THE STATE NORMAL SCHOOL OF SHIPPENSBURG GENERAL STATEMENT The purpose of the Cumberland Valley State Normal School is to prepare young men and women for the office o f teacher in our public schools. To this end our course of study, methods of instruction and equipment are carefully adapted. To teach well one must have not only knowledge of the subject to be taught, but such familiarity with it as to render his knowledge quickly and surely available. Such intimate familiarity with the subjects taught in our common schools is the foundation of all good scholar­ ship. While our purpose is the training of teachers, and our course of study and methods are all selected with reference to that end, many young people who do not intend to teach find our course of instruction the best possible preparation for a business career, or for college entrance. Such students are received so far as our room will permit. The new course of study extending over four years of forty weeks each gives time for more adequate preparation 8 Cu m b e r l a n d V a l l e y St a t e N o r m a l S c h o o l . for teaching, and also provides opportunity for a broader general culture and for laying a good foundation for higher education. We shall, however, continue to make the training of teachers our chief concern and shall not organize any courses of study that might in any way distract the attention of teachers or students from the main purpose of the school. The generosity of the state in aiding in the maintenance of the faculty and equipment of the school enable us to offer the opportunity o f thorough education at much less expense than other schools can possibly afford. To those who can come from their homes, and who are preparing to teach, there is no expense, except for books and five dollars per year for incidental expenses. Those who board in the school pay four dollars per week for board, room, heat, light, furniture and laundry. It is the settled policy of the school to restrict the num­ bers to such limits as can be well cared for and taught in small sections. To this end we employ an unusually large number of teachers in proportion to the number of students. Our instruction in music, while not erected into a special course, offers unusually good opportunity for educa­ tion in both vocal music and piano, and is directed especially to the training of teachers of music. The department of art affords good opportunity for the study o f several branches of fine art in addition to the regular course required of all students for graduation. Elocution is also taught to those who have special talent in that art, but the aim is to make good readers rather than dramatic artists. The whole aim of the school is practical; and all our energies are bent to the preparation of young people for their life’s work. This preparation as we view it does not consist in mental training alone, but in the develop­ ment of all the faculties and the training of the whole person in the graces of manner, soundness of body and virtues of soul that altogether constitute true and useful manhood, sweet and influential womanhood. Every one is not only well educated, but has had experience in teaching. Most of them have taught in the public schools of this State, and are familiar with the prac­ tical problems and duties of that office. They are selected with great care, not only as to their scholarship and experi­ ence, but also as to their personal character and common sense. The work is distributed in twelve departments, as follows: English, Mathematics, History, Natural Science, Physical Science, Philosophy, Pedagogics, Latin, Modern Languages, Music, Practical Arts and Fine Art. At the head of each department is a professor who is responsible for all the work of that department, though he may have one or more colleagues in the work. In addition to the theoretic studies of the course, the Model School conducted by the Pedagogical Department offers valuable opportunities for the practical application of principles taught in the class room, and experience in actual teaching. Equipment Our equipment in library, laboratories and apparatus is adequate and of the best quality. The Class-rooms, Library, Chapel, Gymnasium and Studios are thoroughly good and well fitted for their respective purposes. A bright and well equipped infirmary is always ready on a moment’s notice to be used by students or teachers without additional charge. Good physicians and nurses are within easy reach. A large and well equipped laundry does good work for students and faculty. A large stable is provided for the accommodation of students who drive to school from the neighborhood. A fine and well furnished gymnasium and a complete equipment for military drill provide for the best physical training. IO CUMBERLAND VALLEY STATE NORMAL SCHOOL. The athletic field is the finest in the Cumberland Valley. The ladies’ dormitory is a beautiful and convenient building, well heated, lighted and kept. The men’s dormi­ tory in the main building is very comfortable and well kept. In fact, nothing is lacking in our provision for the comfort and welfare of our students. Location The Cumberland Valley is famous for its beauty and its climate. Nothing in this latitude east of the Rocky Moun­ tains is equal to it as a place for schools. Shippensburg is a town of some four thousand people, renowned for its churches and its