inside homes and business. The insert reachedmore than 56,000 homes and businesses,and feedback regarding this effort has been overwhelmingly positive. Feedback on the fall campaign, complete with new billboards and television commercials, has also beenpositive. The campaign ran in targeted areasof Ohio, Pennsylvania and lower New York. Communications and Marketing worked closely with the homecoming committee, issuing communications, updating billboards, designing posters, pins and a popular website. . \ 5375 In additionto print and broadcastpromotions,socialmediawasusedto reachalumni. Facebookadswere createdto remind our targetaudiencethat homecomingwasjust aroundthe comer.The homecomingad on Facebookwasviewed by 22,714individuals in New York, Ohio andPennsylvania.Accordingto our statistics,theywere eachshown the ad an averageof 47 times over 1.25months,resultingin over 1 million total views. Thosewho clicked onthe ad were takento the Break Out thePlaid website. .Social Media -Social mediawill continueto play an importantrole in our communicationsandmarketingefforts. SinceAugust,EdinboroUniversitygained635 Facebookfans for a total of over 1,540fans. Our Facebookfanbaseis 62%female.Of this group,40 % are between18-24yearsof ageand 24 %arebetween25-34yearsof age. Males constitute38 % of our fanbase,with 15%between18-24yearsof age.Tied at 9 %arethe 25-34and 35-44agegroups. We gainedmorethan 200 Twitter followers sinceAugustfor a total of 1,096followers. Twitter doesnot yet provide demographicsfor followers.As a sidenote, our E2Campus emergencyalert systemis now connectedto our Twitter account.In the eventthat an E2Campusalertis issued,it will be sentto our Twitter followers aswell asto registered cell phonesandemail accounts. In the lasttwo months,EdinboroUniversity's YouTubechannelviews increasedby over 460 to 4,466.The demographicsfor our YouTubesite are60 % male and40 % female. Of the males,over20 % are between55-64yearsof age. Of the females,nearly38 % are between45-54yearsof age.The mostpopularvideo of the pasttwo monthsis Alpha Phi Alpha's stepshow,with over9% of the views. In secondplaceis the inflation of the sportsand recreationcenter,with nearly 7% of the views. Prior to the Roll Call vote, Council member John Evans noted that the line item for the Campus Radio Station had been zeroed out and inquired if that was an indication that it would no longer be in operation? Mr. Herbst noted that the Campus Radio Station continues to operate; however, it should be noted that the funding for this has been combined within the Communication and Media Studies Department budget. He further stated that it was easierto include the budget within the larger departmental budget, plus there is also Student Government Association funds that support its operation. He sharedthe following highlights from his respective area of responsibility which included: ATHLETICS .FOOTBALL -The Fighting Scots are currently 7-2 and ranked seventhin Super Regional One, and 23rd in the AFCA Division II Top 25. If the Fighting Scots win the remaining two games, they will likely earn an NCAA Playoff berth. .WOMEN'S SOCCER -Our record is 6-6-5 after a 2-1 upset of Slippery Rock on Tuesday. The wins include an upset of nationally-ranked California (Pa.) and a fIrst-ever win overMercyhurst. .VOLLEYBALL -The team has an 18-8 record and needstwo wins for the fourth 20-win seasonin five years under the leadershipof Coach Missy Soboleski. Our team is ranked third in Atlantic Region. .CROSS COUNTRY -The Men's team is ranked 10th in Division II and is number one in the region. The team is also the top Division II fInisher in a field primarily Division I schools in the Paul Short Invitational at Lehigh. The Women's race begins at 10:00 a.m. and the Men's team start racing at 11:00 a.m. Also, on November 1, the University has organized a Doug Watts Celebration Banquet, honoring his 40 years of coaching. At that time our cross country course will be officially renamed in Coach Watts' honor. CAREER SERVICES .November is National Career Development Month. The Career Services office has partnered with the Erie City School District and the School of Education to present college information and careerplanning workshops to students at Pfeiffer Burleigh, Roosevelt, and Strong Vincent. STUDENT HEALTH SERVICES .Student Health Services is currently conducting flu shot clinics for employees. This is a teaching opportunity in that nursing studentsare again assisting with employee injections as part of their clinical training. Last year, a total of 425 flu shots were given, 125 of which were given to students. .Student Health Services has beennamed a sentinel site to test studentsand employees for influenza-like illnesses (ILl). As you may have heard, early last week an announcement was made that a student tested positive for the HINI flu. Throughout the week, additional students were confirmed as being positive. The staff at Student Health Services has received extensive training from the Erie County DOH. All of the University's well thought out and previously establishedprocedureswere followed. At this time, all students are expected to fully recover from this illness. ROTC .The university's ROTC ceremonial cannonhas arrived and been put in use at the Homecoming Paradeand multiple football games. ADULT STUDENT SERVICES .With a continual increase in returning adult student learners,the desire to receive academic credit through alternative methods has beenincreasing: -CLEP credits earned have increasedby 36% over the previous year -Life experience credits have increasedby 18% over the previous year .To date, 63 of our degree programs have been approved for Trade Adjustment Act (T AA) and Workforce Investment Act (WIA) funding -more than any other training provider in Erie County. Last year there were 40 approved programs. .In recognition of Breast Cancer Awareness month, residencehall studentsraised money for cancer researchthrough various fundraising activities. Edinboro University will serve hostto this conferencein the Spring 2011. Additionally, TrusteeManning addedthat this group had requestedthat exit interviews be conductedwith recently graduatedstudenttrustees. Therefore, in meeting this request,Trustee Manning reported that PresidentBrown, TrusteeThomas and herselfhad met with Nicole Nelson earlier in the day to conduct an exit interview. Ms. Nelson's tenure as a memberof the Council as a studentrepresentativewas reviewed -from her desire in applying for the position to the aftermath. The exit interview was very positive and included two suggestions.Ms. Nelson noted that a more formal orientation sessionwould have beena great help and the appointmentof a current sitting memberof the Council serveas a mentor. TrusteeManning reported that a formal orientation sessionis in place and that both of the newestmembersof the Council have been oriented.