prohibition. There are no saloons within ten miles of the town. The Cumberland Valley, the Reading and the Western Maryland Railroads make it easy of access from all points. The school buildings are situated on the edge of the town, in a large campus beautifully kept. The water supply is from mountain springs, clear and pure and wholesome. Students Our students are for the most part from the substantial families of Central Pennsylvania. They come from good homes and almost without exception are well taught in scripture truth and Christian morals. They are a sturdy and diligent class of young people, bent on getting the worth of their time and money. The tone of the school is remark­ ably earnest, but none the less bright and merry and sweet. Everything that can be done is done to make the school days the best days, fullest of pleasant memories and freest from all that may bring sorrow or remorse. It is the constant effort of the faculty to co-operate with the students in maintaining a bright and refined home life, and to help them in the cultivation of that grace and dignity of deportment that marks the real lady or gentleman. The students are invited to suggest any changes in the rules that may seem to them expedient. The discipline of the school is as free as possible from irksome rules or un­ necessary restrictions of individual freedom. CONDITION OF ADMISSION AND GRADUATION 1. Properly certified graduates of approved Pennsyl­ vania high schools of the first grade and city high schools as listed by the Department of Public Instruction, shall be admitted to the third year of the Four Years’ Course of the State Normal Schools without examination, and be condi­ tioned in the branches that have not been satisfactorily completéd by such students. 2. Properly certified graduates of approved Pennsyl­ vania high schools of the second grade shall be admitted to the second year of the Four Years’ Course of the State Nor­ mal Schools without examination, and be conditioned in the branches that have not been satisfactorily completed by such students. 3. Properly certified graduates of approved Pennsyl­ vania high schools of the third grade shall be admitted to the first year of the Four Years’ Course of the State Normal Schools without examination, and be conditioned in the branches that have not been' satisfactorily completed by such students. 4. A person who desires to be admitted to the second or the third year without having previously attended an accredited high school, must have a certificate of a commis­ sioned Superintendent of Schools, showing that he has pur­ sued the branches of the first year or the first and second years, with his standing in those branches, or must pass a satisfactory examination by the Faculty in said branches, or be conditioned in them. But the studies in which any one is conditioned under this rule or any one of the rules above, shall not foot up more than 320 hours. 5. If the Faculty of any State Normal School or the State Board of Examiners decide that a person is not pre­ pared to pass an examination by the State Board, he shall not be admitted to the same examinations at any other State Normal School during the same school year. i2 , Cum berland V a l le y St a te N orm al Sch ool. 6. If a person who has completed the State Board examinations required for admission to the classes of any year at any State Normal School desires to enter another Normal School, the Principal of the School at which the examination was held shall send the proper certificate to the Principal of the school which the person desires to attend. Except for the reason here stated, no certificate setting forth the passing of any studies at a State Normal School shall be issued. 7. Candidates for graduation shall have the oppor­ tunity of being examined in any higher branches, including vocal and instrumental music and double-entry bookkeeping; and all studies completed by them shall be named in their certificate. Persons who have been graduated may be examined at any State examination in any higher branches, and the Secretary of the Board of Examiners shall certify on the back of their diplomas as to the passing of the branches completed at said examination. No certificate or diploma valid for teaching except the one regularly issued by the State Board of Examiners to regular graduates shall be issued by any State Normal School or any person con­ nected with any such school. 8. A certificate setting forth the proficiency of all applicants in all the studies in which they- desire to be examined by the State Board of Examiners shall be. prepared and signed by the Faculty and presented to the Board. Studies that have been completed at a high school shall be distinguished by the words “ high school” or the initials “ H. S.|| A separate list of each class shall be prepared for the use of each examiner together with a separate list of students conditioned in any branch, with the branches in which they were conditioned, and the grades shall be indi­ cated in every list where substitution is made or extra branches are taken. These lists shall be ready for the State Board before the examination begins. 9. No State examination shall be given to any student on part of a year’s work unless the study is completed, but (except in the last year’s examination) a student may be Cu m b erlan d V a l l e y St a t e N o rm al S c h o o l. 13 conditioned by the State Board of Examiners in not more than two subjects covering not more than one period of work for a year. Accurate records of these conditions shall be promptly sent to the Superintendent of Public In­ struction and the fact that the students thus conditioned have taken up such subjects and passed them by the faculty shall be certified to in writing to the State Board of Exam­ iners before such students are admitted,,to another State Examination. 10. Residence for the last two years shall be required of all students, except in the case of graduates of Four Years’ Courses in colleges approved by the College and Uni­ versity Council, who may be graduated after one year’s residence. 11. Within fifteen days after the examination by the State Boapd at any Normal School, the Principal of the school shall send to the Department of Public Instruction a complete list of all who have taken advanced branches, together with a list of these branches, also a list of those to whom diplomas and certificates were granted, and a list of those who passed the State examination in any year, naming the year. 12. Graduates of State Normal Schools in the regular course; and graduates of colleges approved by the College and University Council, who shall satisfactorily pass the Faculty and State examinations in the course required therefore, shall receive the degree of Bachelor of Peda­ gogics. And Bachelors of Pedagogics who have, after re­ ceiving such degrees, taught successfully for two years, and passed the Faculty and State examinations in the course required therefor, shall receive the degree of Master of Pedagogics. COURSE OP STUDY POR PENNSYLVANIA STATE NORMAL SCPIOOLS N ote— This course is based on the “ unit” plan as pro­ posed by The Carnegie Foundation. “ A unit” represents a year’s study in any subject in a secondary school, constituting approximately a quarter of a full year’s work. 14 C u m b e r l a n d V a l l e y St a t e N o r m a l Sc h o o l . (This statement is designed to afford a standard of meas­ urement for the work done in a secondary school. It takes the four-year high school course as a basis and assumes that the length of the school year is from thirty-six to forty weeks, that a period is forty-five minutes in length and that the study is pursued for four or five periods a week; but, under ordinary circumstances, a satisfactory year’s work in any subject can not be accomplished in less than one hundred and sixty forty-five minute hours or their equivalent.) Any method of government which does not secure this important end is wrong in principle. In a Normal School, where the student is being trained to govern other students, there can be no excuse for loose government. No person is qualified to teach in the public: Cum berlan d V a l le y St a t e N orm al S ch ool. i6 schools until he has attained a complete mastery over him­ self. The individual who has been trained in school to habits of self-control and a wise self-direction has received the best training which any school can give him. We rely largely upon the honor and self-respect of our students in our efforts to control. A Normal School is not a reformatory, and parents and guardians are requested not to send vicious or immoral students to our institution to be educated. A few such students, if retained in a boarding school, vitiate the entire moral atmosphere of the school, and make it an unsafe place for even the wellbehaved student to undertake his education. We notify the parents when we find their children are not attentive to their studies, and if this course does not remedy the matter, the parents will be asked to withdraw them from the school. Students who are not making good use of their opportunities to receive an education, will not be retained in school. Obedience on their part to the following rules and regu­ lations necessary to the successful management and control o f a. Normal School, and also for! the best interests of the students themselves. No student will be allowed to take more studies than he can pursue profitably nor fewer than are necessary to keep him sufficiently employed. 2. Students must attend classes up to the time of their leaving school. 3. All students must be present at the daily chapel exercises, unless excused. 4. Ladies are expected, when exercising in the gym­ nasium, to wear the adopted suit of two pieces, blouse and divided skirt of dark blue flannel. 5. Both ladies and gentlemen must wear the regular gymnasium shoe for gymnasium exercises. Building and Room Regulations 1. Each student will be held responsible for the condi­ tion of his room and its furniture, and he will be charged with any loss or unnecessary damage. 2. No changes or alterations must be made in the per­ manent parts or fixtures of the room ; nor nails driven into the walls without permission of the steward. 3. Students are requested to provide themselves with slippers for the building. 4. Students furnish their own towels, napkins, rings, soap and brushes. All articles of clothing sent to the laun­ dry must be distinctly marked with thè student’s full name. 5. Students may be required to change their rooms or to board out of the building if deemed best by the Principal of the school. Social Regulations 1. Day students may not call at the rooms of boarders, nor stay in their rooms over night, unless by permission of the Principal. Boarding students will be held responsible to the Principal for the observance of this rule. 2. Boarding students will not be permitted to visit in town on Sunday, nor remain in town over night, excepting with near relatives. i8 CUMBERLAND VALLEY STATE NORMAL SCHOOL. 3. Visitors to the building will be regarded as under the same regulations as the students. 4. Lady students will not be permitted to leave the campus unless by permission of the Principal or a member of the Faculty. ' 5. Visiting the buildings or grounds on Sunday will not be permitted, nor will students be allowed to make or receive calls during study or school hours. 6. Ladies and gentlemen will not be permitted to hold prolonged conversations with one another, either in the buildings or upon the grounds, unless in connection with school duties, and then only by permission of the Principal or member of the Faculty. 7. Students will receive visits from relatives or friends in the reception room only; an exception will be made in the case of parents, who will be permitted to visit in their children’s;, rooms. 8. Students are under the regulations of the school going to and coming from their homes. 9. Students will select their own physician without recommendation from any member of the Faculty. 10. Students wishing to visit their homes or other places during the term must present written permits from the parents to the Principal. Health Regulations 1. Students upon entering the school must present physician’s certificates showing that they have been success­ fully vaccinated. 2. Students during vacation, or at any time when they are absent from school, must avoid exposure to contagious or infectious diseases. 3. Students will be expected to observe proper hygienic rules during the time they are enrolled as members of the school. Sabbath Regulations 1. Students are required to be present at the Sunday morning services of one of the churches in the town, unless Cum berland V a l l e y St a t e N orm al Sch ool. 19 excused by the Principal. The selection of the church is left to the parent. 2. Students are required to attend the Sunday School held in the Normal Chapel every Sunday morning, unless properly excused. 3. From 3.00 P. M. to 5 P. M. will be observed as a quiet period. During this time no singing, loud talking, or other unnecessary noise will be allowed in the building. It must not be understood that the foregoing regula­ tions embrace all the duties and obligations devolving upon the individual student. No list of rules can be made which would cover every duty of the student under all the possible contingencies of Normal School life. And, on the other hand^there are many habits and forms o f conduct so obviously out of harmony with the obligations of the person who is preparing to teach that it is not deemed necessary to prohibit them by formal rule. Our standard of conduct for those who are preparing to teach under the tuition of the Cumberland Valley State Normal School is so high that it would preclude anyone from looking to the profession of teaching for a life calling whose habits and conduct are not worthy the imitation of the children who may be placed under his instruction. The charge for Board and Room includes furniture, bedding, light and heat. Each room accommodates two students. During the fall and winter terms a student may have whole room by paying 50 cents per week extra. The charge for laundry is for twelve plain pieces per week. Starched goods, such as shirt waists, men’s shirts, 20 C u m berlan d V a l l e y St a t e N o rm al Sc h o o l. collars and cuffs are not included, but such articles will be laundered by the school laundry at very moderate rates. There are no other fees for any part of the regular course. No charge is made for use of Infirmary, but doctor’s and nurse’s fees and medicine is paid by student. PAYMENTS The enrollment fee is paid by every student when he registers for the first time each year, and is the same what­ ever time he enters school. One half the term’s bill for tuition, bo%pd and laundry is paid at the opening of each term, and the remainder at the middle of the term. If State aid is received it is credited at the middle of each term and deducted from the bill of second half of the term. For' the support of the public fsehools and Normal Schools of this Commonwealth for the two yearp commencing on the first day of June, one thousand nine hundred and five, the sum of eleven million dollars. * * » And provided further, That out of the amount hereby appropriated there shall be paid for the education of teachers in thè State Normal Schools the sum of four hundred and seventy-five thousand dollars, or so much thereof as may be necessary, to be applied as follows: For each student over seventeen years of age who shall sign an agreement binding said student to teach in the common schools of this State two full annual terms, there shall be paid the sum of one dollar and fifty cents a week in full payment of the expenses for tuition of said student, provided that each student in a State Normal School drawing an allowance from the State must receive regular instruction in -the science and art o f teaching in a special class devoted to that subject for the whole time for which such allowance is drawn which amount shall be paid upon the warrants of the Superintendent o f Public Instruction.
